## REPORT OF THE TRUSTEES 

## for the Year Ended 31 December 2020 

The trustees present their report with the financial statements of the charity for the year ended 31 December 2020. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). 

The Parochial Church Council (P.C.C.) has the responsibility of co-operating with the Priest-in-Charge, the Rt Revd , Dr Mark Rylands, in promoting the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The P.C.C. is also specifically responsible for the maintenance of the church building and the church hall.

## **OBJECTIVES AND ACTIVITIES** 

## **Objectives and aims** 

St. Andrew's PCC has the responsibility with the Priest-in-Charge and Team Vicar within the Ashburton and Moorland Team Benefice, in promoting in the ecclesiastical parish, the whole missions of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Church. 

The PCC is committed to enabling as many people as possible to worship at our Churches within the parish of Ashburton with Buckland-in-the-Moor and Bickington and to become part of the parish community. The PCC. maintains an overview of worship throughout the parish, and our services and worship put faith into practice through prayer and scripture, music and sacrament. 

When planning our activities for the year, the Priest-in-Charge and the PCC have considered the Commission's guideline on public benefit and, in particular, the specific guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of the parish community through: 

"  Worship and prayer 

" The provision of pastoral care 

" Outreach to the wider community 

To facilitate this work it is important that the fabric of the three churches is maintained. 

St. Andrew's PCC and the respective D.C.C. have the responsibility of co-operating with the Priest-in-Charge in promoting the whole mission of the Church, pastoral, evangelistic, social and ecumenical in the parishes of Ashburton, Buckland-in-the-Moor and Bickington, and the Ashburton and Moorland Team Ministry. It also has the maintenance responsibilities for the Church of St. Andrew's, Ashburton, St Peters Church Buckland-in-the-Moor and St Mary the Virgin Bickington.Devon. 

The PCC affirms the vision set out by Bishop Robert in his keynote address to the Diocesan Synod in March 2016 for the Diocese of Exeter (full details can be found at http://exeter.anglican.org/who-we-are/vision-strategy/), and seeks to promote and apply them at a local level, namely: 

'I know the plans I have for you, says the Lord, plans for your welfare and not for harm, to give you a future with hope.' Jeremiah 29.11 

We seek to be people who together are: 

## **Growing in Prayer** 

We want to grow in prayer, living a life close to God. This means taking risks as we become more honest with  ourselves and more honest with God. Prayer opens up deep places within us to God's grace which is why it is such a life-giving activity. Growing in prayer is essential if we are to witness to God's Kingdom and become the people God has called us to  be. 

## **Making New Disciples** 

A disciple is someone who follows Jesus Christ. With him as our companion and guide we can travel through life differently, and we hope others will share the adventure with us. We want to be more faithful in our discipleship and allow God to shape our priorities and values. The Christian gospel is good news and we need to find new ways of telling the story, of explaining the faith and giving a reason for the hope that is in us. 

## **Serving the People of Devon with Joy** 

We want to make a difference in the world and witness to God's love and justice, especially in the communities and schools where we live. Working in partnership with others who are transforming lives, we seek to address the global issues confronting our generation so that everyone may flourish.

## **OBJECTIVES AND ACTIVITIES** 

## **Public benefit** 

The trustees are aware of the Charity Commission's guidance on public benefit in "The Advancement of Religion for the Public Benefit" and have regard to it in their administration of the church's work in the Parish. The PCC believes that, by fulfilling their responsibility to work together with the incumbent in the Parish and co-operate in all matters of concern and importance for the promotion of the whole mission of the Church, pastoral, evangelistic, social and ecumenical, it provides a benefit to the public by: 

Providing resources and facilities for public worship, pastoral care and spiritual, moral and intellectual development, both for its members and anyone who wishes to benefit from what the Church offers; 

Promoting Christian values, and service by members of the Church in the Parish to the community, to the benefit of individuals and society as a whole. 

## **FINANCIAL REVIEW** 

## **Reserves policy** 

It is the policy of St. Andrew's PCC to hold in reserve the equivalent of three months general running costs, and additional funds to cover administration and organist fees for one month. The reserves in the short term may fall below the stated aims, although the PCC are committed to increasing them to the desired level. The income from the permanent fabric endowment fund will be used to meet anticipated costs to the planned maintenance of the building arising from the Quinquennial Inspection undertaken in 2018, and if applicable to provide additional support to some unforeseen repairs if funds are available. The policy will be reviewed on an annual basis. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The PCC is a corporate body established by the Church of England and operates under the Parochial Church Councils Power Measure. The PCC is a registered charity. 

The method of appointment of PCC members is set out in the Church Representation Rules. 

Though PCC members are responsible for making decisions on all matters of general concern and importance to the parish, including deciding how the funds of the PCC are to be spent, many decisions are delegated to the PCC standing committee which is comprised of the Priest-in-Charge, the Church Wardens, the Treasurer, Two Lay Representatives and the Secretary. Any decisions made by this committee are reported to and sanctioned by the next subsequent full meeting of the PCC.

## **Independent examiner's report to the trustees of The Parochial Church Council of the Ecclesiastical Parish of Ashburton with Buckland-in-the-Moor and Bickington** 

I report to the charity trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of Ashburton with Buckland-in-the-Moor and Bickington (the Trust) for the year ended 31 December 2020. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set  out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## NOTES TO THE FINANCIAL STATEMENTS 

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

Plant and machinery - 25% on reducing balance 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Endowment funds are funds, the capital of which must be retained either permanently or at the PCC's discretion; the income from the endowment is to be used either as restricted or unrestricted income funds depending upon the purpose for which the endowment was established in the first place.

**Restricted funds** consist of the following: Ashburton - Messy church and Flower Fund Buckland - repairs Bickington - repairs 

**Endowment Fund** - Abell Bequest 

This fund consists of the residue from Marjorie Abell's will of 2002. The PCC cannot spend the capital (except for the running costs of the trust), it can only spend the income.

There were no related party transactions for the year ended 31 December 2020. 

## **11. INDEPENDENT EXAMINATION** 

The fee for the Independent Examination is £500 plus vat (2019 £500 plus vat) and is included in the Sundries figure on the detailed SOFA.
