Structure, governance and management 

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council (Powers) measure 1956, The PCC is exempted by order from registering with the Charities Commission. 



## ST JAMES CHURCH, PORCHESTER 

The  appointment  of  PCC  members  is  governed  by  and  set  out  in  the  Church Representation 

## Objectives and activities 

The primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England. The PCC (Powers) Measure 1956 states the PCC "is to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical" In addition St James Porchester PCC has its own vision statement which is "To be a spirit filled church where Jesus is front and centre as we love our community and support one another to grow more like Jesus, celebrate God's goodness, and share the great news of Jesus.' 

The activities are set out in the Church's Annual Report which is available from the church. 

## Achievements and performance 

The PCC monitors its performance and achievements by means of a Growing Disciples Plan. Beginning in 2021, by 2026 we hope to have grown by 80 new disciples, 25 children and 40 young adults attending regular Sunday worship, and 128 members of church attending home groups. Through 2023 we have made steady progress towards our Growing Disciples Plan. Some highlights include 8 guests completing Alpha, 12 baptisms, 1 confirmation, creating a creche  for  a  Sunday  morning  alongside  the  10.30am  service  to  make  worship  more accessible to families with smaller children, the revision of service pattern to consolidate styles of worship which are appreciated by members of the congregation as well as appealing to our wider community, time spent focusing on newly developed Church values (prayer, discipleship, generosity, welcome and compassion), and there has been an increase in average Sunday attendance from 60 to 70 in the past twelve months. 

## Financial review 

In 2023 we completed payment on major building projects which had continued from 2022 (heating, lighting, guttering). We have mostly used up our legacy fund from the sale of property, and are now in a position of relying on regular giving to cover costs. We were not granted a reduction in parish share, though have been able to pay in the region the amount we originally offered, 

We have overspent in our budget, and there is a need to bring in greater financial control measures which will be achieved by the implementation of a financial policy where budget owners must agree to spending, and aim to make savings where possible without impeding mission.

We have now employed a Church Growth Enabler (part funded through a successful bid to the diocese Strategic Development Fund). This provides flOk per year for two years which is match funded from what remains in CCLA. 

## Plans for future periods 

Our priorities remain the same for the coming year. The successes of 2023 have shown that through prayer and focus on our priorities the Church will grow, and people are willing to give towards the mission of the Church when asked to do so. So as much as we will be trying hard not to introduce anything new through 2024, we hope to bring everything that we do within our vision and values so that we are moving forward. 

The PCC have approved plans to improve the access to Church, in particular creating a welcome space and area for hospitality within the Church. This project will be paid for through a bid to the diocese Growing Disciples Fund. There is also a project underway to install a community defibrillator outside the Church centre. This project is being driven by a fundraising group who intend to meet the costs through private donations.

Independent Examiner's Report to the Trustees of St James Church, Porchester Year ended 31 December 2023 

I report to the trustees on my examination of the financial statements of St James Church, Porchester ('the charity') for the year ended 31 December 2023. 

## Responsibilities and basis of report 

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (fthe Act'). 

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charities Commission under section 145(5)(b) of the Act. 

Independent examiners statement 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1. Accounting records were not kept in respect of the charity as required by section 130 of the Act, or 

2. The financial statements do not accord with those records; or 

3. The  financial  statements  do  not  comply  with  the  applicable  requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a {true and fair' view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
