## **Aim and Purpose**
St Martin & St Mary’s Parochial Church Council (the PCC) has the responsibility of cooperating with the Incumbent, the Reverend Alex Sharp, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.
## **Objectives and Activities**
The PCC is committed to enabling as many people as possible to worship at our Church, and to become part of our parish family. In fellowship with God and one another, we aim to be:
- A church where God through Jesus Christ is at the centre of all we seek to be and to do.
- A church that, through prayer and the scriptures, is open to the guidance and power of the Holy Spirit and acknowledges its need of God’s grace.
- A church that comes together to worship, incorporating all ages, experience and knowledge.
- A church whose worship encourages a sense of belonging to God and to one another, and affirms the worth and value of each individual.
- A church that provides Christian education and ministry appropriate to different ages, experience and knowledge.
- A church that enables each member to develop and use their natural and spiritual gifts.
- A church that lives and shares its faith so that others may come to the knowledge of the love of Christ.
- A church that serves and influences the life of the local community.
- A church that has a vision to support and pray for Christian mission world-wide.
- A church that cooperates with others to share practical care and love.
To facilitate this work, it is vital that we maintain the fabric of the Church.
## **Achievements and Performance**
## _**Worship and Prayer**_
As a Church, we aim to provide services of worship which are both accessible and reverent, enjoyable and edifying, drawing on the best of traditional music and liturgy while embracing contemporary hymns and songs as well. Our Organist Steve Cox and Music Group leader Mark Gale work extremely hard to lead us in a diverse range of worship each week, and the PCC would like to express its thanks to them.
During 2022 our regular Sunday morning service rotated between Holy Communion, Morning Worship and All Age Services. We are very grateful for the ministry of our LLMs (Arnold Cade, Helen Harding, Keith Miller, Sheila Fletcher and Yasmin Mann) and the Revd Martin Fletcher (PtO), who lead and preach at services across our Mission Community regularly.
On a monthly basis we also held Messy Church, BCP Holy Communion and Christian Mindfulness services. These reach out to our community in unique and complementary ways

to our weekly Sunday Services. We thank all the volunteers involved for their tireless work to provide these opportunities to the local community.
We continue to stream the audio of our Sunday morning services over the internet for those who are housebound or unable to attend. This was an innovation from the pandemic which continues to prove useful with people listening in at home each week. We foresee this continuing for the time being and will review it periodically. The PCC is very grateful to our PA/AV team for their skill and dedication in ensuring the smooth running of our services and making the broadcast available.
Though we do not hold weekday services on a regular basis, we do have a weekly time of prayer that is open to all at 9.15am on Thursdays. The PCC would like to thank Sheila Glenton for her particular role in facilitating this important meeting at the heart of our corporate prayer life.
Pastoral care for those who are unable to make it to church continues; the PCC recognises that much of this work is done between friends in the congregation in an informal way, and thanks our church family for their love and concern for one another. A report on Pastoral Care is included in the Appendix to this report which was circulated at the APCM.
As of 8/3/23, there were 92 parishioners on the Electoral Roll, 78 of whom live within the parish. 2 names were added in the period between the APCM in 2022 and 8/3/23, and 2 were removed, because of death. The average Sunday attendance at the 10.30am Service on Sundays was 78.
As well as our regular services, we enable our community to mark, celebrate and thank God at the milestones of the journey through life. There have been 7 Baptisms, 4 weddings and 9 funerals and memorials during the year. We continue to provide opportunities for our community to observe important occasions in the national and Christian calendar such as Ash Wednesday, Easter, Remembrance Day and Christmas. Of particular note in 2022 was the role the church played in marking the death of Her Late Majesty Queen Elizabeth, with a book of condolences available during the time of mourning, a service of commemoration and a screening of the Royal Funeral in the church. The PCC would like to thank the Flower Arrangers, especially Pam Cox and Judith Perriss, for their tireless work in decorating the church for these special occasions.
## _**Deanery Synod**_
Two members of the PCC sit on the Newton Abbot Deanery Synod. This provides the PCC with a link with the churches around us, and also with the Diocese as a whole. It also receives reports from the Diocesan and General Synods. There are various topic and speaker at each meeting. The Rural Dean lead us in a discussion regarding the Ministry of Welcome post pandemic, Canon Chris Palmer Canon Chancellor of Exeter Cathedral spoke on Life and mission in the Cathedral post lockdown including the works to re-establish the cloister and Revd Pete James of St Basil’s Exeter spoke of the work he is doing in setting up a new church community.
## _**Church Fabric**_
Routine maintenance continued throughout the year (boiler servicing, path spraying, carpet cleaning, service of fire extinguishers, clock maintenance, etc…). A Health and Safety report

was received, and all issues have been addressed. The PCC wishes to thank all the people who do the other ‘behind the scenes’ jobs that make the building clean and safe, it is much appreciated and the building could not function properly without their silent contributions. The churchyard grass cutter is now Mike Neck. He and his team continue to make the churchyard presentable.
## _**Mission and Evangelism**_
Mission and evangelism remain at the heart of our identity. We began 2022 with an evangelistic course for those exploring faith or wishing to revisit the fundamental truths of Christianity called “Hope Explored.” This was well attended, with 30+ in attendance over the three weeks.
Over the course of the year we ran numerous events in addition to our regular services and activities, e.g., a Pancake Day event in March, a Good Friday All Age Trail in April and Christmas Quiz in December. We hosted two exhibitions in the Church, one on local history and one featuring paintings and artwork from the late Bridget Holland, which raised money towards MNDA. In response to events in Ukraine, we held a collection and published information and offered support for those housing refugees.
We continue to be involved in our local school, with the Vicar regularly leading Collective Worship and leading school services in the church. Along with the Vicar we have two Foundation Governors on the Governing Board. The school also makes use of the church building for educational purposes during the school year.
Ecumenically, we held two joint services with Chudleigh Baptist Church and continued to work together on several initiatives, most notably the Miniones parent and toddler group and Tuesday Night Group.
The PCC continues to develop new ideas for outreach and service and is working toward a programme of annual events for 2023 and beyond.
## _**Other Activities**_
The PCC wishes to express their thanks to all the volunteers that organise and facilitate the many different ministries and activities that contribute to the life and mission of our Church. These include, e.g., Miniones (a parent and toddler midweek group), the Tuesday Night Group (a youth group for 11-18s), the Church Flowers group, and many more. A report from each group is collated in an appendix to this document, which was made available with this document in the run up to the APCM.
## **Financial Review**
Total receipts on the unrestricted General Fund were £126,928, and payments from this fund totalled £99,523 giving a surplus of £27,405. This larger than usual surplus was due to the receipt of two legacies totalling £27,000, £25,000 from the late Bridget Holland and £2,000 from the late Tricia Bapty. We also received a one off grant, £930, from the Diocese to offset higher energy costs. Income from the Parish Giving Scheme, standing orders and weekly envelopes (‘Planned Giving’) and contactless giving increased by around 5%,which is encouraging in a full non lockdown year. It has been good to see that people are now using contactless giving and one-off Gift Aid envelopes. Our grateful thanks go to all who contribute financially to the life of the church.

The contribution to the Diocesan ‘Parish Share’ – which helps towards the cost of stipends and housing costs for the clergy – increased by 7% in 2022, which helped to put our expenditure up by 14% in the year.
## **Reserves Policy**
It is PCC policy to try and maintain a balance on unrestricted funds of at least three months expenditure. This is equivalent to £25,000. As of the year end this is being met.
## **Safeguarding**
The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).
The safeguarding team continue to use the Parish Safeguarding Dashboard, an online platform to manage safeguarding requirements, and have now progressed to level 3. All PCC members have completed Domestic Abuse Awareness training. Safeguarding policies have been reviewed and approved by the PCC.
A volunteer pack has been designed to assist with Safer Recruitment and People Management, and we are working with a ministry a month to put this into effect.
## **Volunteers**
The members of the PCC would like to thank all the volunteers who work so tirelessly to make our Church a lively and vibrant community. Our special thanks go to our Churchwardens, Clare Lillington and Stephen Cox, and to our Assistant Churchwardens Alison Philips, David Bone, Nick Tuckett and Pamela Tuckett.
## **Structure, Governance and Management**
The method of appointment of PCC members is set out in the Church Representation Rules. The Council comprises the Incumbent, the Churchwardens, those elected to the Deanery Synod, and other members who are elected at the Annual Parochial Church Meeting, by those on the Electoral Roll. Members of the congregation are always encouraged to join the Electoral Roll, and to consider standing for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance in the parish, and for all financial matters. The full PCC met eight times during the year. Towards the end of 2022 we began a process of forming a new Mission Statement for the Parish Church, which we hope to circulate for feedback to the church family and then finalise in early 2023.
## **Administrative Information**
The Church is situated at Fore Street, Chudleigh TQ13 0HX and is part of the Chudleigh Mission Community, in the Deanery of Newton Abbot, in the Diocese of Exeter. The correspondence address is The Vicarage, Parade, Chudleigh, TQ13 OJF.
The PCC is a body corporate (PCC Powers Measure 1956, and the Church Representation Rules 2022) and is registered with the Charity Commission, no: 1128947.
