for the Year Ended 31 December 2020
The trustees present their report with the financial statements of the charity for the year ended 31 December 2020. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
Administrative information
Chudleigh Parish Church is dedicated to St Martin & St Mary, and is situated in Fore Street, Chudleigh. It is part of the Exeter Diocese within the Church of England. The correspondence address is The Vicarage, Parade, Chudleigh Devon TQ13 0JF.
The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is registered with the Charity Commission, number 1128947.
OBJECTIVES AND ACTIVITIES
Objectives and aims
Chudleigh PCC has the responsibility for co-operating with the incumbent, The Rev Paul Wimsett, in promoting to the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social and ecumenical.
Public benefit
The trustees are aware of the Charity Commission's guidance on public benefit in "The Advancement of Religion for the Public Benefit" and have regard to it in their administration of the church's work in the Parish. The PCC believes that, by fulfilling their responsibility to work together with the incumbent in the Parish and co-operate in all matters of concern and importance for the promotion of the whole mission of the Church, pastoral, evangelistic, social and ecumenical, it provides a benefit to the public by:
(1) Providing resources and facilities for public worship, pastoral care and spiritual, moral and intellectual development, both for its members and anyone who wishes to benefit from what the Church offers;
(2) Promoting Christian values, and service by members of the Church in the Parish to the community, to the benefit of individuals and society as a whole.
Safeguarding
The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults) ensuring that Safeguarding is a regular Agenda item at every meeting and information about courses and papers relating to Safeguarding Issues are circulated and acted upon.

ACHIEVEMENT AND PERFORMANCE Review of the Year Annual Review of 2020
The year 2020 started in the usual way - back in January 2020 we were not to know how the church's year would develop. We thought that the most significant event would be our Vicar Paul retiring in August...
To begin with, the services continued as usual: Holy Communion at 8.00am; after Christmas Wake Up To Worship! began again at 9.30am, on the theme of 'God's Vision for the Church', and at 11.00am Morning Prayer alternated with Parish Communion. The Week of Prayer for Christian Unity was marked with a service at Trusham Church at which Baptist Minister Eleanor Moffatt preached. Messy Church held their helpers' prayer afternoon in January and then the first session in February. Lent arrived, with the service of Holy Communion including the imposition of ashes, and our Lent Course, led by Graham Herbert, began.
Fundraising and social awareness was a feature of church life as always, with a Fairtrade stall being held selling Traidcraft goods in March, and civic involvement too with the Teignbridge Civic Service on 1st.
However, later in March the Covid-19 pandemic began to take hold, and there was no service on Mothering Sunday, after which the country went into lockdown and nothing took place in the building
for weeks - BUT that did not mean that nothing happened in the life of the church, far from it.A week later, Paul started broadcasting a Sunday Morning Service each week, which we could listen to live, or wait and listen via the church website. It meant that we could still worship together, despite being physically separated from each other.
After a few weeks, the Tuesday housegroup started meeting via the Zoom video app, and continued their studies, just as they would have done in person. Unfortunately, however, they were not able to join in the usual summer social evening! The Millway housegroup carried on meeting by e-mail, and there was also an Advent Study Group who met for 3 sessions on Zoom in December.
We did not even miss chatting over coffee after the service for very long - again via Zoom. Those who wished to meet up in this way were divided into three groups (differently each week) to avoid the problems of too big a number, and met up after the broadcast service was finished. It was really good to see people (even if only onscreen), chat and find out how everyone was, what they'd been up to and how they were coping. The PCC has met by Zoom as well.
The Prayer Chain has continued to function as usual, praying for NHS and other personnel, and church members helped out and joined in the Town Council's Taskforce relief efforts - by phoning those isolating, walking dogs, doing shopping, and many other things too.
Then the time came when the Government said that the building could open again - initially for private prayer. Straightaway, a small group of PCC members met in church - how special that seemed after so long! - and installed hand sanitiser dispensers at each door, taped off parts of the church to limit contact and avoid having to clean between openings, moved the chairs with fabric seats (after fighting so hard to be allowed to have them!) behind tapes, and opened the building for two hours twice a week.
Very soon after that, the group was back in church again to prepare for worship, when we were told that that was allowed. Taping was changed, notices placed on the pews that needed to be left empty for social distancing, and measuring was done to ensure safe distances between people. Then, after around 15 weeks, the first service was held on Sunday 5th July, and 35 people met for a service of Morning Prayer. The service was broadcast as usual, so that members could all join together, whether in church or at home - all sharing the same worship.
The following week, we had the joy of Holy Communion services re-starting. There were two services: the familiar Book of Common Prayer service at 8.00am, then Parish Communion at 10.30am. There were 10 people at 8.00am, and 35 again at the 10.30am service, and we enjoyed chatting outside (suitably distanced, of course!) before going home. The plan was that the 8.00am Holy Communion would continue every week until Paul's departure and then would be held twice a month, and the 10.30am services would differ each week, including Parish Communion and Morning Prayer, as the 11.00am services did before the lockdown, as well as the more informal Wake Up To Worship!, more familiar at 9.30am.

Paul's final services in the Benefice before taking a well-earned retirement took place on 8th and 9th August. It was very sad not to be able to mark his departure in the usual way, gathering lots of people together, but his farewell services in Chudleigh and the other parishes of the Benefice were as well attended as was possible under the restrictions.
Then in the middle of August, the vacancy began. A small group were already working on the Benefice Profile, to be sent to the Patrons and applicants for the post of Incumbent, to describe the communities and the churches, worship and activities, and also what the congregations are seeking in a new vicar. The views of the congregation were requested, so that they could be included in this. A Prayer Card was also prepared to focus prayer from the Benefice on the process of finding a new Incumbent. These cards have been regularly updated as the process has continued, and sent out to people as well as being available for collection in church on Sundays. We also held a Prayer Day in December for the Vacancy and the new Incumbent, when people undertook to pray during a particular period of time during the day. We are very grateful to visiting clergy who have come and led worship during the vacancy: Revd Mandy Rylands (then Rural Dean), Revd Michael Sansom, Revd Caroline Luff, Archdeacon of Totnes Douglas Dettmer, and Prebendary Alan White.
Chudleigh Mothers' Union held a couple of services in Church, in October and for Christmas, but the Knit & Natter group had to stop meeting due to the pandemic.
Our APCM was delayed due to the pandemic, but finally took place in September, during and after the 10.30am morning service as usual. Those at home were able to listen in and know what went on.
Services were again suspended in November (although the church remained open for private prayer) but this time the broadcast services were pre-recorded. We joined with the Remembrance Sunday Service held in Exeter Cathedral, and joined the service on 22nd November led by our Rural Dean, Revd Patrick Parkes, in St Paul's, Newton Abbot. We were back in Church on Sunday 6th December, when our preacher joined us virtually - Revd Graham Archer, from the Church Pastoral Aid Society, our Patron, but could not meet for a service the following week, 13th December.
The festivals of the church's year were very much affected by the pandemic. Our Easter worship was broadcast online, but when the time came for the Harvest service, we were able to meet in in church to celebrate. Decorations were much more limited than usual, but money - £246 for the Barnabas Fund - and tinned and packet produce - for the THAT Foodbank - were still collected. Funds were also raised for Macmillan Cancer Support with a cake stall held outside a private house for on 25th September, when £405 was raised. Christmas worship was affected by the pandemic: we held a Carol Service on Sunday 20th; there were no Family Carol Service or Midnight Holy Communion on Christmas Eve, but the 8.00am Holy Communion and 10.30am Family Service took place as usual on Christmas Day.
Although our Church life has been very different this year, there have still been many people who have worked extremely hard to maintain it for us. Paul of course continued his ministry until he left in August, since when Clare Lillington our Churchwarden, and the Rural Dean have led the team, joined by Steve Cox when he was elected as the second Churchwarden in September. Steve has continued playing the organ, and Mark Gale has played the piano, although the Worship Band has not been able to play and sing. Our Retired SSM (Self-supporting Minister) Martin Fletcher, and Readers Arnold Cade, Sheila Fletcher and Keith Miller have taken services, as have Wake Up to Worship! groups, and PCC members have met online. Maren, our Schools Worker, has continued with her work online too. Intercessors have continued to prepare prayers - Megs Kiddle has organised the rota as usual - Pam Cox has arranged for flowers to decorate the church in an appropriate, limited way during the restrictions. John Glenton and David Bone have worked very hard behind the scenes to set up the recording and broadcasting of services, which has been vital during most of this year when so many people were unable to come to Church in person, and Alison Phillips has worked very hard to prepare the church and steward people coming to services to keep everyone safe. John and Sheila Glenton distributed Chudleigh News when copies were printed, and we are grateful for their efforts. Sheila Glenton and Amanda Gale led the Messy Church team, and while it has been impossible to meet in person, online events have been held, and craft packs distributed.
We now look forward to the advert for the new Incumbent appearing in the New Year and the interview process progressing.

FINANCIAL REVIEW
Reserves policy
It is the policy of the PCC to maintain a balance in the unrestricted reserves equivalent to six months general running and administration costs, The balance at the year end met this criteria.
It is our policy to invest our funds balances with the CBF Church of England Deposit Fund. An easy access deposit account.

I report to the charity trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of St Martin and Mary, Chudleigh (the Trust) for the year ended 31 December 2020.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with Regulations' "true and fair view" provisions.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Assets
Consecrated and benefice property
In so far as consecrated and benefice property of any kind is excluded from the statutory definition of 'charity' by section 10(2)(a) and (c) of the Charities Act 2011 such assets are not capitalised in the financial statements.
Moveable church furnishings
These are capitalised at cost and depreciated over their useful economic life other than where insufficient information is available. In this case the item is not capitalised, but all items are included in the Church's inventory in any case.

3. TRUSTEES' REMUNERATION AND BENEFITS
There were no trustees' remuneration or other benefits for the year ended 31 December 2020 nor for the year ended 31 December 2019.
The only trustees remuneration relates to the organist. (See the Related Party note). No other trustee received remuneration or benefits in the year.

There were no trustees' expenses paid for the year ended 31 December 2020 nor for the year ended 31 December 2019.

The funds at the year end consist of missionary fund, the Chudleigh Area Youth Project, Building fund, Youth Fund, Flower Fund, and Messy Church.
9. RELATED PARTY DISCLOSURES
The parish organist, Mr S Cox, who was a member of the PCC from September 2020, was paid £390 from that date (£453 January to April 2019 when previously a trustee ). Rev M Fletcher was paid £505 funeral fees as a retired SSM. A small immaterial portion of the expenses paid to the incumbent may have been related to his services as chairman of the PCC.
No other payments or expenses were paid to any other PCC member, persons closely related to them or related parties.

10. TRANSACTIONS WITH TRUSTEES
During 2020 the PCC received £12,694 in identifiable donations from trustees (PCC members) and their close relatives. The donors did not attach any conditions to their gifts which requires the charity (PCC) to significantly alter the nature of its existing activities.
