The PCC of St John's has the responsibility of c(FcperatvvJ with th8 Revd. Canon RaymorKI
Adams in w)moting the whole mission of the church. whether pastoral, evangelistic, soo81 or
ecumenical within the eccl88iastl￿l parish. It also has maintenanc8 r8sponsibilities for the church.

Electoral Roll:
At the 2023 APCM. there were 165 people on the Electoral Roll. This was a decrease of 8 from
2022,8 figure of 173. Fourteen people were removed from the roll because they had either moved
away from the Parish. i￿ased to W￿shIp with us or had died. and 6 new members were added to
the roll.
The average adult weekly attendance counted duriw October 2023 was 79. (October 2022 was
100, Ociober 2021 was 77 and October 2020 was 29, (the low numbers being due to the
nationwide resthctions as they related to church worship, as a result of the COVID 19 Pandernic),
October 2019 was 102 and October 2018 was 112).

to young pèople and h8lps them discover a personal faith.

partnership wtth the children and parents of St Francis, school continues to axpand and
develop it.
St John's mémbers have been active in bullding links with the people of Uganda. and we
hope that Ihey will flourlsh once again, now that the main Covid emergency has passed.
St John's is active in its supwrt for M8rcy Ships. providing med1￿1 aid for tha Fwr. for
Open Doors as it seeks to defend the persecuted church. and for Church PastLY81 AK
Society(CPAS) whith enables clergy and ￿ngregatIOnS to fulfil their Mission nationally.

Objectives and Activities
Aims In 2023
St John's aim in 2023 was to continue to r8cover from the effects of Covid 19. In particular, PCC
aimed for numerical growth of both adults and children at our in-person services. Our tssk was also
to support those who felt they could not tt)me back to church for health reasons.
Covid 19 had hrf( our spaclal services, our home groups and our regular ongoing Sunday services.
We aimed to restore Ihem, and to enable thè church to be effedive in mission.
Young people". An effective ministy among young people is a Sign of a haalthy church. PCC
detemilned to support all age groups. both Spiritually and financialty.
Hong Kong ￿lCome Course: The large infiux of people from Hong Kong presented the church
in Britain with challenges and opportunities. Although most of the Christian arrfvals would become
mernbers of tha Chinese Church. others were willing to joln local churches. PCC therefore
resolved to bery)me 'Hong Kong Ready,. Hawng Iwo Canlonese speakers In the coNJregatit)n, St
John's was ide811y placed to offer a Welcome C(xwse.
Tho Enoryy Crfsls: Massively Ir￿reased fuel bills threatened to undénnine our finanaal position.
PCC detemiined to find ways to redu¢8 ortrJoing fuel costs, and to consider wayB of making tha
church more energy efficient.
Contlnulng during tho vacancy: Afler over 32 years of mlntsty at st Johns. Haydon lfjhck,
Rever8nd Canon Rawnond Adam5 retlred In March 2023. St John's does rH)t have any other
licens8d Glergy or laypeople. so we aimed to increa$8 the number of preachers. as well as See￿ng
help from other ctergy in the area. Archdeacon Christopher Bryan and Reverend Mike Duff.
Patronage Secretsry of CPAS attended the PCC in February to talk through the process of seeking
new incumbent.
PCC aimed to work closely both Archdeawn of Malmesbury and the CPAS in order to wepare
for the woming v8cAncy and bringing a new 1￿Mbe￿I into th8 parish.

Fabrfc: PCC (through the work of the Finance. Fabric and Governan(￿ suwroup) were
committed to continue to focus on diligent and tlmely mainten8nc8 and repair of the thurch building
and It5 contents, ensuring Ihat the requir8rnents of the quinquennial survey Twmre being addressed
and that all rea¢live maintenance work was completed to a high standard.
Achiavements in 2023
Ovarvlow of Church AttendanM by Adults and Chlldren
After a disappointing start. average Sunday Attendance returned alrnost to where it was in 2019.

WhllB attendance at the erwj of the year was still about 15% lower than In 2019. thls compargs to
an averdge ￿tional d8cl#ie of 30%.

One of the strongest areas of mini$ty in St John's was with young people and. in particular.
teenagers. The Young People leaders an¢ helpers have organised ￿SIt5 to other Young Peop
events in Swindon.
However, I￿king to the futur8. we need to sound a continuing note of cautlon In that our youngest
group, Scramblers which caters for children from Pre-school to Reception, no longer exists.
SFecial serrfices like Chrlstingle snd Seven Lessons and Camls have been continued as part of
our church calendar. Revd. Tom Morgan has18d a number of Christingle servlces for H8ydonlaigh,
Haydon Wick Schools. as well as hosling M8ils from Cath6rine Waite and Greenmegdow Schools.
Our worship group lost members who decided to worship elsewh8r8. We also said wodbyè
Alison Adams who had been a loryq serving member. We wish them all the best for the future. We
are grateful for those members of the group who have stepped up to lead the worship or sing more
often.
St John's continues to be an intemalional church, with additional new members Joinlng us from
Hong Kong and of African heritage during the year.
Bulldlng Fatth In Adults and Young P•opl•
In common with many churches, the numbar of people partlclpaiing in evening events like home
groups has declined since Cowd. The good news is that a new home group was started during the
autumn of 2022 and o)ntinues to thrive. but In comparison with the sItuat￿n some years ago,
numbers arè quite low for all groups. apart from the very we114ttended Mond8y aftemoon group.
Homegroups do also meet virtually, this can assist those such as parents with young ¢hildren.

Archlt•cL Ow architect. Jessica HollarKI, stèpped down from her role in 2022 arKI was replaced
by Annie Evans during the yaar.
Subsidonc•: The issues of subsidence whlch we had been experiencing for some years in the
kitchen. lounge and ctsche, have been SUI￿asSIU1[Y resolved and there were rK) issues durirKJ the
year.

Energy Crf8ls: The energy crisis has Seen the price of gas and el8ctrlcliy rise dramatically
upwards. This has encouraged us to ena¢l energy reduction measures to ensure that costs are
mitigated wh8r8ver p055ible.
It has also led us to consider what we might do about 8nergy effKi8ncy In the medium to long tem,
recognislng the Diocesan 'Net Zero, challenge. On the agenda in th8 future must be:

Evangellsm and Outreach
Hong Kong: a warm welwme was offered to those arrlving from Hong Kong. A Welcome
Course for Hong Kongers was run during the y8ar.

Flnancial Revlew
We are partlculady grateful for the finan¢lal support that st John's r8celved during 2023, alth¢)ugh
overall giving fell by around 5% year on year, this was against a backdrop of a wider economic
climate that has placed pressure on household incomes. We saw a def￿11 on tho general fund
(after transfers to mission funds 8nd fr￿ other designated funds) of £2.918 (2022: £9.464) but this
Was better than originally budgeted for, despite high levels of inflation and 8ddlllonal Costs incurred
relating to the r8cruitment pro¢e86 for a new vicar.
Total General Fund receipts were £131,383 {2022: £131.514) ar*J are detailed In the flnancS81
statements.
From the General Fund, £123,939 {2022.' £117,438) was spent on prowding for ministy from St
John's. including the Diocesan Parish Share of £91,50012022: £95,920). The Parish Share largely
ovides the stipends and housing for dergy in the Diocese. The 8mount committed to the Parish
Share fell year as the church readlusted to lower ￿ve1$ of offerfngs and sought to balan
generosity in supporting the Diocese with the need lo caver higher c05t levels to wevalllng
inflation rates, and to Sustain adequate reserrfes.
On the General Fund. Ihere w8$ 8 deficit for the year of £2.918 (2022." deficit of £9.464) after
transfers wer8 mad8 to the Mission Fund. Such transfers were In accordance wilh PCC approval.
The balarK8 carried foThvard on the General Fund al 31° December 2023 was £49,614 (2022..
£52,532). Thè Genèral Fund rgmains above the reserves wllcy threshold of 4 m¢nths' expenditure
d is regularfy monitored by the PCC,
The Mlssion Fund is allocated 10% of ¢)ffeflngs and of the tax recovered on glft-8lded glvlng.
Mlssion fund income and transfers from the General Fund in 2023 were £14,235 (2022: £19,081)
demonstrating strong ongoing support for mission at home, overseas. for Christian relief and
d8velopment agencies and a range of other charities. The mad8 missNJn pa￿ents totslling
£11,207 during the year (2022: £19,586). Paym8nts to Uganda were del8yed during the ytsr and
the PCC is cUrren￿Y reviewing which projects and beneflclaries can b8 SUPPOrted wtth the funds
rais8d and hopes to make payments in early 2024. The Mission Fund is partially restridgd (bging
the surplus carried forward in respect of spectfic gifts for mission purposes) and partially
designated (in respect of unspent amounts transferred from the General Fund). Full detsils on the
balances held are shown in the notes to the financial st8tem6nts.
The Fabrlc Fund (the recipient of generous gltts In prior years) has helped St John's maintain key
8SP8Cts of the fabric of its building (such as boiler replacement). The fund ended the year with
balance of £7.517 {2022.. £8.584). The Fabrlc Fund received inGome from the Jack Richards
ETrJowment Fund during the year and m8de paym8nts of £1.072 (2022: £nil} to finance the
pla¢gment and repair of blinds.
The Development Fund receives donatb)ns from members of the church and a portion of rents paid
by the non-church users of ihe building where this can be afforded. No amounts were drawn from
the fund durlng the year12022: £1,526). Tha fund currently stand8 at £37,409 (2022: £37.409). The
entire balance on the fund is available to rneet the cost of future special propcts.
The Memorial Fund was s8t up by the PCC to fund capitsl projects and to support ministry
throughout th8 parish and has been the recipient of generous glfts slnce Its tnc8Ption. Th8 fund
cannot b6 used for general running expenses. In 2023 the fund was credited barl( interest of
£99 (2022: £37). The fund made paJTnents of £54 for memorial plaques {2022'. £nil) and ended the
year wlth a balance of £6,480 (2022: £6,435).
Pram Club 8nded 2022 with a balance of £600. The Club ceased to OP8rate in 2023 arKJ PCC
agreed to transfer remaining funds to th8 General Fund to support ongoing children's work in the
church.

st John's were very graleful to receive a generous bequest in the sum of £20,000 during 2023. The
terms of the bequèst are that the monies are used by the PCC for a special purFose or capltal
expense land not for general running expenses. The bequest is being held on this restricted basis
Iti bank deposits until the PCC decide how best to depty the funds. WhiLg invested. the bequ8St
attracts its share of bank deposit interest.
Reserves Policy
It is PCC policy to maintain a balance a General Fund balance which equates to approximately 4
months, unrestricl8d payments to cover emergency sltuatlons that may arise from time to b'me. The
General Fund balance of £49,614 equatss to a reserve of 4.4 months, (based on 2023 exp8ndlture
levels - 'expenditure' Indudes the transfers that PCC have agreed to supp(Ml mission payments:
10% of offeriry 8nd associ8twJ gift 8ld) and accordingly met the largel.
Golng Concern
The Trustees ￿nsider that the PCC ￿￿11 continue as a golng con(*m for a period of at least 12
months from the dats on which Ihese financial ststements are approved fv the following reasons:
- The PCC has sufficient cash to mgBt short-tenn needs.
- The PCC could consider reductlons in expenditure rf required.
- Sufficient ￿restriCt&d funds 8xlst to be able to support ongoing running costs.

the accounts. as detailed In not8 14 to the finanGial statements.
D8clarations by Trustees
The Trustees dedare that In 2023 no income was received from cortracts from cantral or local
govemment to d8liver servtces and PCC received grants from central or local govemment.
As from 1° January 2017, PCC policy has been to pay its Staff rK) lèss than the Voluntsry Uvl
Wage. The Church applied for and received accredited Living Wage status in 2019. PCC reviews
its financial conlrols on an ongoing basis. The Trustees further declare that PCC has wmplied
with its duty under seciion 5 of the Safeguarding and Clergy Discipline Measur8 2016, to hav8 due
regard to the Hous8 of Bishops, guidance on safeguarding children and vulnerable adults.

Accounting Policies
Basis of Preparatlon
The financial statsments have been prepared on a going ¢>)ncem basis aTrJ in accordance with
Sectlon 133 of the Charlties Act 2011 and comprise:
A Receipts and Paym8nts Acenunt, and
A Ststsm8nt of Assets and Liabilities.
Fund Accountlng
Goneral funds ar8 unrestdcled fvnds that are available for usè at the discretion of the trustèes
(PCC members) in furtherance of the gen&rnl objectives of Ihe charity and that hav8 not boon
designated lor other purposes.
Dgsignat•d funds are unrestrlcted lunds that have baan set aside by the trustees for particular
purpos8s. The airn and use of each designated fund is set out In the notes to the finandal
statements and the finanaal rewew.
Rostrictod funds are funds that are to b8 used in accordance with Spe￿fiC reslrictions imposed by
donors or that have been rdised by the charty for particular purposes. The cost of r8i5ng and
administering su(* funds is charg8d against the specific fund. The aim and use of each restricted
furKI 16 set out in the Mtes to the financial staternents and the ffinanclal r8vlew.
Any balance remaining unspent at the end of each year must be carried fonvard as a balance on
that fund. The PCC does not usually invest separately for each fuThd. Where there is no separats
investment, inv85tffient is apportionad to individual funds on an average balan{% basis.

St John's Church has calculated its entitlement to Gift Aid in respect of offerings. collections and
gifts rec£ived in the year. These amounts will be dalmed In April 2024 and will b8 available as
follows. Sums receivable are significantty lower year on year due to the introduction of the Parish
Giving Scheme- this allows the thuf¢h to reclaim gfft aid on a monthly basi3 during the course of

St John's Churrh benefits from the Jack Rithards Endowment Fund whith is heid on special trust
as a p8rmanent endowment such that onty the income may be spent. Income arising on the fund Is
mad8 available on a restrfcted basis for the fabric fund. The endowment is held in 594 Central
Board of Finance Fixed Interest Securlty Shares and the market value of Ihe holdings as at 31"
December 2023 was £860 (2022.. £811). Income from the fund in 2023 was £5 (2022: £nil).

13 Remunerall¢)n of Trustees
The Trustses neither received nor waived any emoluments during the year (2022: £nil). Mrs S
Mortimer (Churchwarden) recelved 8 net wage of £4,885 during 2023 (2022: nel wage of £4.662)
in ￿lation to h8r work in the capacity of Parish Admlnistrator. This is Incorporated in within total
parish admlnistrators, salaries in Note 7.
In total 3 Trustees (2022: 4) were reimbursed for travel. subsistence out of pocket expenses
totslling £1,941 {2022: £4.553)

14 Going Concern
The Trustees have reviewed the anticipated financial posrtion of the PCC for a p8riod of at
least ￿e1ve months from the date of approval of the financial statements and conclud8d that
there is no material Un￿rtaInty regarding the PCC'S ability to meel its liabilrties as thèy f811
due. and lo continue as a going concem.
15 Special Bequest
St John's were very grateful to receive a generous beque51 in the sum of £20.000 during
2023. The lems of the bequest are that the monies are used by the PCC for a special
purpose or capital expense (and not for general running expenses. The beque51 is being held
on this restricted basis in bank deposrts until the PCC decide how best to deploy the funds.
While invésted. the bequesl attracts its share of bank deposit interesl.
