ANNUAL REPORT OF THE PAROCHIAL CHURCH COUNCIL FOR THE YEAR ENDED 31st DECEMBER, 2022

AIMS AND PURPOSES

The PCC has the responsibility of co-operating with the incumbent, the Rev'd Graham Hamilton, in promoting the whole mission of the church, pastoral, evangelistic, social and ecumenical, within the boundaries of the ecclesiastical parish.The PCC is also specifically responsible for the maintenance of the Church Room.

OBJECTIVES AND ACTIVITIES

The following Mission Statement was agreed in 2008:

'We believe that God's great purpose is to bring all creation to enjoy the peaceful rule of Jesus. We believe that as a network of churches in the Bovey area we are called to:

'Our mission is to enable all people to know Jesus and to enjoy His rule in their lives.'

When planning our activities, our incumbent and PCC seek to enable as many people as possible to live out their faith as part of our benefice's community through i) worship and prayer, learning about the gospel and developing their knowledge of, and trust in, Jesus; ii) provision of pastoral care for people living in the benefice, and iii) mission and outreach. This is in accordance with the guidance from the Charity Commission on public benefit and particularly the specific guidance on the advancement of the Christian faith. To facilitate this work it is important that we maintain the fabric of the Church of PPT and the church Room which provides facilities for many people and meetings.

REVIEW OF THE YEAR

This has been a tumultuous year in many respects. COVID restrictions were fully lifted in February, the war in Ukraine had a massive impact on prices, and the Platinum Jubilee and then funeral of Queen Elizabeth. From a parish perspective life has been a little quieter and more normal, with the Vicar at last able to take an oft delayed Sabbatical. The Wardens and PCC have been trying to progress the application for glass doors to the south porch, and the replacement of the electrics and lighting system.

The PCC met 5 times in 2022. An average of 14 PCC members attended, with 3 apologies. The issues that dominated our discussions were finance and employing staff, minor works to the fabric and restoring public worship and activities after the worst of the COVID pandemic, providing pastoral care and public worship. The APCM was held on 9 April 2022.

WORSHIP and PRAYER

We have sustained a regular pattern of three services every Sunday throughout the year, as well as midweek Communion and daily prayers on Zoom. The monthly prayer meeting resumed in December, but attendance remains low. A special services was held outdoors for Easter, and Remembrance Sunday was held inside church for the first time since 2019. The first ‘normal’ Christmas since 2019 saw the regular carol services resume and numbers attending restored. Special services were held for the Platinum Jubilee and for the Queen’s funeral.

Seven Weddings and two wedding blessings, thirteen funerals and ten baptisms were conducted in church.

During the year we have continued our practice of expository sermon series.We completed a two year series through the gospel of Luke, studied the epistle of James and a short series in Genesis.

CHURCH BUILDINGS

The church building and church room have been in full use throughout the year, and the Monday group have worked hard to keep the grounds in good order, and the church room cleaner, Mrs Cheryll Newport also cleaned the church on a voluntary basis.

Several projects have been completed. The Church Room floor was repaired, the fire door replaced, and a 65 inch TV installed to replace the broken projector and screen. The Church Lounge was painted, carpeted and furnished with comfortable chairs: this is a valuable space for small groups and courses.

The marquee provided another year of valuable service, especially for Sunday Club and First Steps, though the church room grass is hard worn. In the church building repairs were carried out to the organ and electric piano, and a silk banner that hung in the chancel has been sent for restoration at Lincoln University. The stonework of two windows has been sealed for protection against the elements. New bollards were installed on the church drive.

PASTORAL CARE

Rosie Stephens has worked hard as Family worker, supported by many volunteers, especially Shirley Codner, and is developing stronger links with Bovey Primary School and Bovey Baptist Church and their family worker, Abi Evans. Angie Blanche was appointed as Youth Worker in March 2022, and the two weekly groups have grown steadily under her leadership: the Sunday evening group for 14-18s, and Wise Guys for 11-14s, meeting in the Town Youth Café on Monday evenings.

Seven small groups for bible study, fellowship and prayer met during the year, as well as the Living in Love & Faith course during Lent led by the Vicar.

Jill Hosford trained as an Anna Chaplain, and is developing a new team of Anna Friends to care for the housebound and elderly. The vicar and staff team members have sustained a programme of home communion visits to the housebound and local residential homes.

MISSION AND EVANGELISM

The PCC considers that the church exists to make disciples for Jesus Christ, each of whom has a responsibility to give a reason for the hope that is within them. A small team of volunteers worked with the vicar to visit local residents in April, and were well received. The vicar ran a ‘Hope Explored’ course in the Church Room in May 2022 with several participants.

DEANERY SYNOD

The new Newton Abbot Deanery met three times in Newton Abbot, and the Deanery Chapter met occasionally, while awaiting the appointment of a new Rural Dean.

ECUMENICAL RELATIONSHIPS

Bovey Baptist Church and PPT continued to work together in shared youth and children’s events, but the ministers have not met so regularly this year. The decision of the local Methodist church to register for same-sex blessings has challenged our previous good relations.

FINANCIAL REVIEW

Tafline Percy worked hard as church treasurer to resolve several outstanding issues with HMRC concerning Furlough and maternity payments, but was struggling with personal health issues. She had hoped to continue serving until November, but felt compelled to step down early, while Graham was on sabbatical. The Churchwardens are hugely grateful to Mrs Clare Lillington, a professional accountant from Chudleigh who stepped in to sort things out, and has now handed over the accounts to Mr Roy Pitchford, our new church treasurer. The final accounts for 2022, when compared with 2021, show similar levels of regular giving, but without the special appeal of 2021, and similar levels of expenditure.

Total receipts on general (unrestricted) funds were £140,102 of which £118,660 was voluntary donations, and a further £21,442 was from Gift Aid.

This year we continued the policy for outward (charitable) giving , dedicating all cash and contactless payments received on Sundays (and any BACS payments so marked) to the mission focus for the month. This raised £6,710 in 2022 (£6,797 in 2021)

Total expenditure on general funds for the year was £128,313 (£134,531 in 2021) Expenditure on staff salaries increased with the employment of a youth worker from march, and administrator from July.

The Diocese requested Common Fund of £86,278 in 2022, slightly up from £85,156 in 2021, still the highest request of any church in Newton Abbot Deanery. In line with the PCC’s policy, we paid £65,000 (the estimated cost of a Vicar’s stipend, pension, NI and housing, and share of central costs). When Hennock’s contribution of £7,433 is included, this still makes us a net contributor to the Diocese, though giving £21,028 less than requested by the Common Fund formula, which is a flat rate of £11.93 a week for each participant, defined as any adult worshipping monthly, after an allowance for buildings and a socio-economic modifier, and functions as a regressive tax upon growing churches. The PCC renewed its resolve to pay at least the cost of clergy figure, which the Diocese calculates as £64,486, and will review this figure in the light of this year’s budget surplus.

Restricted Funds (use specified by donors- cannot be changed)

The Youth & Children’s Fund remains at £20,140. The glass door fund stands at £1,216.

Designated Funds (use specified by PCC - can be changed) The organ fund stands at £5,653, and the Fabric Fund at £20,841. The vicar’s discretionary fund at £1,358.

Reserves Policy

The PCC has resolved to maintain a balance on our general (unrestricted) funds which equates to at least three months’ salaries for all our staff, Common Fund payments and regular bills, but to include funds in the Local Ministry Fund and Youth & Children’s Fund to local staff costs. This equates to £23,500 in December 2020.

STAFF

The PCC now employs four part-time local staff - the Family Worker, Youth Worker, Church Cleaner and Office Administrator. Their purpose is to co-ordinate and support the work of the many volunteers who continue to provide the backbone of church life.

VOLUNTEERS

We are grateful to all those volunteers who continue to maintain the church, its worship and community life. The range of tasks includes welcoming, reading and leading prayers at services, cleaning and maintaining the fabric of our buildings and grounds, supporting the sick and housebound. We have endeavoured to ensure that all volunteers have access to the relevant health and safety policies and risk assessments and these have been made available to all on the new PPT website, www.pptbovey.church, which was developed by Mr Tom Harrison. Regular support in leading services was provided by the Lay Reader (now called Licensed Lay Minister) Mrs Carolyn Laycock, and the retired clergy, Canon Michael Sansom, Rev Paul Reynolds and Rev David Harris.

We remain very grateful to the Monday Maintenance Group for keeping the church buildings and grounds in good condition and for undertaking all routine maintenance and repair work. This essential work is always carried out promptly and efficiently and saves much expenditure of the church's funds.

A new team of volunteers is now supporting the administration of the church, and the vital work of safeguarding (Shirley Codner, Tim Stephens) , organising rotas (Jill Hosford, Shirley Codner and Sarah Sammons at 5pm , and printing and posting leaflets and service orders (Mike Limb).

STRUCTURE, GOVERNANCE AND MANAGEMENT

The method of appointment and election of PCC members is set out in the Church Representation Rules 2020. At the APCM in 2020 the electoral roll renewed its decision of 2015 to reduce its elected representation on the PCC from 12 to 9. This took effect from the APCM in 2021. All those

who regularly attend church are encouraged to register on the Electoral Roll and to stand for election to the PCC and to the Deanery Synod. A Revision to the way that PCC members are elected was approved by the PCC during 2017 as a result of the need for a postal ballot in 2017.

Safeguarding

This year Mrs Angie Blanche passed responsibility for Safeguarding administration to Mrs Shirley Codner, and Mr Tim Stephens took on the role of Safeguarding representative from Mrs Jane Midgley.

Administration

In July the PCC began to employ Mrs Camilla Matheson as church administrator for 5 hrs a week, in order to provide support for the churchwardens in the absence of the vicar. Mrs Jane Midgley has continued to serve a church room booking secretary and as PCC secretary.,
