## **Aim and purposes** 

The Parochial Church Council (PCC), in accordance with the PCC (Powers) Measure, has the responsibility of cooperating with the incumbent, the Reverend Neil Knox, in promoting the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Churches and church halls. 

## **Objectives and Activities** 

The PCC is committed to enabling as many people as possible to worship and to become part of the parish community. Committed to making Christ known, the PCC maintains an overview of worship throughout the parish and makes suggestions on how services can involve the many groups that live within the parish. The services and worship put faith into practice through prayer and scripture, music and sacrament. 

We try to enable people to live out their faith as part of our parish community through: 

- Worship and prayer, studying the scriptures and growing in faith and trust in Christ. 

- Provision of pastoral care for people living in the parish. 

- Outreach work. 

- Encouraging community life. 

To facilitate this work, the PCC is also specifically responsible for the maintenance and fabric of its church’s and church halls. 

The PCC endeavours to maintain a level of giving to missionary or charitable causes both within and outside the parish. 

## **Achievements and Performance** 

During 2022 a significant piece of work to identify and address regulatory and procedural shortfalls applicable to both the physical buildings and the nature of their use by both the church congregation and community was undertaken. This work identified a need for significant financial investment and effort to bring them successfully into compliance and which commenced in 2022 and has continued throughout 2023 as outlined in the Annual Fabric Report. 

Elsewhere significant preparatory work was completed in 2023 for the following activities that will be completed or initiated in 2024: 

- The completion of an end-to-end parish review to produce a new Mission Action Plan that meets the emerging needs of the parish, wider community and church and aligns with the Diocesan Next Steps vision and plan. 

- Completion of the recruitment process and licensing of an Associate Priest to replace the departed Licensed Lay Worker Captain Jeff Hill. 

- The installation of a camera-based live-stream facility in St John’s church. 

- The installation of multiple external security features including external - CCTV cameras and associated signage, PIR lights and security fence. 

- The replacement of all internal lighting within St John’s church with LED lighting through a ‘Give to Go-Green’ grant application. 

During 2023 the parish also: 

- Held very successful and well-attended church services and garden fetes for the celebration of King Charles III coronation. 

- Held successful and well-attended church summer fetes and harvest lunches.

- Undertook very successful and well-attended Advent and Lent study groups alongside ‘Breakfast with the Bible’ across during both liturgical seasons. 

- Saw significant growth of the ecumenical Men’s Breakfast held at Paignton Rugby Club. 

- Held very successful Advent activities including Christmas Fayre, Christmas tree festival, three primary and one secondary school nativity events and the Sea Scouts nativity in addition to those held by the church itself. 

- Hosted successful external events in church for the RBL Poppy appeal with Torbay Police and Community Choir and Riviera Brass band as well as South Devon choir recitals. 

- Successfully secured a grant of £5k towards external cameras from Westerleigh. 

- Successfully secured a grant of £12k from Safer Streets Funding 5 for external security features for St John’s church including external - CCTV cameras and signage, PIR lights and a security fence. 

- • Put in place a financially profitable 1-year rental agreement for Voncap Recruitment and Development utilising two underutilised rooms at St Boniface. 

- Participated and held outreach events in the Foxhole estate including: ‘Autumn Fest’ celebration, provided a craft space at the ‘Community Christmas Extravaganza’ and led carol singing around Foxhole Estate amongst many others. 

## **REPORTS** 

## **Parish Electoral Roll** 

The Parish Electoral Roll for 2023 was 149. Number of participants (attending at least once a month) was 100. Attendance figures increased significantly at major festivals. 

## **Financial Review** 

The total receipts on unrestricted funds amounted to £152,153 and are detailed in the financial statements: designated income was £Nil and restricted income amounted to £13,653. Total income £165,806. Total unrestricted expenditure was £123,449 showing an excess of unrestricted income over expenditure of £28,704. 

At 31st December 2023, fixed assets were valued at £232,532, debtors and prepayments £16,336, short-term deposits £372,333, cash at bank and in hand £10,374 with liabilities of £8,710, giving total assets of £622,865. 

## **Fabric Report** 

In accordance with the requirements of the Ecclesiastical Jurisdiction and Care of Churches Measure 2018, Section 50, the churchwardens completed an inspection of the fabric of the church and all articles appertaining to the church and reported it to the PCC. 

During 2023 the churchwardens continued to address the most urgent outstanding matters to enable the parish and occasional hirers to continue using our churches and church halls as well as a number of new issues that arose as a result of regulatory inspections, vandalism and items reaching end of life status. As a consequence, there remains extensive urgent items that are listed on the Quinquennial Inspection reports that will need addressing in Summer/Autumn 2024. 

## **Furniture and Fittings** 

## _St John’s Church_ 

- The broken internal CCTV cameras and recording system were replaced in September 2023. 

- The internal fire alarm system was replaced with a commercial grade system in October 2023.

- The faulty roof alarm system was replaced with a camera-based system approved by Ecclesiastical Insurance in November 2023. 

- The leaks on the vestry and sacristy roofs of St John’s remain a concern. Temporary plastic sheeting is in place which has significantly reduced ongoing water ingress but the completion of the end-to-end faculty process for a comprehensive repair needs to be addressed during 2024. A visit by DAC representatives in June 2023 highlighted repairs also needed to be undertaken to the fall pipes, brickwork, leadwork and slate tiles all along the south side of the church building. 

- A replacement statue of St Michael for the one smashed in the Kirkham chapel in July 2023 during the church desecration has been acquired and a date is being sourced with the Bishop of Plymouth for its installation and blessing during 2024. 

- The church clock remains broken with no update on the repair timetable from Torbay Council. 

- The organ requires a service and repair with several digital stops no longer working. 

- There are several main altar frontals and several chasubles which need urgent repair. The PCC have approved repairs using funds from a designated account. 

## **Coverdale Hall** 

The Coverdale Hall is falling into an increasingly dilapidated state primarily due to usage (through hirers) beyond and above the envisaged levels. 

- Excessive dampness has led to substantial levels of mould appearing across the south and eastfacing walls. Investigations as to the source of the damp are ongoing. 

- There remain several kitchen white goods in the kitchen in need of replacement. 

- A permanent compliant fire escape solution for disabled users in the event remains outstanding. 

- • The kitchen extractor fans need replacing. 

- A solution for the non-compliant doors and main hall wall cladding remains outstanding. 

- The female toilets are in need of major repair or replacement. 

## **St Boniface Church** 

The following installations took place at St Boniface Church and Church Hall in 2023: 

- January 2023 a phase three electrical supply was installed to enable a new non-fossil fuel heater to be fitted into the main hall. 

- February 2023 a new fan powered heater was fitted in the main hall to replace the gas fired heater condemned in April 2022. 

- February 2023 electrical wall heaters were fitted in the Crediton room and rear hallway to replace the gas fired heater in the Crediton room condemned in April 2022. 

- May 2023 Six smashed or pellet shot windows replaced. 

- Fire door opening mechanisms replaced with compliant locks. 

- June External and internal CCTV security cameras fitted. 

- September 2023 The main hall fluorescent lights were fully replaced by LED lights. 

- October 2023 Kitchenette fitted into main hall. 

- October 2023 External tap and toilet extractor fans fitted. 

- November 2023 Rewiring of room two (Voncap) and installation of a new wall heater. 

- November 2023 New fire alarm fitted. 

- November 2023 Church bell removed, and base of the mount sealed to prevent further water ingress through into the sacristy where water damage damaged the roof and walls beneath.

- In January and May 2023, the council’s grounds maintenance representatives (Westerleigh) completed significant path repairs where members of the public had made alleged fall complaints. 

- In June 2023 the council’s grounds maintenance representatives (Westerleigh) undertook major removal of a large bough (15/20m) which had broken off the Silver Lime tree in the south area of the churchyard breaking several headstones. 

- In August 2023 the council’s grounds maintenance representatives (Westerleigh) undertook some major tree and shrubbery removal, under faculty, to the north, east and south corners of the Churchyard where trees were either striking the church wall/roof or needed clearing for the installation of cameras to tackle the drug use and anti-social behaviour identified with the police and council. 

- The drug use and anti-social behaviour has reduced markedly since the PCC decision to lock in the church gates each evening until Easter 2024 as advised by the local police when the new cameras will all have been installed. Sadly, anti-social behaviour, not limited to drug and drink usage continues with several overdoses requiring ambulance recovery occurring during 2023. Dog fouling and occasional abuse by dog owners continues. 

- The churchyard areas allowed to grow wild in 2022/23 were agreed to be repeated in 2023/24. 

## **Coverdale Hall** 

- The beech hedge to the west of the Coverdale Centre was reduced two feet in height as it was extensively overgrown. It remains the PPC’s responsibility to maintain. 

- A slope was cut into the slope outside the south exit doors of the Coverdale Hall as a temporary emergency exit into the Vicarage Garden for disabled wheelchair users. 

## **Safeguarding** 

During the period covered by this report the PCC has fully complied with its duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults. The PCC endorses the Exeter Diocesan Policy for the Safeguarding of Children and Vulnerable Adults, appoints a Parish Safeguarding Representative(s) and requires DBS disclosure for all persons working with children or involved in regular visiting to the sick or elderly. 

## **Deanery Synod** 

- There have been 3 Deanery Synod meetings all in person in February, July and October 2023. 

- • The first occasion was at St Mags, Torquay on Tuesday, 28th Feb 2023. This meeting included a review of the Next Steps Mission Community Healthy Check tool and received updates on Deanery finances and Torbay United. 

- The second occasion was on Thursday 6[th] July 2023 at St Mary the Virgin, Churston Ferrers. This meeting included the announcement of Rural Dean Nathan’s departure as well as a summary of the blessings and challenges of the deanery. 

- The third occasion was on the 11th of October 2023 at Christchurch Paignton. Members gathered in small groups around the church to pray for the life of the deanery. 

- The parish is entitled to have three deanery synod members, but no one put themselves forward to be elected. The Parish is represented by Luke Appleton, Diocesan Synod member. 

- The Deanery has been without a Treasurer 12 months and is still looking for volunteers.

## **Report on the proceedings of the Parochial Church Council 2023** 

The full PCC met 6 times during the year with an average level of attendance of 85%. 

## **Worship and Prayer** 

At St John’s: 

A daily celebration of the eucharist has been maintained within the Parish, where Morning and Evening Prayer is said on weekdays. 

- Weekday Mass on a Thursday evening was reintroduced in July 2023. 

- At the Parish Church of St John the Baptist: Sunday Services included: 

   - 8am Said Holy Communion (BCP). 

   - 10am Family Communion service. 

   - Evening services (Evensong, Benediction or Compline) take place at 6pm on several Sundays throughout the year. 

- The 10am service and Festival services are usually live-streamed. 

## At St Boniface: 

- A Said Holy Communion takes place at 9.30am each Tuesday morning. 

- Messy Church takes place on the second Sunday of each month at 11.15am. 

- A Eucharist service is held on other Sundays at 11.15. 

- 

- A comprehensive offering of study courses for Lent and Advent is offered in the Parish. 

Other activities within the life of the Parish include: 

- A Pastoral visiting team 

- A Prayer Grou 

- Home-based Bible Study Groups 

- A Ladies Group 

- Craft Groups at both churches, 

- Gardening Group – Little Green Fingers (children) and Big Green Thumbs (adults) 

- Bell Ringers (including hand bells) 

- Mother and Toddler Group (Mummy & Me) 

- Flower Arrangers 

- A Music Group and Choir 

## **Staffing** 

- July 2023 saw the departure of Captain Jeff Hill (Church Army) and family to a new ministry in Cumbria after ten years of highly dedicated and faithful service centred around St Boniface and the Foxhole Estate. His contribution and commitment to this community and the parish cannot be understated and the PCC are hugely grateful for all that He and his family accomplished during their time with the Parish. 

- July 2023 saw the loss through an accident of one of our two churchwardens, Mrs Val Nutbrown; she is yet to recover to a point where she is able to return to undertake the role. 

- July 2023 saw the arrival of Fr Simon Bloxham-Rose under PTO to assist in the parish. 

- September saw the departure from the Parish of Revd’s Geoff and Gill Kimber where they have been actively supporting Captain Jeff in the Foxhole using their PTO licenses to support ministry in Torquay.

- September 2023 saw the departure of the Parish Administrator to work in a religious community and the post remains vacant. 

## **Pastoral** 

- The church experienced the deaths of twelve of its long standing and active members during 2023 in addition to many more experiencing significant loss of mobility or becoming housebound which, had a noticeable impact on weekly worshiping numbers. 

- The Parish has an active pastoral visiting team of 6 authorised and trained lay people alongside three clergy regularly visit 22 people with Sick or Home Communion. 

## **Parish Communication Media and Socials** 

- We have an active presence on Facebook. This includes the live streaming of Zoom for the main Parish Sunday service and other Festival services as well as the posting of notifications about forthcoming events. We also report on events that have taken place to actively encourage the reader to come to future events. 

- The website is updated weekly with the Parish Pew Sheet together with information about past and forthcoming events. 

## **Mission and Evangelism** 

St John’s 

- Advent & Lent Study groups and Breakfast with the Bible in Advent and Lent. 

- Kings Coronation summer party, Summer Fete, Christmas Fayre, quiz nights, etc. 

- Leading the ecumenical ‘Walk of Witness’ throughout Paignton town. 

- Ecumenical men’s breakfast. 

- RBL events in church and as attended by the incumbent as RBL Chaplain. 

## St Boniface 

- Work and worship. 

- Ladies Group/Men’s Breakfast. 

- St Boniface ministry meeting local men on Thursday at Crafty Fox. 

- Children’s Little Green fingers & Adult/parents Big Green Thumbs in 2023. 

- Attending Christmas Community Extravaganza. 

- Autumn Fest and Community Carols in the Foxhole. 

## **Outlook Shop** 

- The Outlook shop provided a vital form of both financial and pastoral support to, and on behalf, of the church for many years. However, rising utility costs, rent and insurance in the face of a changing commercial and social context, combined with a declining supply of volunteers to run the venture, meant the future viability of the Outlook Shop was under review. All the supporting information and evidence at the close of 2023 indicate closure in the first quarter of 2024 was the most likely outcome. 

- As ever our thanks go to our committed shop volunteers for all their contribution throughout 2023 without whom we would not be able to operate.  Their contribution is hugely valued, and we are grateful to both them and to our customers, many of whom are regulars we know well.

## **Paignton Parish Choir** 

- The choir continue to actively support and lead the singing for worship on Sundays as well as on principal feasts and festivals with Simon Dunbavand continuing as Music Director and organist and Andrew Teague acting as both Choral Director for Paignton Parish Church as well as continuing as an organist for the parish. 

- Several male members have joined the choir during 2023, however, there remains a need to continue to seek additional members for all parts. 

## **Schools** 

- Fr Neil continued to maintain a link with Kings Ash, Hayes, Curledge Street and St Michael’s primary schools attending each school termly at least twice; most schools also try to visit St John’s Parish church each term. 

- Plans are underway to help several of the primary schools in lesson planning to meet the demands of the RE syllabus through workshops with teachers. 

- School numbers attending school events in St John’s church in Advent were 1487. 

## **Ecumenical Relationships** 

- Fr Neil continued to work with the curates at Bay Church and regularly meets with other church leaders and representatives both formally at scheduled group meetings and informally throughout the year. 

- Paignton parish initiated and continue to lead the ecumenical Men’s Breakfast at Paignton Rugby club through Chris Bridge. 

- The parish continues to lead/share in other joint missional outreach activities with Paignton Community Larder, Paignton Community Supermarket and The Haven where Fr. Neil is a Trustee in all. 

## **Volunteers** 

- The PCC would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. In addition, we would wish to highlight our gratitude towards the church officers who give so generously of their time, energy and funds as they work tirelessly for the benefit of the Gospel and church itself. 

## **Flowers** 

- The wonderful and sometime spectacular contribution of the flower team across all the major church festivals in addition to the Kings Coronation Celebration was of particular note in supporting and advancing our worship as well as showcasing God’s house for the many occasional visitors we receive at Paignton parish. They frequently commented how it added to their appreciation of the church building. 

- The team are always seeking to make new volunteers welcome.

## **Structure, governance and management** 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC was a charity excepted from registration with the Charity Commission prior to formal registration on 20[th] March 2009. 

Churchwardens are elected annually at the Annual Meeting of Parishioners which precedes the Annual Parish Church Meeting. PCC members are appointed as set out in the Church Representation Rules (CRR) 2022. All Church attendees at the two Churches in the Parish are encouraged to register on the Electoral Roll and to stand for election to the PCC. 

At the Annual Church Meeting up to two Assistant Churchwardens are appointed for the daughter church and up to two Deputy Church Wardens (under CRR M15 (1) (e) & M34) are appointed at the Parish Church. The PCC officers including the Secretary, Treasurer, an Electoral Roll Officer and Standing Committee are elected at the first PCC meeting following the Annual Parochial Church Meeting.

I. ACCOUNTING POLICIES
The Financial Statements have been prepared in accordance with the Church Accountlng
Regulations 2006 together with applicable standards and the Charities ISQRP 20191.
The Financial Statements have been prepared under the historical c05t convention, except for
Investment assets whlch are shown at market value. The Accounts include all the transactions,
a55ets and liabillties for which the PCC is responsible in law. They do not include accounts of
church groups that owe their affiliation lo another body, nor those that are informal gatherings
of church members.
Fund Accountlng
Endowment funds are funds, the capital of which must be retained either pemianently or at the
PCC'S discretion,. the income derived from the endowrnent ￿ to be used elther as a restricted or
unrestricted income funds dependin8 upon the purpose for which the endowment was
established in the first place.
Restritted Funds comprise {a} income from endowments which is to be expended only on the
restricted purposes intended by the donor and Ibl revenue donations or grants for a specific
PCC actNity intended by the donor. Where these funds have unspent balances. interest on their
pooled investment is apportioned to the indmdual funds on an average balance basis.
UnrestrKted funds are income fiJnd5 which are to be spent on the PCCS general purposes.
Designated funds are general funds set aside by the PCC for use in the future. Project funds are
deslgnated for particular projects for administration purposed only. Funds designated as
invested in fixed assets for the PCCS own use abated in line with a55ets' annual depreciation
charges In the SOFA. Designated finds remain unrestricted and the PCC will move any 5ury)lus to
other general fvnds.
Income
Planned giving, collections and similar donations are recognised when received. Tax refunds are
recognised when the incoming resource to which they relate is receNed. Grants and legacies are
accounted for when the PCC is entitled to the use of the resources. their ultimate re￿Ipt is
considered reasonably certain and the amounts due a￿ reliably quantifiable. Divldends are
accounted for when dedared receivable, interest as and when accrued by the payer, All
Incoming resources are accounted for gros
Expendlture
Grants and donations are accounted for vthen paid over, or when awarded, If that award
creates a binding or constructive obligation on the PCC. The diocese parish share expected to be
paid over is accounted for when due.

All other expenditure is generally recognised when it is incurred and is accounted for gr055.
Flxed assets
Consecrated and benefice property is not included in the accounts in accordance with s.1012llal
and Icl of the Charltles Act 2011.
Movable church furnishings held by the vicar and the churchwardens on special trust for the
PCC and which require a faculty for disposal are inalienable property. listed in the church's
inventory, which can be inspected {at any reasonable timel. For anything acquired prior to 2tKK)
there is insufficient cost information available and therefore such assets a￿ not included in the
financial statements. Subsequently no individual item has cost more than £1￿0 so all such
expenditure has been written off when incurred.
Due to the age of the buildin& no cost Information is available for the St John's Church Hall. or
St Andrews Community Centre, so both properties are included at a deemed cost of £1.
Investments are valued at market value at 31 December 2023.
