Aim and purposes
The Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Neil Knox, in promoting the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Churches and church halls.
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship and to become part of the parish community. Committed to making Christ known, the PCC maintains an overview of worship throughout the parish and makes suggestions on how services can involve the many groups that live within the parish. The services and worship put faith into practice through prayer and scripture, music and sacrament.
We try to enable people to live out their faith as part of our parish community through:

Worship and prayer, studying the scriptures and growing in faith and trust in Christ.

Provision of pastoral care for people living in the parish.

Outreach work.
To facilitate this work, it is important that the fabric of the Churches and halls are maintained.
Administrative Information
The Ecclesiastical Parish of Paignton includes the Parish Church of St John the Baptist situated in Church Street, Paignton; the Daughter Church of St Andrew situated in Sands Road, Paignton and the Daughter Church of St Boniface situated in Belfield Road, Paignton. Structure, governance and management
The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC was a charity excepted from registration with the Charity Commission prior to formal registration on 20[th] March 2009. Churchwardens are elected annually at the Annual Vestry Meeting which precedes the Annual Parish Church Meeting. PCC members are appointed as set out in the Church Representation Rules. All Church attendees at the three Churches in the Parish are encouraged to register on the Electoral Roll and to stand for election to the PCC.
At the Annual Church Meeting up to two Assistant Churchwardens are appointed for the two Daughter churches and up to 6 Assistant Church Wardens are appointed at the Parish Church. The PCC officers including the Secretary, Treasurer and Standing Committee are elected at the first PCC meeting following the Annual Parochial Church Meeting.
The PCC endorses the Exeter Diocesan Policy for the Safeguarding of Children and Vulnerable Adults, appoints a Parish Safeguarding Representative(s) and requires DBS disclosure for all persons working with children or involved in regular visiting to the sick or elderly.
The PCC meets regularly through the year. A Standing Committee, consisting of Vicar, Churchwardens and two elected members of the PCC is empowered to deal with any urgent matter between meetings of the PCC.
Objectives and Activities
The primary objective of the PCC is the promotion of the Christian Gospel according to the doctrines and practices of the Church of England. In accordance with the PCC (Powers) Measure the PCC has the responsibility of cooperation with the Vicar in promoting within the Parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical.
Many of the church activities were suspended during the lockdown’s announced by the government do help to prevent the spread of the Coronavirus. When periods of lockdown were not in place, the Parish Church continued to offer services and some of the activities listed below took place.
A daily celebration of the Eucharist has been maintained within the Parish, and Morning and Evening Prayer is said on weekdays.
At the Parish Church of St John the Baptist : Sunday Services included 8am Said Holy Communion and a 10am Family Communion service. Since the start of the pandemic, the 10am service and Festival

services have been live-streamed. A 12 noon service had been introduced during 2020 to provide additional opportunities for people attend a Said Eucharist, although this ceased in July 2021.
At St Andrew’s Church a decision was made to cease the Sunday 11am Sung Mass service. The church is in the process of becoming under the oversight of a Bishop’s Mission order and will leave the Parish in 2022. At St Boniface, a Said Holy Communion each Tuesday morning. Messy Church took place on the second Sunday of each month from 10am until 12pm, but moved to 11.15am from July 2021. A café style church called ‘Satellite’ took place on the 1°, 3 and 4* Sunday in the afternoon, but in July 2021 this was moved to 11.15am.
A comprehensive offering of study courses for Lent and Advent is offered in the Parish. A weekly Soup Lunch following the Wednesday 11am mass commenced in October. Other activities within the life of the Parish include Prayer Group, Home-based Bible Study Groups, Ladies Group, Bell Ringers (including hand bells), Music Group and Choir.
The PCC endeavours to maintain a level of Giving to Missionary or charitable causes both within and outside the parish.
Achievements and Performance
During the year the PCC reflected on its priorities defined in 2020 focussing time and resources on the development of a revised Mission Action Plan. The 16 key points of the plan are reviewed at PCC meetings and work is in progress to bring these plans to fruition.
Church Attendance
The Electoral Roll for 2021 was 149. Number of participants (attending at least once a month) was 125. Attendance figures increased significantly at major festivals.
Review of the year - Report on the proceedings of the Parochial Church Council 2021 The full PCC met four times during the year with an average level of attendance of 86%.
Financial Review
The total receipts on unrestricted funds amounted to £157,665 and are detailed in the financial statements; designated income was £Nil and restricted income amounted to £25,609. Total income £183,274. Total unrestricted expenditure was £82,907 showing an excess of unrestricted income over expenditure of £82,907.
At 31st December 2021 fixed assets were valued at £238,912, prepayments £12,223, short term deposits £148,651, cash at bank and in hand £17,054 with liabilities of £18,902, giving total assets of £397,938.

Notes to the Financial Statements for the year ended 31[st] December 2021
1. ACCOUNTING POLICIES
The Financial Statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable standards and the Charities (SORP 2019).
The Financial Statements have been prepared under the historical cost convention, except for investment assets which are shown at market value. The Accounts include all the transactions, assets and liabilities for which the PCC is responsible in law. They do not include accounts of church groups that owe their affiliation to another body, nor those that are informal gatherings of church members.
Fund Accounting
Endowment funds are funds, the capital of which must be retained either permanently or at the PCC’s discretion; the income derived from the endowment is to be used either as a restricted or unrestricted income funds depending upon the purpose for which the endowment was established in the first place.
Restricted Funds comprise (a) income from endowments which is to be expended only on the restricted purposes intended by the donor and (b) revenue donations or grants for a specific PCC activity intended by the donor. Where these funds have unspent balances, interest on their pooled investment is apportioned to the individual funds on an average balance basis.
Unrestricted funds are income funds which are to be spent on the PCC’s general purposes.
Designated funds are general funds set aside by the PCC for use in the future. Project funds are designated for particular projects for administration purposed only. Funds designated as invested in fixed assets for the PCC’s own use abated in line with assets’ annual depreciation charges in the SOFA. Designated finds remain unrestricted and the PCC will move any surplus to other general funds.
Income
Planned giving, collections and similar donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is entitled to the use of the resources, their ultimate receipt is considered reasonably certain and the amounts due are reliably quantifiable. Dividends are accounted for when declared receivable, interest as and when accrued by the payer. All incoming resources are accounted for gross.
Expenditure
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocese parish share expected to be paid over is accounted for when due.

All other expenditure is generally recognised when it is incurred and is accounted for gross.
Fixed assets
Consecrated and benefice property is not included in the accounts in accordance with s.10(2)(a) and (c) of the Charities Act 2011.
Movable church furnishings held by the vicar and the churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the church’s inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not included in the financial statements. Subsequently no individual item has cost more than £1000 so all such expenditure has been written off when incurred.
Due to the age of the building, no cost information is available for the St John’s Church Hall, or St Andrews Community Centre, so both properties are included at a deemed cost of £1.
Investments are valued at market value at 31 December 2021.

9. Staff Costs

No employee received emoluments in excess of £60,000 during the year (2020 £nil)
10. Transactions with Trustees
During 2021 the PCC received £8,550 in donations from trustees (PCC members) and their close relatives. The donors did not attach any conditions to their gifts which required the charity (PCC) to significantly alter the nature of its existing activities.
The PCC has received a loan in 2019 of £5,000 of which £2,500 was repaid in 2021, from a Trustee (PCC member), which is repayable in 2023 or on the death of the lender whichever is the sooner. The loan is interest free.
