## **INTRODUCTION – Rev Jackie Twine [Priest in Charge]**

We thank God for another blessed year here at St Simon’s. His abundant grace and generosity towards us never fails to amaze and delight me, and I praise him for his goodness to us.

It’s been a great year for new starts with some wonderful baptisms and reaffirmations of faith (and I smile at the memory of Mick, Dinah, Oyin, John and I struggling to put the baptism pool up in the lower hall - as soon as we’d secured one side, the other side would ping off!).

Our little group of Explorers soon became the flourishing new house group of Seekers wonderfully led by Chris and Geraldine. Oyin began his reader training (as well as being our quite new treasurer), and we were joined by Kevin our new curate, as well as having the pleasure of hosting placements for Sue and Charlotte- both in training at Sarum. Andrea has started a brand-new parents’ drop-in group- with time for chat, and prayer and home-made biscuits as well as increasing our presence and teaching so much at Southsea Infants.

As well as new starts we’ve seen the past re-gained as we once again have welcomed Mayville to use our upper hall during the week, and I have offered to act, in an unofficial capacity, as their school chaplain. We have all also been greatly blessed by the reformation of the band - and we

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

appreciate the time put in by Fran, Rob, Craig and David in making this happen.

Another renewal has been the work on the prayer space which is still in underway. (I have realised that engaging with the diocese, the architects and the builders is never going to be a swift process, and I thank Mick for his ongoing work and incredible patience.) The prayer space group have been creating some plans (with Alex as our volunteer architect) to put to the PCC. We have had to strip back, but by no means abandon our plans as costs on the actual repair of the roof and plaster came in at £44,000 approx.

But thanks to God, and the incredible generosity of the wonderful congregation (did you know between you, you raised £38,000 in total towards the prayer space), and the diligence of John Twine in obtaining funding from the Diocesan Advisory Committee, Portsmouth City Council and the National Churches Trust we hope to have a beautiful and dry area to pray and worship and chat in, in the not too distant future.

And speaking of building work, this year we have seen our Fabric committee oversee painting to the lower hall, new blinds, new furniture (thank you to Fran and Linda and Louise for putting some funding from Sunday Suppers and Friday Friendship together for that) and beautiful new toilets (I’m not sure if toilets can be called beautiful, but ours certainly are) - again thanks to Portsmouth City Council for their generous funding and John (Twine) and Oyin for managing

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

that process. We have also seen the installation of the St Simon’s clouds- and what a difference these have made!

The atmosphere in Sunday Suppers has completely changed from a quite loud, noisy, hectic affair, to one of peace and calmness - where no one has to raise their voice to be heard, or strain their ears to listen. And Friday Friendship can share their coffee and cakes, and wonderful meals in a warm and convivial atmosphere. Thank you to both those very strong and faithful teams of volunteers.

We celebrated the 30[th] Anniversary of Sunday Suppers (thanks be to God for his generous provision to those in need) with cakes, and little treats and the arrival of the Dreams and Realities exhibition- organised by Paul and hosted by St Simon’s for a week for many to come in and view. We greatly enjoyed the launch at which several local dignitaries were present.

As well as the exhibition we have hosted and organised several events. Our thanks to Louise for organising Empty Bowls and the Art project. Thanks to our fantastic social committee, chaired by Dinah for organising a whole host of social events - Grub Club, Quiz Nights, men’s breakfasts, ladies’ tea and cakes, All Age activities and games to name but a few. We are looking forward to the VE celebrations- I hope you’ve all sorted your fancy dress!

Sadly in the midst of such life, we have taken a good few funerals (eight over the year) and have had to say goodbye,

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

for various reasons to some members of our congregation and our Sunday Suppers and Friday Friendship communities. We are a loving community, and miss all who have travelled with us, and now no longer do so.

But as well as saying goodbye to some, we have said ‘hello’ to many, many more. Many of you will have noticed that our number continues to grow - and we have so many new faces that Kevin and Elly who lead our welcome team, have begun to arrange ‘meet the team’ get togethers so we can get to know our newcomers a little better. From a statistical point of view our numbers are now significantly higher than they were in 2019. And at a time when many churches have seen numbers drop (with COVID having a significant impact on that) we have seen our electoral roll increase from 103 in April 2019 to just under 120 this year. Again, at odds with many churches, we continue to be delighted at seeing the ranks of our children and young people swell. A big thank you to Andrea and her team for such incredible and inspiring work, and to Kevin and Paulette, who stepped into the breach when we said goodbye to Jack.

I feel our next undertaking must be to increase our digital presence if we are to continue to increase our engagement with a generation of people who have been badly damaged by lockdown and are greatly in need of hearing and experiencing that they are loved, valued, saved and created by our loving heavenly Father, and who will flourish in such a loving community as ours. And I thank Shade, Dave and Kevin for beginning to plan for these next steps forwards, as PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

well as appreciating all who have been part of our digital ministry to date.

I’ve mentioned many names, but there are so, so many names I could mention of all who have helped and supported St Simon’s this year. But that would make this report ridiculously long. So I will just offer my thanks to our incredible churchwardens Paul and Fran, our fantastic PCC who put in so much to keep the church running, to our awesome ministry team - Bob, Andrea, Kevin, Oyin and John, to the members of all our teams and committees and to Craig and William and Mick - who work tirelessly and steadily, often in the background; to our friends at the Coffee Tavern Trust and the Waverley Trust. And to you all - I see what you do, and I appreciate you. And of course, I offer a heart full of thanksgiving to our beautiful Saviour Jesus Christ, who is at work in and through it all, that who we are what we do may give glory to our Father in heaven.

Finally, I was at an extremely large meeting of diocesan clergy recently and my heart went out to Bishop Jonathan who was desperately trying to place which clergy were part of which churches, with so many of us milling around. Then he looked at me and said “Ah, Jackie. You’re the priest who really loves her congregation” Of course I do. How could I not. Jackie

## **Annual Report from the Parochial Church Council (PCC) 2024**

This is the annual report of the PCC proceedings and activities for St Simon’s Church PCC for 2024. This report covers the whole of the 2024 year.

## **-Administrative information**

St Simon’s Church is situated on Waverley Road in Southsea. It is part of the Diocese of Portsmouth within the Church of England. All correspondence should be addressed to the church office, St. Simon's Church, Waverley Road, Southsea, PO5 2PW.

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council powers Measure. The Parish registered with the Charity Commission (2009) as Charity no. 1128695 within the meaning of the charities Act 1993.

The PCC is required to provide an annual report on proceedings of the PCC and the activities of the parish generally for discussion at the annual meeting.

## **-PCC Objectives and Activities**

The primary objective of St Simon’s PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

and practices of the Church of England. The PCC has the responsibility of co-operating with the priest in charge in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical

The Priest in Charge is supported in the leadership of the church by the church wardens and PCC.

## **-PCC Structure, governance and management**

Normal membership of the PCC consists of certain ex-officio members: the priest in charge, the churchwardens and members of the Deanery, Diocesan or General Synods and members of the church who are elected at the Annual Parochial Meeting (APCM). All church members are encouraged to consider standing for election to the PCC or to nominate others, and we aim to have a balance of skills, background and experience where possible.

The PCC is responsible for a wider range of matters affecting the work and ministry of the church, including compliance with health and safety and equalities and diversity legislation and **with due regard to the Church of England House of Bishops safeguarding guidance in relation to children and vulnerable adults.**

In their capacity as trustees, members of the PCC hold a legal responsibility to promote its charitable purpose and for the stewardship of funds including appropriate accounting and reporting of the parish finances. The PCC works to ensure that each member is equipped to fulfil their role. Upon

election, new members of the PCC are given an induction which includes their roles and responsibilities, the PCC’s agreed policies and procedures, and the most recent minutes. At the first meeting of the new PCC, the vicechairman, secretary, treasurer are elected. The churchwardens, secretary and treasurer are encouraged to attend courses run by the diocese on their particular work and all PCC members must attend the relevant diocesan safeguarding training. Regular mailings from the diocese keep the officers up to date with changes in church regulation and financial procedure and these are reported to the whole PCC as appropriate.

Standing Committee meetings held via Zoom, following

relevant government and Church of England guidance. The PCC welcomed regular reports from the Treasurer, Safeguarding Officer, Fabric Committee and the children’s ministry work.

The PCC delegates a number of its functions to sub committees which include the following:

## **-Standing committee**

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

The Standing Committee is constituted in accordance with dependent on the number of names on the church electoral roll. The Standing Committee consists of the Priest in Charge, the Churchwardens, the Treasure, the PCC Secretary and at least two other members of the PCC. It may transact the PCC’s business between meetings of the PCC . The Standing Committee met every other month between the PCC meetings to set the PCC agenda and deal with any urgent items.

## **-Fabric committee**

The Fabric committee exists to ensure that the fabric of the church building is properly maintained and that the findings of the quinquennial inspection are acted upon. It was formed several years ago and reports to the PCC as appropriate. The committee has overseen work such as roof repairs, planning internal improvements and regular church cleaning and is ably led by the chairperson Mick Walters.

## **-Mission Team**

Each year the church gives at least 10% of its unrestricted income to home and overseas mission work. The committee canvassed the congregation for ideas on which charities should be supported and six were identified; two each of a local, national and international focus in their work.

## **-Risk assessment**

The PCC confirms that the major risks to which the church has been exposed have been identified by a risk analysis

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

exercise carried out by PCC members. The risks identified and steps taken to mitigate these risks are as follows:

• Property fire or theft: Insurance cover continues against both these risks. Fire inspections are carried out annually by a suitably qualified and experienced professional and fire extinguishers are tested and replaced and advised.

• Misappropriation of funds: The budgeted expenditure for each year is approved by the full PCC. The PCC has a “fiduciary duty” to operate with due regard to the Church of England Legal Advisory Commission guidance which highlights “…the duty to protect the assets of the charity”. The PCC operates a system of controls including analytical reviews and segregation of duties that are designed to militate against any potential for the misappropriation of funds.

• Revenue falling below committed expenditure: The level of giving was monitored throughout the year, and the financial situation (income and expenditure) was reviewed by the PCC.

The treasurers Phil Gower (outgoing) and Oyin Alonge have worked on a new accounting system -SAGE- (similar to the one in use at St Jude’s and St Margaret’s churches) with help from Gail Chipperfield and budget planning to allow each project area of church activities to be managed by a budget holder. The new system came into effect at the end of the 2023 financial year.

## - **GDPR**

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

We have had one data protection / privacy issue during this period which was identified, reported on and acted on appropriately to mitigate any further issues.

## **-Electoral roll and attendance**

The electoral roll stood at **117 on 18[TH] MARCH 2025.**

**Church Administrator’s Report 2024 – Craig Fisher**

## **-Major activities over recent months.**

**Staff Team:** We continue to hold Staff Team meetings and ‘one on one’ meetings with Rev. Jackie Twine are held fortnightly and more concentrated. Also, on a Wednesday morning the staff hold a short Morning Prayer time (which includes prayer for St. Simon’s).

Communication could be better between non-paid staff and the office as late responses, or intent planning of activities can have a knock-on effect of creating extra work and difficulties planning of the church calendar etc.

**Hall Lettings:** Of the two regular bookings we gained in the previous year the Portsmouth Lindy Hop Group, renewed with us to continue Thursday evenings and what was the Kitchen of Hope, now cook on the occasional Fridays with our Friday Friendship group, so are not now a regular paying room hirer.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

The upstairs regular booking by the shelf defence group came to an end in July.

We have however gained a regular booking with Mayville High school for use of the upstairs hall during term times. They agreed a day winter & summer day rate with St. Simon’s from 9am – 3.30pm each day. This also includes one of their cleaners coming into St. Simon’s at the end of their day thus not increasing the number of hours that may have been needed for our caretaker. They also paid & organised for the refurbishment of the Upper Hall. This can enhance the future hiring of the Upper Hall which has proved challenging due to the lack of daylight & access.

We have also added a regular booking from Solent Mind for the use of the Lower Hall on a Wednesday afternoon. This booking is due increase by an extra half hour from April. Due to this connection St Simons was also used by the NHS as Immunisation Clinic in November, also bringing in extra revenue.

Portsmouth City Council continued to use the premises as a Polling Station; twice in 2024. Although no Polling is planned for 2025 Portsmouth City Council plan to use St. Simon’s in the future.

The prices are still competitive and have not been raised this year. Generally, one off private bookings are kept at a minimum of a 3 hour booking due to heating & administrative costs.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

**Events:** The number of social events and activities continue to increase.

**Finance:** We continue to work closely with the Treasurer regarding running costs and budgeting. A separate Bank Account for the Sunday Suppers team was opened and is now up and running. This has reduced the need to reimburse purchases for the Sunday Supper’s via the Church Office.

**Energy Costs:** Energy costs are still running high. Some people are continuing not turn lights off or leaving the heating on. This is one cost that we could reduce.

**Car Park:** The car park management continues to effective in reducing the number of vehicles parking without good reason. However, there are still a number of incidents with people contacting the office when they have received a ticket or failed to register their vehicle. It should be noted that it is the responsibility of all car owners to make sure they register their vehicle and that the church office can’t cancel tickets.

**AV:** Two of the other computers were upgraded the third would also welcome an upgrade as it is frustratingly slow. Church Suite was installed and has improved some ways of working. There are a few learning curves but also a need for more people to engage with it as it is a helpful tool for especially holding events and sign-ups.

**Building works:** The Church has had had & continues to have many building projects. As the church is increasingly busier it PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

can be quite challenging to plan everything in at times. An authorisation Flow chart has now been created which going forward if there is a need for a higher cost repair, discussions as to how this should proceed can be activated quicker.

**Rotas:** Preparing the Sunday Rotas can still be challenging at times due to a availability of volunteers. It should be noted that we place a large workload on a core number of volunteers for some specific roles i.e. AV Team, Back of House. We have seen a few people come forward to help with reading & prayers which is good to see.

Announcements for more volunteers has been made at Sunday services & the Newsletter however the need is still there to encourage others to come forward to help with these specific roles.

## **Churchwardens’ Report -2024 – Paul Jenkins and Fran Sherren; Church Wardens**

St Simon’s is so many things to so many people, as it has been over more than a century and a half. It is of course an imposing building, with a rather austere exterior, that belies the warmth and beauty of its interior. It’s something remarked on by so many people, when they cross the threshold of the church for the first time. And it has become the spiritual home to many who have made that first journey through that red, Victorian door for the first time. Our challenge is to facilitate that journey for many more people,

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

who walk by every day, but never pause to make that bold step through our door.

We have been blessed this year with many new faces and we delight in getting to know new names and to hear new life and faith stories. We have been particularly blessed to have been joined by new families, swelling the ranks of our young people. Andrea, with the help of her faithful volunteers, has continued to nurture and support these wonderful young people and their families.

Seeing our numbers grow is hugely encouraging and we thank God for all he is doing in our church family. But we are challenged not just to open our doors to new members of our church family, but to recognise that they come with skills and talents that God calls them to use in His service. How can we as a church family encourage and support our newer members to grow in their service and eventually perhaps become part of the leadership of the church?

We need to be encouraging and supportive and be willing at times to give way to others, to allow them the space in which to serve. This is a dynamic church, with many great ideas and aspirations. But we are often challenged to find the people we need to make these aspirations a reality. _**“The harvest is plentiful, but the workers are few. Ask the Lord of the harvest, therefore, to send out workers into the harvest field” (Matthew 9:37-38).**_

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

Let us all reflect on what we could do for God in this church and community. But let us all also reflect on how we can nurture others, as they seek to use their God given skills and talents in his service.

Like all of us, our beautiful church building is not getting any younger. As with hundreds of other churches across the country, we continually wrestle with the constant attention that is required, to ensure that the church building can continue to be not only a place of worship, but also a key resource for our community.

Our Fabric Committee have been tireless, not only in addressing the many maintenance problems that require urgent attention, but also in helping to make our building a more comfortable and accessible place for the diverse groups who use the space. The lower hall has been transformed with new lighting, new furniture and improved acoustics, which has made a huge difference to the ambiance.

After the completion of major repairs to the roof, we are now moving forward with the plans to develop the prayer space. When the work is complete, this will be a very special place of quiet and reflection in St Simon’s, which will be treasured by all those who use it.

God’s provision through the generosity of our church family has allowed this work on the prayer space to be undertaken. We are very blessed as a church with people who have been willing to invest in this vision for our church building. We

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

have also been blessed with the support of funding through several external donors, particularly Portsmouth City Council. Access to this funding has been largely thanks to John Twine, whose has identified and creatively pursued many potential donors, helping us build a solid fund for our development plans.

Our doors are open now to many different groups that reflect the diversity of our community in Southsea. Sunday Suppers, now in its fourth decade, continues to provide comfort to many people living on the margins in our city. We are greatly blessed to have the resources, wonderful volunteers and funding, to allow us to provide this important ministry in our community. We have also become a place of refuge and support for our asylum seeker friends, who gather with us every Friday morning. Our relationship with Mayville School, who make increasing use of our building, has continued to flourish.

Our challenge is to understand how, working together with all these groups, we can build a stronger, more open, more compassionate and loving church for God in Southsea.

_**“There is one body and one Spirit, just as you were called to the one hope of your calling, one Lord, one faith, one baptism, one God and Father of all, who is above all and through all and in all” (Ephesians 4:4-6).**_

**Treasurer’s Report 2023** - **Oyin Alonge and Gail Chipperfield.**

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

We had a few activities in 2024 keeping us busy. We moved from our old system to Sage accounting this year. We set up a separate bank account for our Sunday Supper account and a new management system with Equals Money on how operations are managed for Sunday Suppers to make it more efficient and protect our buyers.

We are thankful to the church for your giving as we have again paid our full Parish share and supported our six approved charities.

We are also thankful for the prayers and action of faith in response to the Prayer space. Raising just under £44,000 from direct donations, the church was able to pursue the project and although it is still ongoing, it would not have been possible without these contributions. Please see our finance report for additional funding raised towards the prayer space.

We remain thankful to the Coffee Tavern Trust [CTT] who have remained steadfast in their support with contributions towards our annual building insurance charge, subsidy towards our vicar’s salary and support for children’s work especially at Christmas.

We also want to thank the Waverley Trust for the continued commitment through their donations towards our Administrators’ salary.

We want to critically mention the work of our Grants team – John Twine and Jerry Brown who secured just over £120,000 PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

for our in-house ministries being Sunday Suppers, capital projects in church (please reference the Fabric report) and our day-to-day revenue costs.

Fully aware of the economic challenges and rising costs, we continue to look for ways to subsidise our income as a church as we would be severely challenged to continue our work without your contributions and the support earlier outlined. We want to reach a point where we are less reliant on grant and trust funding.

Joining the Parish giving scheme will ensure we are able to claim gift aid on your donations. Your recommendations to friends and family that our premises are available for hire would also increase our available unrestricted income.

We continue to monitor our costs closely by setting budgets at the beginning of the year and work with budget holders to review spending quarterly.

We thank you all again for your contributions and donations.

**– Fabric Committee annual report 2024 Mick Walters; Chair**

During 2024 Michael Piper left the Committee. We expressed our thanks to him for his many years of service as Chairman and more recently as Secretary, in addition his DIY works. We were delighted to welcome Fran Sherren as Michael’s replacement.

The Committee addressed the following major items of work on the building during 2024:

- replacement of the chancel south roof

- installing a trial heating system in the north aisle

- refurbishment of the lower hall, entrance porches and toilets

- replacing the lighting in the upper hall

- repairs to the three flat roof areas above the offices

- obtaining a ramp in order to provide disabled access to the chancel and Prayer Space

- removal of the iron railings and gate near the north door and installation of new cycle racks

- investigating the installation of ceiling panels in the lower hall in order to improve the acoustics

- several routine items of maintenance such as fire precautions, lightning conductor servicing, gutter clearance, etc.

Some of these items continue to be addressed in 2025.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

Several other items of maintenance and small problems have been addressed throughout the year. Many of these have been carried out by church members resulting in considerable financial savings. Thanks are due to a number of people who are not named here in order to avoid the risk of omitting any. Their work often goes unseen but is much appreciated.

The immediate priorities for the coming year are the Prayer Space and the flat roof areas above the offices. Both of these will entail significant works.

**– Safeguarding annual report 2024 John Bazley [Safeguarding Officer]**

Since the last APCM on the 21st April 2024 there have been 4 (7*) reported safeguarding concerns/incidents raised with the Parish Safeguarding Officer (PSO). All incidents have been resolved/closed and, where appropriate, Diocesan

Safeguarding staff notified. The PCC receives a written report at every meeting and where appropriate the priest in charge and Churchwardens are notified of incidents. Throughout the last year the PCC has had due regard to the House of Bishops’ Safeguarding Policy and Practice Guidance and fully met all the requirements laid down in The Parish Safeguarding Handbook. Simon’s is fully compliant with the Church of England (CofE) mandatory requirements for safeguarding, this is monitored and maintained via a CofE devised online

portal called “The Parish Dashboard” which is maintained by the PSO and accessible by the priest in charge and both Churchwardens. A summary of the Dashboard status is reported at each PCC. Safeguarding Training and DBS Status Currently 33 (28*) church members have completed Disclosure and Baring Service (DBS) checks and 1 check is still outstanding. DBS checks are required to be updated every 3 years. 67 (56*) church members/volunteers have completed the required safeguarding training to enable them to safely carry out their role within the church community. With 3(2*) minor exceptions St Simon’s is fully up to date with the training requirements. ## **Deanery Synod annual report 2024 Hugh Mason [Deanery Synod representative]**

The Deanery Synod has met three times during the last year; at St Jude’s in June, at St Luke’s in October and at St Simons in February. The business of Synod is made up of perennial matters, reports of ongoing projects and current issues. This year apart from the perennial matter of finances, both the financing of the deanery and the payment of parish share to the diocese, we have looked at two or three current projects. The work of Anna chaplaincies, a relatively new development in our diocese was considered at the October and February meetings while the evolving Deanery Plan for rejuvenating

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

the work of the parishes and the development of joint working has been a matter considered at every meeting.

At the June meeting Shamila Dhana spoke very powerfully about the work of the City of Sanctuary and of why this support function was so vital for the 3,000 or so refugees who are living in Portsmouth. We also considered the increasing opportunities for lay ministry in the Church, a review of parish share, and, inevitably, the imminent General Election and the opportunities for hustings. The October meeting was largely concerned with ongoing business but the February meeting looked at the way in which initiatives such as ‘choir church’ and ‘finding your voice’ were reaching out to young people with no church experience. We also considered whether a ‘walk of witness’ could be held during June and part of the ‘Thy Kingdom Come’ initiative.

Some people have questioned the value of the Deanery Synod since it only infrequently is asked for opinion or decision on matters of church governance. I have found, however, that it has a very important role in this time when many churches are struggling to maintain congregations and effective outreach, by enabling the churches in the deanery to learn of new opportunities and initiatives and to develop ways of working together. If the church is to thrive we need to work together on the local stage.

**Children’s Ministry (Shipmates) annual report 2024 - Andrea Grainger; Children and Families Pastor**

Shipmates have had a busy year, we've had new Families join our Sunday Congregation and we continue to offer a full range of provision.

On the first Sunday of each month the Shipmates Family Service is enjoyed by both children and adults, each month being a standalone service.

Our Shipmates Primary Group on 2nd and 4th Sundays generally follows the sermon series, while the Shipmates Early Years consolidates the theme we are following in the Stay and Play and Play and Praise groups.

Andrea plans each session and we have 4 regular volunteers for Early Years and 2 working with Andrea for Primary. This year as our children have grown older we have also been able to start a youth group on 2nd and 4th Sundays.

Andrea continues to plan 3rd Sunday Intergenerational Services which are delivered by Children and Families and other Congregation members. Having their parents involved too shows the children that they are making a valuable contribution to the church when they participate in services.

5th Sundays have continued in the Café Church format and offer an opportunity for a longer Intergenerational Service as there is no Communion.

Not all families attend every week, but for our Christmas Nativity we had a cast of 31 children and young people.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

During the week we continue to run a Stay and Play group on a Monday we have added a couple of new volunteers this year and welcomed back some old ones. In addition to bible themed sensory play and craft we've added a short story slot before singing time to consolidate the days teaching.

Tuesday sees two ‘Play and Praise’ groups and an after school group which also follow a biblical theme. Play and Praise finishes with a 20 minute Toddler Praise Session each week and Shipmates Cafe has a weekly challenge to explore a bible story or Christian theme through activity or craft. Christian meditations lying on beanbags under the (projected) stars had been very popular this year.

We also have a busy Childminders group between sessions on a Tuesday.

We've had a lot of contact with Southsea Infants this year with class visits to the church and Andrea taking sessions in school.

We were also very pleased to host the school Nativity Play at St Simon's again for the first time in many years.

We have run several parents events through the year including a regular ‘Drop Off Pop In’ Coffee Morning with a time of prayer. This hasn't had huge numbers but we have a regular group who have developed a strong relationship and essentially become a small cell group.

Our annual fundraising project to cover the cost of the donkey at the Crib Service tried something different this year involving the whole church family. We showered Southsea with knitted Angels bearing Tidings of Joy and inviting people

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

to our Christmas Services; many thanks to the people who knitted them and the people who bought them and distributed them around the local area for people to find and keep.

At the time of writing we have 19 volunteers supporting the Children's Ministry and without their support and faithful service we would be nothing.

May I ask that you include them and all the families who attend St Simon's in your prayers?

## **- Curacy + Youth work 2024 Kevin Jones [Curate]**

I would like to express my gratitude to St. Simon's for the warm welcome I have received. Since joining in June of last year, it has been a true joy, honour, and privilege to serve in various capacities within this church. From being part of the Welcome Team, Sunday Suppers, and the PCC, to leading and preaching at services—including the special Christmas carol service and playing the role of the singing shepherd in the Crib Service. I’ve also had the privilege of guiding our wonderful youth toward a deeper relationship with God. I eagerly look forward to what God has in store for all of us in the coming year.

## **Mission Team annual report 2024 - Geraldine Poulter**

**‘** _**Each one of us needs to look after the good of the people around us, asking ourselves ‘who can I help?”**_ [From “The Message Bible”: Romans 15:2]

We are following a new process to review and renew our charity giving over the next few years, and many thanks to those of you who took the time to nominate a new charity to support. After careful consideration of those submitted it was the decision of the PCC to replace “Flame International Charity” and adopt “Home Start Portsmouth” as the new charity to support.

The charities we are now supporting are:

- Frontline Debt

- Beyond the Streets

- Bereaved Families Holiday

- Joshua Radio

- Portsmouth City of Sanctuary

- HomeStart Portsmouth

- Our new charity - Home Start Portsmouth - supports families through volunteers working alongside families to offer compassionate and confidential support tailored to each family, focused on the early years of a child’s life.

Each has gratefully received £1890 from the unrestricted funds, for which they are very grateful, especially in these

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

financially challenging times. The length of time each charity will be supported for is the decision of the PCC.

- We welcomed Shamila Dhana from Portsmouth City of Sanctuary who shared news of their work with Asylum seekers.

- Two of our charities – Home Start Portsmouth and Frontline Debt - have offered to come and talk about their work in future with dates to be arranged in 2025.

- The notice board in the church lower hall has an updated display of the current six charities we support.

In your prayers please ask God to strengthen the bonds of our community through mutual sharing and generosity so that relationships grow deeper and hearts grow closer.

Thank you to Sue Bussey who has taken her place in the work with Geraldine as Ruth Warnwer stepped down.

## **Pastoral Ministry annual report 2024 – Bob Mason**

The Pastoral Team meets every 4/5 weeks, although there is often informal contact by email between meetings. The team shares any known pastoral needs amongst the Church Family. These might include bereavements, illnesses, forthcoming hospital admissions, or concerns about members who are getting older, less mobile and more

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

dependent upon others. Team members commit themselves to pray for any needs and, depending on a member’s circumstances, may follow up with a visit, phone call, or a gentle enquiry when they next appear in Church.

We also try to make note of any newcomers to St Simon’s. It’s not easy for Jackie to make meaningful contact with everyone who comes through the doors on a Sunday morning, so it is helpful to pool, and pass on, any helpful information gained.

John, our Anna Chaplain, updates us with his encounters over the previous month, and also shares about the wider Anna ministry across the City.

Our ministry in Care Homes is an important aspect. Services are taken in their Community Lounges, usually on a monthly basis. Andrea has kindly arranged for some of the young children from Little Shipmates to take part in these Services in the pre-Christmas period, and that has been welcomed by the residents. In addition, we are often asked by residents (or by their family members) to make personal visits, especially when the individual has just arrived, is unsettled or poorly, or is approaching the close of their lives. Some staff are becoming more aware of the value of ‘end of life’ spiritual support and, although this ministry can be demanding, it is very worthwhile.

To facilitate Anna Chaplaincy at the Cathedral we are in the course of transferring responsibility for two of our Care

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

Homes (Regency & Braemar) to them, leaving St Simon’s with four Homes: Bluebell, St Ronan’s, Clarendon and Alton Manor.

**– Anna Chaplaincy annual report 2024 John Twine [Anna Chaplain]**

As the commissioned Anna Chaplain for St Simon’s I undertake a number of activities, which are broadly outlined as below. During the period April to December 2024, I took on the responsibility as Co-ordinator for the Portsmouth Deanery, which involved the supervision of the other Anna Chaplains within the Portsmouth Deanery. This was a temporary unpaid position, pending the appointment of a permanent salaried position (and that position was filled from 31[st] December 2024).

## **MEMORY LANE**

This was launched in October 2023 as a group meeting every two weeks in the church, aimed at the over 70’s, presenting an opportunity for people to gather to share past memories, stimulated by local history books, photographs, artefacts, or from a variety of Memory Boxes put together by Portsmouth Central Library. This is an informal gathering with refreshments provided. A nominal charge of £2 per person covers the cost of the refreshments. The group has continued throughout 2024 on the first and third Wednesday of each month, and has become a regular recognised activity, with

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

mainly people from the church congregation attending, but also from passers-by who see the sign outside.

## **CARE HOME SERVICES**

Monthly services are undertaken by me at Bluebell and Braemar Care Homes, both within the Parish, and I am assisted by Sue Bussey. Each service lasts around half an hour with usually 3 hymns, a Bible reading, a brief talk from me, and concluding with The Lord’s Prayer and a general prayer. We then spend some time chatting with residents briefly, and sometimes visiting a resident in their own room (if they were unable to get to the lounge) along with at least one member of staff, usually to offer prayer. In July, I also took on Clarendon Care Home form Michael Piper. Michael continues to accompany me, along with Corrine. Similarly, I also took on Alton Manor Care Home in September. In December, I was accompanied to 3 of the Care Homes by Andrea, our Children’s Worker, who brought along some children form the church and their parents to carry out a Nativity activity, which was very well received.

Also, a few of the congregation joined me at Clarendon in December to sing a number of Christmas Carols – again, well received.

## **VISITS TO INDIVIDUALS AT THEIR HOMES**

Every other month, I visit older members of the congregation who are physically not able to get along to St Simon’s services. This usually involves a general chat, but also a time

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

of prayer or Home Communion. Occasionally I have visited people not from the congregation, but who live in the Parish, with similar circumstances.

## **Social Committee 2024 – Dinah Walters**

The Social Committee in 2024 comprised the following members of the congregation: Gail Chipperfield, Phil Gower, Andy Taylor, John Twine, Kate Aldous and Shade Wilson. I would like to thank them all for their support during the year and for organising the various events.

Activities in 2024 revolved mainly around going out to local cafes and restaurants to join in fellowship over meals together. Destinations included curry nights at the Balti House and at the Haldi Indian restaurant on Albert Road; an evening meal at the Bodrum Restaurant, a lunch at Esquire’s on Palmerston Road, two men’s breakfasts at the Tenth Hole and a ladies’ get-together in Dinah’s home. The Midsummer Mystery Meal, an evening out by minibus to a secret destination for a pub meal, was the usual hit! In December we returned to the Keppel’s Head for our Christmas Grub Club.

Our all-age Pizza and Play party in January was not the success we had hoped for – we overstretched ourselves in the pizza department. However, all the children who attended had a riotous time!

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

In April Andy organised another highly successful Quiz Night in the church, both a social event and a fundraiser for the church.

John Twine’s initiative, Memory Lane, continues fortnightly for older members of the congregation. In 2023 John also instigated a monthly informal drinks evening at the Dockyard Club, which has continued to be well supported in 2024.

Thank you to everybody who supports our activities, by helping to organise or by attending our events.

**Sunday Suppers annual report for 2024 - Francesca Sherren [leader]**

St Simon’s Church has always been at the heart of the community and Sunday Suppers is part of who we are.

## NUMBERS of GUESTS

The numbers of guests attending this year has increased we regular feed between 55 and 70 guests every week. The guests who come to Sunday Suppers are part of our church family whether they have a faith or not. All are welcome. OUR GUESTS

Almost all our guests are struggling with the cost-of-living rise. Some are living in poverty, recovering from or living with addiction, poor mental health or living in temporary accommodation. Very few of our guests are street homeless. Most of our guests come every week and we have built up friendly relationships with many of them. The volunteers know many of the guests by first name.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

Whatever their circumstances, our guests know

- It is a safe, warm place to get a free, hot meal

- they know us and trust us

- we’re building relationships, a sense of belonging

- we can signpost them to other services

- We are here every week... that sounds a bit insignificant but for those who have grown up with people who’ve hurt them or let them down, it is really important.

## FOOD

We continue to offer freshly cooked beef or chicken stew/curry/casserole, usually with a baked potato or pasta. We always offer a vegan alternative.

We offer a small goody bag to each guest with higher priced items they might not choose to buy for themselves, e.g. tinned meat, tinned fruit and puddings. The procurement team continues to work brilliantly and ensures the supplies never run out. This team comprises Dinah Walters, Dave Howell, Anthea Howell, Mel Mason and Jerry Brown.

## FUNDING

We are so grateful for God’s provision for Sunday Suppers. We have been blessed with significant funds this year to allow the work to continue, and to create a comfortable reserve for next year. Special thanks go to John Twine and Oyin Alonge for the immense time, effort and work they have done in this area.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

## PRAYER TEAMS

This year, we have 2 people who regularly pray for Sunday Suppers while it is running from 5.30-to 7.00pm on a Sunday evening.

## FAITH & BIBLES

We continue to offer a short Christian faith talk every week. Volunteers have had faith conversations with, and prayed with, several guests over the year.

## VOLUNTEERS

8 volunteers left this year, and 10 new volunteers have joined the regular team. This means we have a total of 34 volunteers, at present. This ensures that each volunteer only needs to participate once or twice a month, except for Jerry and Fran who each attend 3 times every month.

## SUNDAY SUPPERS ADVISORY GROUP

This group has been suspended and no longer meets. The guidance and support for Sunday Suppers now comes from Rev Jackie, the safeguarding officer and the church wardens.

## THE 30[th] YEAR

We commemorated 30[th] years of Sunday Suppers by inviting some of the members of our congregation to a special dinner. Lois Earl, Hugh Mason, Diane Grimes and Gail Chipperfield have supported this work from the beginning.

We also tied our 30[th] anniversary in with a country-wide art exhibition from Churches Action on Poverty, called ‘Dreams & Realities’ by artist Stephen Martin and included photos and stories of some of our Sunday Suppers guests.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

We held a commemorative evening and invited representatives from Portsmouth city council, City of Sanctuary, the diocese and our local MP Stephen Morgan to thank everyone involved in this important work, including:

- Volunteers on Sunday evenings, who cook, serve and chat with our guests

- Volunteers behind the scenes, who get stuff done

- Support from our vicar (Rev Jackie Twine) & the Church PCC

- Regular food donations from local schools and churches

- Generous financial support from Portsmouth city council grants

## **Friday Friendship Coffee Morning 2024 – Louise Roulston & Linda Jenkins [leaders]**

Friendship Friday coffee morning aims to be part of our church outreach mission and offers support for refugees & asylum seekers and for all those who are displaced and/or seeking sanctuary. We meet every Friday at St Simon’s church lower hall. We offer a space to chat serving hot drinks, cake and biscuits and we play card games, table tennis or some art or craft activity. We have about 6 volunteers including two leaders/administrators of the group activity. We have on average about 10-15 people attending each week and have had guests from Afghanistan, Iran, Algeria, Eritrea, Mexico, Colombia, Uganda, Sudan.

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

Our induction booklet (based on the one used by the Sunday Suppers team) guides our activities and have had a training session with our safeguarding officer on aspects of safeguarding and managing the kitchen area for serving of refreshments and monthly hot meals.

We continued our cooking sessions in 2024, engaging guests in showing us some of their traditional recipes and meals. In this way we can all learn from each other, improve English skills (which so many are keen to do) and develop relationships. We feel this is a real blessing and see the sharing of food and conversation as a ‘holy habit’ based on modelling Christ’s own sharing of food as we eat together.

As an outcome of this venture, we have been fortunate to collaborate with Portsmouth City of Sanctuary [PCoS] in the cooking project “Kitchen of Hope”, where we welcomed at least 30 people each month to share in an international meal prepared by chefs trained and supported by John Ashlin from ‘Action for Asylum’. The project funding was from October 2023 but ended in October 2024. However, due to the generous funding secured by John Twine, we are able to continue the cooking sessions, supported by John Ashlin (from Action for Asylum), and sharing of meals with a regular group of asylum seekers. It is a wonderful sharing of God’s love to everyone, no matter where they are from or their individual faiths. We are also blessed with the funding raised at the events organised by Louise, such as ‘Art for Art’s Sake’ and ‘Empty Bowls’ which are well supported by our church

PCC Annual report for APCM April 2025: Rev Jackie Twine [Chair PCC]; Fran Sherren [Church Warden] & Paul Jenkins [Church Warden]

and wider local community and provide significant contribution towards costs of trips and activities.

During the year we planned a series of trips and the first was in the summer time to a friend’s farm in the lovely Hampshire countryside. The guests we took were so appreciative and wanted to stay there in the peace and tranquillity of the surroundings – a far cry for many from their troubled situations at home! We then took a group of 20 to Winchester to visit the Cathedral, the Christmas market and the local Quaker House, who welcomed us into their house to share our packed lunches. We are blessed to have the funds for these trips and grateful to our local café, Melody’s, for supplying our generous packed lunches at reasonable cost. We also intersperse meetings at church with visits to Cafe Fresco, Canoe Lake, to share in coffee and cake and are always made very welcome by Florence and her team who give us extra vouchers to cover some of the cost. It is always lovely to share with people who ask about our group and we have had many discussions with the wider community.

We continue to be blessed by the connections we make and are widening our understanding of wider issues faced by this group of vulnerable people.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended **31/12 /2024** .

**Responsibilities and** As the charity's trustees, you are responsible for the preparation of the **basis of report** accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

**Independent** [ ~~The charity~~ ’ ~~s gross income exceeded £250,000 and I am qualified to~~ **examiner's statement** ~~undertake the examination by being a qualified member of [insert name of applicable listed body]].~~ ~~_Delete_ [ ]~~ ~~_if not applicable._~~

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination (other than that disclosed below *) which gives me cause to believe that in, any material respect:

- the accounting records were not kept in accordance with section 130 of the Charities Act; or

- the accounts did not accord with the accounting records; or

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
