All Sainis. in Luddington has a Holy Communion service every Sundav. while St Helen's in Clifford
Chainbers has two services a month.. a Momin& Praise and a Holy Communion service.
We have continued live-streaming the l O o'clock Eucharist service from Holy Trinity for the be￿rit of
hoUse-￿Und people and orhers not able io attend the servi¢¢s in the church.
Holy Trinity lias a very active congregation. with meinbers participating many groups.. the Choir. the Bell
Ringers, the Bereavement Support Team. the Churchyard Maii)ienan¢e Volunt¢ers. the Coniemplative
Prdyer Group, the Eco Church Team. the Flower Team. Friends of The Music. Holy Trinity in the
Community, Home Groups and Courses. Ihe Ken Kennett Centr¢. Il)e Lay Chaplaincy. Municipal Charitles.
Novel Theology, tlie Pastoral Contact Team. the Prayer Ministry team, Ihe Social Team. Stratford Churches
Together. Street Pastors Sunday Morning ColTee, Trinity Times. Trinit}, Tots, Ihe Visitor Experience
Team, a])d the Welcome Teain. The group formerly knom'n as Trinit), Ladies, Group have decided to include
people of both genders in their aciivities. and so. during 2023, the group wa5 renam¢d Trinity Fellowship.
Lunchtime concerts on a Wednesday each week organised by the Friends of the Music. known as
"Soundbites" continue io prove extremely FK)pular.
The PCC"Away Day, was held on 24th June at the Old Chapel in Oxhill. li was most successful.
Holy Triniiy continued to be opened for some hours each day during the spring. summer: and auiumn, and
less often during ihe i%'inter. In addition to VolUnt¢e￿ from the con&Tegaiion. during the COUTse of the year,
it was d¢¢ided to emploj Visltor Welcome Assistant& so that the church could be open for visitors from
10a.m. to 4p.m. each day {exeept when a servi¢e is in progress). During the M'inter. the church is only open
at weekends. This has resulted in an increase in visitors and also in income derived from those who pay to
go into the chancel. w,here the main attraction is Shak'espeare s grdV¢.
The two village churches in our parish are open for prayer for a few hours rach week.
In Nov¢mbeT. the Triniiy Players put on iheirproduciion of Medieval Mystery Plays in Holy Trinity Church.
An excellent production, it was much appreciated by those who attended.
We have continued io publish our monthly magazii)e, 'Trinity Times,, both online and with sorne printed
eopies delivered to those who are not on the intern¢l.

FINANCIAL REVIEW
The PCC'S funds compri8e those of Holv Trinitv. All Saints, and Sl Helen's churches whi¢h are managed
separately, but with the accounts consolidated at the end of the year.
Holy Trinity funds
By far the largest resource Inovements relate to Holy Trinity.
As agreed at the 2022 APCM, we have changFed the hisiori¢ nomen¢laiure of our unrestricted funds and
replaced these with nomenclature ihat better reflects the activity.
The General Fund covers aaivities of a parochial nature.
The Trading Fund ¢overs the day-to-day income and expenditure of the church shop and Holy
Trinity's ministry to visitors and ils heritage function no longer paying for res¢oraiion.
The Parish Hall Fund covers rental income and da) to day costs of the Parish Centre
Legacies Fund which is self-explanatory and used for specific Capital cosis
Cornrnunity FUTKI erbables granls to be given to individuals in n¢ed.

In addition to the unrestricted funds. there are some small reSiri￿ed funds. These are deiailed in the annual
accounts, and some of t￿M are referred io ￿lOw.
Major projects at Holy Trinity in 2023 amounied lo £35.074. This included quinquennial work largely
associat¢d ￿lih SIOne￿'0rk repairs to ihe church l£17.497). replacement of bell ropes {£2.580). investigation
and d¢velopmeni of plans for lanyards for the church roof allow'ing contractors to work safely l£1.6.fj9),
investigations into the ¢onstru¢tion and potential repair of ihe south aisle roof (£5.90] }. minor audio visual
work (£357) and erection scaffolding ahead of organ restordtion work {£7.080).
At the beginning of 2023: Ihe PCC decided io fundamentally change rhe way we operaied as a heriiage
tourist attra¢tion. We have previously reqliested donations for entry and employed limited staff during
summer Inonths. This year we decided to maintain frtt access lo the church as a wliolc. but to impleinent
a small entry charge for visitors to the chan¢¢l. As this is a ¢harg¢ rather than a donation. we paid V AT on
all income resulting froin this Change. In addition we employed Visitor Welcome As5i5tants on a easual
basis io ensure we offered a posiiive visiior experience to those visiting the church. The feedback we have
received has been posiiive despite ihe fonnal ¢harge and ihe in¢r¢ase in siaff levels allow us to be OF¢n io
visiiors more frequently than before. The increase in staff cost has been more than outweighed b>, the
additional visitor income.

Shop sales have iiicreased from £44.000 in 2022 to over£88.500 in 2023. In addition. we have implemenied
an Electronic Poini of Sale sl'stem ro Inonitor perfomiance and sio¢k. levels more closel}'. As a result.
Moi)itoring of Inargiiis and profit levels ar¢ much improved while our financial controls are betteT than
before impleinentatioii.
Th¢ Parish Centre was available for bookingi for various cominuilltj. groups tl)roughout th¢ )'ear. However
costs significantly ouiweighed in¢ome by £15.000. an amouiit siinilar to the shortlall recorded in ?022. As
previouslv agrttd. this deficit will be transferred tothe General Fund. Howev¢r. a loiig tenn plan is required
to ensure viability of the Parish Cenlre.

to grow. HoNwever. Ihese still remain far below the £18.000 levels enjoyed pre-pandemic. Donations for
use ofihe church for concerts and similar events have reduced. falliiigT 10 £4.054 agyainsi ihe £5.400 received
in 2022. Donaiions froin the congregatioii coiitinue to Ineet all of ihe salary of the Children and Fainilies
Minister. refle¢ting our Continued comTnilTnenl to grow this area of the congregation. The Parisli paid a
Parish Share of £129.748 in 2023 compared wilh £117,400 in 2022. The Parish now pays the full share as
requested by the Dcai)¢ry eovering its full cost of clergy and contribuiion towards the Diocesan Support
Fund.
The unreslricted Legacies Fund has received new legacies tothlling £11.672 with no expenditure.
Trinity Players Fund increased by aLx)ul £550 Telating to ticket sales from ihe Holy Trinity Mystery Play
perfomied IT) November. It is anticipated there will be further donaiion of around £1.400 as the accounls
from the play are finalised. This restrirted fund shows a surplus of some £6,400 at year etMI, mosi of whi¢h
will again be doiiated to ongoing projects.
The Properties Restricted Fund receives the investment income from St James's Trust. plus house rents
partly offset by maintellance cosis. We coniinued with 2 St John s Close being the clergy house and 3
Coopers Close the reni81 property. The Surplus at ihe end of the y¢ar was £15,615 and the fund is now
£21,337 in surplus.
We have contiiiu¢d the practice of church group finances comiiig under the auspices of the PCC to avoid
bank ¢harges on small accounts. These iiiclude the Bellringers. Hospitality teasl Coffee stop. Social Team,
Triniiy Ladies aJ)d Sunday Coffee. all appear on ihe list of restricted accounts. In gencral, the surplus from
the accounts is donated io ¢huwh projects or to IIKal charities.
The walk-through forniat of Christmas services ¢ontinued in 2023 and very well received and
donatiolls land asso¢iated gift-aid) of £5.913 were once again devoted to the PCC'S three chosen charitie
In addition. the PCC swnsored a program of donation to Sirdiford Food Bank w'ith £2.200 matching
funding. donating £4,525 to support those in need at Christmas.
All S8)nts' funds.
All Saints, funds comprise a Genernl Fund and a resiricied Village Fabric Fuiid. IogTether with ihree other
very STnall. resiri¢ied funds. The Generdl Fund investinentg increased by £8.570 partly as a result of
investment income and remains healthy at about £81.0(K>. The restricted Village Fabric Fund a150 remains
healthy al about £29,(100.
St Helen's funds
St Helei)'s funds ¢omprise a General Fund. and four Testri¢t¢d fabric funds. The funds available in the
Pa￿oral Care Fund were spent in 2023 and the fuiid has be¢n discontiiiued. The General Fund in 2023

showed a deficil of £1.045, and the balan¢e is now around £1 1.500. The various fabric fui)ds showed a
surplus of £1.877 and i)ow stands ai £22,501 alongjside ivhich Inay be counted the resource5 gathered
s¢paralely by the Friends of St Helen's towards restoraiion of ihe building.
PCC balance sheel
The overall balance Sheet at ihe end of thc y¢ar 5100d at £439.890. an increase of £116,568 on the previous
y¢ar.
The remaining investment holdings across the Parish (now mainly at All Saint5) are Cu￿entI), valued al
about £76.000. Money held on deposii totals aknut £297.000 of whicli £230,966 is attributable io Holy
Trinity. Mone) in ¢urrent bank accounts and cash ainounts total to around £65.800. of iihich around
£43,000 is attributable to Holy Trinitv. In addition. Holy Trinity reiains some £18,589 worth of shop stock,
an increase of nearlv £5,700 from 20?2. However. tum rdte remains good and the iiicreas¢ in sto¢k level

Outstanding liabilities at year's end were £44,340, largely reflecting invoices not due and wedding deposits.
Salaries
Salaries
The loial salary bill. including Nationa] Insurnn¢¢ and pension contributions, was some £207.274, an
incrvdse of about £108.000 on 2022. (This excludes the stipends of ihe clerg'y which are met through Parish
Share.) This in¢re8se largely reflects the PCC decision ro move iowards staffing the church with employed
Visitor Welcome assistants during tlie summer months and at weekends during the yvinter.
The PCC conlribuies either to a pension scheme administered by the Chur¢h of England Pensions siaff s
salarie5 or to the Board ¢lib)ible NEST ￿nSIOn scheme und¢r the govemnient'"s auto-enrolment legislation.
Staff salaries are benchmarked agTain5t good pra¢tiLe in other PCCS ii) the Major Cliurch¢s Network, and
all staff salaries are above the Living Wage {as recommended by tlie Living Wage Foundation, which is
higher than that required b}, law). Annual increases are Ixn¢hmarked against rdtes for the Coventry
Dio¢esan la)J siaff.
Reserves Policy
The PCC'S policy is io maintain in the ui)reslricied reserves a miniinuin of six Inonths unavoidable payroll
¢ommiim¢nts- CUJTently around £50.0￿- and nornially to keep aroiind £50.000 towards future restoration
expenditure. It will be clear from ihe above that ihis policy was fulfilled throughout 2023. HoM'ever, it is
likely that we will dip below this level in 2024 due to the amount of capital expenditure planned.
Fraud, theft.and damage
There is no eviden¢e of any impairn)ents in 2023 and the PCC is thankful for ihe vigilance of paid staff and
elecied officers. which ensures that propcrty is kept se¢ure and that receipis and payments are processed

under the PCC PoweTS Mea.%ure 1956 and Church Representstion Rules 2011. The PCC is registered with
the Charity Commission, Registration Number 1128665.
