Holy Trinity tontinued to be opened for soine liours each day during the spring, suminer, and autumn, and
less often during the winlcr. Manncd by a faithful band of volunt¢crs, this enabled visitors to com¢ in
again, and the numbers built llp satisfactorily as the ycar wor¢ orh.
Regular services resumed in Stratford_upon-Avon'. Morning Prayer fri)m Monday to Thursday,. Parish
Eucl)arist at 10 a.tn. on a Sunday> and various services at 5.00 p.m. on a Sunday, including 2 Choral
Evensollgs, a Traditional Communion and a Taize service each month, with 2 Healing Scrvice when there
is a fifth Sunday in a month; a Communion service in the Guild Chapel every Wc(bJcsday mon]ing.
The two village churcl)es in our parish were open for prdyer for a few hours each week. All Saints, in
Luddington bas a Holy Con)munion service every Sunday, whtle St Helen's iii Clifford Chambers has two
services a month.. a Morning Praise and a Holy Communion seThice.
The Trinity Players put on their produ¢tion of Shakespear¢'$"A Winter's Tale" in Holy Trinity. A8
Cxpectcd, it was an outstanding productlOD, which played lo full houses for 4 nights in October.

Copies delivered to those who are not on the internet.
The Annual Parochial Church Meeting was held on Sunday 15th May, and there was also a Zoom
connection for those uThable to attend in person.
The Electora] Roll numbered 354.. 314 from Holy Trinity, 18 from All Saints., Luddington and 22 from St
Helen's, Clifford Chambers.

The Inillistry team consists of four clergy, two of wl)om are self_supporting, and the Children & Families
h4inist¢r. who is also a Rcadcr. Th¢y arc ably supported by six rctircd clcrgy alld two retired Readers,
and ODC person who has the Bisl)op's pemiission to preach. Our Vicar is also Area Dean for th¢ Fosse
Dcancry, and three of thc clergy are honorary chaplains to the Royal Shakespeare'l'heatre. Two in¢mb¢TS
of our church are Foundation Governors for Holy Trinity Primary School, along with the Vicar, who is
also a niember of the Council of the Shakespeare Birthplace Tnjst.

Our staffing situation remained steady throughout 2022. We have 2 ftill time and 3 part time staff.

Our safeguarding policy is displayed on the chui.ch website, and all tr￿lte¢s, employees and volunteers
involved in a¢tiviti¢s with childr¢n or vuln¢rabl¢ adults have valid DBS certificatcs. All records are kept
Strictly in aocordat)c¢ with th¢ Gcncral Data Protcction Act. Thuc havc not bcen any serious incid¢nts
and a risk managwcnt strat¢gy is in place.

The PCC'S funds comprise tbose of Holy Trinity, All Saints, and St Helen's church¢s which are managed
separately, but with ihe accounts coiisolidated at ihe end of the year.
Holy Trinity fund5
By far the largest resource movements relate to Holy Trinity.
Historically, the church's unrestricted funds have been split, by destgnation, into thc Parochial Fund
(effectively the PCC'S general fund which covered all current activities of a strictly parochial nature
iiicluding the cost of ministry, music etc). the Restoration Fund which cover¢d th¢ day to day maintenance
of th¢ church building and its niinisty to visitor5 and its h¢ritagc functioii a5 well as its actual restorati()n'
the Parish Hall Fund coveting rental incoiiie and day lo day costs of the Parish Centre,. th¢ Legacies Fund
whicli is sclf-exp12natory and uscd for 5pccific capital costs. the Social Fund using the proceeds of ev¢nts
to F￿anCe thc church's social life and raise money for projects. and the Community Fund enabling ￿allt5
lo bc givcn to individua15 in nccd.
At the 2022 APCM, it was agreed that we would remove any designation from our unrestricted f[￿ds, also
change the nomenclature to reflect the activity.

The Restoration Fund is Tenamed as the Trading Fund
covering the day-to-day incomc and
cxpcnditure of thc church shop and Holy Trinty s ministry to visitors and its herit2ge thnctioll but
no longer paying for restoration.
The Parish Hall Fund remains unchanged.
While we would ¢ontinue to monitor the financial perfonnan¢e of th¢ Trading operalion and the Parish
Ilall, any surplus or d¢ficit at the ¢nd of the fiscal year would be transfeffed to the Generdl Fund. Any
rcsloration work would bc paid for from the Gencrnl Fund.
It was also agreed thal we should establish a d¢5ignated fund for major future projects for which w¢ have
a]ready made a conunitment so thesc arc casily idejitifiable in the accounts. For 2022, we have cstabli5hed
the designated Organ Restoration Fund and transferred £56,698 into this. Thi's reflects th¢ outstanding
baEancc on thc contract wc have signcd wiib Nicholson's for thc work planned for January 2024 plus 7.8Q/o
incurred indexation to January 2023 and an estimated further 40/0 indexation by January 2024.
In addition to tbe unrestrieted funds, there are some small, restsicted funds which remain un¢banged. These

two stone heads depleting Anne Hathaway and Williani Shakespeare. Additional restoration included
repairing damaged pews {£3,263), minoi. roof rep2trs and conservation of oui. Dicdieval doors (£2,124} and

During 2022. Holy Trinity ii)oved to sour¢inky IOO/o Ot. gas 2nd ¢lcctri¢ity from renewable sourceg. This,
together with nuTnerous otheT activities from our ECO t¢ani, r¢5ult¢d in th¢ PCC receiving a Silver ECO
Church award ill Novembcr 2022.
Sin¢¢ the removal ot Cowd restrictioiis in March, the church has been open for a limited period e&h day
and mgnn¢d solely by volunt¢¢rs. Visitor f¢edback lias bccn vcry positivc to the warnith of wel¢oin¢ and
knowl¢dgc of thc cliurch and without thc volunte¢rs' comtnitment, we would not have been able to opcrat¢.
During 2022, donations fTom visitors to Shakespeare's grave was £72,000, up £27,000 from 20211'eflecting
increased hours and public coi)fidence. Howcvcr, the Icvcl of individual visitor donations has been low
comparcd with our previous arrangements. with the average being on £0.85 per person. As a rcsult. in 2023
we liave decided to move to employing a core of stsff in the church still supported by s¢vcral volunteers in
OTder to support our ministy to visitors. Ei)try to the church will reinain free but w¢ intToducc a small
charge for visitors wanting to visAt the chancel or Shakespeare's grave. Shop sal¢s w¢rc much improved at
£44,000 - up £28,000 on 2021 with better gross margins. This year we have WTitren down the value of
slow-moving stock (primarily foreign guidebooks and mugs} by £18,000 whi¢h w¢r¢ purchased in 2020
and have had very limited sales.
Th¢ Parish C¢ntr¢ slowly bcoamc availabl¢ foThir¢ through th¢ y¢ar and most groups regularly r¢ntinE have
returnd. Howevcr, the Pari¥h C¢ntrc suffcrcd scvcral ¥ninorbreak-ins most ofwhich caused minor damage
below our insurance excess lev¢1 but wer¢ dis￿rbing to staff working in th¢ centre. At the end of 2022, a
rimeter alaTtn was installed at a cost of £3,752. In addition, the roof space of the hall area, which had no
insulation. was insulated Lt x cost of £7.188. We belicvc this will itnprove our carbon footprint and is
alr¢ady making thc hall In(Trrc comfortabl¢ for use li) the winter months. The Parish Hall Fund r¢¢orded a
dcficit of £16.000 in thc year which incr¢ascs th¢ historic dcficit on this fund to £72,512. This d¢fioit will
transfer to the General Fund.
In parochial activity. income from regular giving has reduced by £4,000 to around £119,000 (plus around
£31,000 tax reclaim under Gift Aid) 770/0 of which have come through standing QTd¢rs. Donations from the
collection plate have improved to £10,31M) as congregations return and start to grow. Th¢s¢ rcmain far below
the £18,000 levels enjoyed pre-pandemic. Donations for use of ihe church for ¢on¢erts and similar events
have further recovered and reached £5,400 against the £1,800 received in 2021. Donations from the
congregation continue to meet all of the salary of the Children and Famili¢s Ministcr, reflecting our
continued commitment to grow this area of the congregation. The Parish paid a Parish Share of £117,400
in 2022 compared with £99,715 in 2021. The Parish now pays the fijll shar¢ as rcqucsted by the Deanery
covering its full cost of ¢lergy and contribution towards the Diocesan SuppoTt Fund.
The unrestricted Legacies Fund ha5 received new legacies totalling £16,522 with no expenditure.
TriDity PlaycTS Fund incrcascd by about £1,000 largcly rclating to donations received from perfomiance5
of The Winters Tale. This restricted fund shows a SUTplus of some £5,850 at year end, most of which will
again be donatcd to ongoing projects.
The Properties Restt'icted Fund receives the investment income from St James's Trust, plus hous¢ rents
partly offsct by maintcnancc costs. Wc continu¢ with 2 S¢ John's Closc being the clergy house and 3
Coopers Close the rental property. The surplus at the end of the y¢ar was £18,094 eliminating th¢ £12,01)0
deficit resulting from the refurbishment of St John's Close and the fund is now £6,212 in sutplus. There
remains £2,054 owing on a short-t¢nn loan on the kitchen repla¢emettt al St John's Close and it is

anticipated further repairs will be required ii) 2023. Nevertheless, we anticiparc th¢ su￿lUS on this fund will
slowly increase.
We have continued the practice of church group finan¢es coming under th¢ auspices of the PCC to avoid
bank ¢har¥¢s on Small accounts aT]d in 2023, w¢ hav¢ add¢d thc b¢llring¢rs and hospitality teasl coffee stop.
Other groups, including th¢ So¢ial T¢ain, Trinity Ladies and Sunday Coffee, all appear on the list of
T¢stiict¢d accoullls. tll gcncral, the surplus fToin thc accounts is donated to church projects or to local
haritics.
The walk-through fornjat of Christma5 services contillucd iii 2022 and was again very well r¢¢eiv¢d and
donations (and associalcd gift-aidl of £6.154 were once again devoted to the PCC'S thr¢¢ ¢hoscn charities.
In addition, the PCC sponsored &progr￿n ofdonations towards die UKR DEC Ukraine appeal, with £5,IMMI
n]atcLing funding, do]￿ting £13.095 in total and also a £1.975 donation to Citizen Advi¢¢ But¢au lo support
those An fuel poverty.
All Saints, funds.
All Saints, funds compTise a Genern] Fund and a restrtcted Village Fabric Fund, together with three other
very sniall, restricted fiiiids, one providing books for Suiiday School children, Ollc SUPPOrting coinmunity
vents and a Flower Fund ¢stablish¢d followng a l¢ga¢y. Thc G¢ncral Fund investments reduced by £6,708
y¢t it r¢mains h¢a]thy at about £72,500. Thc r¢Strict￿ Villag¢ Fabri¢ Fund also remains healihy at about
£24,300.
St Helen's funds
St Helen's funds comprise a General Fund, three restricted fabric funds and a Pastoral Care Fund. The
General Fund in 2022 showed a sulp1￿ of £583, and the balance is now around £12,500. Th¢ vaTiOUS fabric
funds showed a surplus of £2,547 and now stands at £20,624 alongside which may k counted the resources
gathered separately by the Friends of St Helen's towards restoiation of the building.
PCC balanee sheet
Th¢ overall balance sheet at the end of the year stood al around £323,322, an increase of £17,893 on th¢
previous year.
The remaining investment holdings across the Parish (now mainly at All Saints) are ¢urr¢ntly valued at
about £70,000. Money held on deposit tola15 about £124,000 of which £60,500 is attributable to Holy
TrI￿lty- Money in cutTeni bank accounts and cash amounts total to around £115,965, of which around
£99,1100 is attributable to Holy Trinity- In addition, Holy Trinity retains soine £12,872 worth of shop stock,
a reduction of nearKy £18,0(K> from 2021 levels reflcctingthe write down of slowl non-moving all tim¢ buys
largely of foreign guides. The value on paper of thepropety at 2 St John's Close, occupi¢d by thc Associate
Vicar, has now been depreciated to zero on the balance sheet, though of course it remains a potcntial asseL

Churches Network, and all staff salaries are above the Living Wage las recommended by the Living Wage
Foundation, which is higher than that required by law). Annual increases are benchmarked against rates for
the Coveiitry Di￿¢$an lay staff.

Reserves Policy
The PCC'S policy is to maintain in the unrestricted reserves a Ininimum of six months, unavoidable payroll
conlliiitments- currently around £S0,01)O- and nornially to keep around £50,000 towards future restoration
expeiiditw'e. It will be clear from the above thdt this policy was fulfilled throughout 2022. However, it is
likely that we will dip below thts level in 2023.
Fraud, thefL and damage
Th¢re is no evid¢n¢¢ of any impairments ii) 2022, and ihe PCC 15 tha])kful for the vigilance of paid staff
and elected offic¢TS, which ¢nsurcs that propcrty is kcpt 5cour¢ and that reccipts and payn]ents are processed
secuiely and in good tim¢. Risk asscssm¢nts, financial and othcr, are carried out as required on all a¢tiTrilies,
and a coli1prch￿istve update of the PCC'S regular overall fiiiancial risk assessment Is due.
Structure overnance and mana pement
The Parochial Church Council (PCC) is a COLporate body established by the Church of England. It operates
under the PCC Powers MeasuTe 1956 and Church Representation Rules 2011. The PCC is Tegistered with
the Charity Commission, Registration Number 1128665.
The method of appointment of PCC meinbers is in line with the Church Representation Rulcs. In
Stratford-llpon-Avon Parisb, membership consists of the Incumbellt (our Vicar), cl)urchwardens, our
Assoctate Vicar, Associate Priest, and m¢mbers ¢l¢ct¢d by those of the ¢ongregation who are on the
Electoral Roll of tlie Parish. All those who attend our 5erviceslmembeTS of th¢ cothgregation aJe encouraged
to register on the Electoral Roll and stand for eleclion to the PCC.
The PCC 15 responsible formaking decisions OTJ all matters of general conceTn and importance IM the plrish
including how the funds of the PCC are spent.
A Standing Committee of the PCC (establislied under the said Church Representation Rule5), comprising
the Vicar, four Churcbwardens, four members elected by the PCC, together with the Asso¢iaÉ¢ Vicar, and
attended by tbe Operations Manager as a non-voting member, meets regularly, making urgent decisions or
sending recommendations to PCC.
In addition to its AwAy(tsy, the full PCC met six tim¢s during th¢ year with an avcrage attendance of 800/..
Each PCC meeting now focusges on the activities perfornied by a variety of groups within the church. This
new approach is providing thc dual benefit of gr¢at¢r awareness of kcy ar¢as of church life as well as
providing a forum for groups to share issues and suc¢es$es with PCC membcr5. In addition, the PCC held
an Extraordinary PCC meeting in February to dis¢uss th¢ forniat of th¢ 10 a.m. Sunday service at Holy
Trinity and it$ final outcome r¢sult¢d in the pattern of worship throughout the remainder of 2022.

The Parish of Strarford-upon-AvoD comprises three churches, Holy Trinity in Stratford Old Town alongside
the River Avon, All Saints, in the small village of Luddington and St Helen's in the small village of Clifford

The f￿ancIal ststements bave beenprepared in accordance with the Church Accounting Regulation$ 1997

Accounting Standards. including tbe Financial Reporting Standard 102 (fRS 1021, and th¢ Stslemeni of
Recoroniended Practice October 2019 {FRS 1021.
The financial %tgiemenl% have been prep3red under the hisrorital cost conveniioll excq)t for the valuation
of investmtllt ass¢t5. whictl are 5howJ ut ]narket value. Th¢ financial tstate￿ents are prcpared in sterling
which is the functional cutrency of the charity.
Tile PCC. constitutes a public benefit entity as defined by FRS 102.
Members of the PCC consider thar there are no material uneertainties about the PCC'S ability to
colltiuue as a going concern.

Clergp, houses
The clergy house at 3 Cotspers Close is the property of the St James's Trust of which the PCC are
managsng trustees. Ji is referred to in the attached Notes (Note l O) but is not valued os a PCC asset.
Thc clergy house at 2 St John's Close, being the property of the PCC. is valued at PUTcha5e price le5S
depreciation on a straight-line basis over 10 years. As a potential operational property. it has not bcen
r¢valued, and its book value is atcordingly now zero.

Equipm¢nt used within the ¢hur¢h premises is in general d¢pre¢iated oll a Straigbt-linc basis over 10

schemes separately from those of the Employer and the other participating employer5.

The Pension Builder Scheme of the CWPF is made up of hvo se¢tions, Pensioj) Builder Classic and Pension
Builder 2014, botb of which aTC classed as def￿¢d benefit 5ch¢mes. Those ¢￿p]OYeeS of the PCC who are
¢ligible for support towards pcnsioms arc membcrs of the latter.
Pension Builder 21114 is a cashbalance scheThe thatPTovide5 a luinp sum which n)embers useto providc benefit%
at ￿tireMen[. Pension contributions are recorded in ali accouiit for each mernber. Discretionary bonuses mgy be
added b¢foic ￿et￿¢M¢￿t. dcpcnding on invcstment returns ai)d other factors. The account. plu5 any bonuscs
dtclared is payable. UnreduC￿. froni age 65.
There is no sub-division of assets between ¢mployers in eaeh section of the Pension Builder S¢hert)e.
Th¢ seheme is constdered to be a multi*mployer schene as described in Section 28 of FRS 102. This is because
it is not possi61e to attribute the Pension Builder Scheme's assets and liabtlities to specifi¢ employers and means
that contributions aE¢ accountrd for a5 if ihe Scheme weie a defined coThtributi(>u scheille. lkne pensions costs
charged to the SOFA in the year are the corltributions payable (2022.. £3,601, 2021.. £4,172)
A valualio]J of th¢ Pension Builder Scheme is carried out once every thre¢ y¢ars. The niost recellt valuation was
carried out a5 at 31 December 2019. The next valuation 15 due a5 at 31 Dect￿be[ 2022.
For the Pension Builder Classic section, the valuation t¢vealed a deficit of£4.8m on the ongoillg assun)ptions
used. At the Tnost Tecent annual review, the Board ¢hose to grant a dis¢Teiionary bonu5 of 10.l•/d following
improvem•Jts in th¢ funding position over 2022. There is i)0 requirement for deficjl paynients at the curreDt
tirne.
For the Pet)siott Builder 2014 section, the valuation revealed a sU￿[uS of £5.5m on the ongoing assumptions
used. There is r¢quir¢inent for defi¢it payillcnts at the cujrent time.
The Ic831 structure of tl)c schcme is such that if another eniployer fails. Tlie PCC could become respot)$ible for
paying a share of the failed employer's pei)sion liabilities.
FinAncial Instruments
The Charity only has financial assets and fJnan¢ial liabilities of a kind that qualify as basic financial iTL$truments.
Basic financial in5trument5 are initially recognised at transaction value and subsequently measured at Iheir
settlemenl value.
Judgements and EstSm*tlon$

INDEPENDEIYT LKAMINATION FEES
The PCC currently falls below the statutory income threshold for full audit, and the accounts were
tl)er¢fore simply indq)endently examined by David Hoose of Mazars LLP who have ¢Ollducted
independent examinations for several years. A provision of £4,200 in¢lurfing VAT was Tnade for thi$ in
the accounts.

Operations Manager, the Children and Families MInister, the Dire¢tor of Music. the AssistaDt Direeror of
Musi¢ alld a single men)ber of office staff weTe retained on the payroll. All other functions operated thioughout
2022 a8 far as pos%ible on a volllnteer babis and w¢ are grateful to tli¢ni all for their comnjitnient. Fee41b3ck
from visiiors has been extremely positive yet voluntary donations have only amounted to less than £1.00 per
head. It 15 clcar we cannot continue with this level of inconie and that we cannot fJtJd enough volunteers to
remain open as long as is expcctcd from a heritage locstion. It) 2023, we plan ro move to paid staff to welcom¢
and guidc visitors and intriiduce a %mall tharge for &dn)i8sion io Ihe chancel- entry to the ehurch itself will
reinain free.

The G¢￿traI Fund is Holy Trinity's gelleral fi]nd devoted to thc mission and millisty of the paiish. Its
principal sources of income are ¢ollg'egational giving, other dollations, and parochial fees, and inost of
its expenditure is on the Cost of the ministy staff (largely via thc Diocese through Parish Share) and
church music and worship.
The Trading Fund is earn5 incon)c froni visitor dtsnationOcontributions and shop sales. a]]d that ijicome
is spent mainly day-r041ay costs, the bulk of which costs relate lo keeping the ¢huTch open daily for
visitors. Any surplus is transferred 10 the General fi]nd ai the ¢nd of the fiscal year.
The Lega¢ies Fund benefits from thepro¢eeds of unrestricted lega¢ies, which the PCC 5p¢nds as oc¢asion
arises on items of a ¢apil8l narure.
The Parisli Hall Fund re¢eives incoiJe from lenings and ￿50 notional rents from other pan.% ofthe budget,
all of which is Spent on tli¢ administration and upkeep of the Parish Cetttre. Its historic deficit refl¢¢ts
the difficulty of keeping pace with repair needs on a building of this natUTe.
The Conmjunity Fund represents fimds disbursed to illdividuals andlor local tharitie5 for the relief of
need. There 15 no income re¢orded this year.

The accumulated ineome froTn the StJames' Tru$l is also retained in aseparate Fund. Current investment
income and ittterest from the Trust. together witli the rental from one house. is devoted prim&rily io the
Inaint¢nan¢e of ¢leTgy houses in acc4)rdan¢e with the Trust's objectives.
The Trinity Voi¢es fimd represents costs to provide for a junior choir.
The Mary Pickin Fund rcpresemts a legacy intended specifically for the purch&%elrepair of choir robes.
Tb¢ Ranembrance Book Fund dea15 with donations for entries in the church's Book of RenJembranc¢,

The Village Fabric Fund was set up to r¢eeive donations from residents of Luddington Yillage and their
friends who miglit not be clJurchgoer.% but wished to 5¢e the fabric maintained. Tnitially it received a
number of such donations in memvry of the late Canon Raymond Cyster. It has Continued to r¢ttiv¢
donaiioi)$ and ben¢fJl from fundraising events the village.
The Books for Children Fund and the Sunday Club Fund are 5elf<xplanatory. Currently only the fornier
T¢ceivcs a very small income from int¢rcst and incurs mod¢5t expenditurc. A small Flower Fund was
established in respons¢ to a Testrictcd legacy in 2010. Finally. the church reglllarly holds ¢olle¢tion5 and
fundraising evenl.% for thc Children's Society.

The restTiCt¢d funds at St Helen's have been extended to in¢lude The F&bric Fund dnd the Clock tower
tund which arc self-explanatory. There is a150 a fund for re.4thcted Legacies and a fiind forPastoral Care,
