PAROCHIAL CHURCH COUNCIL TRUSTEES ANNUAL REPORT FOR THE 2026 APCM
Aims and Purposes.
The Parochial Church Council IPCC) of Sl Mary the Virgin has the responsibility of
cooperating with the clergy in promoting in the e¢clesiaslical parish, the whole mission of the
Church, pastoral, evangelistic. social and ecumenical. The PCC is also responsible for the
maintenance of both Church and Church Hall and for the general upkeep of ils churchyard.
(However, being closed for burials. responsibility for churchyard maintenance lies with
Sevenoaks District Council who do an excellent jobl. However, the responsibility for the not
inconsiderable maintenance of the Garden of Remembrance remains with the PCC.
Objectivos and Actlvltlés
Th8 PCC is committéd to enabling as many people as possible lo worship al the church of St
Mary the Virgin and lo become part of that parish community. The PCC maintains an
overview of worship and makes suggestions on how services can involve as many people
that live within thè parish as possible. The seNices and worship of Sl Mary the Virgin sèeks
lo put faith into practice through prayer and scripture, music and sacrament.
When planning activities for the year, the PCC have considered the Charity Commission,
guidance on public bènefit and. in particular, the supplementary guidance on Charities for th6
advancement of religion. In parti¢ular, the PCC tries lo enable pèople lo live out their faith as
part of the parish community through.. Worship and prayer, learnin9 about the Gospel.. and
developing their knowledge and trust in Jesus Provision of pastoral care for people living
in the parish. Missionary and outreach work.
1. Worshlp and Prayar
The PCC is committed lo offer a range of services during the week and over the course of
thè year that the community finds both beneficial and spiritually fulfilling. Sl Mary the Virgin
upholds the Anglican ethos of worship that offers a broad spectrum of worship, which
encompasses the Book of Common Prayer18am Holy Communion) and all forms permitted
und8r Common Worship {9.'30am Parish Communion and mid-week Communion) and
Services of the Word (9'.30am All age and Moming Prayer, Sunday and mid-week).
The regular pattern of 8am and 9.'30am service limes have been maintained on a ¢onsistenl
basis during the year, along with a mid-w8ek servicè time on a Thursday and occasionally
an afternoon or an evening act of worship.
Unfortunately, the lack of an incumbent has impacted our ability to c8lebral8 Holy
Communion regularly. We are gratèful to those retired viGars IPTOS) as well our Area Dèan,
Archdeacon and Bishops who have officiated when they were able.
Worship has continued to lake place commemorating key events the liturgical calendar.
being Harvest, Remembrance, Advent. Christmas, Lent, Holy Week and Easter. During the
year numbers attending Christmas and Easter, of which returns are given lo the National
Church, were as follows {previous year in brackets}'.
Good Friday and Easter Sunday 14311461 and Christmas Eve and Day 478 (4901.
As of 31, Decernber 2025, there were 6011261 parishioner5 on the Church Electoral Roll.

Team services have taken place celebrating the midweek festivals of the liturgical calendar
on Ash Wednesday, Maundy Thursday and Ascension.
2. Church Hall
The hall has returned to full operating capacity. serving both the church and community. The
hall is used for parties and regular and one-off groups.
3. Pastoral Care
Home communion has been offered to members of the ¢ongregation in their homes as well
as general visiting undertaken around the parish.
4. Mission and Evangelism
The PCC has given money lo charitable concerns and good causes and events organis8d
enabling the community and congregation to gather together al Christmas, Easter. Harvest.
Remembrance and All Soul's.
5. Ecumenlcal Relatlonshlps
The church participated in the annual 'Ride and Stride, event raising money for many
Historic Churches Trusts enabling them lo make grants lo places of Christian worship

The PCC would like to thank all those who have given their lime, prayer, and effort to help it
offer and sustain its ministry and mission through the year.
Financlal Revlew
Income for the year ended 31 D8C8mber 2025 exceeded expenditure by £14,5441£8,8641
resulting in net assets of £251,715 (£237,171 }. 2024 figures in brackets.
Reserves Policy
The reserves policy is that r&serNes should be a minimum of three month's 8XP8ns6s.
Unrestricted reserves held al December 31, 2025 were £196,243, so are comfortably above
this minimurn. If possible, reserves should be maintained al the level required to provide for
any major expenditure identified in the most recent SuN&yor's Quinquennial Report {2021 }.
The largest item on the 2021 report was replacement of church roof estimated by the
Surveyor al more than £250,000.
Structure, Governance and Management
The method of appoinlm8nl of PCC members is sel out in the Church Representation Rules.
Al St. Mary the Virgin the membership of the PCC consists of the Team clergy,
churchwardens, Licensed Lay Minister, deanery synod represenlalives and members
elected by those from the congregation on the electoral roll of the church. All those who
attend our service5 1 members of the congregation are encouraged lo register on the
Electoral Roll and sland for election to the PCC. The PCC members are responsible for
rnaking decisions on all matters of general concern and importance lo the parish including
deciding on how the funds of the PCC are to be spent.
The PCC has met on 7 occasions since the last APCM on 18th May 2025.
To conduct PCC business the Standing Committee now meets only when required, subject
lo any directions given by the Council.

May 20251, Daphne Harrison, Trevor Harrison, Sarah Sloll & Ronnie Todd Isecl

Other committees in the life of the church are. Events Committee
The benefi¢e of the West Sevenoaks Team Ministry
The benefi¢e was incorporated, by Pastoral Measure on the 12, November 2019. into a new
Team Ministry. The Team Ministry is currently following a process of Pastoral
Reorganisalion. On 23 February 2026 a draft proposal affecting the West Sevenoaks Team
Ministry was publicly issued by the Church Commissioners. The draft Pastoral Scheme
provides for the dissolution of the benefice of Wesl Sevenoaks Team Ministry, the
lerminalion of the team ministry established for its area, and the creation of three new
benefices.. Saint Mary, Kippington., Riverhead with Dunlon Green,. and Saint Luke.
Sevenoaks. Essentially this would reinstate the 3 parishes in the team to their original single
parish slalus. The consullalion has now closed bul the Church Commissioners received one
representation against the draft proposal within the allotted time which ended on 23 March
2026. This has delayed progress. In the meantime, we should carry on as usual taking the
opportunity lo continue preparing our Parish Profile in the hope that the delay in progress will
not be loo long and that the proposal will ultimately be accepted by the Church
Commissioners.
