The Parochial Church Council (PCC) of St Mary the Virgin has the responsibility of cooperating with the clergy in promoting in the ecclesiastical pansh, the whole mission of the Church, pa8toral. evangelistic. social and ecumenical. The PCC 18 also responsible for Ihe maintenance of both Church and Church Hall and for the general upkeep of its churchyard. ObJ•ctlv•• and Actlvllhs The PCC 18 committed to enabling a8 many peoplo a8 P0881ble to worship at the church of St Mary the Virgin and to b8come part oflhat parish community. The PCC maintain8 an overyiew of worship and makes suggestions on how service8 fAn involve a8 many people that live within the parish as possible. The services and worship of St Mary the Virgin 8eek8 to put faith into practice through prayer and scripture, music and sacrament. Imien plannlng activities for the year, the PCC have considered the Charity Commi88ion'8 guidance on public benefit and, in particular, the supplementary guidance on charit188 for the advancemenl of religion. In particular, the PCC tries to enable people to live out their farth a• part of the parish community through. . Worship and prayer, leaming about the Gospel, and developing their knowledge and trust in Jesus. Provision of pastoral care for people living In the pari8h. . Mi8slonary and outreach work. 1. Wornhlp and Pray•r The PCC is committed to offer a range of $8rvic88 during the week and over the course of the year that the community finds both beneficial and spiritually fulfilling. Sl Mary the Virgin upholds the Anglican ethos ol worship that offer8 a broad spectrum of worship, which encompasses the Book of Common Prayer18am Holy Communion) and all fom18 pennitted under Common Worship (9'.30am Parish Communion and mid-week Communion) and SeNIc88 of the Word19.'30am All age and Moming Prayer, Sunday and mid-week). The regular pattern of 8am and 9.'30am service times have been malntained on a consistent basis during the year, along with a mid-week 8en4ic• tim• on a Thur8day and occasionally an aftemoon or an evening act of worship. Worship has continued to take plac8 commemoratlng key events in the liturgical calendar, being Harvest, Remembrance, Advent. Christmas, Lent. Holy Week and Easter. During the year numbers attending Chri8tm83 and Easter, of which return8 are given to the National Church. wère a8 follows {previou8 year in bracket8)'. Good Friday and Easter Sunday 1461134} and Chrlslmas Eve and Day 439 (388). As of 191h May 2024, there were 129 {131) parishioners on the Church Electoral Roll, 88187) of whom were resident in Ihe Parish and 41 (441 of whom were non-resident. - Church Hall The hall has retumed to full operating capaGily, serving both the church and community. The hall is used for parties and regular and one off groups.
- Pastoral Care Home communion has been offered to members of the congregats'on in their homes as well as general visrting undertaken around the parish. Mls•lon and Evang•ll8m The PCC has given money to charitable concerns and good cau8e8 and events organised enabling the community and congregation to gather togethor at Chri8tma8, Easter, Harvest, Remembrance and All Soul'8.
- Ecumonlcal R•latlon•hlp• The PCC continued to give its support to Churches Together in Sevenoaks and District (CTSD), through its ecumenical services in 2023. Sadly, CTSD had to be dissolved at the end of 2023 due to insufficient office holder8 to fulfil the legal obligations, according to the Charity Commlssion guidance. However, a new Comp888ion in Sevenoaks Area Body (CSA) has been Set up. Thi8 ha8 enabled Befrienders, Contact and 70ak8 4 Families to continue to 8eN8 the area. A service of thanksgiving and worship wa6 held at the Vine Evangelical Church on Sunday 21 April 2024 to remember all Ih8t CTSD had achieved in the past and giving thank8 for the future with CSA. The church also participated in the annual 'Ride and Stride, event raising money for many Hi8torlc Churche8 Tru8t8 enabling them to make grants to placei of Christlan worship Volunt••rs The PCC would like to thank 811 those who have given their time, prayer, and effort to help it offer and sustain rts ministry and mi$Jion through the year. Flnanclal R•vl•w Income for the year exceeded expendlture by £4,135 re8ultlng in net 888et8 of £228,307 compared with £224,172 in 2022. RM•rvM Pollcy The reserves policy is Ihat reserves should be a minimum ol three month's expenses. Unrestricted r888rv88 held al December 31, 2023 wer8 £183,174, so are comfort8bly at)ove this minimum. If p088ible, re88rves 8hould be maintained at the18vel required to provide for any major expenditure identified in the most recent Supieyof8 Quinquennial Report. Stru¢tur•, Governanc• and Manaqom•nt The method of appointment of PCC member818 Set out in the Church Representation RuSe8. Al St. Mary the Virgin the membership of the PCC consist8 of the T8am clergy, churchwardens, Licensed Lay Minister, co-opted members, deanery Synod representative8 and members elected by those from the congregation on the electoral roll of Ihe church. All those who attend our seNices I m6mbers of the congregation are encouraged to register on the Electoral Roll and Stand for election to the PCC. The PCC members are responsible for making decision8 on all matter8 of general concem and importance to the parish including deciding on how the funds of the PCC are to be spent.
The PCC has met on 7 occasions since the last APCM on 216t May 2023. To conduct PCC business the Standing Committee (the only committee required by law) nomially meets weeks before the PCC meeting, subject to any directions given by the Council. Members of this Committee durin9 the year were the Rev Mark Bridgen, WaTwick Perry, Karen For81er-Pearce, Daphne Harrison and Trevor Harrison. Other committees in the life of the church are.. These are.. 11 music, 2) worship, 3) Children, young people and families, 4) Pastoral, 51 Mi88ion and Outr8ach and 61 Discipleship. The recommendalions of Ihe Joint Council relating to the sub group8 are brought for agreement to all three Parochial Church Councils. I report to the trustees on my examination of the accounts of the above charity for the year ended 31[st] December 2023.
Responsibilities and basis of report
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
-
the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
