The Trustees present their annual report together with the financial statements of Rayleigh Baptist Church for the year ended 31 December 2021. The Trustees confirm that the Annual Report and financial statements of the charity comply with the current statutory requirements of the charity’s governing document and the provisions of the Statement of Recommended Practice (SORP), applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland. 

## **Objectives and Activities** 

## **a) Policies and objectives** 

By relying on the Bible as our ultimate authority in all respects, Rayleigh Baptist Church exists: 

- To bring people into God's family, through personal and corporate telling and living the Good News of Jesus; working as much as possible in our local community through involvement with the Town Council and other local agencies as well as supporting and partnering with overseas mission agencies. 

- To walk with people to grow in their discipleship of Jesus through the running of small groups for Members and others, including young people, and through the running of occasional teaching sessions and through preaching the Word of God. 

- To equip people for ministry and mission by taking care of the needs of members, in terms of developing their faith, supporting those who are weak or poor and equipping them for Christian service, through the power and presence of the Holy Spirit and to exercise the gifts of the Holy Spirit; by financially supporting Members involved with other Christian missions or training to do so; by financially supporting other Baptist Churches (through BU Home Mission) and overseas missions. 

- All for God's glory. We want to live out our faith as a church and individuals in such a way as to please God and to be a beacon to others, leading them towards a knowledge of the saving grace of Jesus through our worship, words, and actions. 

## **b) Activities for achieving objectives** 

Our first objective is strongly linked to our community and our commitment here is reflected in our day-today ministries, both to the community of the church and, increasingly to the wider community of our town and the wider world.

- Programmes designed to introduce young people to Christianity, and grow in their faith while having fun together. This includes Boys Brigade and Girls Brigade. 

- - Weekly café for the community, especially for the needy 

- Rooms used by the community regularly 

- Meeting our maintenance responsibilities 

- Seasonal service remembering those we have lost 

- Weekly morning for parents or carers and toddlers to have fun together

* Seniors' events - Monthly events and activities for the elderly – with transport * Civic links - Contact with MP and town councillors as part of Churches for Rayleigh * Links with schools - Primary school assemblies, lessons, prayer support, and transition sessions in preparation for Secondary School * Bereavement Group - Help and support for those who have been bereaved * Open the book - Working with other churches to take bible stories into school in a drama format. * RBC Ramblers - Monthly walks locally for RBC members and friends. * Keep Fit - A weekly session for women to get fit and get together. * Life Groups - The church members are split into small groups who do Life together, to pray, to share and encourage each other. * Alpha course - A course to introduce people to Christianity and Jesus, with an opportunity to ask questions For the Global Community * Cry In The Dark Romania - Visits to Romania giving love, care and practical help. Also providing presents at Christmas. * To Kenya with Love - Visit to Kenya to help at the School and in the community in Kisumu, Kenya * Support for overseas aid - Financial contributions to disaster emergencies via Tear Fund or BMS World Mission (BMS) * Financial support to our overseas mission - Cry in The Dark, To Kenya With Love, Nehemiah partners Project, Open Doors and El Puente, Cusco (BMS Peru) 

## **c) Main activities undertaken to further the charity’s purposes for the public benefit** 

The Trustees are mindful of their duty in section 17 of the Charities Act 2011 to have due regard to the Charity Commission’s general guidance on public benefit and also of its supplementary public guidance on the advancement of religion for the public benefit, when considering the objects of Rayleigh Baptist Church. Throughout this unusual year, this Church had planned to undertake a wide range of activities, as described above, in the furtherance of its stated Objectives. Unfortunately, with the continuation of the Coronavirus this year, and as a result of numerous lockdowns during the beginning of the year most of these activities have not been able to take place in the way that they were intended. Instead a range of online and pre-recorded activities had to replace meeting together and also hosting events. This started to change from April, but still with restrictions for the rest of the year. The Trustees still believe that what has been able to take place has provided public benefit to both members of the congregation and to a lesser extent the wider community.

## **Achievements and Performance** 

## **Ministers** 

Rev. Jonathan Blake, one of the Ministers, left early in 2021 after he felt God had called him to a new season of service and to spend more time with his family. The remaining minister, Rev. Ricky Rew, assisted by Stuart Conway, a Minister in Training, who was studying at Spurgeon’s College, has been leading the church in a number of teaching series focusing on key areas such as Discovering Jesus, Various shifts – Culture, Disciple, Mission, Member, Mindset and Kingdom Shift, Missional Heart, Psalms, Growth Habit and finally Joy. As a consequence, the church has increasingly sought to become more active in building relationships with and serving the local community. During the year Paul Wheeler started to explore a calling to the ministry, and as a result the Church agreed to Paul having his placement at RBC, starting on 1 Jan 2022, while studying with the Light College and the Northern Baptist College. 

## **Vision** 

At the start of the year we had a week of prayer as we sought God’s guidance on how we could fulfil our vision. 

In terms of different expressions, the church has started working in two new locations. These being Grove Wood Primary School (started in 2018) and the MegaCentre Rayleigh (started in June 2019). As a result of the Coronavirus the Grove Wood Expression have not been able to develop the planned work using the school as a base, but the group consistently met for regular prayer and has now developed into a prayer group for all Rayleigh Schools. The MegaCentre Expression has now ceased. 

## **Membership and Baptism** 

The church membership has decreased by 4 from 218 in 2021 to 214, due to 5 resignations, 4 deaths and 5 new members. There was one Believer’s Baptism. 

## **Youth and Children’s Work** 

Claire King, the Children and Families worker, working part time, initially supported by Ricky, and later in the year by Hannah Lantaff, who started a placement while studying Theology, Ministry and Mission (Children, Youth and Families Track) at Bristol Bible College. 

There was no holiday club due to the Coronavirus pandemic. The regular Glo party around Halloween was held in person. A lot of the Children’s work and Sunday School was run online as “Kids @ RBC” at the beginning of the year and only started back in the church on 19th September. 

There were also zoom gatherings continuing for Boys Brigade and Girls Brigade, until they started to meet back at the church in mid-September 2021. PlayAway was on zoom until it started back in the church on 10th September.

## **Attendances on Sundays and Life Groups** 

We do not keep a record of attendance, but we believe that the number of those regularly worshipping with us over the year has remained broadly unchanged. Life Groups continue with the aim of supporting the fellowship to grow in their discipleship and to be better rooted in God’s Word. 

Not being able to meet initially in the year made things more challenging, but services were held online and were made available on YouTube, which allowed people from outside of the fellowship to join us. The aim was to be Socially distant but with spiritual proximity. Groups also met via zoom after the Sunday service. Church Services started back in the Church in April, with restricted numbers to maintain social distancing. During this time masks were worn, and congregation singing was not possible. 

Life groups initially met mainly via Zoom, plus in gardens, homes and the church as lockdown rules allowed. Some are still only meeting via zoom. 

A lot of time was spent supporting people with their spiritual, mental, and physical health during this second year of lockdowns, which for some has been very lonely as they were unable to get out, due to “shielding” and other factors. 

Several fellowship events and the church meetings were also held over zoom, and then as hybrid church meetings from 19th September 2021. 

## **Premises Development** 

On 19th October we held our first in-person Church Members’; Meeting (with others able to watch online) which included a Special Church Members’; Meeting where we voted to invest £400,000 of our funds to the project to redevelop the Base building for Church and Community use. Approval from the Listed Buildings Advisory Committee and Local Authority Planning Approval have subsequently been received. 

## **General Governance** 

During the year we developed and implemented a Health & Safety Policy following an extensive review with a retired professional, and now undertake regular audits of the premises. We also implemented a Bullying and Harassment policy and a Code of Behaviour which is displayed on-site. 

## **Covid Pandemic** 

When the pandemic hit, we implemented pre-recorded services and gathered online to engage together, but from 4th April we started live streaming from the building with a very small team present. As restrictions allowed, we slowly started to increase capacity and review practices to ensure safety. 

All of our on-site activities were restricted based on careful risk assessment and regular review as the situation changed. We informed leaders of internal groups and external bookings whenever the procedures were revised and provided all equipment/materials required to maintain a safe environment. All groups returned initially with reduced capacity and precautions in place to ensure the wellbeing of those in attendance. After working from home, the Staff Team returned to the office with revised working practices and precautions in place.

## **Financial Review** 

## **a) Going concern** 

After making appropriate enquiries, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. For this reason, they continue to adopt the going concern basis in preparing the financial statements. Further details regarding the adoption of the going concern basis can be found in the Accounting Policies. 

## **b) Reserves policy** 

The trustees aim to hold General Fund free reserves of approximately 3 months of committed expenditure. There are additional reserves held for premise development and repairs, which will start to be used when full approval is given to the Base Refurbishment Project. Given the pressures on church members, because of the coronavirus pandemic, the giving has continued remarkably well, and we have been blessed compared to some other churches locally and Baptist Churches nationwide. 

## **c) Principal funding** 

The principal funding sources of the charity are primarily voluntary donations. 

## **d) Material investments policy** 

There have been no significant changes to the assets held by Rayleigh Baptist Church in 2021. At the end of the year we had 100% of the value of 6 Hilary Crescent as our only manse, which was also revalued in 2021. 

## **Structure, governance and management** 

## **a) Constitution** 

The Church is known as Rayleigh Baptist Church (RBC) and is affiliated to the Baptist Union of Great Britain. The Trustees operate within the terms of the constitution dated 27 January 2009. Charitable status was granted by the Charity Commission in March 2009: Registered Charity Number 1128501. 

## **b) Method of appointment or election of Trustees** 

The management of the charity is the responsibility of the Trustees who are elected and co-opted under the terms of the Constitution. 

## **c) Organisational structure and decision making** 

The church is led and managed by the Trustees, consisting of two ordained full-time Ministers (going down to one during the year), a Minister in Training, two elders and four deacons, all having designated areas of responsibility. Additionally, there are many more Members who play important roles as leaders of small groups, church organisations and a wide variety of ministries to all ages, both within the church family and, increasingly, in the wider community. The contribution made by so many willing and reliable volunteers cannot be overstated.

## **Plans for future periods** 

## **Future developments** 

As the fellowship at Rayleigh Baptist Church, we intend to seek new opportunities to further develop the relationships within the local community in this coming year both through the refurbishment of our Base building and also by working in other locations as opportunities allow. 

Again In 2021, a group from the leadership team continued with the Lead Academy learning community. Working with churches of a similar size to Rayleigh Baptist Church, we have benefitted from improving our understanding of the purpose and values of the church and learning more about leadership. As part of the community we have been encouraged to put together an action plan after each session. This has been a very valuable experience to embed what has been learnt. Lead Academy finished in 2021. As a result we updated our purpose and values statements. Although the 2020 Vision timeframe has come to an end, we are still following its principles.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2021 which are set out on pages 9 to 23. 

## **Responsibilities and basis of report** 

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Statement of compliance** 

The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), the Charities Act 2011 and UK Generally Accepted Practice. 

The accounts (financial statements) have been prepared to give a ‘true and fair’ view and have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a ‘true and fair view’. This departure has involved following Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) rather than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn. 

## **Exemption from preparing a cash flow statement** 

The charity has opted for the exemption under Update Bulletin 1 from including a cash flow statement. 

## **Basis of preparation** 

Rayleigh Baptist Church constitutes a public benefit entity as defined by FRS 102.  Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes. 

## **Going concern** 

The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern nor any significant areas of uncertainty that affect the carrying value of assets held by the charity. 

## **Income** 

All income is recognised once the charity has entitlement to the income, it is probable that the income will be received and the amount of income receivable can be measured reliably. 

For legacies, entitlement is taken as the earlier of the date on which either: the charity is aware that probate has been granted, the estate has been finalised and notification has been made by the executor(s) to the Trust that a distribution will be made, or when a distribution is received from the estate. 

Donated services or facilities are recognised when the charity has control over the item, any conditions associated with the donated item have been met, the receipt of economic benefit from the use of the charity of the item is probable and that economic benefit can be measured reliably. On receipt, donated professional services and donated facilities are recognised on the basis of the value of the gift to the charity. 

Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.

## **Expenditure** 

Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a third party, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is classified by activity. The costs of each activity are made up of the total of direct costs and shared costs, including support costs involved in undertaking each activity. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs which contribute to more than one activity and support costs which are not attributable to a single activity are apportioned between those activities on a basis consistent with the use of resources. Central staff costs are allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset's use. 

Fundraising costs are those incurred in seeking voluntary contributions and do not include the costs of disseminating information in support of the charitable activities, Support costs are those costs incurred directly in support of expenditure on the objects of the charity and include project management carried out at Headquarters. Governance costs are those incurred in connection with administration of the charity and compliance with constitutional and statutory requirements. 

Charitable activities and Governance costs are costs incurred on the charity's operations, including support costs and costs relating to the governance of the charity apportioned to charitable activities. 

Grants payable are charged in the year when the offer is made except in those cases where the offer is conditional, such grants being recognised as expenditure when the conditions attaching are fulfilled. Grants offered subject to conditions which have not been met at the year end are noted as a commitment, but not accrued as expenditure. 

All expenditure is inclusive of irrecoverable VAT. 

## **Tax status** 

Rayleigh Baptist Church is a registered charity and is not subject to corporation tax on its charitable activities. 

## **Tangible fixed assets and depreciation** 

Tangible fixed assets are carried at cost or valuation , net of depreciation and any provision for impairment. Depreciation is provided at rates calculated to write off the cost or valuation of fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

The charity has adopted the revaluation model to revalue items of property, plant and equipment whose fair value can be measured reliably. The revaluations shall be made with sufficient regularity to ensure that the carrying amount does not differ materially from that which would be determined using fair value at the end of the reporting period. 

The fair value of land and buildings is usually determined from market-based evidence by appraisal that is normally undertaken by professionally qualified valuers. The fair value of items of plant and machinery is usually their market value determined by appraisal.

## **Debtors** 

Trade and other debtors are recognised initially at the transaction price. A provision for the impairment of trade debtors is established when there is objective evidence that the charity will not be able to collect all amounts due according to the original terms of the receivables. 

## **Cash at Bank and in hand** 

Cash and cash equivalents comprise cash on hand and deposits. 

## **Creditors** 

Creditors are recognised when there is an obligation at the balance sheet date as a result of a past event, it is probable that a transfer of economic benefit will be required in settlement, and the amount of the settlement can be estimated reliably. Creditors are recognised at the amount that the charity anticipates it will pay to settle the debt or the amount it has received as advanced payments for the goods or services it must provide. 

## **Defined contribution pension plans** 

Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. 

## **Government grants** 

Under the accrual model, government grants relating to revenue are recognised on a systematic basis over the periods in which the company recognises the related costs for which the grant is intended to compensate. Grants that are receivable as compensation for expenses or losses already incurred or for the purpose of giving immediate financial support to the entity with no future related costs are recognised in income in the period in which it becomes receivable. 

## **Financial instruments** 

The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value. 

## **Fund accounting** 

Unrestricted general funds – these are funds which can be used in accordance with the charitable objects at the discretion of the trustees. 

Designated funds – these are funds set aside by the trustees out of unrestricted funds for specific future purposes or projects. 

Restricted funds – these are funds that can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

## **Charity Heritage Assets** 

The church building, which is central to the objectives and activities of the charity, meets the definition of a heritage asset and as such is not included on the balance sheet due to the age of the building and the impracticalities of ascertaining the original cost or donated valuation. Given the age of the building, the original cost of the building would be immaterial to the accounts and given the restrictions on its use and disposal, a current valuation would not be practical or relevant.

## **14. UNRESTRICTED FUNDS (continued)** 

- i) Keep Fit 

Fund operated exclusively for the keep fit activities. 

- ii) Minibus replacement Fund 

Funds designed for the replacement of the minibus (note - there is a separate fund for the restricted donations). 

- iii) PlayAway 

Funds used for the weekly parent and toddler groups. 

- iv) Premises Repairs and Renewals 

Funds held for any repairs and renewals required at the Church. 

- v) Premises Development 

Funds raised for the continued work to make the premises more fit for purpose to contribute more to the local community. An additional £40,500 was transferred to this fund from general unrestricted funds during the year for the initial phase of the Base Refusbishment Project. 

## vi) Women's Hour fund 

To help build women's friendships, give support and reach out. 

- vii) Ministry Training Fund 

In 2019, £30,000 has been transferred from the general legacies fund to fund ministers in training.
