Structure, governance and management
Governing document
All Nations Church, Bedford is a company limited by guarantee, incorporated as Brickhill Baptist Church on 24 February 2009 and registered as a charity on 11 March 2009. Brickhill Baptist Church, Bedford changed its name to All Nations Church, Bedford on 27 June 2013. The church previously operated as an ‘excepted’ and unincorporated charity under the trusteeship of The Baptist Union Corporation Limited which is a registered charity and continues to be custodian trustee for the church property at 79 Brickhill Drive. The company was established by a Memorandum of Association, which established the objects and powers of the charitable company and is governed under its Articles of Association. In the event of the company being wound up members are required to contribute an amount not exceeding £1.
Appointment of Responsible Individuals and Elders
The Church is governed by its responsible individuals who are appointed according to the Articles of Association. The individuals are closely involved in the church's operations and held regular meetings during the reporting period ended 30th September 2021. Elders are recognised by the congregation for the spiritual direction of the church, and these elders together with other people in leadership are appointed as Trustees as required. Day to day management is delegated to a team of senior staff and volunteer ministry leaders. At specific times during the year midweek church prayer meetings are open to all members and attenders. Visitors and guests are welcome.

The responsible individuals and elders, who are directors for the purpose of company law and trustees for the purpose of charity law, who served during the period and up to the date of this report are set out on page 1.
Trustees induction and training
Responsible Individuals and Elders are closely involved in the church’s operations prior to appointment and are appointed according to their ability to lead the church and the skills they bring to the post. Existing Responsible Individuals, Elders and new appointees have a good knowledge of the operation of the Church prior to appointment. New appointees are supported in their posts by existing appointees. New appointees are also provided with copies of the Memorandum and Articles of Association, latest financial statements and guidance from the Charity Commission, including the Charity Commission guide ‘The Essential Trustee’.
Pay policy for senior staff
The key management personnel comprise the directors/trustees (elders), the operations director/trustee and the church leaders. Key management personnel remuneration is disclosed in note 11 to the accounts and includes remuneration paid to 3 trustees under their contracts of employment, in accordance with the provisions of Clause 6 of the Company’s Articles of Association. The pay of key management personnel is reviewed annually and normally increased in accordance with average earnings. In view of the nature of the charity this is benchmarked against other similar organisations.
Risk management
The trustees have assessed the major risks to which the church is exposed, in particular those relating to the operations and finances of the church. A detailed analysis of income and expenditure is provided to all trustees every month with the opportunity to raise questions at regular leadership team meetings. The trustees are satisfied that systems are in place to mitigate their exposure to major risk.

Aims and objectives
The church’s purposes as more fully set out in the objects which form part of the memorandum of association are:

to advance the Christian faith;

to relieve sickness and financial hardship and to promote and preserve good health by providing funds, goods or services including counselling and support;

to provide, or assist in providing, facilities for those in need, to help improve their conditions of life.

The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Church’s aims and objectives and in planning future activities.

Achievements and performance
The Church is a member of the Baptist Union and Evangelical Alliance, and operates within the Catalyst Network in association with Newfrontiers.
A pre-school has been operating within the Church building for over 40 years, with an outstanding report following the most recent Ofsted inspection. The pre-school continues to enjoy a very good reputation, and is known for excellent help to those children with additional needs. The results of this activity are disclosed in note 20 to these financial statements.
The Grove Pregnancy Advice Centre incorporated as a ministry of All Nations Church is based in a separate property at 118 Brickhill Drive. The Grove continues to serve specific needs including support for pregnant mothers and helping those in the first year of birth. The Grove is open to all the community and is staffed by one All Nations Church employee supported by volunteers from elsewhere as well as members of All Nations Church.
We record our appreciation to members of the public and to other churches who continue to support The Grove Pregnancy Advice Centre as well as other organisations serving the community, including the Bedford Foodbank, the Bedford Street Angels who operate in the town centre at weekends, and Open the Book who make Bible drama presentations to schools.
The South site established in September 2013 with Sunday meetings at Bedford Academy on Mile Road was closed due to Covid restrictions however midweek meetings were held online and combined with the North Site for online Sunday services. Contact with those in the South continued by email, telephone, doorstep visits, and online gatherings.
The Church membership was revised during the year so that there were 246 members at the close.
Premises and facilities
The Baptist Union Corporation Limited, which is a registered charity, continues to be custodian trustee for All Nations church centre at 79 Brickhill Drive MK41 7QF. The other building owned by All Nations church, occupied and used by The Grove Pregnancy Advice Centre, is situated at 118 Brickhill Drive MK41 7QN.
Church report
Covid brought a massive readjustment to Sunday services and our in-person meetings. We quickly transferred our worship and gatherings online and this has been a lifeline to the hundreds who connect with us as a church family. Over this period, we have invested in livestreaming technology, which has enabled us to stream our meetings across various social media platforms. We are frequently joined online from many across our nation and the nations.
From March 2021, Sunday services commenced in person at our Brickhill building in accordance with government guidelines and have steadily built up in numbers as restrictions have been eased. We have continued to use livestreaming alongside this and continue to invite people back in person for small groups, prayer meetings etc. We have seen the blessing of many new people come and worship with us, both online and in person. From August 2021 we began our children's ministries once more, running Children's Church on Sundays, and a combination of Youth, and Toddler groups during the week, all in line with Government guidelines. It has been a joy to see this growing steadily. It is worth noting that our Pre-school continued to operate in person during the whole period of lockdown.
We have also had the joy of welcoming new staff members into the team and this has proved a real source of strength and encouragement to the church over these testing months of Covid and

lockdown. Covid has also afforded us fresh opportunities for evangelism and mission, and we continue to use "Open Air" Church on local greens around Bedford to share the Good News with our neighbours. We have also begun regular street work and evangelism that is bearing fruit. We give thanks for God's faithfulness and provision over this period.
It has not proved possible to continue meeting in Bedford Academy for Sunday Worship. Presently that congregation is joining us in person in Brickhill, online, or meeting in smaller gatherings. We are praying for God's leading over our mission and ministry in this part of Bedford.
Church membership
There were 269 members recorded at the start of the year, and during the year 6 new members were added by baptism. When the membership list was revised there were 246 active members, not including many regular attenders each Sunday.
The Church Centre
The church centre at 79 Brickhill Drive is the registered office of All Nations church, a charitable company limited by guarantee. The majority of the staff team are based in the first-floor offices, and the building houses the congregation every Sunday, as well as numerous activities throughout the week including the Pre-school. The main rooms are available for specific wider community activities such as one of the Bedford Foodbank distribution centres, other charity meetings, and as a polling station on election days. All the main rooms are readily accessible to wheelchair users and parents with pushchairs, including a baby changing room and a toilet designed for wheelchair access. The building is normally open to members of the community throughout the week for activities such as coffee mornings and for bringing donations in support of the homeless, and Bedford Foodbank.
The South Site
Due to the challenges of the year it was decided that running another congregation at South while still trying to gather the church back as a whole was beyond our practical means for the time being. Several Sundays were put aside as gatherings for the South members at Scott Hall, including two open air Sunday lunch meetings. These produced numbers of around 20-25 with mostly the same people attending. Our conclusion from this was that it would have been too much of a challenge to try and put on a Sunday morning event together in the same way we were doing pre Covid. This was mainly down to a lack of leaders and servers in several areas, although financial constraints alongside this were also a very real consideration. It felt right at the time that our priorities had to be bringing people back together as 'one church' in one place, to re-group and hear again what God was calling us back into.
With the options during 2021 to gather back together both in the room at our Church Centre, and on our live stream platform, it felt we were giving people opportunities to come and participate back into the life of the church.
Group events and activities
During the part of the year when Covid-19 restrictions allowed, midweek activities were held at the Church Centre in addition to the regular Sunday morning services attended by an average of 240 adults plus youth and children. We serve children and families through many activities open to those in the church and the community such as weekly Toddler Groups, Mums and New Babies Group, Toddlers for Dads Group and a Kids’ Club for school years 2-6. The Pre-School consistently rated good or better by Ofsted is also run in the Church Centre.
Other midweek events included a specific Fellowship for all those over 55 open to members of the community as well as church members, Girls' Brigade, a weekly Food Bank distribution centre, and a monthly Coffee Morning for the community which collects donations every month for other charities

took place only as Covid-19 restrictions allowed. All Nations en Español, a monthly service for the Spanish speaking community normally held at the Church Centre continued online throughout the period.
Midweek groups meeting mainly in members' homes during the evenings or at the church centre during the day previously known as 'growth groups' and re-launched as 'Connect Groups' have been operating for many years and continued online where possible during Covid-19 restrictions.
Response to the pandemic
Following each national lockdown some groups ceased to operate, while others continued with online activities. Most meetings had already ceased to happen in the Church Centre building, while online Sunday services drew an increasing attendance with the development of live streaming as well as both Facebook and YouTube platforms.
The Church Centre building remained open for personal prayer, filming of online activities, and available to individuals seeking help. Strict arrangements were made to follow Government guidelines, keeping numbers to a minimum, with one-way movements, keeping space, wearing face coverings and using hand sanitiser. When restrictions were partially lifted more activities took place in the Church Centre with socially distanced prayer meetings, weddings, and funerals.
During the year an initiative known as 'Pop-up Church' was developed and operated by staff and member volunteers and taken round the various green areas of Bedford on Sundays. This included worship songs and a short talk broadcast over a loudspeaker to be enjoyed by residents sitting in their front gardens or on the green.
Worship and prayer
All are welcome to attend our regular Sunday Services when in the building, and to watch and listen online. Both in the building and online Sunday services consist of a time of worship, a time to communicate relevant information and a sermon, with opportunity to receive prayer at any time in person or by telephone or email. We have teams of people to help welcome and integrate new people, and the building remained open to members of the community for personal prayer at every opportunity.
From July, a worship and communities pastor was appointed to oversee the spiritual and worship activities and to facilitate the building of a diverse multi-ethnic church family for the glory of God.
All Nations en Español
As part of our activities among the community, All Nations en Español aims to serve all members of our local community and is a way of expressing a welcoming heart to the immigrant, to exercise our faith for church growth and to serve the poor or lonely who are new in this country. This ministry was created to outreach, make disciples and to create opportunities for Hispanic/Latinos to genuinely access a pathway to sit at the table, as agents of transformation in our church, and the wider community, in the full establishment of God's Kingdom.
During the lockdown the work among the Spanish speaking community continued because the members have always been in contact, establishing a supporting network using every method available. More particularly this group have been a blessing in times of health crisis and grieving and helping one another with job finding. From January we started back our midweek online meetings and for the glory of God, they are back in person into our Sunday morning services.
The Grove Pregnancy Advice Centre
The Grove PAC based at 118 Brickhill Drive offers support to parents with unexpected pregnancy and following baby loss as well as families with babies in need of help. A pregnancy test service normally provided on request was suspended due to Covid-19. During the year there were 481 separate

telephone enquiries, and the Baby Loss Programme supported 15 clients a month on average.
When restrictions were imposed due to the pandemic most enquiries were dealt with by telephone, or online, and a screen was installed for essential individual consultations. 30 Crisis Pregnancy clients were supported during the year.
The Family Support section provides baby clothes and the loan of equipment to families in need from birth to one year across the Bedford borough and supported 20 families during the period. The services are delivered by one part-time paid employee with 10 volunteer advisers from other churches and members of the community. We are grateful for the practical support and donations from members of the community as well as members of All Nations Church.
Pastoral care
During the year we recognised the need to encourage people back into small groups, and this was given a strong emphasis with the introduction of 'Connect Groups'. Five new groups were started and some of those not attending groups have been encouraged to connect back in this way. We also introduced 'Missional Family Groups' made up of several Connect groups with a missional family pastor overseeing. These groups meet together every other month to share and have fellowship. We have also introduced Wednesday evening meetings for all the groups to gather for worship, prayer and encouragement.
Pastoral teams have been formed to cover and respond to the needs of the elderly and those in crisis or unable to attend Connect groups. Ongoing training for these teams are being planned.
Christmas hampers
Leading up to Christmas we provide food hampers for people in need in our community. During December 2020 we provided 866 family food hampers and individual food bags for those in hostels, reaching over 2,000 people in Bedford. We are grateful for the support of local schools, businesses and members of the community, as well as church members, enabling this project.
Children's work
For most of the year our children's work continued to be online because of the pandemic. The weekly broadcasts followed the theme for the adult church services and included worship songs, bible stories, games, hotspots and crafts. Craft materials were delivered to children each half term and children often sent in pictures of their creations to share on the weekly hot spots. We added in a short story time for Toddlers this year as we recognised that some of the youngest children found the main broadcast too long. In the summer term we started to re-open children's work in the room but continued with the weekly broadcasts alongside this as many children and families had not returned to church.
The Covid-19 restrictions and lock downs meant that New Mums and Babies, Toddlers and Toddlers for Dads did not run in the building. We continued with an online Toddler group on Zoom on a Wednesday afternoon with an opportunity for parents to chat to each other and join in with a singing session.
Kids' Club also continued on Zoom during all the restrictions and was regularly attended by a small group of children.
Pre-School continued to be open throughout the year to all children; all staff managed to adapt to the ever-changing guidelines and legislation. In the summer term, when Covid infection numbers were lower, we started to be able to have some visitors back in pre-school for face-to-face visits with children with additional needs. Once again transitions for school had to be handled in a different way

and visits for new children were done in several small group visits. We had another member of staff qualify as an Early Years Teacher, and other staff completed a variety of training courses.
Youth work and young adults
Since the beginning of the pandemic, we have not been able to run face to face youth groups; initially we were able to meet as a group online however many parents said their children are not keen on video calls and find these not to be natural. This was the case particularly with the boys. The Youth leadership team continued to pray for all young people and develop plans for the future, and during the year an associate pastor was appointed to take responsibility for both youth work and young adults to facilitate this work.
Activities included a Churches Together event held at Woodside church including youth from Woodside and Kings Arms as well as All Nations. An outreach evening with Jonathan Conrathe as a visiting speaker and involving churches across Bedford was held as part of a church weekend. Youth on Sundays started to grow as a result of more families with young people returning back to church.
Overseas mission and support
Covid-19 has greatly restricted our physical ability to join with mission partners around the world, particularly in Africa and South America. However, through the blessing of modern communications, we have maintained strong links and have continued to support financially and through Zoom prayer meetings over this period. Our child sponsorship scheme in Malawi still continues to be a blessing to many children, and we have partnered with other churches to establish bore holes. Money has also been released to support the relief of suffering and starvation in Malawi, India and other nations such as South Africa and Tanzania. We hope that as Covid restrictions come to an end, travel will once again be possible to many of these nations.
Disclosure and barring service
Previously as an umbrella organisation All Nations Church handled DBS applications and disclosures on behalf of local churches and other organisations; however, when two of the larger churches started submitting applications online this was no longer viable. All Nations now submits DBS applications
through other umbrella organisations, however due to Covid-19 very few were processed during the year.
Staff salary remuneration team
The salary remuneration team consists of the non-executive directors and meets annually and as required to consider all aspects of salaries and benefits.
Future developments
Our prime goal this year continues to be to safely shepherd All Nations Church through the unprecedented challenges and pressures of a global pandemic, keeping our gaze firmly fixed on Jesus Christ, and seeing these times as opportunities for fresh endeavours of mission and community engagement. We realise that many of our existing ministries and outreach initiatives will need to be reset and possibly readjusted following the long-enforced lockdowns. However, our objectives still remain the same and we look to grow through reaching out to people of all ages, stages and backgrounds across our community. This will include Pregnancy Advice and Family Support; feeding and caring for the homeless; and working with Bedford Foodbank to ensure those in need are provided for.
In this reporting year, our second site in South Bedford at the Bedford Academy, as well as the community centres in Jubilee Park and Faraday Square, were unavailable for communal use and

public worship. Our aim over this period of uncertainty is to establish small groups of connection and care that will serve as outposts of All Nations Church across our town, preparing the way for larger gatherings of worship and community service should such buildings become available to us again, alongside our building in North Bedford.
We will continue supporting overseas projects exploring new opportunities as they present themselves. The Eldership Team continues to prepare for growth with leadership development and new staffing appointments, and to build strong relationships across the town with other Bedford Churches. We continue to play our part in the Catalyst family of churches, exploring new apostolic relationships and supporting new churches.
Financial review
The financial statements reflect activities during the twelve months ended 30 September 2021. Presented alongside the financial statements for this period are the comparable amounts as reported in the accounts for the twelve-month period ended 30 September 2020.
Summary of Financial Performance
Total income for the year was £581,462. Total expenditure for the year was £577,278. The surplus for the year was £4,184.
At 30 September 2021 unrestricted reserves were £1,924,895 (2020: £1,892,170). These comprised £1,664,164 (2020: £1,662,609) in the capital fund; £86,600 (2020: £81,669) in the designated future fund and £174,131 (2020: £147,892) of general funds.
Restricted funds at 30 September 2021 amounted to £123,259 (2020: £151,800).
Investment Policy and Returns
The trustees have wide investment powers and the trust's investment policy is to invest the monies not immediately required for the primary purpose of the trust, in such investments as may be thought fit.
Reserves Policy
It is the trustees' policy to hold in unrestricted free reserves the equivalent of two months' general running costs (£128,000) together with an additional one month's salary costs (£36,000). It is also our policy to hold an amount sufficient to enable the church to meet its known commitments to beneficiaries both in the UK and abroad (i.e., the restricted fund balance of £123,259). The total required reserves of £287,259 at 30 September 2021 compares to £383,990 of 'free reserves' (i.e. net assets less tangible fixed assets) held at 30 September 2021.

Trustees' responsibilities statement
The trustees, who are also directors for the purposes of company law, are responsible for preparing the trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Company law requires the charity trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charitable company and the incoming resources and application of resources, including the income and expenditure, for that period.
In preparing these financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently;

observe the methods and principles in the applicable Charities SORP;
-
make judgments and accounting estimates that are reasonable and prudent;

state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements;

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charity's transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Auditor
Each of the persons who is a trustee at the date of approval of this report confirms that:

Opinion
We have audited the financial statements of All Nations Church, Bedford (the 'charity') for the year ended 30 September 2021 which comprise the statement of financial activities (including income and expenditure account), statement of financial position, statement of cash flows and the related notes, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including FRS 102 The Financial Reporting Standard applicable in the UK and Republic of Ireland (United Kingdom Generally Accepted Accounting Practice).
In our opinion the financial statements:

give a true and fair view of the state of the charity's affairs as at 30 September 2021 and of its incoming resources and application of resources, including its income and expenditure, for the year then ended;

have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice;
-
have been prepared in accordance with the requirements of the Companies Act 2006.
Basis for opinion
We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the auditor's responsibilities for the audit of the financial statements section of our report. We are independent of the charity in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Conclusions relating to going concern
In auditing the financial statements, we have concluded that the trustees' use of the going concern basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the charity's ability to continue as a going concern for a period of at least twelve months from when the financial statements are authorised for issue.

Responsibilities of trustees
As explained more fully in the trustees' responsibilities statement, the trustees (who are also the directors for the purposes of company law) are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the trustees are responsible for assessing the charity's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the trustees either intend to liquidate the charity or to cease operations, or have no realistic alternative but to do so.
Auditor's responsibilities for the audit of the financial statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.
Irregularities, including fraud, are instances of non-compliance with laws and regulations. We design procedures in line with our responsibilities, outlined above, to detect material misstatements in respect of irregularities, including fraud. The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below:
We obtained an understanding of the legal and regulatory framework applicable to the charity and how the charity is complying with that framework. We also enquired of management about their own identification and assessment of the risks of irregularities and reviewed the minutes of meetings of those charged with governance. We considered the susceptibility of the financial statements to material misstatement, including how fraud might occur and we obtained an understanding of the charity's current activities, the scope of its authorisation and the effectiveness of its control environment. These procedures are considered to be sufficient to identify material misstatements in respect of irregularities, including fraud, but cannot be relied upon to detect every potential misstatement.
As part of an audit in accordance with ISAs (UK), we exercise professional judgment and maintain professional scepticism throughout the audit. We also:

1. General information
The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is Church Centre, 79 Brickhill Drive, Bedford, MK41 7QF.
2. Statement of compliance
These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Companies Act 2006.
3. Accounting policies
Basis of preparation
The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure.
The financial statements are prepared in sterling, which is the functional currency of the entity.
Going concern
There are no material uncertainties about the charity's ability to continue.
Judgements and key sources of estimation uncertainty
The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.
Significant judgements
There are no significant judgements (apart from those involving estimations) made by management.
Key sources of estimation uncertainty
Accounting estimates and assumptions are made concerning the future and, by their nature, will rarely equal the related actual outcome. The key assumptions and other sources of estimation uncertainty that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are the rates of depreciation applied to tangible fixed assets. Tangible fixed assets are depreciated at the rates and amounts disclosed in these financial statements and are regarded by management as the most appropriate rates for the relevant categories of assets.

Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.
Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:
-
income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.
-
legacy income is recognised when receipt is probable and entitlement is established.
-
income from donated goods is measured at the fair value of the goods unless this is impractical to measure reliably, in which case the value is derived from the cost to the donor or the estimated resale value. Donated facilities and services are recognised in the accounts when received if the value can be reliably measured. No amounts are included for the contribution of general volunteers.

income from contracts for the supply of services is recognised with the delivery of the contracted service. This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted.

Resources expended
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

expenditure on raising funds includes the costs of all fundraising activities, events, non-charitable trading activities, and the sale of donated goods.
-
expenditure on charitable activities includes all costs incurred by a charity in undertaking activities that further its charitable aims for the benefit of its beneficiaries, including those support costs and costs relating to the governance of the charity apportioned to charitable activities.
-
other expenditure includes all expenditure that is neither related to raising funds for the charity nor part of its expenditure on charitable activities.
All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.
Tangible assets
Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.
An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other recognised gains and losses, unless it reverses a charge for impairment that has previously been recognised as expenditure within the statement of financial activities. A decrease in the carrying amount of an asset as a result of revaluation, is recognised in other recognised gains and losses, except for the extent to which it offsets any previous revaluation gain, in which case the loss is shown within other recognised gains and losses on the statement of financial activities.
Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:
- Freehold property - 1%, 2% and 5% per annum on net book value Fixtures and fittings - 5% and 25% per annum on net book value Motor vehicles - 25% per annum on net book value Equipment - 33.33% per annum on net book value

Impairment of fixed assets
A review for indicators of impairment is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at each reporting date.
For the purposes of impairment testing, when it is not possible to estimate the recoverable amount of an individual asset, an estimate is made of the recoverable amount of the cash-generating unit to which the asset belongs. The cash-generating unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that are largely independent of the cash inflows from other assets or groups of assets.
For impairment testing of goodwill, the goodwill acquired in a business combination is, from the acquisition date, allocated to each of the cash-generating units that are expected to benefit from the synergies of the combination, irrespective of whether other assets or liabilities of the charity are assigned to those units.
Finance leases and hire purchase contracts
Assets held under finance leases and hire purchase contracts are recognised in the statement of financial position as assets and liabilities at the lower of the fair value of the assets and the present value of the minimum lease payments, which is determined at the inception of the lease term. Any initial direct costs of the lease are added to the amount recognised as an asset.
Lease payments are apportioned between the finance charges and reduction of the outstanding lease liability using the effective interest method. Finance charges are allocated to each period so as to produce a constant rate of interest on the remaining balance of the liability.
Government grants
Government grants are recognised at the fair value of the asset received or receivable. Grants are not recognised until there is reasonable assurance that the charity will comply with the conditions attaching to them and the grants will be received.
Where the grant does not impose specified future performance-related conditions on the recipient, it is recognised in income when the grant proceeds are received or receivable. Where the grant does impose specified future performance-related conditions on the recipient, it is recognised in income only when the performance-related conditions have been met. Where grants received are prior to satisfying the revenue recognition criteria, they are recognised as a liability.

Financial instruments
A financial asset or a financial liability is recognised only when the charity becomes a party to the contractual provisions of the instrument.
Basic financial instruments are initially recognised at the amount receivable or payable including any related transaction costs.
Current assets and current liabilities are subsequently measured at the cash or other consideration expected to be paid or received and not discounted.
Debt instruments are subsequently measured at amortised cost.
Financial assets that are measured at cost or amortised cost are reviewed for objective evidence of impairment at the end of each reporting date. If there is objective evidence of impairment, an impairment loss is recognised under the appropriate heading in the statement of financial activities in which the initial gain was recognised.
Any reversals of impairment are recognised immediately, to the extent that the reversal does not result in a carrying amount of the financial asset that exceeds what the carrying amount would have been had the impairment not previously been recognised.
Defined contribution pension plans
Contributions to defined contribution pension plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.
When contributions are not expected to be settled wholly within 12 months of the end of the reporting date in which the employees render the related service, the liability is measured on a discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises.
4. Limited by guarantee
The church is constituted as a charitable company, limited by guarantee and has no share capital. In the event of the charitable company being wound up, the liability in respect of the guarantee is limited to £1 per member of the charitable company.

Key Management Personnel
Key management personnel include all persons that have authority and responsibility for planning, directing and controlling the activities of the charity. The total compensation paid to key management personnel for services provided to the charity was £142,131 (2020: £161,241).

The church is the beneficial owner of All Nations Church Centre, the legal title to which is held by the Church's custodian trustee The Baptist Union Corporation.
All Nations Church, Bedford is the owner of 118 Brickhill Drive, Bedford.
Tangible fixed assets held at valuation
The amounts shown for freehold property are based upon valuations made on 4 November 1993 for insurance purposes and subsequent additions at cost.
Under the transitional provisions of Financial Reporting Standard 15, the Church retained the valuation at 4 November 1993 and opted to depreciate buildings, rather than a policy of regular revaluation. Under the transitional provisions of FRS 102 the Church has continued to retain and depreciate the 1993 valuation.
