## **The Two Parishes of the Saltway Team** 

The Saltway Team consists of two adjacent parishes. 

**The Parish of Droitwich Spa** encompasses the town of Droitwich Spa (population of 23,000), which is 6 miles north of Worcester. There are four CofE church buildings and one further burial ground. 

- St Augustine’s Church – Droitwich (Dodderhill) 

- St Andrew’s Church - Droitwich 

- St Peter’s Church - Droitwich 

- St Nicholas’ Church – Droitwich (not currently used on Sundays) 

- St Mary’s Churchyard (chapel building was demolished in 2012) 

**The Parish of Salwarpe and Hindlip with Martin Hussingtree (SHMH)** is to the south of Droitwich (population of 5000). It is an area of rural farmland, with half of the large village of Fernhill Heath to the south and two large housing developments (1500 residents) that border the Parish of Droitwich Spa. There are three CofE church buildings and one further burial ground. 

- St. Michael's Church - Salwarpe 

- St. Michael & All Angels Church - Martin Hussingtree 

- St. James’ Church - Hindlip (not used on Sundays) 

- Spellis Green Burial Ground - Fernhill Heath 

Each parish has its own Parochial Church Council (PCC). 

We aim to be a unified team of congregations, supporting one another in our mission to **Worship God** , to **Grow as Disciples of Jesus** and to **Serve** . **the Local and Wider Community** 

This report summarises the activity of the Team in 2021 and includes: 

- A review of the events of 2021. 

- Some aspects of the life of the Team that relate to Worship, Discipleship and Serving the Community. 

- Governance. 

- Fabric, finance and administrative details. 

- Details of Deanery Synod during 2021.

## **The Saltway Team – Review of 2021** 

The Saltway Team has the mission to Worship God, Grow as Disciples and Serve the Wider Community. It does this in the most part through five morning congregations and a range of other gatherings and activities. 

Two stipendary clergy continued to be allocated to the wider team ministry of Droitwich Spa and Salwarpe & Hindlip with Martin Hussingtree. A team working approach to ministry and mission was shared in co-operation with the PCCs across all aspects of parish life and work. 

The clergy met monthly with the wardens to share information and to discuss the leadership and development of the parishes. 

The Covid 19 pandemic has continued to have a considerable impact on the activity of the Saltway Team in 2021. 

Our response to the pandemic began in March 2020. When the government lockdown required the church buildings to be closed our inchurch events and gatherings ceased. 

In the initial stages of the pandemic in 2020, regular mailings to church members and the development of online services provided the means to keep in contact with the congregations and those who are connected with the life of our churches. 

The monthly mailing to church members that included a newsletter, devotional resources, service booklets, mental health advice and a range of other materials, provided helpful resources. 

Online mid-week and Sunday ‘Zoom’ services were introduced in May 2020 and continued throughout 2021. These services were a welcome way to gather in a safe way and provided new possibilities for those who were unable to come to in-church services. Zoom was chosen over 

streamed content as it allowed interaction between participants. 

Copyright licenses, the Zoom software and a music streaming package called ‘iSingWorship’ were purchased to ensure the Zoom services could operate legally.

As restrictions eased on the 19[th] of July 2020, we were able to commence some in-church services. 

Strict protocols were put in place to minimise the risks to those who attended these services. A handbook was circulated to explain the operation of services, setting out the need for booking in, travel to church, access to the church buildings, masks, hand sanitation and social distancing. 

Clergy took responsibility for doing a risk assessment for each service, opening the buildings and ensuring each service was operated to the requirements of the protocols. 

Social distancing was introduced, with two metre separation between seating positions. This severely limited the capacity of the buildings, and consequently the larger buildings at St Andrew’s, St Augustine’s and Salwarpe were used. Parishioners were asked to book in advance so that social distancing could be managed. 

Singing was prohibited and Holy Communion was distributed in one kind (bread only). The Peace was retained, but without handshaking or moving around the church buildings. 

By September 2020 we had established two Sunday morning services. A weekly said Eucharist was held at 10.30am using the buildings at either St Augustine’s or Salwarpe. The contemporary congregation also met at 11am at Andrew’s. 

By the autumn of 2021, as restrictions eased further, the operation of the buildings and services returned to volunteers from the congregations. 

This fuller programme included up to five morning services and accommodated further services at Martin Hussingtree and St Peter’s. Services included Holy Communion services at St Augustine’s, St Peter’s, Salwarpe and Martin and a service of the word at St Peter’s. 

Singing was reintroduced with the help of organists Roger Gay and Bill Sumner and the choir. The requirements for social distancing made bell ringing difficult, but some limited ringing was possible under protocols developed by tower captains Mark Ingledew and Helen Peberdy.

Holy Communion continued to be administered in one kind (bread only) to minimise risks from the Covid-19 virus. 

The contemporary congregation met every Sunday at 11am at St Andrew’s. A mid-week service of Holy Communion also began in October 2021 and was held every Wednesday at 10.30am at St Andrew’s. 

A harvest festival service was held at Salwarpe on 10[th] October and was well received and attended as was the harvest lunch that was held following the service. 

It was encouraging for the clergy to return to leading the town’s Remembrance Sunday parade on November 14[th] and to host a small Civic Service for the Town Council at St Andrew’s. 

A Christmas programme was planned that included the ‘usual’ Crib and Christingle services, in addition to the Carol services and Christmas Communion services. Unfortunately, the Omicron variant of the Covid virus made it necessary to cancel most of the larger Christmas services, although the Christmas and Boxing Day services went ahead, under strict Covid protocols. 

The income of the of the PCCs remained stable, largely due to the stewardship work done in previous years encouraging people to give by direct debit and standing order. The lack of in-church collections made a relatively small impact on the overall financial position, and the reduction in the number of services afforded some cost savings due to reduced heating and lighting costs. 

Parish Share, now called Ministry Share, remained a concern for the PCCs as the Diocesan request for £141, 825 could not be met from the current income generated by the PCCs. The Saltway Team was able to pay £90,000 towards Ministry Share in 2021, but the substantial shortfall continues to be a problem that the PCCs will need to address. 

Clergy continued to support local schools, particularly in governance roles (largely on ‘Zoom’ and ‘Teams’) at St Peter’s Droitwich CofE Academy and Hindlip CofE School. Visitors were not able to visit the

schools during the pandemic. It was encouraging to be able to host St Peter’s School for school services and in particular the School Christmas services at St Peter’s at the end of 2021 and RGS Dodderhill School’s Christingle service at St Augustine’s. 

St Peter’s Pre-School has continued to operate in the Winslow Vestry at St Peter’s throughout the pandemic and was fully operational during 2021. The clergy manage the strong links between the Pre-School and the church. 

Clergy also supported a number of local charities including the Droitwich Spa Foodbank and the Coventry Homes Alms Houses. Revd Byard is chaplain to the Mayor and Town Council. The Churches Together in Droitwich Group met several times, to maintain ecumenical links. 

The needs of fabric repairs have been somewhat limited, but basic maintenance, servicing, repairs and cleaning were performed. 

The nine churchyards that are part of the Saltway Team were all maintained and remained open to the public. A large tree at St Mary’s, adjacent to the Corbett Medical Practice, became unsafe and was removed. This was a large and difficult job, but a suitable contractor was identified and the work was done safely and well, at a cost of £4,200. 

Other dangerous trees that were posing a risk to the Winslow Vestry were also removed at St Peter’s.

## **Mid-Week Service** 

The mid-week service of Holy Communion was re-established on Wednesdays at 10.30am. The gentle, traditional service of Holy Communion includes prayers, hymns, bible readings and a ‘thought for the day.’ The opportunity to include prayer for ‘Wholeness and Healing’ was also reintroduced on a monthly basis. 

## **Seasonal Provisions** 

Some limited seasonal services were possible during 2021. A small, limited Good Friday service took place and shortened in-church Easter Sunday services were held at St Augustine’s and Salwarpe. The online service included some seasonal provision. A Harvest Festival was held at Salwarpe in October and was followed by a Harvest Lunch in the Village Hall. A reflective All Souls service, with the opportunity to light candles, was held on the 31[st] of October at St Andrew’s and took on a special significance due to the Covid-19 pandemic. Unfortunately, most of the Christmas services, most notably the Crib and Christingle services, were cancelled due to the resurgence of the Omicron variation of Covid-19. 

## **Organists and Choirs** 

The Saltway Team continued to benefit from the ministry of Roger Gay (Director of Music Droitwich) and Bill Sumner (Director of Music SHMH). The choir was re-established to sing at services. The team enjoyed regular contributions from Paul Clark and Des George. 

## **New Contemporary Congregation** 

Whilst the pattern of our inherited worship has richness and a deep connection with our current congregations, it does have some weaknesses, particularly in terms of accessibility to those who are not used to church services, and to children and young people. 

A new informal congregation was started at St Andrew’s at 11am, taking place regularly from September 2021. It is based on an accessible “informal” style, using contemporary music and imagery. Although it is in its very early stages, a strong core group has been established.

## **Pastoral Care and Occasional Offices** 

The Covid pandemic required ministry to care homes, home communion and pastoral visiting to cease. 

Pastoral care relied on networking and individual pastoral conversations, often by phone. Initially a ‘buddy’ system was attempted, but the natural friendship groups and contacts proved to be a better way to keep in touch with people. The prayer chains continued to operate. 

As restrictions began to ease, clergy were able to carry out some end of life visits. 

Occasional Offices have also been subject to Covid-19 restrictions, largely over the number of people who were allowed to attend. 

Most people opted to postpone weddings and Christenings until the restrictions were full lifted. 

Funerals continued throughout the pandemic. Initially graveside services with a limited number of mourners were carried out. 

As restrictions were lifted, larger gatherings were allowed, and singing was resumed. 

## **Children and Youth** 

The St Peter’s Sunday Club, Messy Church and the St Nicholas’ Parent and Toddler Group were all closed by the Covid-19 pandemic. 

As the first part of restarting ministry with children, a ‘Cinema Club’ was started in October at St Nicholas’ where a small team set up a low-cost event to provide an activity for children aged 5 to 11 years. A licence was purchased which covered copyright and performance rights and allows the public showing of films. For an admission fee of £1.75 (Adults Free) children could see a ‘blockbuster’ film and were given a drink and popcorn. Adults needed to remain on-site. 

Revd Handy is a governor at St Peter’s Droitwich CofE Academy (First School) and Revd Byard is a governor at Hindlip CofE School. Much of the support for the schools across the area in 2021 was done online. St Peter’s was able to host school services in the latter part of 2021.

## **Local Links** 

## **Local Organisations** 

The Saltway Team had regular contact with local organisations and charities that included the Droitwich Spa Foodbank and Coventry Homes Charity. 

Revd Byard in the capacity of chaplain to Droitwich Town Council and Royal British Legion provided liaison for Civic Services, Remembrance Sunday and other town events. 

## **SHMH Parish Magazine** 

The Salwarpe and Hindlip with Martin Hussingtree Parish and Community Magazine was hand delivered each month to over 1600 households. The magazine is free of charge, although recipients are encouraged to consider giving to cover the cost. 

## **Churches Together in Droitwich** 

The Churches Together in Droitwich Group continued to have a strong involvement from the partner churches in Droitwich. 

Unfortunately the usual Good Friday Walk of Witness and Easter Morning Sonrise service was cancelled in 2021 due to the Covid 19 pandemic. 

Representatives from the Anglican Church, Methodist Church, Sacred Heart Roman Catholic Church, Emmanuel AoG Church, Salvation Army and Centre Church met to discuss local issues and collaborative working, initially via Zoom, and more recently in person meetings have been reestablished.

## **Governance-Parish of Droitwich Spa** 

## **Parochial Church Council (PCC)** 

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. 

Since 2009 the Parish of Droitwich Spa has been a registered charity number 1128487. 

The PCC has the responsibility of co-operating with the clergy in promoting the whole mission of the Church (pastoral, evangelistic, social and ecumenical) within the ecclesiastical parish. The PCC continued to meet bi-monthly. 

## **Report on the Proceedings of Droitwich PCC** 

The PCC met four times in 2021, initially on Zoom, and returned to inperson meetings in September. 

The meetings began with an act of worship and included time for “news” and communication so that the PCC can hear about the many and various activities across the team. 

A report of the activity of the Deanery Synod is also included. 

Each meeting has a report from the treasurer, including the provision of management accounts. 

A standing agenda item is to bring to the PCC’s attention any safeguarding and health and safety issues. 

The main issues discussed in 2021 in addition to those above included Covid-19 procedures and operation, Parish Share, service patterns and fabric issues. 

The PCC also discussed the vision for the development St Nicholas’ as a Children and Community Centre. 

The PCC agreed procedures for Safeguarding, Data Protection, Admittance of Children to Holy Communion and Health and Safety.

## **Safeguarding** 

The Droitwich Spa PCC is aware of its duty to have due regard to House of Bishops' guidance on safeguarding children and vulnerable adults. All of the necessary procedures have been agreed and adopted by the PCC. Our safeguarding officer is Judith Trevor, who has used the safeguarding toolkit to ensure the Parish complies with the standards and procedures. 

## **Websites and Social Media** 

The website www.saltwayteam.org.uk includes information and content for the whole team. 

It is based on a content management system from Church123. This has provided a professional looking site with considerable capability and flexibility which can be accessed by different editors and where content is kept fresh and appropriate. 

- A “contact us”, feature is increasingly used to contact the parish. 

The website has been upgraded to include the opportunity for online giving. 

The Saltway Team also has Facebook and Twitter accounts that are used to raise the profile of the Team and communicate with the wider community.

## **Fabric of Buildings and Churchyards** 

The Saltway Team spends approximately £30,000 per year on regular maintenance and repairs. The following maintenance and repair work was carried out in 2021: 

**Tree Works.** Dangerous trees were removed from St Mary’s and St Peter’s. 

**St Mary’s Steps.** The steps up to St Mary’s from the main road were closed as they had become dangerous. 

**Collapsed Vault.** A large burial vault collapsed in Salwarpe churchyard. This was filled in and made safe. Unfortunately, a monument on a neighbouring grave was disturbed, but this has since been fully restored by the PCC. 

**A Memorial Bench.** A bench in memory of Verona Smith was added to Salwarpe churchyard. 

**Tower Clocks.** The clocks at Salwarpe and St Andrew’s have been serviced. 

**Organs.** The organs have been tuned and (other than St Nicholas’) are used regularly to keep them in good condition. 

**Boilers.** The boilers at St Augustine’s, St Andrew’s, St Nicholas’ and St Peter’s have been serviced. 

**Heating System.** The electrical heating system at Martin Hussingtree has been serviced and repaired. 

**Fire Risk Assessments.** Fire risk assessments have been carried out for St Augustine’s, St Andrew’s, St Nicholas’ and St Peter’s. Fire extinguishers and equipment have been serviced. 

**Lightning Conductors.** The lightning conductors at St Augustine’s, St Nicholas’ and St Peter’s have been assessed and certificated. 

**Minor Repairs.** A number of minor repairs were done at St Peter’s and St Nicholas’. 

## **Other Fabric Issues Under Consideration** 

There are several major projects under development. These include: **St Andrew’s Roof and Tower.** St Andrew’s in Droitwich needs major repairs to the stonework and timbers in the north wall and tower.

Extensive repairs are required, which have resulted in the building being on the English Heritage ‘At Risk’ Register. 

Work has been done to assess the works and some temporary repairs have been undertaken to reduce water ingress at the north wall. The required work was estimated to be in the region of £150,000 in 2018. On the advice of the Diocesan Buildings Consultant, a Heritage Lottery Fund (HLF) Grant bid has been written, but discussion with HLF noted that whilst the value of the building warranted the award of grants, the bid needed parishioners to develop a Community Heritage Project to ensure grant funding for the building would be a blessing to people in the local community. The work on the bid stalled when the Heritage Lottery Fund shut down during the pandemic. The work to re-establish this project will recommence in 2022. 

**St Andrew’s Nave Ceiling Collapse.** Some of the plaster at the east end of the nave collapsed, revealing a patch of the underlying laths. Following advice from our Visiting Architect and Diocesan Advisory Committee, it was determined that work was required to ensure the safety of the public from further collapse. As St Andrew’s is a grade one listed building, it was decided that netting supported by scaffolding would be an appropriate way of protecting the public from falling masonry, with no impact to the structure of the historic building. The scaffolding and netting cost were put in place in 2018 at a cost of £30,000. Work is required to assess the ceiling and to develop a specification for the necessary repairs. The costs are yet to be determined but are likely to be substantial. 

## **Other Major Repairs Under Consideration** 

**St Augustine’s.** Replacement of the (ancient!) boiler at an estimated cost of £16,000. 

**St Nicholas’.** Plaster repairs and internal decoration. Repairs to the churchyard walls, resurfacing of the churchyard paths, paining of the railings. Initial costing s suggest this work may cost £35,000. 

**St Peter’s.** Redecoration and plaster repairs, cost to be determined.

## **Reserve Policy:** 

Reserves are held to ensure that planned and committed expenditure over the next five years can be met. Unrestricted funds not invested in tangible fixed assets (the free reserves) are held to meet a minimum of six months budgeted expenditure. 

Note: 

The Parish of Droitwich Spa PCC currently holds reserves considerably in excess of the reserves policy set out above. 

The PCC, however, is responsible for several major fabric projects that are currently under development, not least the substantial roof and ceiling repairs that are needed at St Andrew’s (page 15). 

These requirements of these fabric projects are likely to be greater than the current reserves and the PCC is seeking grant funding to contribute towards the necessary work. Once the requirements of these major

projects are more accurately determined the PCC will re-designate these reserves which will be used to complete fabric projects and other necessary work of the PCC.

## **Reserves Policy** 

Reserves are held for normal receipts and payments of the Parish of Salwarpe with Hindlip and Martin Hussingtree PCC in the day to day running of the Parish. Restricted funds are held comprising of fabric funds, which are only available for major repairs and improvements of the church buildings.

## **Ministry Share and our Financial Challenges** 

In 2021, the income raised by The Saltway Team was insufficient to meet the competing needs of its ministry, buildings, churchyards and other running costs. 

Ministry Share is the new way of allocating Parish Share. The emphasis of Ministry Share is to cover the real cost of ministry that a parish receives. 

Each year every parish is asked to contribute to diocesan funds to pay for the clergy and other ministry received in parishes. 

In 2021, the Ministry Share requested by Worcester Diocese for the Saltway Team was **£141,825** . This was based on the cost of two full time stipendiary ministers and a further contribution to support the wider Diocese. 

The team contributed a total of **£89,447*** , a shortfall of **£52,387** . 

The shortfall is a significant challenge for the Saltway Team. The PCCs must make difficult decision about managing their income and expenditure against competing demands. 

The shortfall is paid by Worcester Diocese, from its resources. These Diocesan resources are subject to increasing demand and may not be available in the medium term. 

The PCCs are committed to paying full Ministry Share, but at the present timethis is not possible given the demands of ministry, fabric and other necessary expenditure. 

It will be important to increase the contribution to Ministry Share, or identify other ways for the Saltway Team to work with the ministry it can afford.

## **The Electoral Rolls** 

The Electoral Roll is the parish’s register of electors. In the same way that being on the civic Electoral Roll allows people to vote in parliamentary and local elections, joining the Church Electoral Roll means that you can vote on Church matters, take part in the Annual Parochial Church Meeting (APCM), and stand for election to the PCC. 

Being on the Electoral Roll is necessary if you wish to stand for election to the PCC or the Deanery Synod and participate at the APCM in votes. 

In addition, those who live outside the Parish but are on the Electoral Roll enjoy all the rights and privileges that go with being resident in the Parish. This is important for weddings and funerals. 

To apply for the Electoral Roll you must be aged 16 or over, you must be baptised and either live in the Parish or have attended a church in the Parish regularly for at least 6 months. 

You can of course be a full and active member of the church without joining the Electoral Roll. Being on the Electoral Roll does not entail signing up to any additional commitments. However, it does help the church better understand those who regularly attend and helps the PCCs in managing the business of the Saltway Team. 

All information is only held for the business of the church and no details are passed to any other parties.

## **Report on the Proceedings of the Deanery Synod** 

This report is a synopsis of the work of the re-formed Deanery Synod for the Worcester Area for the year 2021. 

Our first meeting was on the 9th March and after being opened by the new Area Dean, Revd. Diane Cooksey our zoom meeting showed 63 active screens including members from the former Deaneries of Martley and Worcester West, Worcester East, and the Saltway Team part of the Droitwich Deanery. We were given instruction by the two Archdeacons and Bishop Martin as to their expectations. Diane Cooksey stated who she intended to appoint as her Leadership Team of six and she was then Commissioned. Three further meetings for 2021 were planned and announced those being, June, September, and November. 

Our June meeting was again held on Zoom with Alison Maddocks in her new role as ‘Dean of Smaller Churches’ speaking to us. We were told that the current definition of a ‘smaller church’ is based on an Electoral Roll of 20 or less. The 2018 figures are in use at this moment. 

The September meeting was supposed to be ‘face to face’ and incorporate a Deanery Service to be held at All Saints in the Deansway. Unfortunately, some people did not appreciate that it was an actual meeting and not a voluntary attendance, misunderstood the instructions given, were worried about the then lack of motor fuel available in the UK or the several other reasons that were given. As it was, those few that attended, enjoyed the experience. 

November’s meeting was again back on Zoom with darker nights and a reoccurrence of Covid surging in the area. John Preston the Diocesan Secretary dealt with the financial health of the Diocese and explained in detail why certain decisions are being taken on our behalf. Whilst the details are not always pleasant to hear, I am sure that your appointed Deanery Synod Representative has already passed on to you, via your PCC’s, the salient points. 

On a more positive note, A Deanery Questionnaire was prepared by the Leadership Team and most churches, though not all, have replied to that.

Analysis of those answers is taking place at the time of writing this summary and some of that evidence and examples will be used at the Diocesan ‘Open Conversations 3’ due to be held throughout 2022. 

Deanery synod always used to be referred to something along the lines of a ‘group of people in a meeting waiting to go home’ and many felt that it had lost its way in the greater scheme of things. By reducing the number of Deaneries and increasing the sizes to now include both Rural and Urban Churches there is a strong chance that your church can by using the stronger voice of an expanded group have a meaningful input into the Worcester Diocese. I urge you to make sure that your Representatives regularly report back to you and that you also ensure that your views and wishes go back, via them into the melting pot. ## **1. ACCOUNTING POLICIES** 

## **Accounting Convention** 

The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets and in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), the Charities Act 2011 and the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities. 

## **Incoming Resources** 

All incoming resources are included on the Statement of Financial Activities when the PCC is legally entitled to the income and the amount can be quantified with reasonable accuracy. 

## **Resources Expended** 

Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category.  Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Fund Accounting** 

Unrestricted funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC.  Other funds which are designated for a particular purpose by the PCC are also unrestricted. 

## **Parish Share** 

The Parish Share represents the amounts paid to the Diocese of Worcester (‘Diocese’) in order to fund ministry in the Diocese of Worcester.  The Diocese requests an amount each year, however this is not a legal debt.   It is the Parish intention to pay the amount in full, however it currently does not have sufficient funds to do so.  As the debt is not legally enforceable and the Parish has not made a formal legal commitment to pay the requested amount for Parish Share to the Diocese, the Parish Share recognised in the Income and Expenditure account represents the cash paid to the Diocese. 

## **Reserves** 

Reserves are held to ensure that planned and committed expenditure over the next five years can be met.  Unrestricted funds not invested in tangible fixed assets (the free reserves) are held to meet a minimum of six months budgeted expenditure and to enable the PCC to fulfil its planned and committed expenditure over the next five years which are not covered by restricted funds.
