The PCC present their report with the fJnan¢ial sthtemenls of Ihe charity for the year ended 31st December 2024. Th¢
PCC have adopted the provisions of the Siaiemenl of Re¢oTnmended Practice (FRSSE) Accounting and R¢porting by
charities issued in January 2015. together with the Church Aceounting R¢gulatioM 2(K>6 (the Regulations) and Section
145 of Ihe Charities Act 2011 (the 2011 A¢t).
OBJECTIVES AND ACTIVITIES
ObJeettves and aimy
The PCC has the responsibility of co-operating with t1￿ Priest in Charge in promoting in the ¢wlesiastic81 parish the
whole mission of ihe Church. It also has the respotLsibility to maintasn the Church buildings and surrounding grOU￿dS
and buildings.

When plaTming activiti￿ the Vicar and PCC consider the Commi&siom' guidance on public bellefii and, iti particular. the
spwifi¢ guidance on charities for the advan￿nI of religion.
The PCC is conunitted io enablirtg 0$ many people as EM)ssible to Worship at the Church and to become part of our parish
con)munity. The worship servi¢¢5 reflect thi5 through prayer. B)ble readings. teaching, sung worship, 5a¢laTI￿nI and
shared meals.

The PCC is ¢ontinuing to reaeh out ￿ those within the wnmiunily and offetin8 help. especially of a pastoral nature. This

Worship and prayer, learning atx)ui the bible and developiug a knowledge and tNst in Jesus. Provision of pastoral care
for people living in the patish and thos¢ ass￿l81ed with the church who have moved further afield.

Furtlw fimding was secured artd a building company fouTrJ that agreed to brffing works for th¢ new toilets to the budEel
that had after some adjustEn¢nts to the specificalion ID terjns gf th¢ of sjnitary and finish to the walls but
not Eo anjohing th81 would impact on our planlliDg and faculty agreements. Work commenced ai the end of March 2024.
The anticipated compleuon was June. IK>wcv¢r, du¢ lo delays with delivery of items and a Jnuch n￿re cc)mpli¢aled
knock through than was anlicipated the toil¢ts were M)1 Completed aThJ officially opened Until August. As of December
2024 the toileis have been fi]Ily signed off by the build]ng contractors alld there 15 a SUbsta￿lia1 amount of snagging
to be con]plEted b¢fore the toilets can be comidered as fully fmisheJ.
Our Mrekiy community work cortiinues to develop aThl flourislL The POW on Wethi¢sdays ¢ontinues to offer a place of
welcome and companionship to local residents and the baby awt T(Kld]er continues to grow and develop. CAB still offer
weekly advice clinic and we have hosted a NHS blo(xl pressure ond flu Vd¢¢ination clinics. Thive Thursday offers a
singing for wellbeing classes and a Keep Fit cla55 for the less nKJbilq although the Ukelele Club has ceased. The
community meal in conjunction with a lo￿1 ¢hariry and the Rordl Mail Started in Jsnu8ry and afier a slow start now
feeds around 15 people each week and has offered advice arml sUPPOrt to some in real need locally. The a¢¢ual faces
change apart from the few regular& but the fotml is r¢ceived.
The Shaw MenK>rial Hall now has two r¢gular weekly bookings for affordable ¢x¢wis¢ classes. These are a legacy fro
Ihe MCH Aspire Proje£t and the inwrt￿ generated is ￿llY just to cover the associaied expenses of the hall and to
enable the providers to offet aifordable Comtnunity ¢x¢r¢ise to those w]KJ unable ￿ afford profit generated classes.
There were no Alpha or Chrisiipn fLXU5ed outreach coutses iti 2D24. but wc did start a spiritual seekeTS outreach in the
fomi of a Spiril Encounter Café on a monthly basis in September. This has proved popular am(mgst a section of society
although no defu]ite plans h8Ye been made regarding its fTequency or longevity at present.
Worship seryices rernain an integral part of our offtritig and &$ well as a S￿￿8Y morning service there is a n￿nthlY
Messy Church on 8 Sunday aftem(K>n. The Acfs service which was offered each Sunday afternoon ¢10sed in July as
whilst it served as a Teal n¢¢d for family worship in the ￿)st covid years Wds Wt really setving the needs of the
community any longer.
Pastoral visiting continued durillg the year and hyo members of the congregation w¢r¢ appointed to tske Htsme
Communion io longstanding but housebound mert)bers of our congregation.

challenging financial situation. It is felt that this is im￿rIan1 and will have a long lerm benefit io the church in ternis of

Members of the PCC aci in a voluntary capa¢ity aThl very much rely on the assistance outside of Coull¢il. It has not been
possible to quaniify the value of voluntem. Witkni them the churEb could not fimrtion and so are ever gratefiil for
all the support that is offered.
ACHIEVEMEf4T AND PERFOILMANCE
Theie are 72 names on the electoral roll as at the APCM 2024. This is siill not tefleclivE of the a¢¢ual chU￿h
congregation as some congregants have still felt able to rettmi in person to worship after th¢ pandemic and ther¢
haye been some deaths and peoplc moving to othcr Plac￿ of wo￿lIp.. There h&5 been a growth in the congregation
from people who are not on thc clTCtoral rol& We do have a numbcr of regular online visiiors to our service alongside
thos¢ worshipping in the building.

FINANCIAL REVIEW
Ptineipal funding sourees
This ye¢ir has seen two significant milestones reached, firstly we have built aThJ opened our new toilet facxlities and
secondly, w¢ have achieved a small surplus on our unrestricted fimds.
Overnll the church has a deficit of £33,581 as a result of a deficit of £35,708 on r¢$trict¢d fund8 as w¢ have used grant
and donation monies received in prior )tars deposifed with the Cfrop b￿￿. The residual fimds have now been
transferred to the Natwest bank to be used for fllrdl snagging, red¢¢ordiing the Aspire room and the purchase of a new
menM)rial board for the church.
The surplus of £2.127 on unrestricied fi￿d$ arists a5 a result of the transfer of £5.810 from restrIc￿d ￿nds. There is
therefor¢, w defi¢it of £3,683 on the day to day running of the ¢hurch. However. tIM's SUTplus has only been 2chieved as a
r¢sult of no payments being n￿de in rcspect of the Parish Share in 2024. In the p2St the Parish Sharc CaN￿d at 800/0
of unrestricted income vJhich wvuld hav¢ been £40.536 in 2024. This capping has liftcd and as a result the monies
being asked for by the Diocese was COJLqideTably in excess of this figuT¢. We were clearly noi in a position to pay the
sum requested. and as a result the PCC took the regT¢ttsble de¢isi¢)n not to make any payjnents what$o¢ver. Clearly the
chur¢h is financially viable without any ￿ntrIbUtiOr￿s to ihe Dic¢ese and ifforced to make pawls is no longer a going
Concem.
Social Capital as a monetary equivalent is incrfasing being recognised in the area of CharitAble work and the PCC feels
that the contribution of St Augustine's to the ministry ofthe church and tl* k￿1 cornrnunity, although not yet quanlified,
exceeds the income we receive. Each pound we receive is multiplied several tim&% in thc amount of support given lo the
community. This is in addition lo the contribution thai St Augustine's m8kcs to the spiritual and W0￿h1pp1ng life of the
con]miiDjty aThJ the place is occupies in the hearts and minds of njany in ihe local community. Th¢ PCC believe that this
is sornething the Diocese understand aT￿ will Continue to supwrt Si Augustin¢'s until such time as we are able once
again lo contribute financially to the overall of ￿ DitKese the Diwese by paying our Paiish Share.

This is the only commitlee required by law. It kn the power to the b￿lne&S of the PCC between its
Meetll￿S. subj¢cl to any directions given to it by the Church. It meels on an ad.hoc basis and on a required basis.

This committee meets as required to e￿Sure g(M)d ntsilltenonrx of the building.

In terms of church governance, St. Augvstine's fa115 under th¢ Deanery of GillinghatTh Membership of Ihe Deanery
Synod consists of 2 elected membcrs ¢he Priest-in-charge. The Priest-in-charge also seryes as an ¢lected m¢mb¢r of
the Rochester Diocesan Synod.

The TreaSt￿er is responsible for monitoring the irKome and ex￿￿1tt￿¢ of the Church and its accounts.
Safeguardlng
St Augustine'5 i5 ¢oJnmitted to implementing the How of Bithps, guidance on safeguarding children and vulnerable
adults. The PCC believes it h&s complicd with its duty under Section 5 of the SafeEuarding and Clergy Discipline
Measur¢ 2016 and aThiually adopts the House of Bsshops. Promoting a SaferChur¢h' 5af¢guarding policy statement,. It is
a requirejnent that all PCC membe[5 compl¢t¢ lh¢ Basi¢ Awaieness Onli￿ safeguarding training aThl thcre is an
appointed Safeguarding okfi¢er who records attd monitots compliance on behalf of the PCC. Members of the PCC are
