BACKGROUND AND OBJECTIVES
Holy Tdnlty Claygate PCC has the regponsibility of cooperatlng with the Incumbent in promoting in the
ec¢le$i8Stlcal parish the whole mission of the Church, pastoral, evangellstic, social and ecumenical.
It also has mainlonance responsibilities for Holy Trinity Church and as50Gialed churchyard. the
Church Hall, the Ministy Centre Iformedy Church Hou¥el. Emmanuel Hall and the house provided for
staff accommodatlon.
The Parochial Church Coundl {PCC) 15 registered wlth the Charity Commission as Charfty No.
1128476 and has prepared accounts In a¢cordanco wllh the Ststemenl of Recommended Practlce:
Accounts'ng and Reporting by Chadtie5 pr8paring IhgSr accounts in accordanc8 wlth the Flnanclal
Reporting Stsndard applicable in the UK and Republlc of Ireland (FRS 102) issued on 16 July 2014
and Flnancial R8porting Stsndard applicable In tho United Kingdom and RepubllG of Ireland (FRS

In additton to the core aclivitles of the ¢hurch, Holy Trlnlty Claygale runs Jigsaw Pre School. Thls ha8
its own management structure, whlch reports lo tho PCC through the Jigsaw Management Group
(JMGI which indudes at least one PCC member. Currenlly thare are Iwo PCC membors and Ihe
Vlcar on JMG.

RESERVES POLICY
Unrestrl¢tsd
1115 the policy of the PCC to r8taln. without detriment to the immediate needs of fulfilling the mission
of the Church, sufflclent funds for th8 paymant of critlcal short-term expense. To this end a cash
contingency reserve has been established a$ a dasignated fund which has prDrlty over all other rK
restrfcted funds. Th1$ is curr8ntly set at £50,000 and is reviewed annually as part of the budget setting
process. Jigsaw Pre-school had the equivalent fijndlng, previOu￿Y set at £5,000. and in tha year to
31 December 2W24 the PCC dacided to Gomblne both lund8 due to thelr slmllar nature.
The Bulldlng Malntanance fund Is an addltlonal designated fund that 1$ sat aslde for use in unplanned
malntenanc8 or dev8lopment building work. The value of thls fund wlll flucluale as funds are added
and spent, wlth the int8ntion lo maintsin a level of around £50,000. Lack of available funds in 2024
h88 meant that the fund has dropped below this level.
Other deslgnatod funds may be set aslde for varfoug purpo888 as agreed by th8 PCC.
Tha General Fund repr888nts the balance of the n0n-d￿1gnated vnffj$lrlcted funds and Is used for all
regular expenso during the year. The adequacy of Ihl¥ fund is r¢vlewed by the PCC on an annu81
ba818.

have Its Insurances. The systems of financial control are consldered adequate and any 8hort tomi
sks 8r& tak&n Into ¢onsldgration in tho prepar81ion of the annual budget.

INVESTMENT POUCY
Short term funés are held on bank depo¥il accounts at the most advantageous Interest rate available
¢onslstent with wthdrawal temi8. Longer term funds are hold in the Church of England share account
and deposit account.
DEPRECIATION POLICY
Bulldlng purchases are not depr8clated. wlth thelr asset value remaining at thg cTrst at tlme of
purthase. Major building work is depreoated on a Slraight-line ba$18 over 25 years. Equipment used
wllhin the church premise$ is depre¢iat8d on a straighl-line bas1$ over four years. Individual items
with a purchase price of £10,000 or less are written off when the asset is acquired.

FUNDRAISING ACTMTIES
We do not employ a prof8$$ional fundraiser and all fiJndral8lng Is done through normal activities of
staff and volunteers. Fundraising is predominately from member givlng, and thi5 Is monitor&
regularly. Full details of individual giving is restricted to the Finance team, whlch does not include
clergy or ministry team. We ask people to pledge regular givlng In September and our Gift and
Pledge seC￿tary will collect the infomation and forecast the giving for the year. and they wll also do
monthly re¢oncilialion5 of the amounts r8ceived. Tha PCC has quarterly flnancial reports whlch
Indude$ monitoring the Incomeffundralslng.
No complaints were r8celv8d about the church's fundra18ing activltle8. We have fvlly corn￿1ed ￿th
GDPR regulations, and our pollcy 19 avallable on the webslle for all to See. Thls will prevent
unrgason8ble intrusion on 8 person's privacy. Holy Trinity Claygale has adopted the Church Of
England 'Promoting a Safer Church" Policy StateThnl, natlonal poli¢l88 and Pracknce Guldance
approved by tha House of Bi¥hops.
Onc8 a yoar. In September, wa have a Vlslcffj Sunday. wllh follow up letter to 811 members seekng
flnanaal ¢ommitment to the year ahead. If requlred, exception4 circumstances, w8 may need to
ask rnembers for more donations to fund a speciftG project OT if the reserv￿ were low. ThL8 would b8

During 2024 the thurch made $8veral grant appllcations. These were re18ted to the operatlon of lh8
youth drop-ln centre, known as Tho W811, and also for the planned Way Maker churchyard pro1￿.
These appllcatlons re8ulted In £2,500 beir4J granted f(x The Well. In addition, there was 8 orant of
£2,000 from Elmbrfdge Councll towards churchyard malnlenance. Further grant appllc8lions will be
made In 2025.
Durfng 2024, the church recelved legad88 lotalllng Iu8t over £20,000. The PCC ap￿Y0ved the uso of
£10,000 form lagacy fund8 from prev1(￿8 years to be used to pay for half cosl of replaclng the
Mlnl81ry Centre wlndows.
PCC MEMBERSHIP
The PCC ar& dl registered as trustees, 88 Ilsted earfler. They are elected at the Annual Parochlal
ChurGh Me8llng and nomially servo for 3 years, wlth an optlon for re-eledion for a further 3 years.
The PCC Is also attended by other Gleryy and som8￿M83 by mlnlstry lead8, but these Individuals 8re
not reg18tered as trustees and. as such, have no ¥O￿ng rfghts on th8 PCC.
FINANCIAL REVIEW
Durlng the yoar. thfr church had total ino)mo of £969,043 12023: £905,825), which ¢omprfse8
unreslrlcled Inco￿ of £871,198 {2023'. £838,772) and restrided infX*m of £97,84512023'. £67,053).
Total expenditure amounted to £979,452 (2023.. £936,651 }, comprl$lng unreslri¢ted expendiiure of
£880,259 (2023.. £831,029} and restl￿ted expenditure of £99.193 (2023: £105,622). After net galns
on investments of £1,17712023- £4.422), whlth repigsonl unreslricled funds, and a funds Ifansfer of
£19,750 from unrg$trlcted lo restricted funds. th18 resulted in negative net movements of £2T,634 on
the unrestricted fvnds {2023'. £12,165) and net movements of £18,402 on the restrirted funds {2023.'
