## **Administrative information** 

St Mary’s Church is situated on St. Clare Road, Walmer; St Saviour’s Church is situated on The Strand, Walmer; The Blessed Mary of Walmer church is situated on Church Street, Walmer. It is part of the Diocese of Canterbury within the Church of England. The correspondence address is The Parish Office, Elizabeth House, 32 St. Mary’s Road, Walmer, DEAL. CT14 7QA 

The Parochial Church Council of the Ecclesiastical Parish of Walmer St Mary w St Saviour was registered as a charity with the Charity Commission on 10th March 2009. The working name of this Charity is ‘Walmer PCC’. Walmer PCC was constituted under the Parochial Church Council Powers Measure (1956) which came into effect on 2[nd] January 1957. 

Walmer PCC members, who are Trustees, are elected at the Annual Parochial Church Meeting and those who served during 2024 were:

## **Structure, governance and management** 

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are spent. To this end the Trustees are given an introductory booklet, ‘Trusteeship – An introduction for PCC Members’, produced by The Archbishop’s Council. 

Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of parish life. These committees are all responsible to the PCC and report back to it regularly. Their deliberations are received by the full PCC and discussed as necessary. 

## **Objectives and Activities** 

Walmer PCC has the responsibility of co-operating with the incumbent, the Rev’d Canon Seth Cooper, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibility for the three Churches, Parish Hall and Parish Office. 

## **Financial Review** 

The financial statements have been prepared in accordance with accounting policies set out in notes to the accounts and comply with the charities governing document, the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland published in October 2019. 

This financial year has been as difficult as last due to the continuing economic climate. However, the unchanged policy in respect of Parish Share expenditure has resulted a small overall surplus of **£17.9k** . This is clarified in the details below. 

Details of the income and expenditure: 

The surplus of **£17.9k i** s comprised of unrestricted funds surplus of **£16.3k** , an increase in our endowment investment of **£0.1k** and a surplus  in restricted funds of **£1.5k.** 

## **Unrestricted Funds Income £155.8k   (2023 £138k)** 

Planned giving receipts were £13k more than last year at £98k. This was boosted by an increase in letting and rental income of £9k at £50k, charitable activities reduced by £4 due to lower wedding and funeral receipts. There were no insurance claims during the year. **A net increase of £18k** . 

## **Unrestricted Funds Expenditure £139k   (2023 £144k)** 

Expenditure decreased over the year by **£5k** .  Repairs increased by **£4k** , and upkeep of services increased by **£4k** , administration increased by **£4k** due to six month’s salary of the café manager. These were offset by reductions in Parish Share **£13k** (we were unable to pay more this year due to cash flow), fees to the diocese **£3k,** and other minor reductions **£1k.** 

## **Restricted Funds Income £4k** ( **2023 £41k)** 

Whilst the accounts show a reduction in income of **£37k,** Income overall was in line with last year mainly because of the non-recurring grants received last year of **£36k.** 

## **Restricted Funds Expenditure £3k: (2023 £34k)** 

Whilst the accounts show a decrease of £31k, this is due to £31k of non- recurrent expenditure in 2023. 

A full analysis of the restricted funds received are shown in note 12 to the accounts. 

## **Endowment Investments:** 

There was an increase in the market value of our Endowment Funds of **£0.1k** ).

## **Other Funds:** 

The £28,800 remaining from the Belinda Martin legacy from 2019 by the PCC for a project(s) specifically in her memory continues to be held in a designated fund. This has been added to by £10,000 from a legacy received from the estate of the late Sheila Easey ,  plus a non-recurrent grant of £1391 For the Warm Space Café project. These are held pending decisions on their use. 

During the year total fund balances rose from £268.5k to £286.4k 

## **Short Term Deposits:** 

There are no Short-Term deposits following last year’s decision to repatriate the funds into our bank accounts. 

## **Parish Share:** 

The Diocese does not recognise and treat any unpaid Parish Share for the year as a legal debt but funds any shortfall from other sources. 

In this context it follows that no liability arises as far as Walmer Parish is concerned. Therefore, no accrual has been made in 2024 for the unpaid balance of £33.7k, whilst still complying with the requirements of SORP to reflect a true and fair view of the charity’s financial position. 

No amendment to 2021 annual accounts has been made as these are closed and filed with the appropriate organisations. (Parish Share accrual £24146.73 **).** 

However, it should be noted that in the event of a change of policy on the Canterbury Diocese part a future potential liability could arise. 

## **Reserves Policy:** 

This PCC attempts to maintain sufficient funds for the purpose of properly maintaining its various properties. In the case of the Parish Hall and Elizabeth House funding is administered through the Plant Committee. In the case of the Church buildings, it is administered through the PCC Committee and restricted funds are held within the main accounting system. We are looking into increasing the balance in reserves to provide secure funding for future requirements. 

## **Investment Policy:** 

It is our policy to invest our fund balances with the CBF Church of England Deposit Fund. The financial statements have been prepared in accordance with the accounting policies set out in notes to the accounts and comply with the charity’s governing document the Charities Act 2011 and Accounting and Reporting by Charities: Statement of Recommended Practice applicable in the UK and Republic of Ireland published on 16 July 2014 (as amended of Update Bulletin 1 published on 2 February 2016). 

## **Public Benefit:** 

The Trustees have referred to the guidance from the Charity Commission in relation to public benefit when reviewing the charity’s aims and objectives and in planning future activities.

## **Review of the year 2024** 

## _Open lives, open hands, open churches_

I can only begin with a great big THANK YOU for the amazing hard work and dedication of so many volunteers, helpers, and ministers (lay and ordained) who do so much to keep the mission and ministry of our churches flourishing. 2024 has had a number of highlights for Walmer Parish Churches and I know that if I mention some of them I’m bound to miss something… but here goes. 

Our worship, which is at the heart of all we do, continues to be uplifted by the wonderful music of our organists and choir members, the ministry of a number of retired clergy and lay ministers, and those who help with meet and greet, as sidespersons, reading, leading intercessions, serving, administering the chalice, as sacristans and who generally keep our churches spick and span. In 2024 two of our regular lay ministers, Malcolm Sawyer and Paul Henderson, were also ordained deacon under Bp Rose’s Dover Pathway scheme; and we were joined by Norman Gilliland, also ordained deacon. This is already making a significant difference to the ministry capacity across our parish. 

We continued to develop our Mission Action Plan and the pastoral team is growing with regular visits to all the residential care homes in Walmer; special visits for the Christmas season including carol singing and handbell ringing; and with visits to the sick and housebound. Thanks to Paul Henderson and all the members of the team who help with this ministry. 

Our Mission Planning also included a team that reviewed our regular communion worship services and a (slightly) revised order of service will be introduced in 2025. Also a few people have started looking at the possibility of reviving the prayer ministry team in the churches and more will be done about this in 2025. 

Likewise, ministry to our school, the Downs Church of England school, is developing. We now have three governors who are members of our churches; and Sandra Mahaffey has joined the Collective Worship team (with Paul Henderson and Seth). Sandra has also started a school choir and the choir performed at Walmer Town Councils ‘Carols on the Green’ event at Christmas. The Downs school had a successful SIAMS (church school) inspection which has been tremendously encouraging for everyone involved. Thank you to Ms Luxford and all her team for the amazing work they do for our young people. 

It was a delight to be able to appoint a part time manager for our ‘Welcome Café’ at St Saviour’s – Sarah Lang-Maggs – who will build on the excellent work of Susan Fairley who got the project going. Along with the Community Garden Team St Saviour’s is becoming the community focus it has the potential for. 

At St Mary’s a couple of special events organized by the Rev’d Richard Warden (one on some of the stained glass and the other on Charles Dickens) were well attended and a great success. There is now a small ‘hosting team’ who help at concerts and can act as safety wardens for events. Unfortunately, work on the toilet and kitchenette facilities at St Mary’s have been delayed but new plans are in place with the appropriate diocesan permissions, and quotes have been sourced. Watch this space… 

All of this is supported by our parish officers Chris Flint, who has taken on the role of Churchwarden with Jane Lopacka; Ana Ashmore and Jerry Swallow, our deputies; Vic Kelly, treasurer; and Keith Cox, PCC secretary. Without their hard work and support, and the administrative support of Jane Sharp with baptisms and Monica Hawkins with weddings (and many others, not least our PCC members) our church life would be much diminished. 

We said goodbye to our dear friends and great supporters of the churches Jack and Tina Roberts, who moved away to be nearer family. And, sadly, we have also taken funerals for our own church family; among them Derek Spencer, Winnie Brett, Sheila Easey, Sandy Dick, David Oliver (with apologies if I have missed anyone…). We continue to commend them into God’s mercy and pray for comfort for their mourning families. 

I say this each year but there is no other way of saying it because it’s true: the support of my family and friends, ministerial colleagues, parish officers, and many others, is something that, however many clever words I may find, mention of here can never be thanks enough. The blessing of our shared lives together is a blessing from God and, for that, I am truly grateful.

## **PCC Business Report for the APCM of Monday 7 April 2025** 

The business of the PCC is to cooperate with Rev’d Canon Seth Cooper to promote, in Walmer parish, the whole mission of the church: pastoral, evangelistic, social and ecumenical. Walmer PCC has maintenance responsibility for the three churches in Walmer (St. Mary, St Saviour, Church of the Blessed St Mary), Parish Hall and Elizabeth House (Parish Office). Between the APCM of 22 April 2024 and this APCM, of 7 April 2025, the PCC met on 4 occasions. In addition, the Standing Committee met on 4 occasions also. **Keith Cox, Secretary to the PCC** 

## **Churchwarden’s Report** 

## **St Mary the Virgin (St Mary’s) & Blessed Virgin Mary of Walmer** 

The past 12 months has seen a change in church wardens when Jerry Swallow stood down after a number of years in the post and Chris Flint was appointed by the PCC as his successor having held the post of treasurer until Vic Kelly took over the reins 4 years ago. Regrettably Chris was hospitalised in early November for major surgery and Jerry resumed the role until mid-January. 

There has been considerable activity at St. Mary’s, as follows: 

- Architect’s plans had been prepared for the refurbishment of the church and the submission to the DAC for a faculty for the installation of toilets and a kitchenette in the north-west aisle was approved.  This is a significant move forward to refurbish the church and although it will necessitate the removal of a number of pews from the north aisle the overall gain is better use of the church. 

- A number of contractors have been invited to submit quotations and following consultation meetings with the PCC and the wider church community specific design plans are being prepared. 

- The PCC will be asked to give their preference to two plans showing slightly different configurations to the kitchenette. 

The church tower houses essential wiring and machinery installed by a third-party company responsible for the mobile phone mast and regular inspections are carried by engineers.  This has necessitated the following work: 

- the repair of the hatch leading on the roof, successfully completed 

- an inspection by HSQE in January of the two fixed metal ladders both certified as passing the necessary Health & Safety legislation.  The two wooden ladders leading to the roof will require strengthening is due course. 

- The general state of the belfry and upper floor requires cleaning. 

- Cleankill, a company recommended by the diocese, inspected the tower and detected no ingress of pigeons. The covering of the louvred windows is sufficiently robust to prevent pigeons to nest in the tower. 

Overall, there are areas internally where wall plaster has become loose and requires attention, and the heating and lighting has been regularly checked and replacement bulbs fitted. 

Quinquennial Inspection:  this is due this year.  Blessed St Mary’s was inspected in October and the report awaits.

## **Churchwarden’s Report for St. Saviour’s** 

Church life at St. Saviour’s has continued to thrive. Services are well attended. 

## Activities over the past year: 

- Macmillan Coffee Morning hosted and organised by Sylvia Bowley. 

- 6 Lent Lunches – with donations of £1000+ going towards local charities.  These were organised by Philippa Butler and her Team of volunteers. 

- Wednesday Coffee Mornings following the 10.30 a.m. service.  This is attended by those attending the service and by people who come after the service for coffee and remains a great outreach opportunity. 

- Mini Summer Fayre.  The success of these fayres grows year on year. 

- The St. Saviour’s Community Garden Group is well established with 2 Garden Talks a year. 

- Welcome Cafe. This is going well under Sarah Lang-Maggs’s leadership.  It is a great asset to our parish life, and so is Sarah.  See Welcome Café report for activities. 

These activities have brought people into the church for the first time, some of whom have passed by many times but never been in. 

## Maintenance and repairs 

- The toilets have been painted up.  Once the back door is reinstated (fire regs.) the back area will be painted and freshened up. 

- Reinstatement of the back door will vastly reduce available storage areas, and some thought needs to be given to storage.  The cellar has plenty of space but access is hazardous for the not too spritely!  Use of the gallery is also difficult. 

- All inspection certificates are up to date. 

- Quinquennial is due to be done at the end of March 2025. 

- The roof has sustained some storm damage but not enough to warrant costly repairs.  It has been suggested that we postpone any further roof repairs (slates) until further work is required. 

- Sound system. Some adjustments have been made. 

- Lighting.  A new switchboard has been installed. 

## Services 

As always, all the people who enhance our Sunday and Wednesday worship services and church activities in various ways are greatly appreciated and thanked. 

## Cost cutting 

We have been doing all we can to reduce our spending on utilities – many thanks to St. Saviour’s congregation for your cooperation.

**Plant Committee** 

## **Parish Hall** 

Rental income for the year shows a significant increase with the hall almost at capacity for regular hire sessions.  The upstairs gallery continues to be let as an art studio providing a regular income of £225.00 pcm.  The income from Adamsons (For the lease of the land to the rear of the hall) of £3,750pa continues to remain in place. 

Funds generated during the year have enabled a significant repair/replacement programme in addition to compliance with the fire safety report. No items have been capitalised, all expenditure has been treated as a revenue cost. 

To comply with all recommendations from the Fire Risk Assessment carried out in the autumn of 2023 we completed the following: 

- Replacement of the window curtains with fire retardant blinds (£929.00) 

- Installation of a rolling pathway to provide a safe escape route for wheelchair users (£934.00) 

- Installation of new fire-fighting equipment to lighter-weight, more user-friendly fire extinguishers (£638.00 inc. Elizabeth House provision) 

Remedial works to the sewage drains were required at the end of 2024 at a cost of £3,750.00.  The decision was made to undertake this major work as we had incurred ongoing problems throughout the year which resulted in significant repeated costs for drains clearance.  This drains issue had also started to impact on the hire of the hall. 

The old stacking chairs were replaced at a cost of £1,210 

A repair to the porch roof was required at a cost of £240.00 

We have scheduled gradual redecoration of the hall over the first half of 2025 to maintain and improve the appearance of the facility. 

The committee are currently investigating costs for the replacement of the main hall flooring, which is now showing significant signs of wear and is becoming harder to maintain to a good standard. 

## **Elizabeth House** 

Following the update and redecoration of Elizabeth House, the use by private hirers has grown significantly in 2024 and this is projected to continue upwards during 2025.  The house now welcomes 

- Various therapy and counselling services 

- Massage therapy 

- Yoga and relaxation classes 

- Local and county government services 

- Private business meetings 

- Training courses 

- Music groups 

- Private tutoring 

- U3A groups 

- First Aid Training 

- Bereavement Support 

- Church meetings, groups and classes

The 2 upstairs rooms have now been furnished to make them suitable for therapy use. (At a cost of £458 furniture/finishings and £422 chairs).  One room is let on a long-term individual basis which provides a steady monthly income.  Due to demand on the use of the 2[nd] room, we are in the process of creating an additional therapy space on the ground floor.  This will involve the installation of a sliding door panel and suitable seating. 

The garage is now let on a long-term basis providing additional monthly income. 

In compliance with the recommendations of the Fire Risk Assessment carried out in the autumn of 2023, all fire-fighting equipment and safety alarms have been upgraded. 

In the future we would like to improve the access for disabled users to include larger access toilet facilities. This will be considered once funds allow. 

## **Summary** 

The space and facilities we now have available at both the Walmer Parish Hall and Elizabeth House are such a valuable asset for our church and wider community. 

The committee will continue to strive to offer both spaces for community use at a fair charge, with careful control of costs whilst maintaining and improving the facilities offered. 

As you will see from the accounts, the finances are currently in good order.  It is anticipated that the rental income at the hall will remain consistent over the next year and income generated at Elizabeth House will continue to grow. 

Our thanks go to Mike Terry for his excellent expertise in the role as Treasurer and to Elaine Wickenden for her diligent bookkeeping and the management of the lettings and operational costs for both Elizabeth House and Walmer Parish Hall.

## **Electoral Roll** 

The Church Electoral Roll currently has 174 members enrolled. **Jane Sharp – Electoral Roll Officer** 

## **Pastoral Team** 

The team continues to meet every two months and two new members have joined us.  We are always looking for new people.  We visit the care homes in Walmer on a regular basis and also individuals in their homes for communion or for social interaction.  The Memorial service for all those who have lately lost loved ones is on Saturday, 10th May at 10.30am in St Mary’s. 

## **Paul Henderson** 

## **Deanery Synod** 

Another interesting year.  Revd Seth Cooper gave a presentation  "Practicing the Way - a pathway for apprenticeship to Jesus” and John Marlowe, who works with those approaching 

ordination gave us information about the Dover Pathway concerning those who might be fast-tracked towards becoming deacons and, perhaps priests.  The diocese expects to forward a data set for Sandwich Deanery. 

Jen Tobin, the Education officer in the diocese gave a talk on children’s work in parishes and deaneries. Revd Chris Spencer has stepped down as Area Dean and Revd Canon Paul Kerr will replace him. _**Paul Henderson**_

## **Welcome Café** 

In July 2024 the Welcome Cafe employed a new cafe manager, Sarah Lang-Maggs, to oversee the running of the cafe. Sarah is a Walmer resident, with a background in regeneration, community engagement and charity work. 

On September 28th we were pleased to pass the cafe over to Sylvia Bowley to host the MacMillan Coffee morning. In November we held a Christmas wreath making workshop, which was much enjoyed, followed by our mini-Christmas Fayre on the 23rd November, which, despite the very inclement weather, raised over £300. 

We were successful in our application for a grant from the Dover District Council Cost of Living Community Impact Fund 2024/25 (Winter Round), and received an award of £1390.60. The funding will cover the cost of food for six months, new equipment and advertising. _**Sarah Maggs – Welcome Café Manager**_ 

## **St. Saviours Community Garden Group** 

## **Annual Report 2024** 

Late Spring and the start of the summer season was a busy time in the garden impeded by the wet and often cold weather. Nevertheless, progress was made, as follows; 

- Garden tools were purchased and stored in the converted storage bench situated in the porch at St. Saviour’s. 

- A rogue pyracantha tree was removed to enable the survival of adjacent flowering shrubs. 

- The overgrown shrub against the west wall of the garden was heavily cut back to facilitate improved access to the garden from York Road to the Vestry, and for essential maintenance. Both operations were undertaken by Tom’s Tidy.  Gardens and payment were from the Community Garden Group Fund. 

- A second rain- water butt was installed, and a wheelie bin for garden rubbish was also acquired. Payment for both items was made from the St, Saviour’s Community Garden Fund. 

- At the beginning of May a group of volunteers from the Sea Scouts came and cleared the flower bed along the wall adjacent to The Strand, ready for planting. We were grateful for their help and energy. They were splendid! 

- On the other side of the garden, attempts to grow wild plants that thrive along the seashore is developing slowly. 

## EVENTS 

Spring, 22nd March 2024, Presentation given by The Commonwealth War Graves Commission, “Gardening the World”, followed by tea and cakes 

5th May, Rogation Sunday. A short rogation service around the garden after the Morning Eucharist. 

5th October , “The Gardens of Walmer Castle”, a presentation by the Head Gardener at Walmer Castle, Philip Oostenbrink. 

We would like to heartily thank all those who support our events and gardening. In addition, should anyone have the urge to pick up a trowel and join us on a Saturday morning, 10am -12am, weather permitting, you would be most welcome.

## **Friends of Walmer Parish Churches - Report to the APCM** 

A meeting was held on Thursday 11th January 2024 to discuss details for the annual quiz scheduled for Saturday 2nd March. 

Takings at that event were £600.  Always a good event. 

A further meeting was held on Thursday 21st March to discuss details of the planned showing of the Tulip Fever movie based on the 

novel by Deborah Moggach. The sum of £500 was raised. The sound wasn’t great and a number of older attendees couldn’t hear it properly. 

No other events were planned for the year because the idea for a choir concert had to be shelved due to the choir being too busy. 

As at 31/12/2024 the bank account held: £9,793.32

## **– APCM Report Fundraising (Fayres and Markets)** 

Fundraising - Fayre and Markets - 2024 

Fundraising is an important income stream for the parish and traditionally the Summer Fayre has been the highlight of this effort, supplemented by two Under-croft sales in the Spring and Autumn. 

On Saturday 23rd March 2024 a dedicated team of volunteers raised £605.65 (£442.65 on the day and a further £163 on the card reader) at the Deal town hall under-croft. This is an ideal location for the sale of items kindly donated by parishioners and attracts a lot of interest from passers-by, especially as our banner made by Tina Roberts is on full display. 

On August Bank Holiday Monday, 26th August, at St Saviour’s church a magnificent £3057.00 was raised and a most successful outcome achieved by the immense energy and involvement of so many volunteer helpers. 

The second Under-croft sale took place on Saturday 5th October and a small team of helpers worked hard to attract buyers to the stalls and by closure £329.22 had been raised. 

Total amount raised from the Fayre and Under-croft sales was just under £4000.00 (to be exact £3991.87). 

Chris Flint thanks all those who helped at the stalls, and St Saviour’s for hosting the Summer Fayre. The amounts raised help the parish and reflects very highly on the community spirit that exists within the parish.

## **Annual Report to APCM - Music and Choir** 

The choir continues to provide musical support for the Worship at the St Marys’ Eucharist every Sunday, and for Evensong on the third (and fifth)at St Saviours. We have enjoyed singing at the occasional service at BVM, where the acoustics are very favourable for choral music.  Occasionally the choir sings at funerals, and (rarely) at Weddings. 

The choir is now small (about 13) but fortunately we have strong singers in each part so can still make a good sound in four parts. However, we are always eager to welcome new members. 

We prepared for two successful carol services and sang for the Good Friday devotional. On a few occasions we have been joined by the Dover Youth choir (conducted by Charles Spanner), and their contribution had been appreciated - we want to foster this link as a way of promoting a love of sacred music amongst the younger generation. 

This June we will be organising an Informal concert, as we have done in years past, and money will be raised for the church, the choir, and a worthy cause.

**– Annual report to the APCM February 2025 The Downs Church of England Primary School** 

The Downs Church of England Primary school continues to be actively involved in the community and parish life. 

During term one of the academic year we very much enjoyed having Rev Seth and Hendy in school working with our children and guiding their spiritual development. 

This guidance and support was also provided to the school during our SIAMS inspection in October 2024. As a school we were delighted by the fact that our inspector saw many wonderful things resonating out of our Christian vision and proclaimed us to be a ‘hub of empowerment’. 

Our Harvest celebration at St Mary’s Church was very well attended by our families and the children gave generously to the Deal Food Bank, a charity which we support throughout the year. 

As we moved into term two our thoughts turned towards Christmas. Our school was kindly supported by several members of St Mary’s Church in hosting a family Christmas craft event. We also held two very moving Christingle services at St Mary’s Church.  Just before Christmas our school Choir, which Rev Seth, Jennie Cooper and Sandra Mahaffey lead was honoured to be a part of the Walmer Christmas Carol concert held on the Green. Our children took to the stage and performed for our local community. Their enthusiastic singing certainly got us all in the Christmas spirit! 

As the year progresses our continued involvement with St Mary’s Church will no doubt flourish. **Ms Natalie Luxford – Head teacher**

## **8 Donated Goods and Services** 

The three churches within Walmer Parish rely on a team of volunteers to ensure its mission is carried out as effectively and effeciently as possible, and this equally applies to the other two buildings viz: the parish Hall and Elizabeth House. The vicar and curate are fully engaged leaders, and the parish office administrator and two organists are employed by the parish, otherwise a large group of volunteers take on a miscellany of tasks. Some roles are significant such as church wardens and treasurer, choir, property committee, Friends of Walmer Churches, and the parish magazine. Others are engaged in other less consuming roles but no less important overall. Their volunteering contributes significantly towards the pursuit of on-going church activities. This volunteering does not appear in the parish acccounts.

The PCC is a charity in England.  The address of the registered office is given in the charity information on the front page of these financial statements.  The nature of the charity’s operations and principal activities are regular public Christian worship, open to all. Providing for personal prayer and contemplation. The charity constitutes a public benefit entity as defined by FRS 102.  The financial statements have been prepared in accordance with Accounting and Reporting by Charities:  Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), the Charities Act 2011, and UK Generally Accepted Accounting Practice. 

The financial statements do not include a cash flow statement on the grounds it is not a large charity. 

The financial statements have been prepared to give a ’true and fair view’ and have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a ‘true and fair view’.  This departure has involved following the Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 rather than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn. 

The financial statements are prepared on a going concern basis under the historical cost convention.  The financial statements are prepared in sterling which is the functional currency of the PCC. 

The significant accounting policies applied in the preparation of these financial statements are set out below.  These policies have been consistently applied to all years presented unless otherwise stated. 

## **(b)  Funds** 

## **Unrestricted Funds** 

These represent the remaining income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for fixed assets for its own use or for spending on a future project and which are therefore not included in its ‘free reserves’ as disclosed in the trustees’ report. 

## **Restricted Funds** 

These are income funds that must be spent on restricted purposes and details of the funds held and restrictions provided are shown in the notes to the accounts. 

## **Endowment Funds** 

These are restricted funds that must be retained as trust capital either permanently or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts. 

## **(c)  Income Recognition** 

All incoming resources are included in the Statement of Financial Activities (SoFA) when the charity is legally entitled to the income after any performance conditions have been met, the amount can be measured reliably and it is probable that the income will be received. 

For donations to be recognised the charity will have been notified of the amounts and the settlement date in writing. If there are conditions attached to the donation and this requires a level of performance before entitlement can be obtained then the income is deferred until those conditions are fully met or the fulfilment of those conditions is within the control of the charity and it is probable that they will be fulfilled. 

Donated facilities and donated professional services are recognised in income at their fair value when their economic benefit is probable, it can be measured reliably and the charity has control over the item.  Fair value is determined on the basis of the value of the gift to the charity.  For example, the amount the charity would be willing to pay in the open market for such facilities and services.  A corresponding amount is recognised in expenditure. 

No amount is included in the financial statements for volunteer time in line with SORP (FRS 102).  Further detail is given in the Trustees’ Annual Report. 

Where practicable, gifts in kind donated for distribution to the beneficiaries of the charity are included in stock and donations in the financial statements upon receipt.  If it is impracticable to assess the fair value at receipt or if the costs to undertake such a valuation outweigh any benefits, then the fair value is recognised as a component of donations when it is distributed and an equivalent amount recognised as charitable expenditure.

Gifts in kind donated for resale are included at fair value, being the expected proceeds from sale less the expected costs of sale. Where estimating the fair value is practicable upon receipt it is recognised in stock and ‘income from other trading activities’.  Upon sale, the value of stock is charged against ‘income from other trading activities’ and proceeds are recognised as ‘income from other trading activities’.  Where it is impracticable to fair value the items due to the volume of low value items they are not recognised in the financial statements until they are sold.  This income is recognised within ‘income from other trading activities’. 

Fixed asset gifts in kind are recognised when receivable and are included at fair value.  They are not deferred over the life of the asset. 

For legacies, entitlement is the earlier of the charity being notified of an impending distribution or the legacy being received. At this point income is recognised. On occasion legacies will be notified to the charity however it is not possible to measure the amount expected to be distributed.  On these occasions, the legacy is treated as a contingent asset and disclosed. 

Interest income is recognised as the PCC’s right to receive payment is established. 

The charity receives government grants to compensate for the impact of the covid-19 pandemic... Income from government and other grants are recognised at fair value when the charity has entitlement after any performance conditions have been met, it is probable that the income will be received and the amount can be measured reliably. If entitlement is not met then these amounts are deferred. 

## **(d)  Expenditure Recognition** 

All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category.  Expenditure is recognised where there is a legal or constructive obligation to make payments to third parties, it is probable that the settlement will be required and the amount of the obligation can be measured reliably. 

Grants and donations are accounted for when paid over or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan Parish Share is accounted for when due. Amounts received specifically for mission are dealt with as restricted funds.  All other expenditure is generally recognised when it is incurred and accounted for gross. 

## **(e)  Support Costs Allocation** 

Support costs are those that assist the work of the charity but do not directly represent charitable activities and include office costs, governance costs, administrative and payroll costs.  They are incurred directly in support of expenditure on the objects of the charity and include project management carried out at Elizabeth House.  Where support costs cannot be directly attributed to particular headings, they have to be allocated to cost of raising funds and expenditure on charitable activities on a basis consistent with use of the resources. 

## **(f)  Fixed Assets** 

## **Consecrated and benefice property** 

In so far as consecrated and benefice property of any kind is excluded from the statutory definition of ‘charity’ by Section 10(2) (a) and (c) of the Charities Act 2011 such assets are not capitalised in the financial statements. 

## **Moveable church furnishings** 

These are capitalised at cost and depreciated over their useful economic life other than where sufficient cost information is available. In this case the item is not capitalised, but all items are included in the Church’s inventory in any case. 

## **Tangible fixed assets for use by the charity** 

These are capitalised if they can be used for more than one year, and cost at least £1000. They are valued at cost or else, for gifts-inkind, at a reasonable estimate of their open market value on receipt. 

Depreciation is calculated to write off the capitalised cost of fixed assets less their currently anticipated residual fair value over their estimated useful lives as follows: 

- Land                                      Nil 

- Equipment 5 years 

No depreciation is provided on buildings as the currently estimated residual value of the properties is not less than their carrying value and the remaining useful life of these assets currently exceeds 50 years, so that any depreciation charges would be immaterial. 

An impairment review is carried out at each year-end and any resultant loss identified included in expenditure for the year. 

## **Investments** 

Investments quoted on a recognised stock exchange or whose value derives from them are valued at market value at the year end. Other investment assets are included at PCC’s best estimate of market value. 

## **Short term deposits** 

These are the cash held on deposit either with the CCLA or at the bank. 

## **(g)  Debtors and creditors receivable/payable within one year** 

Debtors and creditors with no stated interest rate and receivable or payable within one year are recorded at transaction price. Any losses from impairment are recognised in expenditure.
