Structure, governance and management

On 6th March 2009 the council was registered with the Charity Commission number 1128453.

The Parish of Hawkwell is situated in Essex. It is part of the Diocese of Chelmsford within the Church of England. The correspondence address is The Parish Office, St Mary's Church, Rectory Road, Hawkwell, Essex SS4 5LL. The Parochial Church Council (PCC) is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006) and a registered charity number 1128453 with the Charity Commission.

PCC members who have served at any time from 1st January 2023 until the date this report was approved can be found on page 1.

The method of appointment of PCC members is set out in the Church Representation Rules. In Hawkwell the membership of the PCC consists of the incumbent (our Rector), churchwardens, and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.

Objectives and activities

Aim and purposes

Hawkwell Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Revd Canon Nick Rowan in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of St Mary's Church, Rectory Road, Hawkwell; Emmanuel Church, Main Road, Hawkwell and Emmanuel Church Hall.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our churches and to become part of our parish community at St Mary's and Emmanuel. The PCC maintains an overview of worship, pastoral care, and mission and outreach throughout the parish. The Rector, Curate and Authorised Local Preachers (ALP's) seek to ensure that our worship enables those attending to put faith into practice through prayer and scripture, biblical teaching and music. Our Pastoral Team seeks to meet the pastoral needs of those within the church family and others in the wider community. Our Outreach Group plan events which will engage with the wider community in Hawkwell. To facilitate this work it is important that we maintain the fabric of St Mary's Church, Emmanuel Church and Emmanuel Hall to a high standard.

Achievements and performance

Worship and Prayer

The PCC aims to offer a range of services over the course of each month which are open to all in the community. There are weekly services at St Mary's Church at 9:15am and at Emmanuel Church at 11:00am. Each Sunday we alternate between Holy Communion and Morning Worship (Service of the Word). There are also occasional services focussed on praying for and learning more about the work of our Mission Partners. Occasional All Age services were held at Emmanuel Church. A Sunrise service was held outside at St Marys on Easter Sunday followed by a Breakfast.

The majority of adult members of the church family are part of a House Group. House Groups meet weekly on a Monday afternoon, or Tuesday or Wednesday evenings. These groups enable church members to study the bible, pray together and care for one another. All are welcome to attend our regular services.

In January 2023 there were 120 people on the Church Electoral Roll. The average weekly attendance at St. Mary's Church was 28 adults and at Emmanuel Church was 60 adults and 13 children. For the first time in a while there were more adults in the 18-69 age bracket than over 70 at Emmanuel. Approximately 200 people attended Carols on the Green - an open air Carol service held on Hawkwell Green in December.140 people attended the 6.30pm Christmas Eve Carol Service at St Mary's. A Christingle Service was held on the afternoon of Christmas Eve at Emmanuel with a full church attendance. As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life and welcome those being baptised into God's church. In marriage, public vows are exchanged with God's blessing. Through funeral services, friends and family express their grief and give thanks for the life which is now complete in this world and commend the person into God's keeping. We also held a special service where we received 4 junior age children into Holy Communion, following preparation classes run by the Curate.

During 2023, 22 funerals were conducted by our clergy either in our churches or at the crematorium. We celebrated 7 baptisms at our churches and conducted 2 weddings.

Mission and Evangelism

We are pleased to have been able to continue to offer our support groups to the community throughout the year. Each Monday and Friday in the school holidays we ran a family lunch club at Emmanuel, this consisted of a free sandwich lunch to anyone attending followed by a family film on the big screen. The original motivation for this was to offer support to families not receiving free school meals during the school holidays, but we have found it also offered a chance for families to socialise, and for us to get to know families better. A number of our contacts through lunch club have gone on to attend Messy Church, Sunday Services or other church events. Following on from the success and the need to open the Church through the winter months to offer a "Warm Space," we continued this service and opened the church hall every Monday (except bank holidays) from 10.30am to 2pm to provide refreshments, lunch and company to anyone who wishes to call in. We have renamed it "Pop In" We found that people were more in need of company than actually a warm space. The monthly 'Stepping Stones' group meets at St Mary's once a month on the first Tuesday in the month and offers lunch, space and a listening ear to those who have been bereaved or suffering from loss in any way. Several members now also attend Pop In regularly.

Goldies - Sing and Smile - a monthly group with community singing of popular songs meet each Second Tuesday afternoon at Emmanuel. On the third Tuesday in the month we hold a Coffee Morning at Emmanuel with a short thought for the day and this is still very popular. 'Here Come the Girls' and the Men's Group continue to run a variety of events which are attended by both church members and friends who are not yet part of the church. An Alpha course was run from January to March in Emmanuel Church in the evening. The Outreach Group ran a Quiz (with donations going to Tear Fund). A Light Party (alternative Halloween event) was held in October in Emmanuel Church and was attended by a number of local families. Building on the success of the "Living Parable" held at the same time in the Hall as the Light Party last year, we also held an "Are you brave enough?" interactive table top games outside for children, young people and their families to join in with. These two events enabled us to reach a number of young people who were out on the evening of Halloween. We registered as an ECO Church in 2021 and have been developing our work throughout this year. We have started up initiatives to recycle more of our waste including soft plastics, to recycle medicine blister packs, and we held a garden tidy up day when all ages joined in.

The PCC remains committed to giving 10% of its income to our Mission Partners: Tearfund, TEN (Transform Europe Network), Scripture Union, CPAS (Church Pastoral Aid Society) and Care for the Family. We also donate food to the local food bank and a local homeless society. We support a Charity called Samaritan's Purse with their Christmas Shoebox Appeal who deliver Christmas presents in shoeboxes to less fortunate children around the world. Last year we were a drop off centre for the community to bring their shoeboxes.

Work with Families, Children and Young People

Our Children's Group (Buzzz), and Young Peoples Group (ILLUMin8) continue to run at Emmanuel during the Sunday service in term time. An open crèche area is also available at Emmanuel. Claire Buckell and team ran social events in the summer holidays for the families, which included a trip to Adventure Island and a Family Barbecue with Bouncy Castle at Emmanuel. Messy Church is held on the second Saturday in the month at 4pm at Emmanuel. This time of informal worship, with a bible story, related activities, a short time of worship and a buffet tea offers teaching and family worship for those who already attend church and it is proving to be a great way of introducing new families to Jesus and his church.

Sue Waters and team continue to run the successful 'Tiddlywinks' group for toddlers and parents and carers. Sessions happen each Wednesday morning in term time, we have 32 adults attending with 40 children.. Special events for Tiddlywinks were held at Easter, in the Summer, and at Christmas. It remains our ambition to employ a families, children and young people's worker to build on the work already done, and see more children and young people, and their parents, grow in faith.

Pastoral Care

Nick Rowan is pleased to offer home communion to any parishioners who are unable to come to church and several volunteers who are part of the Pastoral team visit people in their homes or in hospital when needed. The Stronger Together WhatsApp Group continues to be source of support and enables the church family to share prayer needs.

Deanery Synod

Three lay members of the PCC are elected members of Rochford Deanery Synod. Revd. Nick Rowan serves as the Area Dean, and Revd. Steve Finch also attended until he moved on to become Associate Vicar of a church in Eastbourne in May following his curacy time here.

Church Fabric

The PCC aims to maintain St Mary's Church and Churchyard and Emmanuel Church and Hall to a high standard for the benefit of all who use them. During the year various maintenance tasks were carried out at St Mary's and Emmanuel churches. The Churchyard continued to be maintained with the help of regular work parties including both church members and volunteers from the wider community. The PCC is grateful for the hard work and efforts of everyone who gave their time and talents to enable all of the above activities to happen. A lot of time in 2023 was spent looking into the possibility of erecting a Garden Room in the grounds of Emmanuel Church to provide additional space for the growing children's work. However, several difficulties were encountered and so it became necessary to look at alternatives which are now being researched.

Administrator

Our Parish Church Administrator, Stephen Mountier works in the church office at St Mary's Tuesday-Thursday and ensures that the church is open for visitors on those days. We have found that on most days we get a few visitors who wish to spend time in the church and perhaps light a candle.

During the 10 days following Ascension Day to Pentecost, St. Mary's Church was open every day for people to come and pray and there were several creative prayer stations which focused on different aspects of the work of the Holy Spirit. St. Mary's is also used by us and other churches as a quiet space for the Holy Spirit day during the Alpha Course. U3A groups also like to visit as well as the yearly visit by the local Scout group who both come to learn about the history of the church. These sessions are ably run by Jim Robinson.

Financial review

Incoming resources

Total receipts on unrestricted funds were £139,980 of which £98,255 was unrestricted voluntary donations, and a further £20,880 was from Gift Aid. Restricted fund donations of £10 were received during the year. Total income, including tax recovered increased by 12% compared with last year. This was mainly due to increased giving by church members and an increase in the number of weddings and funerals.

Resources expended

£159,978 was spent from unrestricted funds to provide the Christian ministry at St Mary's and Emmanuel. This includes the contribution to the diocesan parish share of £85,583 an increase of £6,536 compared to last year. This largely provides the stipends, housing and pension contributions for the clergy and for other services provided by the Diocese including ongoing training and the training of future clergy.

£12,894 was given to our mission partners and other charities during the year.

Result for the year

The net result for the year was a deficit of receipts over payments of £19,998 on unrestricted funds. However, the funds invested with fund managers showed a significant increase in value during the year with the funds increasing in value by £22,815 including reinvested income. Adding the funds brought forward at the beginning of the year, the balance carried forward at 31st December on unrestricted funds totalled £222,927.

Reserves Policy

It is PCC policy to try to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments. This is equivalent to £39,995. It is held to smooth out fluctuations in cash flow and to meet emergencies. The cash balance of £39,775 held in unrestricted (including designated) funds at the year end, together with the amounts payable to and by the PCC, meets this target. The PCC is aware of the need to keep some additional funds to pay for improvements to the entrance to Emmanuel Church and the funding of a Family and Children's worker.

Risk Management

All major insurable risks are subject to normal Churches and employers' insurance. Contractual risks are reviewed before being entered into to assess that they could not significantly impact upon the Churches ability to fulfil its objectives. An ongoing review of all areas of risk is undertaken by the trustees in conjunction with staff and volunteers responsible for the area of activity.

Public Benefit

The Trustee's confirm that they have complied with the duty of Section 4 of the Charities Act 2006 to have due regard to the Charity Commission's general guidance on public benefit when reviewing the charity's aims and objectives and in planning activities and setting policies and priorities for the year ahead.

Safeguarding

The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 to have regard to House of Bishops' guidance on safeguarding children and vulnerable adults.

Statement of trustees' responsibilities

The trustees are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of charity and of the incoming resources and application of resources of the charity for that year. In preparing these financial statements the trustees are required to:

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993 and the Charity (Accounts and Reports) Regulations 2008. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent examiner's report to the trustees of Hawkwell Parish Church.

I report to the trustees on my examination of the financial statements of Hawkwell Parish Church for the year ended 31 December 2021 which comprise the Statement of Financial Activities, the Balance Sheet and related notes.

This report is made solely to the charity's trustees, as a body, in accordance with section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the charity's trustees those matters I am required to state to them in this report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity's trustees as a body, for my work, for this report, or for the opinions I have formed.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the charity's financial statements carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

An independent examination does not involve gathering all the evidence that would be required in an audit and consequently does not cover all the matters that an auditor considers in giving their opinion on the financial statements. The planning and conduct of an audit goes beyond the limited assurance that an independent examination can provide. Consequently I express no opinion as to whether the financial statements present a 'true and fair' view and my report is limited to those specific matters set out in the independent examiner's statement.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or the financial statements do not accord with those records; or

the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

1. Accounting policies

The principal accounting policies are summarised below. The accounting policies have been applied consistently throughout the year and the preceding year.

1.1. Basis of accounting

The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs and with the Regulations "true and fair view" provisions. They have also been prepared under FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP(FRS102)).

1.2. Incoming resources

All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

Voluntary income is received by way of grants, donations and gifts and is included in full in the statement of financial activities when receivable. Grants where entitlement is not conditional on the delivery of a specific performance by the charity, are recognised when the charity becomes unconditionally entitled to the grant. Income tax recoverable on voluntary income is accrued when the income is recognised.

Donated services and facilities are included at the value to the charity where this can be quantified. The value of services provided by volunteers has not been included.

Income from investments is included in the year in which it is receivable.

1.3. Resources expended

Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates.

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Support costs are those costs incurred directly in support of expenditure on the objects of the charity and include project management.

1.4. Investments

Investments held as fixed assets are revalued at mid-market value at the balance sheet date and the gain or loss taken to the statement of financial activities.

1.5. Leasing

Rentals payable under operating leases are charged against income on a straight line basis over the lease term.

1.6. Heritage Assets

The Church Council is responsible for the maintenance of St Mary's Church, Emmanuel Church and Emmanuel Hall. St Mary's Church is a medieval church and Emmanuel Church was acquired and built in the 1960's. Adjacent to Emmanual Church and on the same site is Emmanual Hall. The Church Council consider these assets to be Heritage Assets and have not therefore attempted to place a value on them or include any such valuation in these accounts.

14. Transactions with trustees

During the year, the Trustees gave a total of £27,565 (2022: £38,646) in donations to the church. During the year a total of £13,122 (2022: £7,731) was paid to 3 trustees; one as the parish administrator and two for cleaning services at St Mary's and Emmanual churches.
