The trustees present their report and the financial statements for the year ended 31 December 2021. The trustees who served during the year and up to the date of this report are set out on page 1.

Structure, governance and management

On 6th March 2009 the council was registered with the Charity Commission number 1128453.

The Parish of Hawkwell is situated in Essex. It is part of the Diocese of Chelmsford within the Church of England. The correspondence address is The Parish Office, St Mary's Church, Rectory Road, Hawkwell, Essex SS4 5LL. The Parochial Church Council (PCC) is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006) and a registered charity number 1128453 with the Charity Commission.

PCC members who have served at any time from 1st January 2021 until the date this report was approved can be found on page 1.

The method of appointment of PCC members is set out in the Church Representation Rules. In Hawkwell the membership of the PCC consists of the incumbent (our Rector), churchwardens, and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.

Objectives and activities

Aim and purposes

Hawkwell Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Revd Canon Nick Rowan in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of St Mary's Church, Rectory Road, Hawkwell; Emmanuel Church, Main Road, Hawkwell and Emmanuel Church Hall.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at both churches and to become part of the parish community of St Mary's and Emmanuel. The PCC maintains an overview of worship, pastoral care, and mission and outreach throughout the parish. The Rector and Curate meet regularly and seek to ensure that the worship enables those attending to put faith into practice through prayer, scripture, biblical teaching and music. The Pastoral Team, Housegroups, and Young Church Leaders, seek to meet the pastoral needs of those within the church family and others in the wider community. Outreach events were organised by church members who communicated through the Church WhatsApp group which was set up during the Lockdown period in 2020, to bring people together and engage with the wider community in Hawkwell. A monthly Newsletter is circulated to all members and is available to anyone in the wider community too.

Achievements and performance

Worship and Prayer

The PCC aims to offer a range of services over the course of each month and are open to all in the community. St. Mary's Church was closed during 2020 due to the Lockdown and was reopened in September 2021. Emmanuel was re-opened in April 2021. During the time that the churches were closed, a weekly service was recorded and uploaded to YouTube to enable worship to continue. In March 2021 a gift day was held and money was raised to buy equipment to enable the services at Emmanuel to be livestreamed, thus enabling anyone who is unable to come to church to join in. There are weekly services at St Mary's Church at 9:15am and at Emmanuel Church at 11:00am. Morning Praise Services are held on the first, third and fifth week in the month and Holy Communion Services are held twice monthly on the other two weeks. Special services throughout the year are focused on the Link Missions that the church supports. During the first part of the year the Children's group was run online on a Sunday afternoon via Zoom. In September two children's groups and a crèche re-opened in the church and are held during the morning service. A barbecue and bouncy castle event was held for the young church and their families before the groups re-opened in September.

Unfortunately Messy Church was unable to run in 2021, but plans are in place for it to recommence in 2022.

For the adults, there are weekly House Groups which meet on a Tuesday or Wednesday evening. These groups enable church members to study the bible, pray together and care for one another. During the first part of the year the majority of groups met online via Zoom. In September some groups began to meet again in homes, whilst others preferred to continue to meet online.

In January 2021 there were 119 parishioners on the Church Electoral Roll.

The average weekly attendance, counted during October, was 30 at St. Mary's and 63 at Emmanuel. Approximately 10 people join in via the livestream link on a Sunday morning and more people watch the service during the following week. Approximately 430 people attended Carols on the Green - an open air service held on the Green, opposite the Church. A civic Christmas service was held at St. Mary's church in December and a Christingle Service was held at Emmanuel on Christmas Eve.

On 23rd March 2021 a Service of Reflection was held at St Mary's Church and the bell was tolled to mark the first year since the National Lockdown in 2020. Names were read out of those who had died (from our congregations), those whose funeral we had conducted as well as family members of the congregation. In October three services of remembrance were held in both churches for bereaved families.

As well as the regular Sunday services, other services are held to celebrate and thank God for various milestones through life. Through baptism we thank God for the gift of life and welcome those being baptised into God's church. In marriage, public vows are exchanged with God's blessing. Through funeral services, friends and family express their grief and give thanks for the life which is now complete in this world and commend the person into God's keeping. We held 1 wedding , 11 funerals 4 burial of ashes and 7 services at the crematorium.

Mission and Evangelism

During 2021 all in the church family were invited to join a church Whatsapp group to facilitate care and concern and to communicate about forthcoming events which people outside the church can be invited to. A women's group was set up and many social events were held throughout the year.

A monthly service which is held on a Sunday afternoon at Rupert Jarvis Court accommodation for the elderly was able to restart in the Autumn. This is usually led by the Curate or a member of the congregation and is warmly received by the residents.

The PCC continue to run the successful 'Tiddlywinks' group for toddlers, parents and carers. Morning Sessions are run each Wednesday in term time with an average attendance of 25 adults and 30 children.

The Goldies - Sing and Smile group was able to restart in the autumn and meets monthly in the church. It is a popular group with approximately 30 people attending who enjoy community singing of popular songs .

The Outreach Group ran a Quiz (with donations going to Tear Fund). A Light Party (alternative Halloween event) was held in October in Emmanuel Church and was well attended .

The PCC remains committed to giving 10% of its income to our Mission Partners. Tearfund , TEN (Transform Europe Network), Scripture Union, CPAS (Church Pastoral Aid Society) and Care for the Family.

Pastoral Care

The PCC continued to support the monthly coffee morning at Emmanuel Church. These events are attended by church members and others in the wider community and offer hospitality, company and conversation. Nick Rowan is pleased to offer home communion to any parishioners who are unable to come to church and a number of volunteers who are part of the Pastoral team visit people in their homes or in hospital when needed.

Deanery Synod

Three members of the PCC sit on the deanery synod. Nick Rowan also serves as the Area Dean. This provides the PCC with an important link between the parish and the wider structures of the church.

Church Fabric

The PCC aims to maintain St Mary's Church and Churchyard and Emmanuel Church and Hall to a high standard for the benefit of all who use them. During the year at St Mary's an area of the churchyard was left to rewild as part of the church's eco church award. The oak noticeboard, front gates and two graves were repaired following a car accident which damaged them. Two walls in the church need regular attention because of damp. At Emmanuel, work was carried out to install the cameras and equipment for the livestreaming of the Sunday morning service and for funerals. At both churches, the annual inspection and maintenance of the security alarm systems was also carried out, the boilers serviced and the fire extinguishers checked.

The Churchyard at St. Mary's continued to be maintained with the help of regular work parties including both church members and volunteers from the wider community. The grounds at Emmanuel are maintained by three volunteers. There was a trial to leave an area of Emmanuel grounds to rewild too and further ideas for the eco church award are hoping to be put in place next year.

The PCC is grateful for the hard work and efforts of everyone who gave their time and talents to enable all of the above activities to happen.

Financial review

Incoming resources

Total receipts on unrestricted funds were £127,838 of which £98,904 was unrestricted voluntary donations, and a further £19,185 was from Gift Aid. No restricted donations were received during the year. Total income, including tax recovered went up by 16% compared with last year. This was due to a generous response at a Gift Day to fund the equipment needed to commence live streaming of church services on the internet and increased giving from new and existing churchmembers.

Resources expended

£118,587 was spent from unrestricted funds to provide the Christian ministry at St Mary's and Emmanuel. This includes the contribution to the diocesan parish share of £77,251 that was only £82 more than last year. This largely provides the stipends, housing and pension contributions for the clergy and for other services provided by the Diocese including ongoing training and the training of future clergy.

£12,478 was given to our mission partners and other charities during the year.

Result for the year

The net result for the year was a surplus of receipts over payments of £9,251 on unrestricted funds. In addition, the funds invested with fund managers showed significant growth in the year with the funds increasing in value by £20,539 including reinvested income. Adding the funds brought forward at the beginning of the year, the balance carried forward at 31st December on unrestricted funds totalled £257,451.

Reserves Policy

It is PCC policy to try to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments. This is equivalent to £32,741. It is held to smooth out fluctuations in cash flow and to meet emergencies. The cash balance of £81,098 held in unrestricted (including designated) funds at the year end, together with the amounts payable to and by the PCC, more than meets this target. The PCC is aware of the need to keep some additional funds to pay for improvements to the entrance to Emmanuel Church and the funding of a Family and Children's worker.

Risk Management

All major insurable risks are subject to normal Churches and employers' insurance. Contractual risks are reviewed before being entered into to assess that they could not significantly impact upon the Churches ability to fulfil its objectives. An ongoing review of all areas of risk is undertaken by the trustees in conjunction with staff and volunteers responsible for the area of activity.

Public Benefit

The Trustee's confirm that they have complied with the duty of Section 4 of the Charities Act 2006 to have due regard to the Charity Commission's general guidance on public benefit when reviewing the charity's aims and objectives and in planning activities and setting policies and priorities for the year ahead.

Safeguarding

The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 to have regard to House of Bishops' guidance on safeguarding children and vulnerable adults.

Statement of trustees' responsibilities

The trustees are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of charity and of the incoming resources and application of resources of the charity for that year. In preparing these financial statements the trustees are required to:

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993 and the Charity (Accounts and Reports) Regulations 2008. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent examiner's report to the trustees of Hawkwell Parish Church.

I report to the trustees on my examination of the financial statements of Hawkwell Parish Church for the year ended 31 December 2020 which comprise the Statement of Financial Activities, the Balance Sheet and related notes.

This report is made solely to the charity's trustees, as a body, in accordance with section 145 of the Charities Act 2011. My work has been undertaken so that I might state to the charity's trustees those matters I am required to state to them in this report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity's trustees as a body, for my work, for this report, or for the opinions I have formed.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the charity's financial statements carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

An independent examination does not involve gathering all the evidence that would be required in an audit and consequently does not cover all the matters that an auditor considers in giving their opinion on the financial statements. The planning and conduct of an audit goes beyond the limited assurance that an independent examination can provide. Consequently I express no opinion as to whether the financial statements present a 'true and fair' view and my report is limited to those specific matters set out in the independent examiner's statement.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or the financial statements do not accord with those records; or

the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

1. Accounting policies

The principal accounting policies are summarised below. The accounting policies have been applied consistently throughout the year and the preceding year.

1.1. Basis of accounting

The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs and with the Regulations "true and fair view" provisions. They have also been prepared under FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP(FRS102)).

1.2. Incoming resources

All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

Voluntary income is received by way of grants, donations and gifts and is included in full in the statement of financial activities when receivable. Grants where entitlement is not conditional on the delivery of a specific performance by the charity, are recognised when the charity becomes unconditionally entitled to the grant. Income tax recoverable on voluntary income is accrued when the income is recognised.

Donated services and facilities are included at the value to the charity where this can be quantified. The value of services provided by volunteers has not been included.

Income from investments is included in the year in which it is receivable.

1.3. Resources expended

Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates.

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Support costs are those costs incurred directly in support of expenditure on the objects of the charity and include project management.

1.4. Investments

Investments held as fixed assets are revalued at mid-market value at the balance sheet date and the gain or loss taken to the statement of financial activities.

1.5. Leasing

Rentals payable under operating leases are charged against income on a straight line basis over the lease term.

1.6. Heritage Assets

The Church Council is responsible for the maintenance of St Mary's Church, Emmanuel Church and Emmanuel Hall. St Mary's Church is a medieval church and Emmanuel Church was acquired and built in the 1960's. Adjacent to Emmanual Church and on the same site is Emmanual Hall. The Church Council consider these assets to be Heritage Assets and have not therefore attempted to place a value on them or include any such valuation in these accounts.

14. Transactions with trustees

During the year, the Trustees gave a total of £40,645 (2020: £25,445) in donations to the church. During the year a total of £1,044 (2020: £1,042) was paid to Katie Chapman, a Trustee, for cleaning Emmanuel church.
