## **REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31ST DECEMBER 2023** 

## **FINANCIAL RESULTS** 

We are thankful for the Lord’s continuing goodness to us as a church, and particularly for the continuation of our Children’s Groups into the 2023-24 academic year and the appointment of our new Pastor, Gregory Park, in the Autumn of 2023. 

During 2023, regular donations and giving to the church’s unrestricted general funds increased compared to 2022 which covered the modestly increased expenditure in 2023, resulting in a net Unrestricted Fund surplus for the year of £5,149 (2022: surplus of £5,124). With the appointment of our Pastor, we started to apply the Restricted Minister Fund reserves to funding the Pastor and his family’s accommodation rentals and related costs. A total of £10,942 was expended in 2023 (slightly over half the 2023 opening Minister Fund reserves balance), and £41,937 was directed by the Trustees to be transferred from Unrestricted Reserves to the Minister Fund, leaving a Minister Fund balance of £51,382 at the 2023 year end, which is estimated to be sufficient to fund the Pastor’s accommodation and related costs through to the end of August 2026 (so for 3 years in total).  Restricted income from the Children’s Groups was sufficient to fund the ongoing costs of that ministry and for us to be able to support our Children’s Groups leader, Laura Cox, through the Autumn term with a net Children’s Groups Fund balance of £2,532 carried forward into 2024. The overall financial deficit in 2023 of £5,023 (reflecting the initial part-year costs of supporting our new Pastor) compared to an overall surplus of £9,465 in 2022. 

## **PURPOSE** 

The purpose of the church is to advance the Christian faith and to 

- worship God in every part of personal and corporate life, 

- make disciples of Jesus Christ, who gladly obey Him, 

- make known the Gospel of Jesus to as many people as possible, 

- equip Christians for ministry and to encourage them to use every spiritual gift provided by God in love, in accordance with the Scriptures and enable the expression of such faith through lifestyle, social action and community involvement consistent with Biblical teaching. 

## **AIMS** 

Sandcross Church operates as an undenominational gospel mission work in conformity to the covenant on its land. This is achieved through all the activities of the church in an integrated manner. As a result, worship, teaching, training and mission are the reasons for every activity and aspect of the church’s life. This follows the Biblical pattern of church life in which there is a continuous cycle of disciple-making, disciple-equipping and disciplesending to make more disciples of the Lord Jesus Christ - all within a framework of worship and Biblical teaching. 

## **PUBLIC BENEFIT** 

The charity acknowledges its requirement to demonstrate clearly that it must have charitable purposes or ‘aims’ that are for the public benefit as set out below. Details of how the charity has achieved this are provided in the Trustees report. The Trustees confirm that they have paid due regard to the Charity Commission guidance on public benefit before deciding what activities the charity should undertake. 

## **REVIEW OF ACTIVITIES** 

During the first half of 2023 the church continued to pray for God’s guidance in appointing a pastor at Sandcross Church. The church had advertised in the relevant periodicals and several applicant CV’s were reviewed. We thank the Lord that our prayers were answered, with Gregory Musik Park being appointed and commissioned into the role on Sunday 24th September 2023, with the support of his wife Boyoung and their son Hajoon. 

Sunday worship and Bible teaching services continued as our primary ministry to our members and visitors to Sandcross Church. Several speakers came from Christchurch Banstead during the year, as well as Mike Williams from Reigate Baptist Church, to support us with preaching and leading of our Sunday services, for which we are very grateful. 

Other activities continue to be undertaken including:- 

- Literature ministries, including Bible reading notes and library. 

- Welcoming ministries, including housekeeping, building services, hospitality, refreshments and stewarding. 

- Technical services, including audio, video projector, website and IT. 

- Ministry support, including transport, church office, treasury, communion preparation, data management, child protection, safe guarding and health and safety, with Pastoral support including home visits, hospital visits.

These ministries were predominantly delivered by serving members and others who serve the Lord in a voluntary capacity, but some are now also undertaken by the new Sandcross pastor. 

We are grateful to all who have faithfully and loyally contributed to the ministry of the church during 2023. 

## **SUMMARY OF THE MAIN ACHIEVEMENTS DURING THE YEAR** 

## **Key Objectives** 

- Develop the Biblical pattern of church life where worship, teaching, training and mission is focused on disciple-making, disciple equipping and disciple-sending. 

- Maintain appropriate governance arrangements. 

## **TRUSTEES, STAFF & MEMBERS** 

Our children's group leader, Laura Cox, advised in the Spring of 2023 that she would need to take up paid employment which would mean a loss of her time to the church as Children and Families Leader. After reviewing the alternative options, it was agreed by the trustees in September 2023 that Laura be employed and supported on a part time basis, so that she could remain in her leaders role, and our children's groups could continue operating. 

As noted above, we were delighted after a few years without a pastor, to be able to appoint Gregory. We are very thankful too, that several churches in his home country of South Korea are continuing to support the family financially. Although our intention is to support the family fully before too long, currently only the funding of accommodation and some other benefits are required to be made by Sandcross. 

It was agreed at a trustee meeting on 21st November 2023 that Gregory be appointed as a trustee of Sandcross Church and Boyoung as a member of the staff team. 

Brenda Piper, a trustee for several years resigned on 21st November as she felt that the Lord was leading her to new responsibilities at Oak Hall church. We respect that decision, of course, and we are very grateful to Brenda for her very many years of service to Sandcross. 

We had one baptism request in the year and training is being undertaken for this. 

Wes Tossell, a faithful member of this church, passed away 29th February 2024. He was a serving member of Sandcross Church for sixty three years. A thanksgiving service for his life and witness was held on 5th April 2024 and the Trustees have recently been notified that Wes also provided for a substantial legacy to be gifted to Sandcross Church.

The church has maintained its support of its mission partners and their ministries: 

- Chris and Camica Hemborough; Project Mozambique Plus. 

- Stephen and Irene Tucker; Wycliffe Bible Translators. 

- Sparkfish (local school’s work). 

- Lionel Clargo; Counties (retired) 

- Hillary Millard; formerly Head Teacher at Amano Christian School, Zambia. 

- Rick and Alanna Creighton, JETS Theological College, Jos, Nigeria

## **CHURCH GROUPS AND EVENTS** 

The weekly parent and children's groups which takes place on a Monday and Tuesday morning called “Play Cafe” and “Tiny Tunes” respectively for children under five, continued to be very successful and, on occasion over subscribed. We appreciate the support given to these groups by Reigate Baptist Church who assisted with running the groups. 

The Sandcross Strollers continues to be very well supported with a collective walk once a month on a Saturday afternoon. 

The Wednesday evening “Thrive” bible study group continues and is very popular. Hope Explored - a three session evangelic course was held in February 2023. We were pleased to have four guests attending overall and followed up with each of them. 

A group of ladies attended the Women’s Awayday arranged by Christchurch, Banstead in May 2023. 

Several of our church members assisted Reigate Baptist Church with their Christmas service taking part as “characters” from the Christmas story. 

Sadly, following a meeting with Mike Williams in early January 2024, we were informed by Mike that the Reigate Baptist Church Trustees had made the decision to withdraw from partnering with Sandcross Church going forward, except in relation to children's groups. This was difficult for us to understand but we continue to trust the Lord for his purpose and provision. 

## **BUILDING WORK & I.T** 

The replacement of the leaking flat roof was undertaken in 2022 with remedial works finally completed in the Spring of 2024. 

The purchase and installation of a new noticeboard and lighting was agreed during the year and also completed in the Spring of 2024. 

Replacement lighting and sound system for the auditorium, together with work on the foyer and general decoration, has been carried over into 2024 and potentially 2025. 

A new Epson printer for the church office was purchased in November 2023. 

## **RESERVES POLICY** 

The Trustees’ policy is not to accumulate available reserves unless deemed necessary or prudent prior to making a commitment to new ministries, projects, staff or facilities. The Trustees have accumulated some reserves specifically to fund our new pastor's accommodation and related support for a three year period.

I report to the trustees/members of Sandcross Church on my examination of the accounts of the Company for the year ended 31st December 2023. 

## **RESPONSIBILITIES AND BASIS OF REPORT** 

As the charity’s trustees of the Company (who are also the directors of the company for the purposes of company law), you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (“the 2006 Act”). 

Having satisfied myself that the accounts of the Company are not required to be audited for this year under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (“the 2011 Act”).  In carrying out my examination, I have followed the Directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act). 

## **INDEPENDENT EXAMINER'S STATEMENT** 

I have completed my examination. I confirm that no material matters have come to my attention which gives me cause to believe that: 

- accounting records were not kept in accordance with section 386 of the Companies Act 2006; or 

- the accounts do not accord with such records; or 

- the accounts do not comply with relevant accounting requirements under section 396 of the Companies Act 2006 other than any requirement that 

- the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination; or 

- the accounts have not been prepared in accordance with the Charities SORP (FRS102). 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Summary of significant accounting policies and key accounting estimates** 

The principal accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all the years presented, unless otherwise stated. 

## **Statement of compliance** 

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). They also comply with the Companies Act 2006 and Charities Act 2011. 

## **Basis of preparation** 

Sandcross Church meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes. 

## **Preparation of accounts on a going concern basis** 

Preparation of the accounts is on a going concern basis. The Trustees are of the view that the level of reserves will support the charity going forward. 

## **Changes to accounting estimates** 

No changes to accounting estimates have occurred in the reporting period. 

## **Income** 

## _**Recognition of Income**_ 

These are included in the Statement of Financial Activities (SOFA) when: 

- the charity becomes entitled to the resources; 

- it is more likely than not that the resources will be received; and 

- the monetary value can be measured with sufficient reliability. 

## _**Income with Related Expenditure**_ 

Where income has a related expenditure (as with fundraising or contract income) the income and related expenditure are reported gross in the SOFA. 

## _**Grants and Donations**_ 

Grants and Donations are only included in the SOFA when the charity has unconditional entitlement to the resources. 

## _**Tax Reclaims on Donations and Gifts**_ 

Income from tax reclaims are included in the SOFA in the same financial period as the gift to which they relate. 

## _**Contractual Income and Performance Related Grants**_ 

This is only included in the SOFA once the related goods or services have been delivered. 

## _**Gifts in Kind**_ 

Gifts in kind are accounted for at a reasonable estimate of their value to the charity or the amount actually realised. Gifts in kind for sale or distribution are included in the accounts as gifts only when sold or distributed by the charity. Gifts in kind for use by the charity are included in the SOFA as incoming resources when receivable. 

## _**Donated Services and Facilities**_ 

These are only included in incoming resources (with an equivalent amount in resources expended) where the benefit to the charity is reasonably quantifiable, measurable and material. The value placed on these resources is the estimated value to the charity of the service or facility received. 

## _**Volunteer Help**_ 

The value of any voluntary help received is not included in the accounts but is described in the Trustees' annual report.

## _**Governance Costs**_ 

Include costs of the preparation and examination of statutory accounts, the costs of the Trustees' meetings and cost of any legal advice to trustees on governance or constitutional matters. 

## **Assets and Liabilities** 

## _**Fixed Assets**_ 

These are capitalised if they can be used for more than one year, and cost at least £500. They are valued at cost or, if gifted, at the value to the charity on receipt. 

Depreciation is calculated at a rate to write off the cost of tangible fixed assets on a reducing balance over their estimated useful lives charged to the SOFA. The rates applied per annum are as follows:

No depreciation is charged to freehold property as the property is maintained to such a standard that the estimated residual value is not less than cost. The useful economic life of these assets is so long and residual value so high that any depreciation would not be material. These assets are subject to annual impairment reviews. Provision will be made if there has been any permanent diminution in value. 

## _**Liability Recognition**_ 

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources. 

## _**Debtors**_ 

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity.  Subsequently, they are measured at the cash or other consideration expected to be received. 

## _**Creditors**_ 

The charity has creditors which are measured at settlement amounts less any trade discounts.

Church buildings have been depreciated previously, but the trustees consider that having regard to the ongoing maintenance of the property (the costs of which are charged to the SOFA) it is not appropriate to depreciate the cost of church buildings. Land is not depreciated.

**Minister Fund:** Reserves remaining to support the ongoing accommodation, council tax and related costs of our new pastor for a three year period from his appointment in September 2023. The trustees agreed that an additional £41,937 of funding / reserves should be transferred from unrestricted General Fund reserves following the appointment of our new pastor. 

**Mission Fund:** see Note 5 Grants above for details of Institutional and Individual donations. Missional grants are no longer considered restricted, as in recent years they have been funded from unrestricted income rather than specific giving for our mission partners. 

**Children's Groups:** Attendance fee income received for children attending our Play Café and Tiny Tunes groups is used to fund the costs of running those groups and the net surplus for 2022 is held as Restricted for future investment in equipment and potentially to provide the support required to continue running of these groups, including support provided to our Children’s Groups leader, Laura Cox. The net surplus for 2023 is held as Restricted for ongoing investment in equipment and to fund continuing support costs into 2024. 

The restricted funds are wholly represented by the Charity's cash reserves.

No employees received employee benefits (excluding employer pension costs) for the reporting period of more than £60,000 during the financial year. Support was provided during 2023 to our Children’s Groups leader but, as noted in the Report of the Trustees, the support costs of our new Pastor are funded by his supporting Korean Churches for which the Trustees are very grateful.

The Trustees have individually made regular donations to the Church throughout the year. 

The amount donated by trustees to the charity during this financial year was:
