for the year ended 31 December 2024
Aim and Purposes
The Parochial Chuwh Council {PCC) of Warblington with Emsivorth has the responsibility of
promoting ￿'1th1n the ecclesiastical parish the whole mission of the Church? pastoral, evangelistic, soctal
and e¢umenical. It is 81so responsible for the ¢are of our churches of St Thomas a BeckeL Warblington
and St James, Emsworth and for our parish hall.
Objectives and Activities
Our stated Parish vision summarises our overall objective
'To see our lives and Cothmunity traD5fornied aDd renewed
by encountering God responding to His love in Jesus,
The PCC is committed to welcoming as many people as possible to worship in our churche5 and to
demonstrate God's love for us in the cBre of others.
When planning our activities. we consider the Charity Commission's guidance on publi¢ benefit and
the 8dvan¢ement of religion.
Achievements and Perforniance
Celebrating otlr first l 00 years together 1924_ 2024. with a special leaftet distributed to every house
within the Parsh boundary.
Events comm¢nc¢d l9th May with a Cent¢n8fy Celebration SeTr'joe 8t St James with the Btshop ,
providing the speech, Ihen refreshments and Parisb lunch in the 8arden
ThTs was followed in May by an exhibitlOD in Emsworth Museum, "IOO years of Faith￿1 Service"
A150 in June St Thomas a Becket hosted a very suc¢¢ssful display of wedding dr¢sses and outfits
from the Ma￿lageS that h&d o¢curred oTrer the l 00 years and then a ma￿lage Thanksgiving Service.
September saw St James hosiing a Flower and Baptism F¢stival. which displayed many original
baptism gowns as well as having a]1 of the original registers available.
In the midst of our celebrations we welcomed our new curate. Lizzi¢ Davidson
Our Youth & Children's leadership t¢am or8anised the Teas in the Park, an after school outr¢a¢h
activity in June & July and w¢re a]so able to reinstate a children's holiday club after many years of
absence.
The ever popular Afternoon Teas during the weekends of July & August at St Thomas a B¢cket
continue to draw man}. visitors.
We offer a wide r2nge of services in our 2 churches St James 2nd St Thomas a Becket, ranging from
traditional evensong to contemporary family Worshipy from weekday Hol). Communion to Sunday
services with or¥an and choral 8ceompanimeF]L and then th¢ less fornial parislt hall and St James
garden setting proi'ides our Fre,fh Expre.i.glOlls of church, being Bre&¥ast Church. Wild Church md
All in @ 5 Qaunched in Seplember) attracting many newcomers who do not nornially attend other
.services.

A number of special servi¢es are traditionally held llithin tbe Parish, th¢ 2 Services of Memorie5 at St
Thoma5 a Becket for the bercaved, tbe Remembrance Parade for Youth organisations culn)inating in a
seTrice at St James and tbe ever popular Pet Service.
Our team of Pastoral Visitors initially led by our two conunissioned Anna Chaplains, ably supported
by an Anna Friend dealing wiib the majority of adniini5rrative tasks, have been able to ￿l$It both tbe
re8ideDtial care homes and th¢ prifv'ate home5 of illdii'iduals needin8 SUPPOrt. This team was expanded
in November with a tbird Anlla Chaplain being commissioned.
Our PaTish tithes one tenth of it5 UDre5tricted planned income and offertory eoll¢ctions, which is
primarily distributed to our six core Christian charities, however the Lmission committee do reNiew
this on an annual basis and can respond to appeals or disasters. tu addition certain services throughout
tbe year are held for the benefit of specific cbarities, which in the year amounted to £2.582 being
donated to 7 other recipient5.
The end of the year saw a very be¢ti¢ period with carol concerts for both St James and Emsworth
Prirnary Schools. in addition to our aDJJual Carol Services and then on Christmas eve in addition
lo the normal morDing services we also held 2 Blessing of the Crib Services plus midnight
onununions. AttendaDc¢ at our Cknistmas services were noticeably up on recent years wbich was
very eneouraging.
Our Churches and Buildings
Si Thomas a Beckei, IYarblIn￿on
St Thornas a Beckei, Warblington is a Grade l Listed Building aud dates from the I ith Century.
Despite its rural loeation, Sunday s¢rv2ccs are well attended and it is popular with walkers and vi51tors
lo tbe neighbourin8 council cemetery.
The church is open to visitor5 gn most weekdays and we have been able to reinstate our tradition of
providing refreshmenig at the w¢ckends of July and August for the many walktrs and visitors to the
local cernetery, which has beeu higbly successfvl.
St James, Emsworih
St Jame5, Emsworth is a large Victorian church and is a Gr&de 2 Listed Buildin8 seating around 400
and has been used for concerts and other public events.
The 8arderL improvements of the past few years, coznprising new trees. flower beds and benches are
vastly improving the area.
Tbrou8hout the year repairs have b¢¢n ongoing on the West Wall al St James and onee ¢ompleied we
wer¢ able to fiJally install replacement Glas5 Doors, following the vandalism in 2022. As an aid to
security CCTV system covering the West Door etttrance has also been installed
Parish Hall
Our parish hall retDaillS a significant resource for worship, pastoral care and other activities. It is
available foT private hire and is well used by many local community groups Such as the Emsworth
Concert Band. U3A, flower groups, keep fit classes, local auctions and others. Re¢ently a local Guide
aud Brow￿1¢ group have start¢d meeting in the Hall.
The cornmittee are continuing to ensure all health and Safety a5p¢cts and safeguarding policies are
maintained at the required standards.

Financial Review
The annual results 2re fi￿lY detsiled later in tl]is report and show an overall loss in the year of £122 K,
which 15 Tnainl). cornprised of the plallned rellovation work on the exterior West Wall at St James and
the upgrade of the audio visual ¢quipn)ez)t.
The Trinity Trus1 15 an EndoThTrent Fund that is invested Th'ith CCLA I￿th shares being sold as and
when v?e need income to cover ally ￿allts made. In 2024 we drew doll￿ £26,505 which is recorded as
a transfer in the accounts.
Reserves Policy
Our policy states that reserves from Ulltestricled fijnds should be equivalent of between three aud six
rnonths p12nned expenditure. The unrestricted reserves of £ 474 K held at 31" December are more than
sufficient to meet this requirement.
Plans for future periods
2024 bas s¢¢ll US outgrow our space availability for the ministy of fanJiiie5. children and young
people, so in 2025 we must explore how to solve this chalL¢nge, in botb the short and long tern),
which may not be the satne solutioll.
We i￿711 be reviewino and renewing the PaTiSh Mission A¢tion Plan, con]mencing with a PCC away
day itL February but then involving a wider community in fmth.sing the plan.
Tbe Parish ball couunittee are coordinating the plans to improve access to the hall in addition to
providiug better storage facilities for tbe equiprncut used by the ARK Toddler Group.
Structure, Governance and Management
The Tnethod of appointment of PCC members is set out in the Church Representation Rules.
All church attendees are encouraged to re￿ster on the Electordl Roll. Members of the PCC
are either ex-officio or elected by the Annual Parochial Church Meeting (APCM).
At the APCM meetinE in April 2024, we voted for measures to reduce the size of the PCC. It Was
agreed to only elect 6 PCC members for Emsworth and 3 for Warblington. We also agreed a
maximum of 2 Deanerysynod reps would regularly attend PCC meetinES. The PCC has the
authortty to co-opt three additional memb¢rs as the need arises. The PCC is responsible for
all matters of general concern 2nd importance, including the allocation of resources. The full
PCC rnet six times during tbe year witb an average attendance rate of 78 /0
The PCC delegates the power to trarE5act its busines5 bettveen Meetings, subjeet to azLy directions given
by the Council, to the Standing and Finance Committee.
DuTing the year we have fillther refined the strncnjre of sllb-sroups of the PCC where much of our work
is implemented arLd plaonillg takes place.

NOTE I - ACCOUNTING POLICIES
The f￿anCIaL ststen]enls have been prepared in accordance with the Statement of Recommend¢d
Practice, Accounting aad Reporting by Charities (SORP (FRS 102)) and the Ch8sities Act 2011.
The financial statements have been prepared under the historical cost convention except for the
valuatiorl of investrnent assets, which are qhown at fair value. The financial slaiements include all
transactions. assets and liabilities for which the PCC is responsible in law. They do not include the
financial statements of cburch groups that ow¢ their main affiliatioll lo another body, nor those that a
inforn)al gatherin8s of ¢hw¢b member5.
Uxrestricledfvnds represent the funds of the PCC that are not Subject to Any restrictions regardiDg their
use and are available for application on the general purposes of the PCC. Funds desigllated for a
particul8r purpose by tbe PCC (e.8. Tithe) are also unrestricted.
Restriciedfvnds are those fimds that must b¢ spent on restricted purpose5. Details of thc fimds held alld
restrictions are at Note 9. The PCC maintains de￿iled record5 of each of tbe fi￿d5 but invests all in a
single CBF A¢¢umulation Fund, which can be conv¢n¢d back to deposit accounts within 7 days.
Endowment Fwid$ 8r¢ fijads where the capital of which must be n￿intained.
Expendable Endowmeni Ftmds are funds wh¢r¢ it 1$ intended that th¢ capital is to be invested and be
available for fijture long teTzn use.
INCOLWING RESOURCES
Voluntary Income and Capital Sourtes
Collections and Planned Givin8 income is reco8nised when the fi￿d$ have been r¢¢eiv¢d. Income from
Gift Aid and other tax claiTns is recognised ai the same lime as the Gash donations to which they relate.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal enlitlement,
the amoullt due is quantifiable and its ultimate re¢eipt by the PCC is reasonably certain.
All tradin8 aud fmudraising 8¢tiviti¢s are ac¢ounted for gross.
Other intome
Amounts received specifically for missioll to other charities are excluded from the PCC funds but dealt
with as a Creditor with amounts dollated shown in the Notes to tbe Accounts.
Rental income from the letting of church premises is recognised when the rental 15 due.
Income from iDvesttneDt$
Difvidends and interest are accoullted for when receivable.

Realised gains and losses are recognised when investrnents are sold. UDrealised gains alld losses are
accounted for on revaluation of investm¢nt5 at 31 December a[￿UallY.

Liabilities are recognised as soon as there is a legal or constructive obligatioo aod 5ettl¢ment is
probable and quantifiable.

Grants are accounted for when paid over, or when awarded if that award creates a binding obligatioll
on the PCC, with the exception that 8rants provisionally approved for future years are accounted for in
the year in which the award is made.
Tbe lithe is accounted for at IOQ/o of defmed unrestricted incoming resources frorn donors in the year.
The tithe deelared for each year is credited to the Tithe Fund at year-end.
Actiiities direetlj relating to the work of the pari$h
The Diocesaa parish share is accounted for when paid, nornally by mollthly instalments. Any parisb
share unpaid at 31 De¢¢mber is provided for in these financial statements as all operational (thou8h not
l¢sal) Iiability aod is Show￿ as a creditor in the balance sheet.
F￿ED ASSETS

Conseerated and beneficial property of any kind 15 excluded from the accounts by s.10(2)(a} and (c) of
the Cbaritics Act 2011.
Movable church fijrnishillgs held by the Reetor and chur¢hwardells on special knjst for the PCC and
which require a faculty for disposal are accowited for as inalienable property unless consecrated. They
are listed in the Church¢s' inventories, which can be inspected. For inalienable property acquired prior
to 2000, there is insufficient cost infonnation availabl¢ #nd therefore such assets are not valued ill the
financial statements. Subscquently, no individual item has cost more than £5,000 so all 5urh ¢xpendiwre
has been ThTitten off when incuzred.
Other fixtures, tfittin￿ aDd otTice equipment
Equiptnent used within the chur¢h premis¢s is depreciated on a straight-line basis over four years.
Individual itetns with a purchase price of £5,000 or less are written off when the asset is acquired.
Investments
Jnvestments are valued at market value al year end.
CurreDt Assets
Short-tenn deposits include cash held on deposit with th¢ CBF Church of England Funds and at the
bank.
