## **Introduction** 

I am pleased to introduce our Annual Report and accounts for the year ended 31[st] December 2022. 

I thank God for the many committed members of All Saints Church, Childwall who live out their faith through their service and their giving.  As a church we are blessed in many ways and have a lot to be thankful to God for. 

At the time of writing of this report Covid 19 seems to be a distant memory, and yet the damage that it has done is becoming increasingly evident.  It has changed routines and affected people’s availability as new working patterns have emerged. Those church members that are working seem to be under more pressure and stress than pre-pandemic.  We have a significant minority who join our services online each week as they are not able to be in church in person.  Our church giving has reduced and at the same time running costs have increased due to the rising inflation rate. We are facing significant decisions going forward. 

What can we all do to ensure that the ministry to which God has called us to at All Saints does continue but also grows and develops?  The church of All Saints Childwall is not the building, but us the people who come together to worship God. God calls all of us to give of our time and to use the skills that he has given us in his service.  Ministry has a financial cost as well and God calls all of us to give generously and regularly to ensure that the church of All Saints Childwall and its ministry continues for generations to come.  For us to continue with our current level of ministry we need to see an increase in the level of giving that we receive going forward. 

We are at a significant time in the life of the Church of England, there are many Diocese’s that are really struggling financially and we are one of them in Liverpool. In our Diocese we are facing major changes, which we will see at parish level within our own Deanery of South Liverpool.  Proposed structural changes mean that potentially we will become part of a single large parish with an overall reduction in clergy.  Clergy will operate across churches with responsibility for one worshipping community and with additional responsibilities elsewhere. 

We need to be wise and prayerful as we look to the future, to understand what God is calling us to do.  We have significant decisions to make as a PCC in the next year and would value your regular prayers and support.

This verse reminds us that despite the challenges that we face as a church God is faithful. He calls all of us to be faithful to him, we all have a part to play. What is it that God is calling you to do in the life and ministry of All Saints Church, Childwall?

All Saints’ Church is located in the suburb of Childwall in the south of the city of Liverpool. It is part of the Diocese of Liverpool within the Church of England. The correspondence address is All Saints’ Church, Childwall Abbey Road, Liverpool, L16 0JW.

## **Structure, governance and management** 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure and is a registered charity. The Charity Registration number is quoted on the front cover of this report. 

The method of appointment of PCC members is set out in the Church Representation Rules. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC, mindful of its need for expertise in areas such as health and safety, disability discrimination, and Protection for All legislation, actively encourages members with the required skills to stand for election. 

The PCC organises induction and training for all new members and avails itself of the training and expertise provided by the Resources Department of the Diocese of Liverpool. 

## _**Standing Committee**_ 

This is the only committee required by law. It has power to transact the business of the PCC between its meetings, subject to any directions given by the Council. It comprises the Vicar, Wardens, PCC Secretary and PCC Treasurer. The Standing Committee facilitates the agendas for PCC meetings. 

The PCC has established systems to identify and mitigate the risks to which the PCC is exposed. These systems are periodically reviewed to ensure they meet the ongoing needs of the Church. 

## **Objectives and activities** 

The Primary objective of the PCC is the promotion of the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England. The PCC has the responsibility, with the support of the Incumbent, the Reverend Andrew Colmer, in promoting the whole mission of the Church, evangelistic, pastoral, social and ecumenical, especially, but not exclusively, in the ecclesiastical parish. The PCC takes seriously its responsibility to enable in the whole life of this church both our love of God and our love of neighbour to be expressed appropriately. 

When planning our activities for the year, the PCC gave consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion. 

During 2022 this has been undertaken as described in the Vicar’s Introduction and Warden’s Report. 

T he PCC is extremely grateful to the large number of people who engage in mission and ministry in a variety of ways to enable the work of the church to proceed, 

## **Warden’s Report** 

## Warden’s Report 

2022 was a significant year for me personally so I started a scrapbook in January and on the title page wrote “The highs and lows of 2022”. Little did I know then that this would describe the year in the life of All Saints. 

At times there seemed to be nothing but lows with serious illness among key people in the church and the deaths of a number of faithful long standing members of the congregation including Alan Woods our treasurer, a Reader and personal friend. All this while we were still trying to recover from Covid 19 made it difficult to see any “highs”. 

We have however been blessed with increased numbers at the 9.15am service with ages

0-90+ worshipping together. Other highs in the year include the Jubilee Party (which has led to Tea at Two), the redevelopment of the church hall kitchen, the lighting of the Christmas Tree and the community involvement in the Church Acre. Heritage weekend saw a record number of people visiting the church. We were also able to help the wider community with donations of Easter Eggs, large quantities of food at Harvest and toys at Christmas. 

When I look back it is with deep gratitude to all those who were willing to step up and help me carry out my role as Warden. I couldn’t have managed without them. Special thanks must go to my fellow wardens Alison and Keith and deputy wardens Graham, Pam, Malcolm and Margaret. 

I don’t think many people are aware of the cost of keeping our church open week by week not only financially (which is considerable and a constant struggle to cover) but in manpower. A Sunday service involves not only the clergy, Readers, warden/deputies, sidespeople, organist, choir, musicians, and sound desk operators but also the teams of cleaners, flower arrangers and not least of all Peter Kefford our Sexton who looks after the building and with a ream of volunteers the churchyard and hall grounds. Our children’s and youth work on a Sunday and during the week rely on dedicated leaders and helpers as do all our other organisations. 

We are grateful to all who give of their time so willingly but there is so much more we could be doing. Unfortunately, the pool of committed volunteers is getting smaller and dare I say it older. As the body of Christ in this place we need every member to play their part, to tithe their treasure, time and talents to further God’s Kingdom in this place and that is my hope and prayer for 2023.

## **Financial review** 

The Financial Year of 2022 was a year of transition from the impact of the Pandemic of 2020/21 to something closer to normality. The Pandemic had a major impact on all churches with loss of numbers and income. All Saints’ is fortunate in that numbers have recovered well but not up to the pre-Pandemic level. Income however, has not recovered to the same extent and coupled with rising inflation has led to a deficit of about £50,000 on our day-to-day activities. This is not obvious in these accounts since several accruals made in 2021 for unpaid Mission and Parish Share have been brought from the balance sheet into our 2022 income and expenditure accounts. This resulted in our actual expenditure on Parish Share being reduced by £36,141 and our Mission Allocations by £30,570 to give a small profit of £15,129. Once again, it was not possible to make payment to any Mission Agency. 

The reasons for this deficit in our day-to-day operation are complex. We have lost several members over the past few years and lost their financial support which was linked to their income. It is essential that new members are encouraged to link their giving in this way. High inflation has increased expenditure although we have been shielded from soaring energy costs by fixed rate deals which end in 2023. Energy costs in 2022 were £7,000, so we will almost certainly need to find an extra £14,000 in 2023 and future years. 

A campaign to move planned giving towards The Parish Giving Scheme was hugely successful and approximately 80% of planned giving is now made this way. This has eased the cashflow as Gift Aid tax reclaim is received monthly just a few days after the donation is received. Quite understandably, with inflation running at abnormally high rates, many of these donations were not inflation proofed. 

Using Restoration and Development Funds, the Church Hall kitchen was refurbished, both halls decorated and LED lighting installed.

In 1995, the PCC made pension provision for its employees via The Pension Trust which ensured that the PCC was not exposed to any financial liability. However, government legislation has since changed, and there is now an employer liability should the PCC no longer have any employees eligible to join the scheme. Advice from previous auditors is that this should be shown as a contingent liability in a note to the accounts (See Note 8). The contingent liability at 31st December 2022 was £908. 

The PCC’s investment policy is to invest any surplus funds in the Central Board of Finance (CBF) of the Church of England Deposit Funds, and to retain the historic endowment legacies in the CBF Investment Fund. 

It is the policy of the PCC to maintain a balance on unrestricted funds (if possible), which equates to approximately 3 months’ unrestricted payments, to cover emergency situations that may arise from time to time. The only free reserve is the General Fund, all other funds being either designated for specific purposes or Restricted. The General Fund balance of £10,711 represents less than 1 months’ unrestricted expenditure, and this remains in breach of the policy. 

The PCC considers that the balances held by all its Branches are reasonable for their day-to- day operation.

**This is an unqualified report.** 

This report on the accounts of the PCC for the year ended 31 December 2022 which are set out on pages 11 to 17 is in respect of an examination carried out under s.43 of the Charities Act 1993. 

## **Respective responsibilities of Trustees and Examiner** 

As the members of the PCC you are responsible for the preparation of the accounts; you consider that the audit requirement of section 43(2) of the Charities Act 1993 (the Act) does not apply.  It is my responsibility to issue this report on those accounts in accordance with the terms of Regulation 7 of the Charities (Accounts and Reports) Regulations 1995. 

## **Basis of Independent Examiner's Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners under section 43(7)(b) of the Act.  That examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records.  It also includes considering any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts. 

## **Independed Examiner's Statement** 

In connection with my examination, no matter has come to my attention: 

- (1)       which gives me reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with section 41 of the Act; and 

to prepare accounts which accord with the accounting records and comply with the regulations; as also contained in the Church Accounting Regulations 

have not been met; or 

(2)        to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together applicable accounting standards and the SORP 2015. 

The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value.The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of church members. 

## **Funds** 

_Endowment funds_ are funds, the capital of which must be maintained; only income arising from the investment of the endowmnet may be used either as restricted or unrestricted funds depending upon the purpose for which the endowment was established. 

_Restricted funds_ represent (a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and (b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific objects for which they were given. Any balance remaining unspent at the end of the year must be carried forward as a balance on that fund. The PCC does not usually invest seperately for each fund. Where there is no seperate investment, interest is apportioned to individual funds on an average balance basis. 

_Unrestricted funds_ are general funds which can be used for PCC ordinary purposes. 

## **Incoming Resources** 

Planned giving, collections and donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is legally entitled to the amonts due. Dividends are accounted for when receivable, interest is accrued. All other income is recognised when it is receivable. All incoming resources are accounted for gross. 

## **Resources Expended** 

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due. Amounts received specifically for mission are dealt with as restricted funds. All other expenditure is generally recognised when it is incurred and is accounted for gross. 

## **Fixed Assets** 

Consecrated and beneficed property is not included in the accounts in accordance with s.96(2)(a) of the Charities Act 1993 

Movable church furnishings held by the vicar and churchwardens on special trust for the PCC and which require a faculty for disposal, are inalienable property, listed in the church's inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. Susequently no individual item has cost more than £2,000 so all expenditure has been written off when incurred. 

Equipment used within the church premises is depreciated on a straight line basis over four years. Individual items of equipment with a purchase price of £2,000 or less are written off when the asset is acquired. 

I _nvestments_ are valued at market value at 31 December.2022.

The PCC arranged a pension scheme in 1995 with The Pensions Trust which is available to all employees. The scheme was a defined contribution scheme and there was no liability to the PCC as employer. However, due to changes in government legislation, a contingent liability arises should we withdraw from the scheme. The PCC believe that it is unlikely that any liability will arise since it cannot envisage a time when we will no longer have employees eligible to join the scheme. The contingent liability as at 31st December 2022 was £908. 

## **9 FUND DETAILS** 

The restricted funds comprise the Organ Fund, Churchyard Maintenance Fund, and the Restoration & Development Fund. The endowment fund comprises several permanent endowments which require the income to be spent on the upkeep of the Churchyard and the Church Fabric.
