Structure, Management and Governance
St Mary’s Grassendale PCC is a body corporate and operates under the Parochial Church Council (Powers) Measure 1956 and the Church Representation Rules. The PCC is a registered charity; Charity number 1128238. The method of appointment of PCC members is set out in the Church Representation Rules. All church members are encouraged to register on the Electoral Roll and stand for election to the PCC, trustees are marked by a *. Day to day management/control of the Church is exercised by the vicar and wardens: Rev Paul Ellis and the four wardens contactable via the vicarage 0151 427 1474
Committees
The PCC operates primarily through the Standing committee, the building maintenance committee, the worship committee, the Hall Committee and the Finance Team.
Standing Committee is required by law. It has the power to transact PCC business between meetings, subject to any directions given by the Council. It comprises of: - the Vicar, Wardens, PCC Secretary, Treasurer plus any specially co-opted members.
Building Maintenance Committee has been largely overseen by the verger and the PCC. The Hall committee continue to oversee ‘fixable’ hall repairs.
Worship Hub: Used to meet monthly to plan and discuss worship matter and special services, the members were Sharon Dooley, Marilyn Foulder, Maureen Jones, Sandra Holmes, Rita Hayes & the Vicar
Church Bookstall: Chris Smith, John Pomfret
Church Flowers: Marilyn Foulder, Pauline Holden, Barbara James, Ann Dodd, Val Jones, Lorraine Wakefield, Jean Dacre, Brenda Allen and Kate Little.

Aims and Objectives of the PCC
The PCC’s aim is to co-operate with the minister in promoting in the parish the whole mission of Christ and his church, pastorally, socially and ecumenically. The PCC meet most months. The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956. When planning our activities for the year, the PCC considered the Charity Commission’s guidance on public benefit and the specific guidance to charities concerned with the advancement of religion.
Reserves Policy
The PCC has a reserves policy whereby it would seek to hold six months costs held as a general reserve. Will be updated with publication of annual accounts.

Activities, and achievements
We aim to be a friendly, welcoming group of local Christians growing in faith together with a desire to worship and serve God in our local community. The Parish is held in plurality of ministry with All Souls, and the Clergy and Reader team cover both Parishes. Our PCC is committed to focusing on a number of key areas of church life…

Accessible and relevant Worship
- We meet every week for worship at 9am, 11am and 6.30pm. We also offer a daily recorded service which can be accessed online or through a phone call. We offer both quiet and reflective services and lively all-age worship, with a blend of eucharistic and non-eucharistic services. We regularly have baptisms, weddings and funerals. The ministry team is supported by wardens, sacristans, sidesmen and women, readers and prayers and a tech team. We endeavour mix our worship with the new but always honouring the traditional. Our younger members are taught in KFJ which is our version of Sunday School as well as in church.

Pastoral presence in our church and community
- We do try to stay in touch with people through our services and some people we are able to call and see. We do regularly pray for those we know are unwell or go through difficult times. We do offer occasional offices. We invite bereaved families back to our annual ‘service of hope.’

Outreach and connection in our community

We are involved in a number of outreach activities in our community:

i. Weekly: there’s Linc community café, the Food Pantry, tiny toes, L19 St Marys Woodland project

ii. Bi-weekly: there’s collection for local foodbanks, pantries, and babykind
-
iii. Monthly & Seasonal: there’s our Coffee morning, L19:WLTDO, L19:MessyChurch, Network 55+
-
iv. The woodland project have provided some amazing seasonal displays in our grounds and we were fortunate that the local councillors placed their Christmas tree in our grounds again.

v. At Christmas time we were able to distribute over 110 backpacks to local homeless through our Stable project. Each backpack is filled and checked with essential items and treats. We were able to offer toys to a number of needy families through our local councillor and other agencies.

vi. It is good to see how the Guiding and Scouting groups continue to flourish with lots of activities and energy, each section has a waiting list, and a new initiatives have opened up these organisations to younger children with their families.

vii. We have held a number of fundraising events such as family bingo nights and a Christmas fayre that was as always well organised.

viii. The Hall team have worked hard to grow a vision for our church hall, and the places it touched our community, and its local importance, regrouping after an important bid was not successful.

Managing our finances in a responsible way
- Michelle our new treasurer started the year by using the Diocesan recommend system My Financial Accounting Online (MFAO) A new system had to be developed. We did manage to pay 70% of our Deanery share in 2023.

Keeping a safe and greener environment
- We continue to ensure our safeguarding policy and procedures are kept up-to-date. All PCC members have completed the required training modules. We have kept up to date with Fire and electoral checks and are soon to have an asbestos check in both our buildings. We continue to work on the Eco church rating and the Woodland project and the community composting have been so well received. The Woodland project continue to thrive, gaining a lot of local interest. These changes will favour and enhance our church grounds.

Governance and appreciation
There are many people to thank. Our churchwardens Sharon, Carl, Jan and David our wardens. We thank all those who get involved, with activities like KFJ, Linc, Pantry. We do thank the many people who faithfully serve behind the scenes like our verger Jean. We do thank those who have faithfully tended the gardens over the years and the new people and initiatives that have started. There is special thanks to those no longer with us like Susan Brereton, Edna James. Pam Jones, Trevor Samuels, Emma Collings, Eileen Riddick and just into the new year Ada Runacus, we miss these folk and are so grateful for their love of us, and we do ask that you will pray for their families. In September Revend Paul Ellis announced he would be retiring early in the new year.

Our focus verse in 2022 is from Isaiah 49.19 ‘See, I am doing a new thing! Now it springs up; do you not perceive it?’ Very much reflects our approach to the above.
Financial Review
A new year and a new approach to our financial management, using the Diocesan system MFAO. While we were not again able to pay the whole of our deanery share of £65k but we did pay 70% - £46,800. We are grateful to all those who with cash, envelopes, card machine, standing order and bank transfers and the parish giving scheme.
The Hall does require a vast amount spending on it to bring it up to specification, we continue to work on this after a major bid was not successful.
We have struggled with HSBC to get signatories updated and new online access for our treasurer. The PCC will consider if I continues to give them our custom.
The PCC acted on behalf of the Diocese of Liverpool in handling statutory fees relating to weddings, funerals and burials. In this capacity, the PCC received £3,682 of DBF fees and passed on £2,380 as directed by our diocese.
The net difference between these figures is the figure shown as a liability in the Statement of Assets and Liabilities described as Agency collections.

A report is regularly received at PCC. All assets are insured, the level of cover being reviewed annually. The PCC has reviewed internal controls for the handling, counting, banking and recording of cash receipts and consider them to be adequate for the sums of money involved.
One of the biggest risks to St Mary is financial, we have a thriving congregation, we have a great and maintained church building but as we can’t pay our deanery share, thus that has a consequence for our diocese and probably into the future too.
Plans for the future:
There are number of things on the horizon we can’t avoid and will have to deal with.

1) A decision on the diocesan initiative ‘fit for mission’ will be taken in March. FFM seeks to restructure parishes and deaneries, this will begin to have its effect from the autumn time. The PCC have quiet a lot of input on this.

2) I feel we need to consolidate some of our community outreach offerings in to a connected and joint ministry.

3) There is a big development with the Scouts hut proposed. They are seeking to rebuild the scout hut and possible extend into and share with us the church hall annexe.
We need to always remember this is God’s church and start from the truth of that statement.

I report to the trustees on my examination of the accounts of the above charity ("the Trust"), registered charity number 1128238, for the year ended 31 December 2023 as set out on pages 2-3.
Responsibilities and basis of report
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act").
I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

No value is place on movable Church furnishings held by Church wardens on special trust for the PCC and which require a faculty for disposal. The PCC considers this to be an inalienable property.
The land and buildings comprises the Parish Hall. The amount shown in the accounts is a valuation undertaken by Messrs. Thomson & Moulton, Chartered Surveyors in March 1998.

No value is place on movable Church furnishings held by Church wardens on special trust for the PCC and which require a faculty for disposal. The PCC considers this to be an inalienable property.
