– Section A 2 Structure, governance and management

The Charity is constituted under the constitution dated 29 January 2009, amended 24 September 2020 and “The Church” means members of the charitable unincorporated association governed by this constitution and known as High Street Baptist Church, Tring (or such other name as shall subsequently be adopted by decision of the Church Members’ Meeting and with the consent of the Charity Commission).

The Church is a member of the Baptist Union of Great Britain (Baptist Union) and the Central Baptist Association.

A – 2.1 Appointment and Removal of Charity Trustees

The statutory definition of Charity Trustees in the relevant Charities Acts is “persons having the general control and management of the administration of a charity”. The Church’s procedures are set out in Section 15 of the Constitution.

– Section A 3 Financial Review

Total income for the year was £122,463 (of which £952 was Restricted) and operating expenditure was £112,327 (of which £8,768 was Restricted) resulting in an overall surplus of £10,136.

During the year, the church reimbursed Trustees a total of £1683.70 for regular church expenditure pre-authorised by the Church but initially paid for by those Trustees.

The Trustees continued to operate a reserves policy in line with that agreed by the Leadership Team on 6 July 2017 namely that £30K is held in the deposit account as reserves. This equates to three months expenditure.

At the end of the year there was £64,236 Unrestricted funds held in the current and deposit accounts and Restricted funds of £553.

A – 3.1 Public Benefit Statement

This is to confirm that the Charity’s Trustees have complied with their duty to have due regard on the guidance of public benefit published by the Commission in exercising their powers or duties.

The Church’s Objectives, Beliefs and Principal Activities employed to deliver this public benefit are shown below.

– Section B 1 Objectives and Activities

Purpose of the Charity is:

The principal Purpose of the Church is the advancement of the Christian faith according to the principles of the Baptist denomination. The Church may also advance education and carry out other charitable purposes in the United Kingdom and/or other parts of the world.

Beliefs of the Charity are:

That our Lord and Saviour Jesus Christ, God manifest in the flesh, is the sole and absolute authority in all matters pertaining to faith and practice, as revealed in the Holy Scriptures, and that each church has liberty, under the guidance of the Holy Spirit, to interpret and administer his laws.

That Christian Baptism is the immersion in water into the name of the Father, the Son and Holy Ghost, of those who have professed repentance towards God and faith in our Lord Jesus Christ who ‘died for our sins according to the Scriptures; was buried, and rose again on the third day’.

That it is the duty of every disciple to bear personal witness to the gospel of Jesus Christ, and to take part in the evangelisation of the world

Principle Activities of the Charity are:

In fulfilling the Purpose the Church will engage in a range of Activities either on its own or with others that will vary from time to time with Activities being initiated, expanded, or closed, as appropriate.

The Activities may include but are not restricted to:

regular public worship, prayer, Bible study, preaching and teaching;
baptism, as defined in the Union’s Declaration of Principle;
the Communion of the Lord’s Supper which shall normally be observed at least once a month;
evangelism and mission, locally, regionally, nationally and internationally;
the teaching, encouragement, welcome and inclusion of young people;
nurture and growth of Christian disciples;
education and training for Christian and community service;
giving and encouraging pastoral care;
supporting and encouraging charitable social action in the United Kingdom and abroad; and
encouraging relationships with and supporting Baptists and other Christians.

Secretary’s Report 2023

The Covid-19 lockdowns and restrictions seem a distant memory but 2023 was the first year since the pandemic in which no restrictions were imposed and church life was able to return to ‘normal.’

One of the benefits from Covid was that we all learnt to use zoom and we have continued to hold hybrid services and church members meetings as well as ‘Start the Week’ and a housegroup on the platform. This has been of great benefit to those who are not able to meet in person.

We have again been blessed through the Sunday teaching from Joe, Ruth, Kevin and others. January saw the start of a series entitled ‘Growing in Circles’. We explored how we take steps forward as a faith community that resembles what Jesus modelled with his disciples, growing not just numerically in rows but in circles.

During Lent we were reminded of familiar objects from Jesus’ time. From bread to stone we considered each object, its symbolism and significance as we prepared for Easter.

On Maundy Thursday we delivered mugs filled with sweets and details of our Easter services to local businesses.

We celebrated Easter with the Good Friday ‘Walk of Witness’ through the town and our sunrise service on Pitstone Hill. The egg rolling and decorating competition followed by bacon butties back at the church remained as popular as ever.

In June we welcomed the Revd Lynn Green General Secretary of the Baptist Union who preached who gave us a word from God: “There are times when something precious must be surrendered in order to make roomfor something even more precious.”

During the summer term our sermon series ‘Way of Wisdom’ was based on the book of Proverbs.

A new format was tried during the summer holiday period when we journeyed through the Bible together using a more interactive service format for all ages. We explored themes from ‘origins and meaning’ in Genesis to ‘hope and home’ in Revelation. Each week there were three interactive activities: Head (discussion based on a Bible study), Heart (creative worship and reflection) and Hands (practical mission and prayerful engagement with the community).

In the autumn we looked at the life of David followed by the book of Colossians.

Leading up to Christmas we explored God’s message of good news brought by the angels in the original Christmas story.

We opened our doors again during the Tring Christmas Festival. Hundreds crossed our threshold either to participate in crafts in the back hall, take advantage of the quite space in the church or to partake of hot chocolate and Christmas biscuits in the foyer.

Our ‘Carols by Candlelight’ service returned to its traditional timing of the Sunday before Christmas. The church was full for the occasion with many visitors.

On Christmas Day we again prepared a Christmas Lunch for the local community. Forty-six people including volunteers sat down to a 3-course lunch. It was so encouraging that not only were many of the guests from the community but also the majority of helpers.

Following a consultation with the congregation at the end of 2022 regarding participation in small groups we launched in January four new housegroups. One has been mainly on zoom and another in the day time to cater for those who are unable to get out in the evenings.

It was good to once again hold a range of social events bringing all ages together. All age games afternoons with tea and plenty of cake were held on a number of Sunday afternoons throughout the year. There were two ‘crafternoons’ where we made Christmas/Easter cards to send to our link missionaries and the housebound.

Unfortunately, the Tring Summer Carnival was cancelled due to inclement weather but the Spring Fair held over two weeks in May was able to go ahead. We grew seedlings which we gave out to members of the public after a service one Sunday. We also held a treasure hunt and barbecue in the church garden.

It’s been another good year for our Children’s and Youth Work at High Street Baptist Church.

Our Tuesday Baby Group, that started during Covid, continues to be an important place for many mums, dads and grandparents to come and make local friends going through the same challenges that a new baby brings! We get between 6 and 18 attending the session many of whom will go off for lunch with each other after the group finishes. We now have some mums attending who are bringing their second baby to the group which is so lovely to see.

Once the babies are more active and mobile, they can come along to our Tots group for toddlers on a Wednesday. This is a large group, between 30-40 adults plus about 40-50 children. We use all of the church building to accommodate this with toys in the worship area and crafts and refreshments in the hall. Each week has a different craft theme with activities to match.

We held an Easter Holiday Activity Morning with 40 children and 30 adults focussing on the Easter Story with crafts and activities for children up to 11 years old.

Our Junior Church has three age groups. Our youngest group Scramblers (Babies to Nursery) has 6 on its register, Adventurers (Reception to Year 3) also has 6, and Explorers (years 4-6) has 5.

The Youth Group which meets on Monday nights has continued well throughout 2023 with a steady group of 8-10 regular faces. The young folks attending Monday evenings are currently aged 11-15 and there is a balance of approximately 50/50 between young people we see regularly in our Sunday church gatherings and those who we don't. The group have continued to enjoy a range of games, activities and competitions which have included a welcome surprise visit from Amy. The team continue to be grateful to people for their support, in particular P, Polly and Julian for their help with particular activities. Tatenda continues to graciously drive over from Leighton Buzzard every Monday evening to volunteer as part of the team and all involved with Monday night youth group are very grateful to her for this.

In Autumn 2022 Sunday youth ministry was kicked off with a successful Alpha Course which was concluded in December of that year. In January 2023 Sunday youth work continued from this foundation, exploring a variety of subjects using the bible, video resources, guided conversation and space for 'Q&A'. The sessions are regularly attended by four young people and over the course of the year the team have noted that they have become increasingly comfortable and confident in discussing faith and asking (sometimes tricky!) questions.

In Autumn 2023 Ruth led a short series looking at our identity in Christ, marriage and relationships and what the bible says about these things. This series was run alongside the wider church conversation regarding the Baptist Union consultation at the time. The topics looked at in the youth sessions were broader in nature than the consultation and enabled the young folks to engage and participate in the conversation.

Sunday youth sessions will continue into 2024 aiming to help the young people deepen their understanding of the Christian faith and grow closer to God. This coming August Tatenda, James, Ruth and Joe are looking forward to heading to the 'Satellites' youth event with currently five young people. Satellites is a five-day worship, teaching and activity event aimed at inspiring young people to live with God at the centre of their lives. The team are grateful for any and all prayers for this upcoming event as well as for the young people and youth work at High Street in general.

In December we welcomed 60 year 1 children and their adult helpers from Goldfields School for an afternoon looking at Christingle. The children learnt what the various elements of the Christingle mean and then made their own to take away. Following this, three families from the group came to our Carols by Candlelight Service and the children from one family asked to come to church in January.

We have seen some changes to our mission partners this year. At the start of the year, we were supporting Mel and Tom Spears who worked at the Guinebor Hospital in Chad. They returned to the UK, last summer for Tom to study for an MSc in tropical medicine, and Mel an MSc in children’s nursing. They anticipate returning to Chad in due course.

We continue our links with Gulu in northern Uganda through Genesis who sends us regular newsletters. Among many good things they are planting a large number of trees, with the aim of offsetting the decrease in trees.

Letters from mission partners are posted on the church notice board. Our mission partners value our prayers.

Our Eco Church activity has continued to progress throughout 2023 and this summary uses the five key areas of the Eco Church award as headings.

Worship & Teaching: The climate crisis and its effects feature regularly in Sunday intercessions. We have continued to participate in the Baptist Union Environment Network (BUEN) network and offered advice to help the Central Baptist Association regional group to make progress with regional activity. A church member has preached at three other churches about Eco Church.

Buildings: Our permanently accessible outside recycling area continues to be a valued service within the community and improved signage helps with finding this.

Land: We held a garden working party in March but the ongoing work is carried out every week throughout the Spring and Summer by dedicated volunteers. The garden is used by the church and midweek groups.

Community and Global Engagement: As a church we frequently engage with the community and often use these opportunities to prominently share our care for creation e.g. seedling giveaway as part of the Spring Fayre, recycled card making at our Crafternoon events. Our support and engagement with the Ukraine support group included a special service for the group to mark one year since invasion. We launched Tring’s Loving Earth Project in June as part of the Great Big Green Week and this culminated in an exhibition across three venues in Tring. We also continued to build our relationship with Bishop Wood School to learn about their eco activity and later to award them prizes for their sunflower competition.

Lifestyle: We produced three Eco Updates in 2023, mailing to all church members with eco tips, information and news. For our Lifestyle Survey we invited eco tips from church members and shared these on social media and in our weekly newsletter.

Linking Lives continued during 2023 with a dedicated band of volunteers working alongside existing clients. Alie Wainwright (alielinkinglives@gmail) has taken over as Coordinator and has

completed her training. She is now actively recruiting additional volunteers with a plan to open to new referrals in 2024.

Linking Lives links volunteers from local churches with lonely, socially isolated people in our community so is an opportunity for outreach to Tring and the villages.

This has been a relatively uneventful year for safeguarding issues at the church with no matters of concern being reported.

A new safeguarding policy and procedures document based on the 2021 Baptist Union model documents was adopted at the 2023 annual general meeting. This is now on the church website for all to consult as necessary.

At the last review meeting the need was identified for a number of church deacons / trustees to attend the appropriate safeguarding training and for those running or helping with church activities to refresh their training. The Central Baptist Association ran safeguarding training courses at a couple of local churches which the appropriate people were able to attend. During the year we also updated the Disclosure and Barring Service (DBS) checks on a number of those helping, or starting to help, with our work with the under 18’s and vulnerable adults.

In November the Baptist Union level 1 safeguarding training video which introduces the broader congregation to our safeguarding policy and procedures was shown during a family service.

During the year Ken our Safeguarding Officer has provided help and advice to various group leaders on our procedures. Our thanks to Ken for all he does in this area.

We welcomed Mary Moody into membership and sadly one of our elderly members Pat Thew went to be with the Lord.

In September we said goodbye to Polly as our Church Administrator as she moved on to a new role with A Rocha. However, she and Julian remain fully involved in church life. In November Eleni Chapman took over as our new Administrator.

During 2023 the Baptist Union carried out a consultation following a request to change the Ministerial Recognition Rules to allow ministers in same-sex marriages to be accredited ministers. The leadership fully engaged the church in the consultation providing materials to aid discussion in small groups, holding a discussion at a church meeting and seeking further feedback through a questionnaire. We sent our response reflecting the range of views within the church in November.

Financially it has been a good year for the church with the end of year accounts showing a surplus of £17953 against the budget of £22. This is down to us at least receiving Ruth’s maternity pay (Hope is now 2!) and an increase in our lettings income.

As ever our thanks go to Joe, Ruth, Kevin, Polly and Carolyn who have worked tirelessly during the year. However, I would not be able to report on such a plethora of activities without the support of many of the congregation who volunteer their time to our work and mission. Even so many of our activities struggle through lack of volunteers and so as I end this report for 2023 I would like to

challenge you to prayerfully consider whether you are able to give of your time either regularly or on an ad hoc basis to ensure that the Lord’s work at High Street continues to flourish in 2024.
