It is part of the Diocese of Liverpool within the Church of England. The correspondence address is the Vicarage, 28 Brookland Road West, Liverpool L13 3BQ. St Annes is the parish church for the parish of St Anne, Stanley and St Paul, Stoneycroft and is located within the deanery of West Derby. The Parochial Church Council [PCC] is a charity exempt from registration with the Charity Commission. ## **Structure, governance and management** The method of appointing PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. ## **Financial Review** Total receipts on ordinary unrestricted funds are detailed on the financial statements. £39,937 was contributed towards the Parish Share. We acknowledge no increase for 2022 as the Diocese continues to absorb the 2% increase for another year. We also acknowledge that this will eventually need to be ‘caught up’. ## **Reserves Policy** It is PCC policy to maintain a balance on unrestricted funds [if possible] which equates to approximately 2 months unrestricted payments, to cover emergency situations which may arise from time to time. The balance of £2,000 in our deposit account does not match this target. It is our policy to invest our funds with the CBF Church of England Deposit Fund. ## **Section C Objectives and activities** Sept 2013 11 **Summary of how the PCC is trying to fulfil the aims of the church. This should include an explanation of the main objectives for the year as set out in its mission document and /or focused on this year.** ## **The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956.** ## **When planning our objectives for the year, the PCC gave consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion** ## **Objectives and activities** St Anne’s PCC has the responsibility of co-operating with the incumbent, the Reverend Canon Emma Williams, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the parish church of St. Anne. When planning our activities for the year, the PCC gave consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion. ## **Achievements and performance** The Electoral Roll (+16 year olds) has 121 parishioners on it, of whom 37% are resident in the parish. This equates to 45% of our electoral roll being 50 years or younger (min age 16) and 55% being 51 years old and over. ## **Review of the Year** The PCC and standing committee continued to predominantly meet via zoom over the past year. There was an average attendance of 98% across all these meetings. Revd Emma Williams continued as Vicar of the Parish, as Area Dean of West Derby Deanery and as Chair of the DAC. For the third review in a row the events of the world are sadly still affecting what we would ideally like to be doing, but there is light at the end of the tunnel by the end of 2021 I had wondered if by this point this year, we would have been reaching some sort of normality once again, well as normal as life ever is. However, instead we see covid cases on the rise once more, although thankfully without the numbers passing away as before. We also see the horror unfolding in Ukraine after Russia’s leader single-handedly decided to invade, as that is what it is. One man deciding on a whim that he wants what he wrongly considers his land back. One man bringing untold grief to millions of others. Quite what the future holds for Ukraine, its people and ultimately us all is yet not known but we continue in fervent prayer to ask God to bring peace. In all the immense unease, bereavements, worry, concerns and fears we have continued to be God’s light within the parish, doing ministry under difficult circumstances, sometimes falling short and sometimes having those winning times but in all trying to be Christ’s hands, feet, presence to all those around us. Throughout 2021 saw us continue in a mix of online only worship, some live streaming whilst physically present and trying to achieve a sense of being together in a more usual fashion. Sadly, we have missed out on some major celebrations together, Lent, Easter being major examples of this and the tradition of our May fayre which was temporarily moved to September alongside the delayed 130[th] Anniversary from September 2020 to coincide with our Patronal festival in July 2021. 13 Sept 2013 Thank you all. Thank you for your perseverance, your continued support, your ‘ok, well it’s not ideal, but let’s go with it’ attitude. Many parishes, not only in Liverpool but across the country, have not been the same. Some parishes sadly have not even survived beyond the pandemic. I am immensely grateful to the ministry team, the churchwardens and deputy warden, the PCC, Geoff and David and all the choir, to everyone who has assisted in keeping the ‘show on the road’ in all its formats and in all its changing scenarios – and I sincerely pray that none of us ever have to go through such a demanding time again. The few restrictions still in place, will remain for a little while longer but it won’t be forever and in the future we will be able to look back and say we got through it together, not as individuals but as a true community. For a community is what we are and as I have said from this spot many times before, community and how we engage with each other and those who live and work around Old Swan is vital for our survival. We cannot be inward looking, a nice cosy club where strangers are not welcome. We need in fact to fling wide the gates and let all come in so they too can experience the love of God. Every single one of us came here for the first time at one point or another and all for very different reasons. No matter the reason that brings someone into St Anne’s we need to be the reason why they return. As a part of that wider community the links we have with St Anne’s primary school are vital. The governing body is made up predominantly from foundation governors – members of this church. Being a school governor is time consuming and as rules and regulations surrounding schools have grown over the past few years requires so much more training and skills auditing. All the governors have specific roles and have subject areas which they work with alongside the teaching leads. As chair of governors, I know how much time is invested in the education and whole well-being of our young people from all the staff and governors. 2021 was not an easy year with monumental building works taking place, but the school remains as wonderful as it ever was in achieving all it does for the young minds that attend there. Services and family celebrations have recommenced. Some of these have been in school but the vast majority are here in church, allowing parents and carers to also join in celebrating with our young people. There is much that takes place behind the scenes which continues to engage with the wider community is also vitally important and much appreciated. Our continual collection and special effort collection at Harvest for Foodbank is amazing, and when it’s dropped off, the staff at the foodbank hub are always so very grateful. It is a sad indictment of our country that such things are required, but I am honoured to be a part of a church who are so willing to give to those in our community who are less fortunate than ourselves in such a tangible way. This is also matched at Christmas when we collect toys and gifts for the more unfortunate in our parish and the Women & Children’s Hostel. Toys, books and gifts for their mums are generously given and bring huge delight to those who received them. Thank you. Alongside these are also our weekly and monthly events. Our toddler group has restarted and it has been a restart. Most of the young ones who were with us pre covid have now moved onto to school and so we are beginning again with a new group of babies and tots who have been born just before or during the pandemic. They are a lovely group of children and parents/carers and it is a noisy delight to behold and our weekly singing time with all the actions is more like an aerobics session! A lovely way to connect with our younger community members. Once a month our Link Group meets, again connecting with the wider community but this time for our older members. Strawberry cream teas, bingo games and visiting speakers all form part of this group. Thank you to Nanette and Terry and team who arrange all of this. We are blessed in St Annes with a wider ministry team, a team that saw changes during 2021 as Russ and Tracie were both ordained priest. They both offer their services to St Annes as selfsupporting ministers which means they both have full-time jobs elsewhere. But they, alongside Gary and Victoria all continue to enhance our worship and assist in preaching and leading services throughout the year. For this and for all you do a massive thank you to the four of you. My thanks also go to Geoff, David and all the choir who have continued to provide their musical talents to enable worship in Sept 2013 14 St Annes to be the very best it can be - a recently retired bishop once described St Annes as the Cathedral of North Liverpool - and I can’t say I disagree with him! Covid may have meant events such as Epiphany carol service, Olivet and Easter didn’t take place but they will in 2022 and once again we will be a shining example of what a parish church can achieve with hard-work and dedication. Of course, church is not just about Sunday’s. Our occasional offices of baptism, confirmation, and weddings restarted and in the case of baptisms from June onwards seem to be booked in almost every other week, going long into 2022. We have had 21 baptisms, we had 11 confirmations in November and had 4 weddings, who bravely continued in their plans despite covid. We also continued in our funeral ministry, sadly saying goodbye to 16 members of our wider church community, including Madge Golding and Doreen Tomkinson, both long members of this church and St Pauls, committed to worship here and the wider community. Meetings have still taken place, and I thank the standing committee and the PCC for their efforts in meeting over zoom, something completely unheard of before the pandemic. I do truly appreciate the involvement and continued time and effort from you all in these hard times, especially Sheila in taking all the minutes. Steve Judge as treasurer and Barbara Lloyd as Gift Aid secretary have continue to look after our finances, thank you. My thanks also go to the two Johns, as our churchwardens. Both have helped to keep an eye on our building and have kept on top of maintenance jobs that have still had to happen and have taken on the bulk of the mowing – volunteers to help keep our grounds looking wonderful are always gratefully welcomed – please do speak to Kevin if you have green fingers or one of the Johns if you can offer some time to mow. Thank you to all those who already have their area they look after. My heartfelt thanks do go to all of you as without you this church could not operate. Each role is just as important as another and if you wish to find out more information about any job, large or small, then please do ask. For example, being on the PCC is not just about a meeting every other month, it’s about being a symbol and a voice for the whole congregation, being a presence at events and services and as a reflection of church life as a whole beyond Sundays. Sidepersons are the visible face of the parish at the door. They are the first folk new people see and as such friendly smiles and welcoming hearts need to pervade! New names for the rota will always be very welcome! Likewise, if you are interested in taking part in our services by being on the reading, intercession or serving rota I know Victoria will love to speak to you. Thank you to all who do offer their time and energy in these roles it is all truly appreciated. There are also the ‘background’ roles that all mean our church looks fabulous and runs smoothly. So, my thanks to Julie and the flower ladies who make our look and smell so vibrant throughout the year – of course not in lent but Easter will look amazing! For Jayne, Margie and all those who clean during the week and ensure that our service is ‘set-up’ ready for 10am on a Sunday, for those who have recently started the ‘tea & toast’ once again and for Jean who ensures the small church shop is open and selling seasonal gifts. The shop raises at least £100/month which is truly amazing, so thank you to those who donate items and for those who then buy them! This extra income truly aids our ministry in this place. Over the past two years we have not been able to hold all the usual social activities we would normally do. We have managed to keep the 100 club going and my thanks to Eve for continuing to organise this. Every year this brings in £2400 so thank you to all who support it. Congratulations to the winners as well! 2021 saw us hold our May fayre in September, as we truly did not want to go another year without holding a fayre at all. The weather was wonderful and so this was well attended and perhaps reflected the relaxation of restriction rules, raising a wonderful £3200. Likewise, the Christmas craft fayre was able to be held at the end of November and raised a record amount of just over £1900! My thanks to Jean and Moira, Nanette, Terry and Victoria and all the teams that enable these two major events to take place. Sept 2013 15 The Christmas raffle was also held and with huge thanks to Barbara and all who donate items and sell tickets it meant that our finances at the end of the year have a much needed boost. Our other smaller social events, bingo, quiz, family fun nights so far have not recommenced, likewise Sunday school and creche. It is hoped that all of these will soon be a regular feature of our worship and social life in church once more. We did manage a wonderful time of celebration last July when we hosted an open day celebrating the life, past and present of St Annes. It was a slightly delayed 130th celebration but linking it to our Patronal festival where Bishop Paul came to preach did make it a whole weekend of celebration. People from Old Swan, and further afield all came to reminisce and remember their own personal connections with St Annes, learn more about the history of the area and for some to simply walk down memory lane. The time taken by Geoff, Victoria and their team of online history hunters to discover the family trees of our founders was immense but equally so very worth it. The information discovered is fascinating and in parts astounding and the connections that have now been made with living relatives will go on, forming a continued future, and therefore history, in this place. The future is something all parishes across the country have been considering. Having a period of time where we were not open as a Church has made life difficult financially and here in St Annes we are not immune from this. Thank you to those who continued to pass in your envelopes, moved onto the Parish Giving Scheme or Direct Debit. All has been received in prayerful thanks. But it does sadden me to say that our donations from these methods do not even cover our Parish share which for 2021 was £39,937. There was no increase from 2020 as the Diocese acknowledged the struggle churches have been facing. We also received a grant from the National Church specifically to aid parishes in paying their parish share. However, this is not repeatable beyond 2022 and so we need to seriously consider how we progress, especially in the face of the scary rises in energy prices. One way that the Diocese is looking to ‘future-proof’ parishes is through the Fit For Mission 2 Scheme, and West Derby Deanery have signed up to be a part of Cohort 1 which will mean changes over the next 2 years – exciting and scary all at once. Watch this space! At our APCM after our service today there will be an opportunity to look at the accounts more fully, please do stay. I do also just want to say, I realise many are giving to their limit but perhaps there are other ways you could help. If you are a tax-payer, please consider signing up to the Parish Giving Scheme, or sign up to gift aid or in time, talents etc. For us to remain worshipping in this magnificent building it took great efforts from our predecessors, likewise, for it to remain a place of worship for generations to come, it will take the effort of us all. It is not down to the few, the PCC, the vicar to make sure this church is healthy financial. It is the responsibility of us all. We have managed a couple of exciting projects over the past year. Brian Jones continues to maintain and renew the leather work in the organ ensuring its survival long into the future. There is more work to do as the 100 yr old leather continues to be replaced but we will get there! We have seen and heard a new set of microphones being used, funded with money from the deanery mission and growth fund. Where I/we have fallen short, I sincerely apologise. It is fair to say if nothing else, this virus has re-taught us just how vital human contact is. The things we perhaps took for granted before I pray we never do again. So, as I continue to be your Vicar, the Area dean for West Derby, and also DAC chair I pray that we will continue to work together to promote the Gospel in Old Swan. Invite folk to join us here, saying ‘I’m going, it’s going to be great, do you want to come too?’ And finally, returning to one of my favourite sayings for here ‘The Perfect Church for Imperfect People’ I do truly believe that is something we should be. I give thanks to God for all joys that the past year has brought.
