Objectives and Activities
The trustees of the PCC are aware of the Chanty Commission's guidance on publi¢ benefit in
The Advancement of Religion for the Public Benefit and have had regard to it in Iheir
administration of the Charrty. The trustees believe that, by promoting the Y￿rk of the Church
of England in the Ecclesiastical Parish of WomL¥)ume it helps lo promote the whole mission
of the Church {pastoral. evangelistic, social and eojmenical) more effectively, wtlhin the
Ecclesiastical Parish, and that in doing so rt provides a benefrt to the public by..
Providing facilitie$ for public worship. pastoral car8 and ssyritual, moral and intellectual
development, both for rts members and for anyone who wishes to benefit from what the
Church offer$; and
Promoting Christian values and service by members of thè Church in and to their
communiti'es. to the bènefit of individuals and society as a whole.
The PCC is committed to énabling as many people as possible to worship at our church and
to become part of our parish community at Womboume. The PCC maintains an ovepiiffiv of
worship throughout the parish and makes suggestions on how our services can involve the
many groups Ihat live wrthin our pansh. Our serlices and worship put faith into practice
through prayer and scripture, music and Sa¢rarr￿n1
Achievements and Perfonnance
The PCC 18 ¢xJmmitted through rts Mission Statement and action planning to maintaining the
churches of St Benedict Biscop and the Venerable Bede as places fit for worship and providing
outreach to the I(￿4 community. The health and future grovrth of the ¢harity relies on
supporters and volunteers and their contribution is key to the deliverability of the charity,
objectives both now and in the future.
Financial Review
The PCC agreed a balanced budgel for 2021 which incorporated an anliopated use of £2,500
of unreslricled reserves. At the end of 2021 actual unrestricted income was £142,479 and
unreslricted expendrture £132,959 leading to an increase in the lev81 of Un￿Strided resources
of £9.520 compared to the previous year.
The18vels of income and expenditure continued to be impacted by the pandemic and the
periods of nationalllocal l¢xkd¢)wn together wlth S￿la1 distsncing measures and ￿MplianCe
with govemmenl coronavirus restrictions. Nevertheless, the financial position at the end of
2021, showing an actual increase in unrestricted funds. was better than antiopated due to
number of reasons. These induded., a significant reduction in the amount of the Parish Share
requested by the Diocese of Lichfield due to their Parish Share Support Package(s), the

receipt of £4,500 in unrestricted legacies. and a reductton in the rent payable for the parish
Office.
Fund raising and trading activities continued to be severely impacted by the pandemic.
The overall level of funds held by the PCC decreased significantly to £156.61 S in 2021, down
from £247,411 in 2020. The £9.520 increase in unrestricted funds was more than
compensated for, by a decrease of £100.316 in restricted funds. Wrthin the year overall
reslricted income was £35.528 and overall restricted expendtture £135.844.
The decrease in restricted furKls was expected and largely due to the PCC entering into
contract for Stonework repairs at St Benedict Biscop Church. The project started in August
2021 and will be completed in earfy 2022. The contract is being undertaken by Midland
ConseThation Ltd.
The PCC is very grateful for the ongoing wsitive support and commitment of the ￿ngregatIOn
through slewardship The PCC is also grateful for the support given by the Di￿eSe in the

Incom and expenditure levels need to be reviewed by the PCC in 2022 and action taken.
where necessary , to ensure that financi81 pressures arising out of the continuing pandemic
are managed and addressed.
Reserve8 Policy
It is PCC policy to try lo maintain a balance offree resep4es {nel currenl assels) which equates
to a minimum figure of £25.000. ReserNfJS are held to smooth out fluctuations in cash flow and
to meet emergencies andlor other needs for funds. It is PCC policy to invest restricted funding
for major appeals in separate bank acrnunts prescnbed for this purpose. This policy was
reviewed and opproved by the PCC on the 29" NoVem￿r 2021
At the end of 2021 free reserves represented by the value of unrestricted net current assets
were £43,775 and consequently above the minimum le%*1 set in the Policy. This is an increase
of £9,520 from the previous year.
The level of resetves at the year-end refiects good financial management of resources by the
PCC amid ongoing challenges where the Se￿￿8 and acts'vities of the Church in Womboume
continued to be disrupted by the o)vid 19 parKlemic.
The PCC will need to continue to nKJnrtor this Reserves Policy in 2022 to ensure thal any
disruption and challenges from the pandemic conts'nue lo be effectively man4ed with any
longer term implications to the finances of the chur(*¢ identrfied
Safeguarding
The PCC believe they have fU￿illed Iheir duty under section 5 of the Safeguarding and
Clergy Discipline Measure 2016 (duty lo have due regard to House of Bishops, guidan￿ on
safeguarding children and wlnerable wjulls).
Fundraising
The PCC takes rt fundraising responsibilities seriously and is very grateful to all donors -
whether regular or occasional - fof their support of the church and church events. PCC
supporters are never taken for granted. The PCC tske full responsibilty for fundraising and
do not use commercial Organisati￿S or professional fundraiser5. All money raised is either

by donations, fundraising events, speoal appeals or legacies for which the PCC are most
grateful. Due to the impact of the coronavirus pandemic fund raising activtties in 2021 were
minimal wth events suspended or cancelled
Volunteers
The PCC is dependent on the signfficant number of people from the local community involved
in church activities. The number of active volunteefs and the time that they give to the mission
and ministry of the charity is a key comF()nent of the health and sustainability of the church.
The Servi￿ Provided through chufch volunteering impacts Positively on people's relationship
to the church and to each other. The PCC greatly values the time given by volunteers in
support of the church a)d Ihe charty's aims and objeth'ves.

Another Difficult Year
2021 has again been a difficutt year. L¢xkdowns and restrictions have h￿1 a $ignrfi¢ant impact
on church life. We have all missed meeting for prayer and worship, for concerts, for social and
fund raising events. We have ¢ontinued to circulate a weekly news sheel 'Keeping in Touch.
sent either by email or post to all members of our Church family. It has induded suggestions
for prayer and a refiection on the week's Bible Readings.
REVIEW OF THE YEAR
The vacancy al Swindon and Himley throughout the year and the Di0￿san 'Shaping for
MIS￿On' process has constrained many of our pbans for outreach and to develop our work.
We r)Jntinue to be grateful to Susan Wlliams. Laurie Gainer. and Wlli8m Cole for their ministry
as Readers. We have teen very pbeased to continue as Sarah Malpass, link church.
Sarah is a ministry student at Queen's College. We look for*4ard to her ordination in 2022.
We are very grateful for the support the Revd Preb James Makepeace gives us. Maxine is
real asset to the Parish Off￿.
Worship has remained central to the lrfe of our churches. We have had to leam many new
lechniques. and with help we have published a wde variety of serVI￿S on Fa￿boOk and You
tube. The Prayer Chain based on emails is an importanl exten&on to our ministry of
intercessory prayer
Our work with our younger members and their families continues to be challenging.
We were unable to offer Sunday Club OT Messy Church. For most of the year. Sarah, our
Children's Worker was part furloughed but was able to keep in contacl with our families
offering suggestions for craft and quizzes rdated to Bible Themes vha email and on Facebook.
Our Advent Messy Church was a great success wrth just over 80 participants.
Careful management and the generosty of our church members has meant that we met all of
our finanoal ol￿19a￿.0ns. We are very grateful for everyone who has continued to support us
finanaally.

Grapewne went online this year as we were unable to physically deliver the magazine. We
are grateful to Ollie Cadman and her team and for the work that Penny contributes to the
Website. Grapevine and Facebook continue to be an important means of communication.
Thank you to everyone who contributed to the lrfe of our Church in 2021
Risk Management
PCC has a Risk Management Poliry which was adopted on 30 October 2017, 8 Health &
Safety Policy that was reviewed and adopted on 24 June 2019 and has Risk Assessments
that support its Health & Safety Policy and ￿lIvrtIes. PCC confimis that the mapr risks to
which it may be exposed as identified by the trustees. have been reviewed and systems or
procedures have been established to manage those risks. The PCC holds insurance poliaes
in resFect of its buildings and contents with Liability Cover for employees. volunteers and
visitors. The Insurer is the ECcle￿aSb'Cas Group.
Structure. Governance and Management
The PCC is a Body Corporate establ1$P￿ by the Church of England IPCC Powers Measure
1956. and the Church Representation Rules 2006) and is a Charity registered with the
Charity Commission. The PCC is governed by the Parochial Church Council Pcvlers
Measure (1956) as amended that came into effect on * January 1957. and the Church
Representalion Rules.
The method of ap￿intment of the PCC members is set out in the Church Representation
Rules. The Counal comprises the Incumbent, the Churchwardens, the Readers. those
elected to the Deanery Synod, and other members who are elected at the Annual Parochial
Church Meeting. by those on the Electoral Roll. Members of the congregation are always
urged to join the Electoral Roll, and to stand for election to the PCC.
The PCC members are resFonsible for making decbsions on all matters of general ¢oncem
and importance in the parish, and for all finanaal matters. The PCC meet xx times a year.
[Given its responsibilities, the PCC has a number of sub commrttees, each dealing with
particular aspect of parish lrfe. These include Finance. Fabric, Pastoral. Cheerful Givers,
Sooal, Grapevine and Youth Work. Exh reports back to the PCC.
