Aims and Purposes

St. Mary’s Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Faith Bailey, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of St. Mary’s Church Eversley and its associated church hall, Bramshill Mission Chapel and the Rectory Rooms.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community. When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. We aim to enable ordinary people to live out their faith as part of our parish community through:

Review of the year

Vicar’s Report

2024 – a year of gratitude and blessing

The Bible talks about lifting our eyes to the hills and instructs us to "Rejoice always, pray without ceasing, give thanks in all circumstances; for this is God's will for you in Christ Jesus."

And so, my delight is to lift my eyes up and thank God for all that he has done here at St Mary’s over the last year.

Firstly – I would like to thank God for Tim our Church Warden whose wisdom and advice is invaluable. I would also like to thank the PCC. They are a great group of people whose decisions this year have helped the church to move forward. We have employed an administrator, fixed the church window, replaced the lights, removed the scaffolding that had blocked the outside path, moved the tomb and tidied up the church yard. None of which could have happened without their support and vision. They have, more significantly released funds that will promote growth. For a church where money is tight, they have shown great vision.

We finished the year with a stronger financial position than we had budgeted. Our reserves are slightly lower due to the building repairs. But our income is higher than budgeted, and we have received some grants. My thanks go to Niell our treasurer for his wise counsel and oversight of our money and to Amanda, who in addition to her administrative skills, has become very adept at making grant applications.

I thank God that we are seeing increasing numbers coming along on Sunday mornings. During the year we have reviewed our patterns of worship and introduced a slightly shorter liturgy at our communion services and developed our monthly All Age service. We have introduced

breakfasts between our 8am and 10am services on the 1[st] and 3[rd] Sundays. The All Age service is now more distinct and attracting more families. For many churches, All Age services are the least well attended but for us they are some of our busier times, which is a real indication of the gifts and talents of everybody on the team. Our 8am congregations and Bramshill services are always a blessing, we have seen new people coming along to these and it is such an encouragement see how these services flourish and provide space for people to worship.

Thank you to everybody who helps in any way on a Sunday, our musicians, service leaders, prayers, readers, sides people, children’s team and food providers. Particular thanks are due to Jane and Mark who have done so much throughout the year, including leading and preaching at our services.

During the year we introduced seasonal Quiet Days at St Mary’s and started daily benefice in person prayer times. We’ve also seen changes in the children and youth work. I would particularly like to share the encouragement that we have had in re engaging with children who have now grown up and are coming back to our youth evenings. This is because of what our children’s workers have done in the past, what they have taught and the care they have shown. Our Friday Lunch Club has continued to flourish and this year we started a weekly “Creation Café” providing a space for walkers, creatives and anyone who wants company in a warm and friendly environment.

Highlights of the year have been the occasions when we have welcomed the wider community into the church: the service for remembering a loved one, Carols by Candlelight, Remembrance Sunday and our 300-year anniversary service after Steam and Vintage (thank you to Jonathan Clark for organising this so ably) and our heritage open day.

Special note also needs to be made of Amanda Clark in her role as Benefice Safeguarding Officer. She has worked tirelessly to get our required systems in place and I am so grateful for all that she does to safeguard our vulnerable members.

Finally, I would like to thank Rachel so much for all she does as she serves St Mary’s. Thank you for your graciousness, your support, the prayerful thought that you put into your sermons and services and the care you take of people in the church. It has been so good to have you back since you returned from your sabbatical.

As we have celebrated new people joining us and green shoots of growth, we also said goodbye to those who have been part of the church family over the years who have moved from the parish including Olivia Thornton, David Lister, Peter Sloan and Ann-Marie Langford.

There were also sad times during the year as we mourned the passing of loved ones, Ernie Coles, Peter Thornton, Liz Embleton and Belinda (Binnie) Purkiss and Mick Hibble. I would like to mention Mick Hibble in particular who served the church so faithfully for so many years and was still a member of the PCC when he passed away. Although funerals are always sad, each time I take one I am always reminded that despite the sadness we have hope, because of what Jesus did for us, death is not the end.

Churchwarden’s Report

2024 has been the first full year with Faith as our vicar. Overall this has enabled us to maintain and expand the pattern of worship, have more activities and hold more events. We have remained short of one churchwarden during the year which has increased the workload on myself.

Worship life

We continue to offer our 8am Holy Communion service and 10am service. There is a small but encouraging increase in the size of the congregation possibly encouraged by the supply of breakfast on the 1[st] and 3[rd] Sundays.

Our Searchers (Sunday school) group aims to meets two Sundays a month but this is sometimes difficult to achieve.

We need new people to join this team so that we can offer searchers each week.

We have also held services at Bramshill Mission Chapel at Easter, during the summer months and Christmas.

We have also received a number of grants towards specific proiects.

Bellringing has continued; however due to a shortage of bellringers they are arriving from one church, ringing and then departing for the next church.

Community engagement

We have continued our support of Charles Kingsley’s CofE School (CKS) - leading Collective Worship and Open The Book assemblies on alternate Tuesdays.

Foodbank continues its vital service to the community.

Our weekly email newsletter continues with information about activities at both St. Mary’s and St. Barnabas.

The Steam & Vintage Festival, Fireside Carols, Heritage Open Day and various CKS activities at the church have enabled us to reach out to the wider community.

St. Mary’s Lunch Club still meets on Fridays and provides companionship and fun for those attending.

Safeguarding

Safeguarding is of primary importance and I would like to thank our safeguarding officer for embracing the task of ensuring that St. Mary’s is a safe environment. I would urge everyone involved to actively help by completing the necessary forms and training.

Fundraising

We have had a good year fundraising with income exceeding expectations, of particular note was the income from the Steam & Vintage Festival and Fireside Carols.

Electoral Roll

The current Electoral Roll has reached the end of its life and will be renewed prior to the APCM. No members were added during the past year.

PCC Decisions

PCC meetings are now a mix of online and face to face.

The PCC approved the recruitment of a part time Parish Administrator who has provided much needed support to the clergy and myself.

Worship and Prayer

The monthly pattern of worship in 2024 was:-

Benefice Morning Prayer is held at St. Mary’s on Monday mornings at 9.00 a.m., at St. Barnabas on Tuesday, Wednesday and Thursday mornings at 8.30 a.m. and Online on Friday mornings at 10.00 a.m.

Services were held monthly at Bramshill Mission Chapel between April and September with additional services at Easter and Christmas.

The streaming of services online has continued most weeks.

As well as our regular services, we enable our community to celebrate and thank God at the milestones of their journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated 6 baptisms and 1 wedding and held 4 funerals in our church this year.

Children and Youth

Jane Hughes, LLM noted the following:

Messy Church

This provides a church service which is family, food and fun orientated. It has 3 component parts - craft activities, a celebration (worship) and a shared meal.

The team work incredibly hard both on the day and in their planning but it is thoroughly enjoyed by all who attend. We provide a hot meal which can be challenging with the size and facilities in

the kitchen but so far we have always succeeded and people enjoy what we provide. The numbers who attend vary hugely and looking forwards we have to be wiser about which dates we offer.

We pray for ways to build relationships with the families who attend and for more families to come along and sample the fun of Messy Church.

Youth Group

We thank God for opening our eyes to this opportunity to start a youth group. We alternate between film nights or games nights which is facilitated by the Board Game Café in Yateley but always have pizza, popcorn and ice-creams.

Everyone who attends has a great fun evening and good relationships are starting to build. The numbers grow each time and are beyond what we hoped for. God is so good, our prayers are being answered.

Searchers

At present this is offered on the fourth Sunday of each month during the 10 a.m. service by a committed team of people. Any primary school child is welcome to join to learn more about Jesus and the Bible. When leaders are not available children can make use of the large space in front of the lady chapel for quiet activities.

Creation Café

We launched Creation Café on Monday 19th February 2024, making a long-held idea a reality. This is a drop-in café for crafters and creatives, for passing walkers, those who visit the neighbouring antique centre, and anyone needing company or a hot drink. A core group of 8-12 attend regularly and crafts represented currently include knitting, crochet, embroidery, and cross-stitch. Some people have learnt new skills as a result of the group.

Running the Café through the summer holidays proved a success as it meant we also shared together in revealing historic gems of the church in preparation for Heritage Open Day, welcomed those researching family trees, those wanting to practice on the church organ, and those who walked out from Yateley.

Continuing through the winter weeks on shorter hours we are wondering whether we could have occasional ‘have a go’ sessions for different crafts and whether with more help we could also offer hot soup lunches or similar, now we have better equipment.

I would like to give thanks to God for faithfulness in bringing this café into being and offer particular thanks to those who made it possible for it to keep running during my autumn sabbatical.

Deanery Synod

Two members of the PCC sit on the deanery synod, Jane Hughes and Mark Newman. This provides the PCC with an important link between the parish and the wider structures of the church.

Fabric and Maintenance

Bi-monthly working parties have improved the churchyard and carried out maintenance of the church fabric.

We have moved forward with a number of major projects, the hall window has been replaced, the church lighting has been refurbished after it was discovered to be failing, and the tomb has been moved to enable investigative work to be carried out into the movement detected in the back wall.

Upgrades to our hall are being considered so that we might enhance our facilities at the church.

In the next year we will hopefully see a continued increase in the congregation, a solution to the movement in the back wall and firm plans for the remodelling of the hall.

Food Bank

The foodbank continues to be used by many in the local community and this can only happen due to the donations of the public and the time and commitment of all the wonderful volunteers. We now have the community connectors team who are helping to signpost our clients so that they can move forward and find solutions to their problems.

There is also the community pantry, working alongside us on Thursdays enabling local people to cheaply purchase food that would otherwise have been wasted. A financial and ecological success.

Lunch Club

The purpose of the St. Mary’s Lunch Club is to provide the opportunity for people to meet and make new friends, as well as having lunch and good conversation. Sometimes a guest speaker is invited (if funds allow) or games/quizzes are played or music is listened to. On the first Friday of the month a Communion service is held at 11.30am, immediately prior to Lunch Club.

We are grateful for the lovely, helpful members who help clear away after lunch has finished and the friendly, pleasant atmosphere. Highlights this year have included:

We look forward to attracting more members and to extend our outreach to people who are not members of St. Mary’s congregation.

Safeguarding

The care and protection of children, young people and vulnerable adults involved in church activities is the responsibility of everyone who participates in the life of the church. At St. Mary’s we are committed to promoting a safer environment and culture, and supporting all those who come into our church. We promote vigilance and transparency to help create a culture that encourages safeguarding concerns or incidents to be raised. We aim to provide support and safeguard victims. Our collective vigilance will help ensure support and help is provided when needed.

The PCC has formally adopted the House of Bishops’ Safeguarding Policy “Promoting a Safer Church”, Amanda Clark is our named Safeguarding Officer and safeguarding is a standing agenda item at all PCC Meetings.

Safer Recruitment and People Management

Many of our existing volunteers have now successfully completed the safer recruitment process retrospectively and we are working to finish this as soon as possible. All new volunteers are in the process of being / have been safely recruited.

DBS Checks

Volunteers engaged in activities involving children, young people and vulnerable adults have been cleared (to include regulated activities where appropriate) via the DBS process. We continue to monitor DBS certificates to ensure they are renewed every three years.

Safeguarding Training

We ensure all volunteers engaged in activities involving children, young people and vulnerable adults undertake the required safeguarding training in a timely manner and renew the highest level every three years.

Diocese Support

The Diocese Safeguarding Team have been a source of advice, support and encouragement throughout the year.

I would like to thank the Vicar, Associate Priest, Churchwarden and PCC for their guidance and support. I would also like to extend my thanks to Jane Hughes as DBS Administrator for facilitating the DBS checks and all the volunteers who have willingly given up their time to complete the necessary paperwork and training.

Financial Review

The accounts are prepared by our treasurer Niell Becker on an accruals basis. Total receipts in the year for the General Fund was £54,963 (2023: £52,213) of which £22,589 (2023: £26,021) was donations through collections, regular giving, and one-off gifts.

£49,834 (2023: £41,445) was spent from unrestricted funds to provide Christian ministry including a contribution to the diocesan common mission fund (CMF) in line with the agreement made in the previous year with Diocese. The net result for the General Fund was an excess of receipts over payments of £2,957 (2023: £7,993).

During the year, restricted funds were used for the Church Hall (the new window) and the historic main building (movement finally of the problematic Tomb at the southwest corner of the building and upgrades of the lighting & Audio-Visual equipment) with net result of excess of restricted payments over restricted receipts of £-20,775 (2023: £697)

Total funds at the end of 2024 were £129,115 (2023: £146,933).

Reserves Policy

The PCC has a 6 month working reserves policy.

Structure, Governance and Management

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

The method of appointment of PCC members is set out in the Church Representation Rules. At St. Marys’ the membership of the PCC consists of the incumbent (our vicar), our associate priest, LLM, churchwardens, and members elected by those members of the congregation who are on the electoral roll of the church. All those who are members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.

The full PCC meets every other month. More frequent meetings were held as required.
