Aims and Purposes
St. Mary’s Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Lerys Campbell (prior to his resignation), in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance St. Mary’s Eversley and its associated church hall.
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Marys Eversley and Bramshill. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. We aim to enable ordinary people to live out their faith as part of our parish community through:

Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus.

Provision of pastoral care for people living in the parish.
Missionary and outreach work.
To facilitate this work, it is important that we maintain the fabric of church building.
Review of the year
Rachel writes:
Sadly 2023 was a year where we lost several life-long members of St. Mary's and Bramshill Chapel, and I would like to pay particular respect to Alan and Gill Bulpitt (who died in 3 months of each other), Pete Tidy (who had run Children's Society collections and supported churchyard maintenance for years before ill health precluded it).
2023 was also a year dominated by the vacancy and prayerful search for our new Vicar, and we were delighted when Rev'd Faith Bailey arrived in the Benefice in early October.
Before that I was very grateful to the support of senior members of Diocesan clergy including Ven Richard Brand, Archdeacon of Winchester, as we sought to maintain regular services of Holy Communion. It was a particular delight to have three people Confirmed by Rt. Rev'd David Williams, Bishop of Basingstoke, on 11th June, and we continue to pray for Mandy Coles, Joshua Godfrey and Charlotte Clark as they grow in faith and commitment within our fellowship. It was also lovely to welcome Rev'd Canon Tess Kuin Lawton, Canon Missioner of Winchester Cathedral, for our Patronal Festival in September.

I was also hugely grateful to all those who helped maintain lay-led services, including particularly Jane Hughes (LLM), Mark Newman (BPP), Tim Ellis (Churchwarden), and Amanda and the Clark family, for their tireless hard-work and commitment.
Whilst the Institution of Rev'd Faith Bailey as our Benefice Vicar took place at our sister parish of St. Barnabas, it was lovely to have musicians from both churches working together, alongside Faith and others to create what was a truly joyous occasion that spoke strongly of God's faithfulness to the Benefice.
Due to my time commitments being stretched in the vacancy, the pre-Lunch Club Holy Communion was dropped back to only once a month (1st Friday), in line with the Communion services she continued to provide prior to St. Barnabas TOTS (their weekly lunch club) and for Hampshire Lakes (4th Fridays). This pattern continued after Faith's appointment.
We pray for 2024 that as we find new and renewed ways to reach out to the local community of Eversley and Bramshill, and adapt our services and building to make them more welcoming, we will see people starting to encounter the love of God and the integrity of worship at St. Mary's afresh.
Faith writes:
I would like to echo Rachel’s thanks and gratitude to all those, including Rachel, who have given so much to the church over the last year, I know that an interregnum puts so much extra pressure on everybody. I must say, I still have to pinch myself every time I walk through the churchyard as I can’t quite believe that I am the incumbent of such a wonderful church. I would also like to say a big ‘Thank you’ to all of you for making me feel so welcome, I have so enjoyed meeting you and beginning to get to know you and I am looking forward to getting to know you properly over the next year. I got a real taste of the church and the community over Christmas with the wonderful services and events that happened. I am so looking forward to the next year as we look to love God, love each other and love our community together.
Worship and Prayer
The departure of the Revd Lerys Campbell at the beginning of the year meant that the benefice was in vacancy and the responsibility for the maintenance of the current pattern of worship fell upon the warden, associate priest (Rachel Hartland) and licenced lay ministers. I would like to thank everyone for their support during this period of vacancy
During vacancy it was decided to make no changes to the monthly pattern of worship which remained as:-

During the summer evening services were held once a month at Bramshill Mission Chapel The steaming of services online has continued

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated 3 baptisms and 1 weddings and held 11 funerals in our church this year.
A committee was formed to produce the benefice profile to be used in the process of obtaining a new vicar. The committee consisted of members of both St Marys Eversley and St Barnabas Darby Green. The production of the profile took considerable effort, and once produced was approved by both St Marys and St Barnabas PCCs and also the diocese.
The selection process was successful and Faith Bailey joined the benefice as our new vicar in September.
We are excited to be working with Faith to move forward and expand the church.
Food Bank
The foodbank continues to be used by many in the local community and this can only happen due to the donations of the public and the time and commitment of all the wonderful volunteers.
We now have the community connectors team who are helping to signpost our clients so that they can move forward and find solutions to their problems.
There is also the community pantry, working alongside us on Thursdays enabling local people to cheaply purchase food that would otherwise have been wasted. A financial and ecological success.
Deanery Synod
Two members of the PCC sit on the deanery synod, Jane Hughes and Mark Newman. This provides the PCC with an important link between the parish and the wider structures of the church.
The Church Building
Use of the church post pandemic is returning to previous levels, maintenance work has continued.
The annual inspection of the fire extinguishers at both the church and the mission hall has been carried out and those extinguishers that were approaching their expiry date have been replaced.
The movement of the 6 ton granite monument to enable investigations into the movement in the west wall continues to be problematical. The stonemason originally selected to move the monument has been unable to source the necessary equipment and has withdrawn.

The church quinquennial inspection has been carried out by our new church architect. His report has not uncovered any new problems and we are currently working with him on two major projects
a).The moving of the monument. The architect is investigating two options, the use of a crane which would fit through the lych-gate or the use of a forklift truck
b) The replacement of the hall window. The architect has obtained quotes for a replacement and a contractor has been selected.
A replacement radio microphone system has been procured which is stored in the vestry and deployed in the church for services.
Our grateful thanks go to the maintenance and cleaning teams all of whom have given their time and practical expertise to keep the church and its environs looking cared for and running smoothly.
Safeguarding
The Parish has adopted the House of Bishops’ Safeguarding Policy ‘Promoting a Safer Church’ Amanda Clark is our named Safeguarding Officer.
Financial Review
The accounts are prepared by our treasurer Neill Becker on an accruals basis. Total receipts in the year for the General Fund was £52.213 (2022: £47,788) of which £26,031 (2022: £25,483) was voluntary donations through collections, regular giving, and one-off gifts.
£41,445 (2022: £42,249) was spent from unrestricted funds to provide Christian ministry including a contribution to the diocesan common mission fund (CMF). In November the diocese agreed with the PCC a new multi-year agreement for the CMF to enable the parish to pay its share in full. The net result for the General Fund was an excess of receipts over payments of £7993 (2022: £4070).
Total funds at the end of 2023 are £146,933 (2022: £138,242).
Reserves Policy
The PCC does not currently have a formal reserves policy but informally we’ve been managing to at least 6 months in reserves and plan to formalise this in 2024
Structure, Governance and Management
The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

The method of appointment of PCC members is set out in the Church Representation Rules. At St. Marys’ the membership of the PCC consists of the incumbent (our vicar), our associate priest, LLM, churchwardens, and members elected by those members of the congregation who are on the electoral roll of the church. All those who are members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The full PCC meets every other month. More frequent meetings were held as required.
