The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 October 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Veterans In Action (VIA) is an armed forces charity that helps veterans who have suffered the effects of war or who have found the transition to civilian life difficult.

VIA take a non-therapy approach to veteran's mental health and instead use the outdoors, adventurous activities, and centre-based projects to help veterans rebuild their confidence, self-esteem and self-belief helping them grow within a group of their peers focussing on Post Traumatic Growth.

To achieve those objectives, we have continued to develop the ALIVE programme using the methodology based on Post Traumatic Growth and developing projects suggested by the veterans who use our services.

The ALIVE programme that has been developed over the last 15 years by Chief Operations Officer, Billy MacLeod MBE which is designed to work before, during or after any therapy veterans may be going through.

The focus of VIA is the outcomes that long-term participation on ALIVE which stands for ACHIEVE - LEARN - INSPIRE - VALUE - EXPERIENCE based on the charity's Values. With the output's being BUILD IT, MAKE IT, USE IT, FILM IT. All these outcomes can be achieved with support on ALIVE.

We have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing our aims and objectives and in planning our future activities. In particular, the trustees consider how planned activities will contribute to the aims and objectives they have set.

ACHIEVEMENT AND PERFORMANCE

Charitable activities

VIA have continued to develop the ALIVE Centre which is set on a large private estate on the Hants/Wilts border close to the largest military garrison in the UK to make it a safe and welcoming environment for the veterans that attend and take part on ALIVE, with existing projects continuing to grow and new projects added.

A new and important element has been added to the ALIVE Programme over this reporting period which is the welfare aspect. By working on long-term projects with veterans it gives us the opportunity to take a holistic view of veteran's mental health and everything that surrounds the mental health issue.

Any veteran who now participates on ALIVE has any welfare issues looked at and they are helped through every aspect of this process, including, a VIA Team Member representing them at tribunals.

This has been a huge addition to ALIVE and has provided a wrap-around service for veterans.

Fundraising has continued to be difficult due to the current financial crisis and to run the projects at the centre we have received grant funding from the Armed Forces Community Fund Trust with the VPPP Programme. In addition to this we have received funding from The National Lottery, Blue Light Foundation Trust and VIA was a winner in the National Lottery People's Project.

The ALIVE Programme has now been set up to provide easier routes into the larger more active projects which we have called Stepping Stone Projects.

The first of these is the Veterans Walk and Talk Project which is carried out on the Private Estate where the ALIVE Centre is situated which is followed by a breakfast in our purpose-built kitchen.

A new project that was introduced was the Bricks & Banter Project which involved veterans building and creating LEGO models as a group and this has proved to be a successful activity.

The last of the new projects is still in its infancy and again proving to be successful and is called STEP by Step - Piece by Piece which was a suggestion from one of the veterans on ALIVE. Veterans build jigsaws from pictures taken of the charity's activities.

These previously mentioned projects form our Stepping Stone Projects which then lead veterans into the more physical activity-based projects.

Veterans also took part in large events and shows which helped re-introduce them into crowded places where before they found it hard to be around and enabled them to engage with the public.

It has been an extremely busy year with over 1700 people visiting the VIA ALIVE Centre and over 400 veterans and their families taking part on the Veterans Walk & Talk Project.

A new Land Rover kitchen vehicle was built during this financial year thanks to the efforts and the grants received.

Veterans in Action has once more continued to grow in status, as has its impact in the charity sector. However the charity like very many others have struggled post Covid and the subsequent financial crisis.

Consequently, the Trustees and Management of the Charity continue a serious review of the charity's financial commitments and overheads, this has meant dealing with very difficult decisions and making serious commitment to the future of the charity.

Throughout this financial year, the charity and the team continued to provide its full services to all those who requested their help, and to those already receiving assistance, continued efforts were met to maintain their current needs.

Veterans in Action is now moving into a much-improved financial situation and the future is brighter for the charity and for those who it helps, further work will always be required on improving the long-term finances of the charity, work which the trustees and the senior management are undertaking willingly.

This has been bolstered with another 4 people being brought on as new trustees/volunteer in the following roles:

Veterans in Action continues to meet all its legal duties and requirements as set out by the Charity Commission, this is a course of action which will not change and one which will always remain a priority of the Trustees, we continue to review all legal duties and ensure that we can comply in both a legal sense and morally. We are committed to providing a top-class service to our beneficiaries and this will remain the top priority of the charity and all its employees.

Fundraising activities

Fundraising was always a huge part of the work we do at VIA but over the years this has become increasingly difficult, so a new strategy must be implemented to secure long-term security of the charity.

This is something that is under development at this time with corporate buy in and corporate days. It will also include attending events with our merchandise and own brands that are done in house by the veterans we work with and is all part of their individual development.

Having just completed our kitchen vehicle, we are now talking to businesses that would like to use it for corporate events.

FINANCIAL REVIEW

Financial position

The fallout of Covid and the financial crisis have really impacted on the charity with fundraising becoming increasingly difficult. This has also impacted on people who previously supported the charity on challenges.

Activity wise VIA have been successful in grant bids which fund the activities carried out and it is the core funding of the charity that is the more difficult aspect of the work we do.

The Board and Chief Operations Officer are working on a new strategy for the future in a more corporate approach without losing the ethos behind the work we do to help those on ALIVE.

VIA are one of only two organisations in the south of England that offer activities 6 days per week for veterans with our own centre with workshops and offices and this comes with a financial burden and all the costs that go with that to the core funding, but it is an essential part of who VIA are and how they operate which is to provide a 'safe place' for those in need.

VIA had a total net income for the year of £14,714 (2022 - net expenditure £66,484).

At the year end, VIA had total reserves of £65,846 (2022 - £51,132), of which £49,880 (2022 - £33,617) represented unrestricted reserves that can be used by the trustees to further the charity's objectives.

Reserves policy

VIA has a Reserve Policy but as a small charity in a financial crisis it is difficult to keep any large reserves as all funds are used for the important work carried out by the charity. The new financial strategy that is being worked will help with this in the future.

FUTURE PLANS

Commercial activity

The Board are looking to expand the Made by Veterans Project to create a better income for the charity which will help alleviate any issues around core funding.

Strategic aims

The strategic aims of VIA are focussed on the veterans within the projects and to provide a platform for them to be able to use not only the services we provide but also the services from the organisations that cover aspects not covered by VIA.

The key strategic aims are:

Governing document

The charity is controlled by its governing document, the Memorandum and Articles of Association, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006.

Risk management

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

STRUCTURE, GOVERNANCE AND MANAGEMENT Governance

The charity's full and part time staff, volunteers and service users are well served by long-standing Trustees with the addition of some new Trustees becoming increasingly involved and offering direction and guidance to staff members. The Cobseo Self-Governance tool was completed with a GOOD score of 67 out of 80 which identified some aspects that VIA need to work on.

Independent examiner's report to the trustees of Veterans In Action Ltd ('the Company')

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 October 2023.

Responsibilities and basis of report

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.

Independent examiner's statement

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies.

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.

Financial reporting standard 102 - reduced disclosure exemptions

The charitable company has taken advantage of the following disclosure exemption in preparing these financial statements, as permitted by FRS 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland':

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Intangible fixed assets

Amortisation is provided at the following annual rate in order to write off each asset over the estimated useful life.

The Armed Forces Covenant fund represents amounts received from the Armed Forces Covenant that are to be used in accordance with the funder's directions.

The Centre Building Works fund represents amounts received that are to be used on building work required to the Charity's centre.

Veterans' Places, Pathways and People is a programme run by the Armed Forces Covenant Fund Trust.

Camera and photography equipment represents funds received for the specific application for the purchase of such equipment.

The Blue Light fund represents amounts received that are specifically to be used towards the cost of building a camper van to be used by the charity.
