Railway Mission has a Governance Policy and a manwni sys*m in place with the four Board
committees (see Or8anisation below) delegated to review risks and polici¢s within their area. Changes

regularly monitors indicators of clwige to these risks.
The Board has approved new and upjated policies and prwcdUr￿ covering a wide rdnge of personnel,

and Wale5, based in strategic locations on the railway systeTn.

Public Benefit requirement under the Charities Aci 2011. The main activities of the Clwity are

At the end of March 2021 Railway Mission employed ten fv114ime. eight part4im¢ and two volunteer
ciiaplain5.
OUT chaplains have an ¢xteDsiv¢ s¢h¢aul¢ of visiting. including statioD5, offices. control Centres." signal
boxes. and depots. The past year h&$ seen our ¢baplains involved in perso￿1 support to both serving
and retired railway staff and their familics thr(yugh beffavemcnts. illnw, redundancie5, and a h05t of
other issues including spiriwal con¢¢rns. Th¢y also wnduct various high*rofile public events su¢h as
Remembrance services. Mu¢h of the ministy of the chaplains is at tbe invitation of rnil manageTS. thus.
demonslrating the conttnued appreciation of th¢ industty for the p￿t0[al support and care provided by
the Chaplains. The significant level of suicides onthe rail ￿e￿ork is an are* where the Chaplains provide

Flnancial Revie
The Trustees consider that the atta¢b￿ fll]an¢ial stst¢m¢nts are satisfactory. The satisfactory financial
position of tb¢ charity 15 in large rne￿￿re due to the COD¢iDued Sup[￿rt olNetwork Rail and the Ttain
Operating Companies for which we are very grdtefiji.
Principal Funding Sources
The highest prop)rtion of Railway Mi&8ion's income is received by way of direct ds)nation from the
Railway Operating Companies. Twenty No different companies have provided total donations of
£372,629 (2019120 £358.099). Support from individuals alld related Gift Aid continue to provide
significant fijnds. with around £54.498 (2019120 £64562) beiD8 re￿Ived in this way.
tn 2020121 th¢ Government's Coronavirus Job Rdention Scheme provided an extra source of grants
into the Railway Mission. By the year end, grants totalling £168,202 had been received. turning the
budgeted deficit into a S￿￿1￿S for the year.
Notwithstsnding this. our budget projections for firture years slM)w deficit 1x￿gets fimded by our
reserves. Assuming income 8rowth tsrg¢ts th8t thc Board believe achievable (noting that the
Fundrdising post is now filled). the aim is for a balanced budget by 2025f26,.but the approved budget
for 2021122 a deficit of £115.0W.
Currently we have a substontial cash and property reserve. in excess of our reserve5 w)li¢y, and this
allows US to live with these deficits in the sbort-ierni. If income increases in line with targets set (and
with no increases in our operating costs), our c&sh reserve will decrwe but it may not b¢ n¢c¢ssary to
sell the property (which would represent our operating and redundancy reserve). However. if we do
not acbteve any incTe&w in in¢om¢, the proj¢¢tiOT) shows that it would be necessary to sell the
property at Nailsea ￿ convert its value into c&%b by April 2023.
The total reser¥es at the end of the fitwlcial year were £715.186 (2020 £564.375). Of which tbere
were no restricted fimds. (2020 £Nil). There are two desiw*d funds, one for a ￿￿)MUM potential
redundancy? should the charity have to close, whicb was £133.682 (2020 £115.IX)O). which in the view
of the trnstees is unlikely to crystallise in the foreseeable future. and the other for th¢ Chaplains
Conference and trainin& which was £6.501 (2020 £2.466). which is likely io be utilised in the next 2
years. The free reserve5 after the Te5tri¢*d and designat￿ fimds including property are £575,003
(2020 £446.909).
