Vicar’s Annual Report

Good morning. Despite the concerning spread of the Covid 19 virus, I feel truly blessed to be here as Vicar and to be delivering my 2nd annual report on our spiritual health in 2019, my first full year on the job.

Last year I anchored our Christian witness and congregational life in the very first church community trying to find its way in an uncertain and fast changing world – the post Resurrection congregation in Jerusalem; as recorded in The Acts of the Apostles. I asked what we should be seeking? Where we were in our mission?

Firstly, a year on, I wish to say what a wonderful place All Saints is and what wonderful people you all are. I am constantly humbled at just how graceful life is amongst us. The willingness of busy folks to volunteer when things need doing is inspiring and the lack of politics delightful. I am especially grateful to our two Churchwardens, Elvie and Brenda, who with Ann, Viv, Penny and Debbie have worked so hard this year on your behalf. It is with gratitude but also sadness we said goodbye to Penny in September after 10 years as part of the team. We wish you all the best and all our love in your new ventures. And

thank you for continuing as Electoral Roll Officer. I find no one ever really leaves All Saints.

Secondly, the task of building momentum requires direction, a seeking out of the Spirit, and over the last year the PCC were tasked with implementing the first stage of the Mission Plan agreed at the 2019 APCM. Good prayerful ideas are exciting but they need to be delivered if we are going to grow and transform both our congregation and community in the image of God. We have formed Worship, Discipleship and Resources Groups to push the action points approved forward. The 9.45 has become the 10 o’clock; AST is being gently rethought; the partnership with St John’s Milford is taking shape; we are asking our parents and youth what they value about All Saints and would like to see; we are renewing our links in the wider community with the Chichester Hall and the British Legion; a technical audit of the church and its facilities is underway.

Below this strategic level, the work of the Holy Spirit in our parish life continues to flow. The weekly round of Sunday services was maintained to an excellent standard. The worship team of Priests, Occasional Preachers, Servers, Readers, Intercessors, Sidespersons, Musicians and Bellringers upheld a joyful worship every Sunday and when called upon at

special services such as Evensongs, Weddings and Funerals. The breadth of voices on our preaching rota is a source of lively and rich reflection; the size and commitment of our choir is a huge asset – and I with many others thought they surpassed themselves with the quality of music at Christmas; and having a team of bellringers available to open our liturgy and call the village to prayer is a real pleasure. It’s the first thing that non church attending villagers mention when they stop to chat in the street. That is not to say there is no room for improvement – it would be nice to have a few more Choir members, Bellringers and urgently Sidespeople. Hopefully, the updated technical capacity of the church will also enhance our worship provision by the end of this coming year.

Equally crucial is the Jubilee Hall provision. Despite a current shortage of volunteers, the Young Saints team do a marvellous job on Sunday mornings; and although it can be frustrating at times not knowing whether one will have 2 or 20 children, our weekly average in 2019 is not only healthy but marginally up from 12 to 12.5. And finally, after years of hard work, there is now a growing connection with the popular quarterly Messy Church and Friday playgroup in new baptisms.

Whilst Sunday is the engine room of parish life, it doesn’t stop there. I’m heartened by all the activities we either sponsor or run. The Tuesday morning pop up coffee attracts parents and staff on their way to and fro school and is a much-appreciated contact point; Wednesday’s Cameo group provides good coffee and lively discussion among those who drop in to catch up on news and share company mid-week. The Friday Little Saints ever busy, even in the holidays, is a valuable service to our community. And a special mention to our Pastoral Assistants, that quietly visit those in need week in week out.

One area where we are struggling and require prayer and action is our youth engagement. Elvie and helpers put considerable effort into the younger teenagers monthly meets at Joods; but with the competing opportunities of modern life it is proving difficult to maintain numbers. This is a group where we hope the partnership with Milford will yield fruit. I am greatly encouraged that Elvie, on stepping down as Churchwarden, wishes to help focus and revitalise this ministry. Conversations with local churches in operating successful youth activities has also begun.

On a positive note we are strongly involved with our two schools. With Charlie Lewis as Chair of Governors at Witley Infants and Ann at Chandler, our

institutional connection is very solid here. And without those members of this congregation who unselfishly give of their time as Governors at both schools, neither would be able to function properly. Not forgetting the clergy working as chaplains and our members who go in to present regular Open the Book assemblies; which hugely enriches the lives of pupils and is sowing seeds for the future.

We also provide the sacred space to mark the life rituals for our community: and in 2019 we carried out 10 Funerals, 4 Weddings and 9 Baptisms. Although these are a little down, we enjoyed notable growth in average weekly attendance and at Christmas and Easter Services, with AWA up from 91 to 99.5 and 552 people attending worship on Christmas Eve or Christmas Day and 186 on Easter Day.

Alongside all this, goes day to day management. I’m so grateful to Elvie, Brenda, Viv and Ann for the time they make for our monthly dinners and Executive meetings. It is ever so important having a treasurer as competent and committed as Viv; working closely with our parish office, keeping a keen eye on our expenditure, producing thorough monthly reports and encouraging us all to maintain and improve our processes and stewardship. Giving and donations are healthy but it would be even better if we could all

move over to using the Parish Giving Scheme. Our special annual fundraising events remain essential to our bottom line and Witley Fair and the Gift Day were each successful again this year. A big thank you to Christine for her co-ordination of our Fair activities and to the Gift Day team. The over £25,000 these two bring in balance our books. Thanks also to Iain for arranging the organ concert in May and Richard and Ann Fraser for the Beetle Drive in August.

And most importantly, thank you. Thank you to our Churchwardens and Treasurer for our partnership, for all you do to make sure All Saints prospers. Thank you to all members of the PCC for sharing in the stewardship of this church in 2019. To all who selflessly give every week in making our worship and witness come alive – Preachers, Servers, Readers, Intercessors, Musicians, Sidespersons, Bellringers, Young Sainters, Pastoral Assistants, Magaziners – thank you. To our wonderful office staff – Penny and Debbie (and Ruby who so diligently cleans for us) – a big thank you for your loyal and committed service. I appreciate you and am blessed to work with you. And to my priestly colleague – Ann – thank you: for your friendship, your counsel, your energy and enthusiasm. It is my pleasure to work with you.

Financial Review

The accounts have been prepared using Accrual Accounting and have four fund types:

2020 has been a challenging year with Coronavirus causing the Church to close in March, with limited church services throughout the year. This caused a drop in our donations, service collections, fund raising, church lettings and church activities. We did however manage to reduce our costs during this time. As a result, we made a deficit of £10,248 - with the General Fund having a deficit of £8,784.

The revaluation of the Knutsford Grant showed a gain of £83 reducing the overall deficit to £10,165.

Income

Our total income was down by £25,293 (18.43%). Important highlights include: our Donations of £104,260 were down by £16,941 (13.98%); pleasingly we had an exceptionally good Gift Day of £13,198 excluding gift aid (please note the Gift Day income is included in the overall donations total). Other Income was down by £8,352 (52.09%), this includes Income from: Fund Raising, Church Activities, PCC Fees, Magazine Sales & Advertising and Church Lettings.

Expenditure

Our total expenditure of £122,189 was down by £15,674 (11.37%). Important highlights include: Office Administration down by £8,050 (41.51%); Clergy & Vicarage Expenses down by £1,769 (93.89%); Magazine costs £2,412 (80%); and Maintenance costs down by £317 (2.62%). The Maintenance costs includes annual provision of £2,500 for the Church and £1,000 for the Vicarage. Outward Giving was slightly up by £525 (11.86%) [ please see outward giving below for details ].

Conclusion

As can be seen, for 2020 the Church has made a shortfall of £10,248. The revaluation of the Knutsford Grant showed a profit of £83 reducing the overall deficit to £10,165.

Income Review

Although our planned giving was slightly up, due to the Coronavirus pandemic, Service Collections, Fund Raising, Church Activities, PCC Fees, Magazine Sales and Advertising and Church Lettings were all down. Under the circumstances we had a better-than-expected Gift Day, for which we were incredibly grateful.

Expenditure Review

At the beginning of 2020 the PCC agreed to continue the policy of actively containing and stringently monitoring our costs. The 2020 budget was set with this in mind. However, from March onwards, the necessary restrictions put in place by the government to control the Coronavirus pandemic, facilitated an even wider than anticipated reduction in our costs with the consequent drop in Office Administration, Utilities, Fund Raising, Magazine costs from the unexpected limiting of our activities and operations.

The PCC noted every few years there is the likelihood of major expenditure to the fabric of the Church and / or the Vicarage. It was agreed when setting the budget for 2020 that we would continue to allocate a maintenance provision of £2,500 for the church building and £1,000 for the Vicarage. This is to build up a strategic reserve for future capital projects. The initiative was started in 2018. The PCC now has £8,492 in the Maintenance provision on the Balance Sheet.

The budget for 2021 has now been prepared, and as we are still likely to be in lockdown for the first half of the year, our budget reflects this. We still need to be very careful with our expenditure – ensuring that management always look for the most economical suppliers and think of new ways of fundraising to keep on target with the 2021 budget.

1 Accounting policies

a Accounting convention

The financial statements have been prepared under the Church Accounting Regulations 2006 in accordance with applicable accounting standards and the current (2015) Statement Of Recommended Practice, Accounting and Reporting by Charities SORP (FRS 102).

The financial statements have been prepared under the historical cost convention as modified by the inclusion of investments at market value. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their affiliation to another body, nor those which are informal gatherings of church members.

b Funds accounting

Funds held by the PCC are:

Unrestricted funds - general funds which can be used for PCC ordinary purposes

Designated funds - monies set aside by the PCC out of unrestricted funds for specific future purposes or projects.

Restricted funds - a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest; b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaing unspent at the end of the year is carried forward as a balance on that fund.

Endowment funds - funds the capital of which must be maintained; only income arising from the investment of the endowment may be used, either as restricted or unrestricted funds, depending on the purpose set out in the terms of the original endowment

c Income and endowments

All income and endowments are accounted for without deduction for any costs of receivability, are recognised when there is evidence of entitlement, receipt is probable, and the amount can be measured reliably.

Donations and legacies

Collections are recognised when received.

Planned giving receivable is recognised when there is evidence of entitlement, receipt is probable, and the amount accords with the Gift Aid declaration or other record of intention to donate.

Gift aid recovered is recognised when the income to which it is attached is recognised.

Grants and legacies are recognised when the formal offer in writing of the funding, is received by the PCC.

Charitable activities

Advertising income for the Parish Magazine is recognised when received.

Other trading activities

Trading activities are where income is receivable in return for selling goods or providing services. Income from trading is recognised when received.

Investment income

Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue.

All other income

All other income is recognised in accordance with the above overall policy.

Gains and losses on investments

Realised gains are recognised when the investments are sold

Unrealised gains and losses are accounted for on revaluation at 31 December.

d Expenditure

Expenditure is accounted for on an accruals basis and accounted for gross.

Grants

Grants and donations are accounted for when paid over, or when awarded where the award creates a binding obligation on the PCC.

Church Activities

The diocesan parish contribution is accounted for on an annual basis, reflecting the allocation set by our Deanery. Any parish contribution unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the balance sheet.

e Fixed Assets

Tangible fixed assets

Consecrated and beneficed property of any kind is excluded from the accounts by s.10(2) of the Charities Act 2011. Movable church furnishing held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church's inventory which can be inspected but are not included in the financial statements. For other property acquired prior to 2007 there is insufficient cost information available and therefore the cost of such assets is not stated in the financial statements.

All expenditure on consecrated or beneficed buildings and individual items costing under £3,000 are written off in the year they were incurred.

Depreciation

Depreciation is calculated to write down the cost of tangible fixed assets, excluding freehold properties, over their expected useful lives. The rates generally applicable are:

 Fixtures and fittings 20%

 Audio visual equipment 33%

 Office equipment 25%

These assets will be subject to annual impairment reviews. Provision will be made if there has been any permanent diminution in value.

Investments

Investments are stated at market value at the balance sheet date.

f Current Assets

Amounts owing to the PCC at 31 December in respect of fees, or other income are shown a debtors less provision for amounts that may prove uncollectible.

Short-term deposits include cash held on deposit either with the CBF Church of England Funds, or at the bank.
