## **Team Rector Report** 

There are three words that come to mind when reflecting on 2023: 

**Joy** I am often humbled by the way many of you share your stories with me, the moments of gladness as well times of struggle and pain.  I have been greatly encouraged by the spiritual growth seen in the younger folks in church who make a huge contribution to our life and worship, they are full members of the body of Christ, and I pray that each of them will continue to flourish. The acts of intergenerational worship at St Mary the Virgin, whilst continuing to be embryonic and experimental, are a foretaste of where I seek to lead the parish in building a worshipping and serving community which is intercultural and intergenerational in nature, and we need to be intentional about this going forward. There are a number of people who support this ministry including the Sunday Club team at St Mary’s led by Carol Palmer, my thanks to them for their hard work. 

**Hope** There is opportunity to do so much in Langley, to proclaim and to share the hope that is found in Jesus. As we have emerged from Covid and the interregnum, I sense a longing to move on and see the church community flourish and grow. 

**Transition** We are moving into an uncertain future, we need to discover new ways of working as a church as we move forward together as a living Christian community seeking to relate to a changing world exploring potential opportunities in relating to schools, families, children, issues around mental health etc. 

Covid and Lockdown remain a part of our experience and language; and is clear that churches, as well as the wider community, in particular families and schools are dealing with the consequences of Covid and will be for a long time. 

Across the three churches regular attendance has stabilised with occasional fluctuation, and we saw a considerable increase in attendance at Christmas

services at St. Mary the Virgin, an increase reflected across the diocese which is very encouraging. 

In March 2023 we held an Away Day at the Bridgettine Convent in Iver Heath to ask the question ‘Where are we now?’ This gave people an opportunity to discuss and reflect on how we respond as a parish to a changing context. This was a day filled with joyful discussion, honesty and challenge. The result led to a presentation delivered to the PCC and three district churches called the 139 Stop which provided an opportunity to explore the possibilities of ministry using Psalm 139 to reflect on how we can come alongside our community sharing the love of God in Christ. This prompted many interesting conversations leading to a number of goals and priorities: 

1. Ministry amongst Children, Families and Young people. 

2. Pastoral Care and Wellbeing 

3. Culture – Music, Art and Literature 

which will lead to the formation of a working Mission Action Plan which will permeate the life of the church community. Another Away Day is planned for March 2024 and will become an annual event. 

Change management in churches present us with both challenges and opportunities to grow and proclaim the unchanging message of the gospel of Jesus Christ to a world which is in a continuous state of flux. Future proofing, succession planning, putting into place procedures and routines are life-giving and empowering to the Body of Christ, and facilitate mission and ministry. Succession planning for churches, and how we ensure we are encouraging new people to explore leadership roles in the parish will be crucial to this. 

The PCC finally completed its work in reviewing the role of Parish Administrator and the place of the parish office, and after a recruitment process, Angus MacKenzie was invited to continue in the role. Diana Iller provided much support and expertise in the process and due to her efforts, there is now, the first time, a contract, job description for the role of Parish Administrator and there is also a staff handbook. During this process I have been acutely aware of the challenges we face in the future are likely to be

centred around availability and engagement of our volunteer base and open communications. 

Our current paradigm of administration and general parish management is unsustainable and unworkable going forward, there is a huge need for more openness and transparency in order to nurture the gifts of new volunteers and to ensure the longevity of our life together by adapting, changing, maturing, and learning as we move forward. This will be guided by understanding our context. Angus was very much thrown into the deep end and has sought to raise the level of professionalism and attention to detail, this he has done with great empathy. The PCC has invested a lot of time and energy into the office by buying new equipment and software which has made the function of the office smoother, though there is still more to do. The PCC will need to reflect on the increased burden of administration which the clergy increasingly carry, and whether additional support needs to be found, something which is happening across the wider church. 

A major project under way is the parish website, we have a great team led by Anthony Moorthoti, who has been looking into content and layout, and it is my hope we can launch it in time for Holy Week 2024. This has raised the question around our general communication strategy at particular times of the year, and how we engage with social media. This is an ongoing project, which because of its very nature, will never be finished. 

A Finance Committee/Working Group was formed by the PCC to oversee, and scrutinise in detail, the parish finances; this has been invaluable in bringing about transparency as well as providing support for the parish Treasurer. Declining congregations and the impact this has on our finances must cause us as a parish to reflect on what mission and ministry will look like in the years to come. It will mean thinking outside the box and perhaps moving away from traditional forms of parish ministry exploring new ways of reaching out in the community. 

As a parish we are ‘asset rich but cash poor,’ yet I am humbled by the generosity of those on our Stewardship scheme. Last year we ran a

Stewardship Campaign, and whilst new people joined the scheme there was no real overall difference to our income. The church buildings, Christ the Worker, St Francis of Assisi and St Mary’s Centre are a considerable source of income, and we need to explore ways to build on this, and the hall managers do an amazing job in looking after the halls and our clients who use them. 

As ever there is the issue around declining numbers of volunteers, there are plenty of ideas around but few volunteers with the time to engage and commit. Sadly, ‘Little Flowers’ (the toddler group based at St Francis) came to a temporary halt in December, I am hugely grateful to Bill and Barbara Birmingham, and Joyce Moss for their hard work and commitment over the years and to Shola Aoko who was a regular face bringing support to the group, sowing seeds of faith and hope into the lives of children and parents/carers. 

Yet there are good signs of innovation, and we see this in the partnership between Christ the Worker and Shamrocks which meets each Monday providing support for the local community, this is a result of the hard work of Shola Aoko, Team Vicar of Christ the Worker and her dedicated team. Also a parish ‘Men’s Group’ has started to meet coordinated by Anthony Moorthoti, a vital ministry in dealing with the way in which men struggle with mental health. 

In addition to my work as Rector, I am Associate Area Dean and I sit on Diocesan Synod. My work as a Spiritual Director and Confessor to other clergy continues, as well as developing support networks for clergy wellbeing and advising clergy on issues around finances, Universal Credit, and family wellbeing. I am also a Workplace Rep for Unite the Union Faithworkers branch. 

I am the Safeguarding lead Governor at Ryver’s School and a Foundation Governor at Churchmead School, also I continue to develop links with other schools in the area which have been lost since the interregnum and ‘lockdown.’ These different activities greatly enrich my priestly ministry.

I belong to a diocesan led ‘Missional Leaders Learning Community’ which meets regularly, this has been an invaluable source of support, encouragement, and inspiration. 

As ever there are too many people to thank. The parish wardens, Joy Raynor and Anna Thomas-Betts who do a huge amount behind the scenes usually unseen and unsung; as do our district wardens Sheila Schmidt, Josephine Hanney, Audrey Boyles, and Marie Kouhi. The role of Treasurer is a relentless job, and I am grateful to Duke Munday for all he does. Diana Iller has decided to step back as PCC secretary, but her legal expertise and acumen is greatly appreciated. I am grateful the Parochial and District councillors for their commitment to oversee the governance and direction of the parish. 

Shola works tirelessly across the parish, and I know that her ministry is greatly valued by many people. 

Safeguarding is now a vital aspect of church life, and Clare Clark who is our Parish Safeguarding Officer does a fantastic job in overseeing this essential work. 

Last year Bill Birmingham stepped back as a Licensed Lay Minister and was granted the Emeritus status by the Bishop of Buckingham. Both Bill and Barbara remain much loved members of St Francis and the wider parish community. 

I need to thank my family: Hannah, Samuel, and Sophie for their patience with me, they are a constant reminder of my humanity and fragility under God; without them I would be a pale shadow of the person I am slowly becoming. 

Last year I finished with the words: 

‘As a ‘cross-shaped’ community rooted in the life of Jesus, filled with his Spirit, fed with the Eucharist and nourished by Scripture we all have a role to play in building the church in Langley. We must learn to laugh, pray, cry and work together; and I am grateful to each of you for your prayers and commitment to the church community.’ 

This continues to be my prayer and hope.

## **Team Vicar Report** 

In 2023, Services and planned events had gone well. Sunday attendance remained steady with occasional visitors. On Sunday 11th June, CtW held their Patronal Service with the Blessing of the Illuminated Cross by our Archdeacon, The Venerable Guy Elsmore. The celebration service was followed with a delicious lunch which was enjoyed by all who attended. The Harvest service was well attended with food donations/gifts presented and were sent to Slough Foodbank. This service was followed with a good lunch prepared by Cavelle Chisholm and Val Pinnock (the leaders of the SC). A Big Thank you to both of them and their team. 

In December, CtW was at Slough Mencap and Shamrocks for Carols Singing which was much appreciated by all who were present. On Christmas Day, there were 18 people including children who attended the service. The children and young people always take part in services when in church. On Sunday 31st December 2023 – there was a Parish Joint Service at CtW attended by members of our sister churches – St. Mary’s and St. Francis. Thanks to all who came. 

All the social events held in 2023 were well attended. Thanks again to the Social Committee Group for their hard work, commitment and generosity throughout the year. The events raised good funds together with donations from friends of CtW towards to the work of the church – such as the replacement of an old torn toilet floor carpet with a new one. 

In July, CtW embarked on a new initiative with Shamrocks Pub called ‘Shamrocks Friendship Club’ as way to reaching out to our community to give help and support. This has been a success and we thank God as lives are being touched in genuine, loving and compassionate ways. A written report from Shamrocks managers and a member of the club on behalf of other members is enclosed. 

My sincere thanks to members of DCC members, my two District Wardens – Audrey and Marie, Social Committee group, Service Leaders for their faithfulness, commitment and hard work. Also, thanks and much appreciation to our Parochial Churchwardens – Anna Thomas-Betts and Joy Raynor, for their support through the year.

As CtW begins the year 2024 with God and one another, we seek God’s guidance and favour as we serve Him and His people where He has placed us as His Church. We look forward to working with our sister churches – St. Mary’s and St. Francis and others in our call to be a Compassionate, Courageous and Contemplative church for the sake of God’s world and of course, for Langley community. 

By God’s grace and with the help of the Holy Spirit, we shall be the church He has called us to be in this place. Amen. 

Shamrocks Friendship Club: SFC is a new initiative that came into being in response to the desire to reach out to our community and beyond as we share God’s love with those who would never have step into the church. And to those who are lonely and isolated after Covid19, and to serve them as and when the needs arise. The initiative was shared with Ajay and Mags – the Managers of Shamrocks who were delighted about it and became part of this outreach. 

The club started in July 2023 and meets every Monday from 10am to 12noon. It continues to flourish as we see new people every Monday from within and outside of Langley community. There had been various guest speakers from different works of life offering information and support that members can tap into. On Monday 6th November, we had 37 people as the team from Langley Dentalcare came to speak to the group. Attendance every Monday varies but on the high side. 

A written piece from the managers of Shamrocks and a club member (on behalf of the group) highlight some of the good things the club stands for. 

From Shamrocks Managers: 'Our coffee morning has been such a success. It has brought many people who came as strangers and now they are all friends. It has such an impact on all these people. We help them with so many issues that may arise in their everyday lives. 

We welcome all from the community to attend every Monday between 10am and 12pm.

We also request any guest speakers that can attend and enlighten the group on any subject matter that improves the attendees’ welfare to contact Mags or Ajay at Shamrocks Pub 07825 567485. 

Debra on behalf of Shamrocks Friendship Club, Langley wrote: 'Walking through the doors of Shamrocks that Monday morning in October 2023 was such a joy. We were greeted with warm smiles, hello, welcome and of course, tea and coffee. We were looking for a Fellowship/Club for our Mum, somewhere she can go regularly. Well, we found it at Shamrocks Friendship Club, Langley. The name says it All, Friendship Club. It's a community where everyone is equal and treated with respect, understanding, and support, a true community, looking out for each other and praying for each other. 

At Shamrocks, we're not just about tea and coffee. We're also kept updated about health issues, supports that are available for our members. Birthdays are also celebrated. 

We have guest speakers such as the Local Community Police, Solicitors, Local Post Master, Well Being Counsellor, Thames Hospice Rep, Handy man, World Wide Charity Support Organisation, Dentist, Local Pharmacy, Local Councillor - to mention just a few. 

Thank you to the Owners of Shamrocks, for providing a warm and safe environment for our Seniors. Thank you to a member of the club for the help given that Monday morning and telling us about Shamrocks. Thank you to the Staff, always ready with teas and coffee, and Rev'd Shola always covers us with prayers and thanking God for His mercy and love towards us’. 

This is an awesome club where local people meet every Monday to enjoy each other’s company, listen to professionals who come to give support, and where everyone is loved, valued and cared for. I thank God for making this initiative possible and I encourage others with our church family to come to this fun, caring and wonderful club.

## **PCC Secretary Reports** 

As PCC Secretary, I have supported the PCC Chair, and Members, in the preparation and organization of the PCC meetings.  There are 18 PCC Members (St Mary’s 10, St Francis 4 - one person stepped down, Christ the Worker 4). 

Six meetings were held in 2023, minutes were taken and circulated, together with other reports for the meetings.  Meetings were generally well-attended and decisions were unanimous.  Some emails were received from the Diocese, and information was returned following the APCM. 

The Annual Report for 2023, was prepared by myself and Angus MacKenzie, and included a piece from all who contribute to the three churches across the Parish. 

At the PCC meeting held on November 2023, I indicated that I would be resigning as PCC Secretary and would be unable to minute the January or March 2024 meetings, but would remain on the PCC until the 2024 APCM.

## **St Mary District Wardens Report | Josephine Hanney and Sheila Schmidt Worship** 

Sunday morning worship comprises of two Holy Communion Services 8.00 am (BCP) and 11.00 am. Attendance at our 11.00 am Sunday services have been slowly growing in the right direction. The intergeneration services happen once a month and for major festivals. They provide an opportunity for all members of the congregation to participate in a range of activities during services. The organist and robed choir attend most Sundays and joined by the Junior Choir for special occasions and festivals. 

## **People and Events** 

The year started off with a pilgrimage to the Holy Land at the end of January led by Rev Chris Ferris. In March many parishioners attended the Parish Away Day at the Bridgettine Convent, Iver Heath. A bring and share lunch followed the 11.00 am service to celebrate the Coronation of King Charles III in June. After our patronal festival we celebrated with a Parish BBQ. The annual Christmas Fayre was very well attended in November. A series of Kedermister Library Open Days continue to be popular with additional opening available via our Honorary Librarian, Jane Sculpher. More opportunities for School visits will be available next year. We are grateful for the continued support and dedication of a regular team of volunteers including; cleaners who met in the church every Wednesday morning, flower arrangers and gardeners who attend and monitor the churchyard. 

## **Fabric** 

Motion sensor floodlighting was installed outside by the tower and vestry door to illuminate the approach and paths. This was particularly helpful during autumn and winter. As part of the statutory inspections, new Fire extinguisher stands were installed. Some carpentry maintenance work was made to some chairs and pews, to the left-hand step to the Sanctuary and one of the service book cabinets. Apart from the upcoming quinquennial works nothing major to report in 2023. Slough Council remains responsible for the maintenance of the Churchyard. After some feedback from families attending graves and the local community requests were made for more regular grass cutting. A new Pin Oak tree was planted in the Memorial Garden in the Churchyard as part of the Queen Elizabeth II, Green Canopy Platinum Jubliee 2022 initiative.

## **St Francis Warden Report | Joy Raynor** 

## **Worship** 

Sunday morning worship at 9.30 am communion 3 times a month and a lay led service of the Word the other Sunday. There is a communion service on most Wednesday mornings at 10.00 am. 

## **People** 

The numbers at services have generally been maintained but it is impossible not to notice the increasing age of the congregation. They continue to support one another when things are challenging. The church had a homeless person camping in the grounds for several months. The Slough Outreach service was made aware of him and regularly checked up on him. He eventually accepted their offer of accommodation in November. 

## **Fabric** 

A small number of works were carried out in 2023 including demolishing the shed behind the building and fitting window restrictors. Building maintenance continued with the boiler being serviced, lights replaced, the building kept clean and the grounds tidy. A fault in the organ became very obvious with the sound being distorted. On examination it was discovered to be the speakers which David Congdon and David Raynor replaced. After a period of ‘settling in’ the organ sounds better than it has for a while. 

## **Lettings** 

The building continues to be used regularly by a variety of groups. These vary from worshipping communities to self-defence classes for young people. One long term group folded because the owner moved away from Langley. The building was again used by the paediatric diabetes team from Wexham Park to train teachers, classroom support workers etc. Two new groups started but didn’t flourish so folded.  There were no parties and there were few occasional bookings. The income supports the parish finances.

## **Christ the Worker District Wardens Report | Audrey Boyles and Marie Kouhi** 

## **Services and Attendance** 

All the services have continued as usual on Sundays as per rota lead by Shola and Lay leaders. Numbers have varied between 12 and 17. Fathers’ Day service was led by the children with the support of young leaders. Shola has encouraged the children to take an active part in the services as no longer have a Sunday school; the children have all grown up right now. 

## **Social Events** 

All our social have been well attended by friends and family as well as church congregations. The events organised were Agape Meal, Cream Tea, International Evening, Quiz Night, Macmillan Coffee Morning and Harvest Celebration. 

Our new scheme this year is a **Friendship** group on Monday at **Shamrocks** . It has provided friendship and important information for the community. Various local agents have delivered advice and information about the service that they provide. Ranging from the post office to the local solicitor. 

**Needles and A Yarn** group have continued to meet every fortnight and provide time for friendship and support. Thank you, Maureen and Val for your work and dedication to the group. All produce are given to charity. 

## **Christmas Services and Outreach Work** 

A small group of CtW congregation went to Mencap to sing Carol to the members of the community. It was well received.  We also went to the Shamrock to sing and share the joy of Christmas to anyone who wanted to hear and join us. 

The Nine Lessons and Carols Service was well attended and the children did a brilliant job by participating in the service. This was followed by Mulled wine and minced pies. We had a Christmas Day service. This year we had a Joint Parish Service which was well attended and the fellowship after was worthwhile. 

## **Financial Report** 

We have £169.00 in petty cash as well as some money from donations for CtW’s needs. 

## **Building Report** 

The Five Yearly Quinquennial Inspection has been completed and report received. Actions will be taken according to the architect’s findings. Thank you to everyone for your support in the past year. We would like to give our thanks and praise to God for his continued guidance and protection on this District.  Thank you, Shola, for everything you did for us as a congregation by your tireless work.

## **Parish | Parish Office** 

## **Office Administration** 

The official office hours are 10 hours a week which are equally split between Tuesday afternoons and Friday mornings and paid monthly in arrears. The administrator regularly exceeds the contracted hours often working all day on Fridays and especially during busy seasonal times, additional costs are not passed onto the parish. Timesheets are recorded with the Rector and Treasurer. 

An annual review was conducted in October 2023 with the Rector. 

The main duties include general office duties, including the production of weekly news sheets, web site/page updates, general parish communications and telephone enquiries. There are weekly meetings and correspondence with the clergy and a small parish-wide team who review and update content for the news sheets and online distribution. 

An overview of current and archive paper files in the office and St Mary church started in 2023 and continues into 2024. In line with Diocese guidelines this was conducted by Theresa Fletcher who volunteered her services. Significant discoveries included more detailed churchyard information, archive photographs and other relevant Parish historic data. 

A web working group started during 2023. Together with a content review it is expected the outcome will improve the user experience and ensure more robust software than the current provision. 

## **Office Equipment and Software** 

The introduction of new PC, monitors, updated Microsoft apps and internet provider late 2022 and early 2023 have significantly improved the efficiency and speed of office support and production. Purchase of an annual subscription for Adobe Express was agreed which enables the production of social media content, brand consistency, other visual communication and documentation and file conversion with ease. 

## **Observations and Trends** 

At the end of 2022 and start of 2023 most external enquiries were associated with the churchyard at St Mary whereas the latter half of the year most communications were enquiries and requests for Baptisms. 

Parish social media is currently via Facebook (Editors include Parish Administrator, Rector and Church Warden). The audience followers profile remains unchanged from previous years.

Clare Clark continued as the Parish Safeguarding Officer, Chris Ferris as the recruiter, and Elizabeth Jones as the DBS verifier throughout 2023. The Safeguarding group met three times supporting Clare and reporting back to PCC. The Safeguarding Policy was adopted at the January PCC. One person was recruited in 2023, and four DBS checks done. Safeguarding training was undertaken, mostly online, at the relevant levels as required by the diocese. 

Clare continues to add information to the Parish Dashboard and uses it to inform action points across the parish. 

There were no safeguarding concerns or serious incidents in 2023 reported to the Parish Safeguarding Officer.

## **Christ the Worker | Safeguarding Report 2023** 

The safeguarding policy has been updated and now displayed on the Parish’s notice boards. 

DBS checks were carried out and renewed so we are updated.  For the interest of members who do not have easy access to technology, organised group training sessions for Basic Awareness and F2F Foundation will be organised in April with a view for fellowship amongst members. 

We no longer carry out our own Health and Safety checks as this now comes under PCC. 

## **Parish | Around Langley** 

2023 has been a year of major transition for Around Langley, the ‘Free Magazine Produced by the Langley Churches for the People of Langley’.  For the first 12 years of its life, it was a monthly, published ten times a year.  In early 2023, for personnel and other resource reasons, an editorial decision was made to continue with issues every other month, with Anna Thomas-Betts and Tony Randall (of Langley Free Church) sharing editorial responsibility. 

The print run is back to pre-Covid levels, between 1,200 and 1,400.  Its distribution beyond church congregations relies on the volunteers who take it to surgeries, shops, libraries, Foodbank and so forth as well as to individual homes.   Without their dedication, the magazine would struggle to survive.   it also continues to be published online, and is available on the Langley Marish parish website. 

Advertisement income has not kept up with earlier aspirations, but covers about half the production costs.  The contributions from the three main churches, unchanged over time, pays the rest of the expenditure.

## **St Mary | Bell Ringing** 

This is the first report to the PCC specifically about bells and ringing at St Marys. 

There have been eight bells in the tower since an extensive restoration and augmentation in 1996/97 so, although some of the bells date back as far as 1649, all of the fittings were new in 1997.  The bells and fittings were regularly maintained by the Whitechapel Bell Foundry until the company ceased trading a few years ago.  The combination of the Covid-19 pandemic and the interregnum meant that another bell hanger has not yet carried out maintenance work on the bells but it is anticipated that Whites of Appleton will be contacted and asked to give a price shortly.  With regular maintenance, bells should remain safe and in good order for decades with the only part of the installation needing regular

changes being the bell ropes which last, on average, between five and ten years although the latest set with terylene tops may well last longer. 

Apart from the time during the pandemic when the church building was closed in the spring and early summer of 2020, the bells rang out on Sundays throughout the pandemic, reminding the people of Langley that the church was still there, even if parishoners could only access the services through livestream.  The ringing was carried out by a family band until restrictions were lifted which allowed ringers from different households to ring together.  During the pandemic, several ringers moved away, leaving the band somewhat depleted although five new learners have been taught since 2021, four of whom are still ringing with us when they can.  Two approached us to ring for King Charles' coronation, making initial contact in March 2023.  The fact that they were able to ring unaided for the coronation itself is almost unprecedented.  To maintain a viable band of bellringers into the future, further recruitment is desirable.  Effective liaison with the church to ensure that ringers could also take part in other church activities without any time conflicts might be beneficial to creating a wider pool of ringers.  The tower has been open for the Christmas Fayre and on other occasions as well.  We are hosting a visit from the Girl Guides in April. 

Bells are rung Sunday mornings before the 11.00 Communion service as well as for all other church services which request them, as well as weddings.  Our practice night is on Tuesdays.  All those interested in learning to ring have been made welcome and we currently have one member of Holy Family parish ringing with us. 

During the past year we have supported several ringers from other towers in improving their ringing. 

In the immediate local area, many other towers have ceased ringing completely, mostly as a result of shortage or ringers or lack of enthusiasm.  Langley bells continue to ring out at least twice a week every week and the range of methods [like tunes, but for change ringing] continues to be reasonably complex, ensuring that interest is maintained by the ringers.  I believe that we are fortunate to have a good relationship with the Rector and PCC as well as a number of people who are still keen to ring the bells.

## **St Mary | Children’s Activities** 

**St Mary: Sunday Club** (4 years-old upwards): The number of children on the register has stayed the same as previous years with 28 on the register, although only 14 children attend on a fairly regular basis this year. The weekly attendance can be anything from 2 to 12 with quite a wide age range. Leaders/helpers should be on duty 1 out of every 4 weeks, although most regularly cover additional weeks due to a shortage of volunteers. This year we have recruited 2 new leaders/helpers for whom the paperwork is almost complete, however one

leader is currently on maternity leave, and a second is looking to retire from the role as soon as possible, so further recruitment is still needed. 

Crèche has not run for most of this year as the only attendee has now moved up to Sunday school. Crèche is only available once a month again due to lack of available volunteers. 

**Junior Choir** continues, led by Roger, with 10 choristers. The choir has been involved in several services this year, both with the adult choir and on their own. 

**Altar servers** - 13 children/young adults also contribute to church life as Altar servers, with a further 2 waiting to join the team once training has been completed. 

Many of the children have been involved in special church services which Chris Ferris has planned for them for example; Mothering Sunday, Easter, Patronal, Harvest, Christingle and Crib services, or the monthly intergenerational service. Children not involved with the choir have taken part in readings or intercessions, rung hand bells or had an activity/worksheet, produced by Angus, linked to these services. Additional activities involving the children include: building the Easter Garden, Vicarage BBQ and helping to run stalls at the Christmas Fayre.

## **Christ the Worker | Sunday School Report** 

No Sunday School sessions have been held this year.  Children attendance have not been consistent due to their respective Sunday activities.  However, there was a good turnout during our Advent season and annual Nine Lessons & Carol in December.  The children also led the Father’s Day worship service. 

To keep the children engaged when they attend the worship services, they have been serving in areas of scripture reading and preparation of offertory and holy communion. 

## **St Mary | Choir and Junior Choir** 

## **Main (Adult) Choir** 

The Adult Choir continues to sing regularly at the 11.00am Sunday service, as well as at the majority of special occasions; most notably around Christmas and Easter.  Although numbers are currently quite low (there are fewer than a dozen names on the register) it is normal to sing Sunday’s hymns and anthems in four parts.  New members are always welcome; even if they are unable to attend on a regular weekly basis.  Extra members from outside, for example, are often recruited for festival services.

This year the possibility of joining with other local church choirs is being investigated, with the intention of singing a series of choral evensongs; perhaps on a rota basis around the churches. 

Choir Practice is held every Friday in church between 8pm and 9pm. 

## **St Mary | Junior Choir** 

The Junior Choir joins the Adult Choir on Mothering Sunday and Easter Day, as well as being solely responsible for the music at the Christingle and Crib services. 

There are currently ten names on the register (although it is rare that all attend each rehearsal).  Rather than meet all year round, they practise for a number of weeks, running up to each commitment, also bearing school holidays in mind.  Choir Practice is in church at 7pm on Fridays. 

The material sung is, on the whole, more contemporary than that of the adults. This year there was some experimentation in the placing of the choir, as it is recognised that when singing from the choir stalls beyond the screen, much of the volume can be lost.

A big thank you to the current team for doing their lovely flower arrangements during the past year. People often comment on how nice they look. We would like it if more people would volunteer. HELP....we would always help and show any new comers.  We are only a team of six.

The main hall and Hurst Room are available for lettings. The bookings were managed by Simona Gregorio while Liz Jones managed the day-to-day management of the Centre. There was a mix of regular clients and a small increase of newer client enquiries. 

## **Christ the Worker | Lettings** 

Bookings are managed by Barbara Soko. Buildings were booked throughout 2023 by a church organisation, for a tuition organisation and were hired out to individuals for children's parties.

## **Parish | Healing and Wholeness Group** 

We continue to meet once a month to pray for those of our congregation and friends who are in poor health or are in need of support. We are a small group but at least one of us will try to keep in touch with those who have asked for our prayers. All information we receive is confidential unless we have been otherwise informed. 

If you have anyone who you feel that you think might like to be included in our prayers please let me know.

## **St Mary | Kedermister Library** 

I have been made very welcome by the Trustees and the team at St Mary's since taking up my position as Honorary Librarian at The Kedermister Library. One of my duties is to open The Library for visitors during Open Days which run through the summer months from May to October. These events have been very much appreciated by all those who have attended, as is evidenced by the comments written in The Visitors Book, visitors have come from as far away as Australia and USA. Many local people have expressed their appreciation of having such a gem on their doorstep and in one instance a father brought his children with him so they could experience the wonder he had felt many years ago when he visited The Library on a school trip. 

I will always endeavour to open The Library outside of Open Days, and I have been able to arrange several visits with cultural groups and enthusiasts who wish to view The Library and book collection. A PHd student from Birkbeck booked twice to study specific text, and as a thank you she donated to funds and sent a very interesting link to the Kedermister family tree at the Bodleian Library. 

A Professor from Oxford booked a visit for a Professor from John Hopkins University, Balitimore USA. They said The Library had been the highlight of his visit to the UK and both Professors were excited by the amazing collection of books, The Library paintings and The Kedermister Pew. Following their visit, they donated and also wrote sharing their observations. 

We are looking to improve access to The Library after receiving a request to visit from someone who couldn’t manage the stairs leading up to The Kedermister Pew. The Trustees have agreed that in these circumstances the door leading from The Kedermister Pew directly out to the church yard maybe opened as it provides easier access. 

A range of service providers have needed to gain entry to The Library to carry out routine work. While looking for information on The Library humidifier I came across some paperwork which appears to be informal research into The Library and the Kedermister

family completed by a local history enthusiast. My aim, in time is to sort and preserve what is there so their efforts are not lost. 

I have sent the Archive Conservator at Bucks County Council regular readings from the humidifier and having analysed them they have reported they are within an acceptable range, which is good news for the preservation of the books. I am also working with the Archive Conservator to find the best option to securely display a 17th century Kneeler, originally from the Netherlands within The Library. The Kneeler was on loan to The V & A Museum and has since been returned. 

Chris Ferris is in the process of arranging primary school visits to St Mary’s and The Library which I shall endeavour to support. I am really looking forward to sharing our wonderful local history resource with another much younger audience and to hear what they think of the books, particularly the beautifully written and illustrated medicinal remedies in the Pharmacopolium.

## **Parish | Men’s Group** 

During 2023 Anthony Moorthoti instigated and coordinated the creation of a parish wide Men’s Group. The group has a broad range of attendees from all churches, ages and backgrounds. The initial events took place in the evening at local pubs/restaurants. The events average attendance of 20 and a variety of events are planned for 2024.

Sadly, there have not been any Mothers’ Union activities during the year. Our membership is very small and we do not seem to attract new members. Datchet MU has asked us to amalgamate with them. The numbers attending were consistently between 25 and 30, and we have welcomed residents and staff from the Haven Care Home at each meeting.  Thirty-six people attended the Christmas party. 

We continued with our normal format, which seems to please everybody, having a mix of speakers, quizzes and the occasional practical activity. 

## **St Francis | Not Home Alone Lunches** 

Due to illness during the first part of 2023, the lunches were discontinued.  We are restarting in February 2024.

## **St Mary | Social Committee Reports** 

This year, we have welcomed two additional members to the committee: Christina Nadar and Roselin Moorthoti, who join Sam MacKenzie, Sheila Schmidt, Joan Bastick and Christine Beynon. All our events were well planned and mostly well attended; there were no events held at the beginning of the year, coinciding with the planned Parish group visit to the Holy Land which was very successful. The Parish BBQ, Patronal Festival, Curry and Quiz Night were thoroughly enjoyed by those attending, as was our Christmas Fayre which raised over £1000. The Christmas Fayre remains a prominent Parish event with many visitors returning each year in the lead up to our Christmas services and events. 

Year 2024 events have already been planned and we have already had one successful outcome.

## **Parish | Stewardship** 

The Stewardship Committee consists of representatives all the three churches and is charged by the PCC to promote the principles of Christian Stewardship within the Parish. The purpose is to encourage the support of the work of the Parish through pledged giving of time and money, including Gift Aid Declaration, where appropriate. 

The Stewardship campaign reflected the ‘Cost of Living’ considerations apparent nationally and in the parish. The campaign was coordinated by Anthony Moorthoti (Stewardship Officer), Anna Thomas-Betts (Stewardship Recorder), Rev Chris Ferris, Rev Shola Aoko, David Raynor, Diana Iller, Joyce Moss, Maureen Bush.

## **FINANCIAL REPORT FOR 2023** 

The following pages contain the financial statements of Langley Parochial Church Council, and unincorporated charity for the year ending 31[st] December 2023. The Charity’s registered number and registered address can be found on the information page. 

The financial statements have been prepared in accordance with the Church Accounting Regulations 1997 to 2006, which assure compliance with the Charities Act 2011 and the Charity Commission’s revised Statement of Recommended Practice (SORP 2015 FRS102).  This report is a summary of the most significant financial events in 2023. 

The financial statements are presented in sterling which is the functional currency of the charity. 

The total funds of the PCC in 2023 are £1,441.681 (2022: £1,378,336). The funds are up by£63,345. The unrealised gains on the investments were £77,928. This means that there was a deficit of £14,583 (2022: £4,961) across all other funds for the year. 

##  **UNRESTRICTED FUNDS** 

Unrestricted Funds provide most of the financial resources on which the parish relies to meet its day-to-day expenditure.  The policy of the PCC is to agree an annual budget, in which the expenditure does not exceed the incoming resources.  Financial reviews in relation to the budget are presented at each meeting of the Standing Committee and, where appropriate, the full PCC meeting. There is also a Finance committee that meets now to discuss ongoing expenditure. 

In 2023 unrestricted funds achieved a total deficit of £20,883 (2022: a deficit of £6,783). A final claim will be made against the Seymour Bequest fund for St Mary’s running costs. The claim represents the 2023 expenditure and the total amount to be claimed is £18,160. The total claim outstanding is now £15,329 (2022: £22,168). Claims will be transferred as and when the main PCC account requires it, otherwise it is agreed to try and leave the claim to earn interest in the deposit account. 

Stewardship increased slightly in the year from £73,935 to £76,657. This represents a increase of 3.68%. However, the total is still below the total received in 2021 and is still below the intended target of 5% per annum. It is recognised that a target of 5% is not always achievable but given costs are always rising there could be some difficult decisions ahead of how to balance the unrestricted reserves 

The PGS scheme continues to be helpful in accelerating gift aid which also greatly helps our day to day cashflow. 

The net current position of the general fund amounts to (£41,543) (2022: £20,660). The net current unrestricted reserves are now negative (excluding the building) as seen on page 16. The net current liability is now £10,006. As mentioned above difficult decisions would need to be made to bring this back to a positive and the only major item that could potentially be reduced is our diocesan share.

Regarding General Fund income, the main points in 2023 were: 

Stewardship, gift aid receipts collections and donations increased in 2023 by £4,060 to £104,321 (2022: £100,261).  Although a 4% increase is good the Parish fears that without new people contributing donors will either move away or sadly die. 

Our thanks go out to all those who continue to support the parish. The budget will be reviewed throughout the year as the stewardship receipts will be a critical factor on whether the unrestricted general fund finishes with a surplus or a deficit. 

- Rental income from our buildings continues to be vital to the parish. Total rental receipts increased to £43,675 from £37,464 in 2022. We are back on track with this year’s rental exceeding pre-pandemic numbers. The rental income is very important for the financial wellbeing of the parish, so all involved in this effort must be thanked for their hard work. 

- As part of stewardship, our resources are carefully and thoughtfully utilised to keep the expenditure within budget.  In 2023 the parish spent £172,188 (2022: £158,638) from its general fund. 

Notable points regarding expenditure were: 

- Our parish share was not met in full. The total included in the accounts for 2023 was £112,763 (2022: £100,355). 

- In 2023, giving to charities and other good causes amounted to £4,575 (2022: £8,150). The Parish is no longer able to keep to its 5% distribution due to the financial constraints that it is facing. 

- At year end the Fabric Fund reserves amounted to £24,517 (2022: £24,517), the General Fund amounted to (£41,543) (2022: (£20,660)). 

- **RESTRICTED FUNDS** 

The most significant points associated with the restricted funds are: 

- **The Christ the Worker Community Room & Hall:** The church hall income is now included within unrestricted funds. The fund now stands at £2,182 (2022: £2,182). 

- **St. Mary’s Church Centre:** The rental income from the Church Centre is now included within unrestricted funds. The Church Centre Trust provided £4,542 (2022: £4,823) of investment and interest income.  The Church Centre donated £Nil (2022: £Nil) to the unrestricted general fund. At year end the St. Mary’s Church Centre fund was £58,779 (2022: £54,236).

- **The Parish Magazine Fund:** Income from the parish magazine increased in the year. Total income was £2,555 (2022: £2,397). This magazine remains to be free, and it is hoped that the cost of production may be met from advertising and donations. 

- **St. Mary’s Bequest Fund:** No bequests have been received in the year. Therefore, the fund still stands at £11,291. 

##  **ENDOWMENT FUNDS AND TRUSTS** 

The parish benefits from two trusts, the Seymour Bequest Fund, held by the PCC and included in these accounts, and the St. Mary’s Education Trust, administered by the Diocese and not included here.  Without the income from these trusts the parish would be financially hard pressed. 

- **Seymour Bequest Fund:** In 2023 the items of expenditure claimed in accordance with the terms of the bequest were £ 18,161. The total amount to be claimed now stands at £15,329. 

- This sum was entirely used to defray PCC church upkeep and running expenses during the year. 

The total investment income of the fund amounted to £20,047 (2022: £20,956). During the year, the investments appreciated by £62,967 (2022: depreciated by £89,439) so that, at year end, the fund was valued at £799,688 (2022: £732,457). 

- **St. Mary’s Education Trust:** During the year the trust contributed £2,114 (2022: £3,853) toward education and children’s work within the parish, in accordance with the terms of the trust.

## **TO THE FINANCIAL STATEMENT: FOR THE YEAR ENDED 31[ST] DECEMBER 2023** 

## **ACCOUNTING POLICIES** 

The financial statements have been prepared in accordance with the Church Accounting Regulations 1997 as amended by the Church Accounting (Amendment) Regulations 2006 together with applicable accounting standards and the Charities SORP 2015 (FRS 102). 

The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value. 

## **FUNDS** 

General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC.  Funds designated for a particular purpose by the PCC are also unrestricted. 

The accounts include all transactions, assets and liabilities for which the PCC is responsible in law.  They do not include the accounts of church groups that owe their main affiliation to another body or those that are informal gatherings of church members. 

## **INCOMING RESOURCES** 

## **Voluntary Income and Capital Sources** 

Collections are recognised when received by or on behalf of the PCC. 

Planned giving receivable under Gift Aid is recognised only when received. 

Income tax recoverable on Gift Aid donations is recognised when the income is recognised. 

Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is reasonably certain. 

Funds raised by the fete, garden party and similar events are accounted for gross. 

Sales of books and magazines from the church bookstall are accounted for gross. 

## **Other Income** 

Rental income from the letting of church premises is recognised when the rental is due. 

## **Income from Investments** 

Dividends are accounted for when due and payable.  Interest entitlements are accounted for as they accrue. 

## **Gains and Losses on Investments** 

Realised gains or losses are recognised when the investments are sold. 

Un-realised gains or losses are accounted for on revaluation of investments at 31[st] December.

## **RESOURCES USED** 

## **Grants** 

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC. 

## **Activities directly relating to the work of the Church** 

The diocesan parish share is accounted for when paid.  Any parish share unpaid on 31[st] December is provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the Balance sheet. 

## **FIXED ASSETS** 

## **Consecrated Land and Buildings and Movable Church Furnishings** 

Consecrated and beneficed property of any kind is excluded from the accounts by s.10 of the Charities Act 2011. 

Movable church furnishings held by the Vicar and churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted as inalienable property unless consecrated, they are listed in the church’s Inventory, which can be inspected (at any reasonable time).  For inalienable property acquired prior to (2000) there is insufficient cost information available and therefore such assets are not valued in the accounts.  Items acquired since 1[st] January have been capitalised and depreciated in the accounts over their currently anticipated useful economic life on a straight-line basis. 

All expenditure incurred during the year on consecrated or benefice buildings individual items under (£1,000) or on the repair of movable church furnishings acquired before 1[st] January is written off. 

## **Other Fixtures, Fittings and Office Equipment** 

Equipment used within the church premises is depreciated on a straight-line basis over 4 years. Individual items of equipment with a purchase price of £1,000 or less are written off when the asset is acquired. 

## **Investments** 

Investments are valued at market value as at31[st] December. 

## **Current Assets** 

Amounts owing to the PCC as at 31[st] December in respect of fees, rents or other income are shown as debtors less provision for amounts which may prove uncollectible. 

Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at the bank.

## **MOVEMENT OF INDIVIDUAL PCC FUNDS** 

## **DEFINITION OF FUNDS, FLOATS AND PURSES** 

The following material funds, floats and purses have been identified by the PCC who have approved these definitions: 

## **GENERAL FUND (UNRESTRICTED FUND)** 

The General Fund is used for the furthering of the mission and mission of the church and to meet the expenses of the parish of Langley Marish and the clergy team in their work within the Deanery at the discretion of the PCC. 

## **FABRIC FUND (UNRESTRICTED FUND)** 

The Fabric Fund enables money to be set aside from general funds for future major church projects at the discretion of the PCC. 

## **GROUNDS FUND (UNRESTRICTED FUND)** 

The Grounds Fund is used to provide income for the upkeep of church grounds at the discretion of the PCC. 

## **CHOIR FUND (RESTRICTED FUND)** 

The Choir Fund is restricted to income specifically for the choir to finance choir activities.  This fund is used at the discretion of the choir and choirmaster as delegated by the PCC. 

## **ST. MARY’S CHURCH CENTRE FUND (RESTRICTED FUND)** 

The St. Mary’s Church Centre Fund is restricted to income from the hire of the centre and investments associated with the centre.  The purpose of the fund is for the upkeep and long-term maintenance of the centre at the discretion of its Management Committee as delegated by the PCC. 

## **ST. MARY’S GENERAL FLOAT (RESTRICTED FUND)** 

The St. Mary’s General Float is a restricted fund, with much of its income derived from donations and specifically used for the general upkeep and maintenance of the building and facilities.  With a maximum limit of £250, this fund is used at the discretion of the Verger, district wardens of DCC as delegated by the PCC. 

## **LANGLEY PARISH MAGAZINE FUND (RESTRICTED FUND)** 

The Langley Parish Magazine Fund is restricted to income and expenditure associated with the parish magazine and used at the discretion of the Magazine Management Committee as delegated by the PCC. 

## **ST. FRANCIS MOTHERS & TODDLERS FUND (RESTRICTED FUND)** 

The St. Francis Mothers and Toddlers Fund is restricted to income from donations given specifically for the benefit of the group.  The fund is used only for the activities of the group or other related purposes at the discretion of the organisers as delegated by the PCC.

## **ST. FRANCIS DEVELOPMENT FUND (RESTRICTED FUND)** 

The St. Francis Development Fund is restricted to income from donations, bequests and fundraising events specifically for the benefit of St. Francis church.  The fund is used only for the ongoing upkeep and development of St. Francis church at the discretion of the Vicar and District Wardens as delegated by the PCC. 

## **ST. FRANCIS BUILDING FUND (RESTRICTED FUND)** 

The St. Francis Building Fund is restricted to income given specifically for the restructuring of St. Francis church.  The fund is used only for that purpose as approved by the PCC. 

## **ST. FRANCIS GENERAL FUND (RESTRICTED FUND)** 

The St. Francis General Fund is a restricted fund, with its income derived from smaller donations and activities in St. Francis district.  It is used for the minor maintenance and upkeep of the building and services at St. Francis church.  This fund is used at the discretion of the Vicar, District Wardens or DCC as delegated by the PCC. 

## **CHRIST THE WORKER FLOAT (RESTRICTED FUND)** 

The Christ the Worker Float is a restricted fund used for the general upkeep and maintenance of the building and facilities.  This fund is used at the discretion of the district wardens or DCC as delegated by the PCC. 

## **CHRIST THE WORKER COMMUNITY HALL FUND (RESTRICTED FUND)** 

The Christ the Worker Community Room fund is restricted to income from letting of the community room and used for its maintenance and running costs at the discretion of the Christ the Worker Management Committee as delegated by the PCC. 

## **SEEKERS CLUB FUND (RESTRICTED FUND)** 

The Seekers Club Fund is a restricted fund; its income derived from club activities or donations. The fund must be used to meeting the running costs or other related expenses of the club, at the discretion of the club leaders as delegated by the PCC. 

## **CHRIST THE WORKER MOTHERS & TODDLERS FUND (RESTRICTED FUND)** 

The Christ the Worker Mothers and Toddlers Fund is restricted to income and donations given specifically for the benefit of the group.  The fund is used only for the activities of the group or other related purposes at the discretion the organisers as delegated by the PCC. 

## **SEYMOUR BEQUEST FUND (RESTRICTED FUND)** 

The Seymour Bequest Fund is a restricted fund, its primary purpose being for the upkeep of St. Mary’s Church and the graveyard according to its needs.  However, if the income cannot be applied to the main objective it may be applied to: 

- a) The upkeep of St. Francis and Christ the Worker churches. 

- b) To further the religious and other charitable work of the church in the parish. 

The trustees of the bequest, as delegated by the PCC, administer the fund.

## **4. MOVEMENT OF INDIVIDUAL PCC FUNDS** 

## **CHURCH HOUSE ESTATE FUND (ENDOWMENT FUND)** 

The Church House Estate Fund is an endowment fund.  The capital, which cannot be spent, is derived from the Langley Church House Estate Charity.  The income from this capital is unrestricted and may be used for any purpose at the discretion of the PCC. 

## **GRAVE MAINTENANCE FUND (ENDOWMENT FUND)** 

The Grave Maintenance Fund is an endowment fund.  The capital cannot be spent but the income from this capital can only be used for the on-going upkeep of the graves and surroundings of Mrs Oseland, Paul Nash, the Irons family and A.N.Other at the discretion of the PCC. 

## **ST. MARY’S CHURCH CENTRE TRUST (ENDOWMENT FUND)** 

The St. Mary’s Church Centre Trust is an endowment fund and as such the capital cannot be spent. The primary purpose of the income from the capital is to provide for the on-going upkeep and long-term maintenance of the church centre at the discretion of its Management Committee as delegated by the PCC.

The PCC does pay a wage or fees to a secretary, cleaners, and organists. 

The parish treasurer received £0 and the Church Centre treasurer received £0 towards their expenses. 

## **12 GRANTS AND SPECIAL COLLECTIONS TO OTHER INSTITUTIONS** 

During the year the PCC agreed that grants totalling £4,575 would be distributed. There is unlikely to be any distribution in 2024.

## **13 ST. MARY'S SCHOOL RELIGIOUS EDUCATION TRUST** 

In 2023 the PCC made a claim for £2,114  (2022: £3,854) which had been spent by the PCC on educational and youth projects. This claim was approved by the trustees. 

## **14 REMUNERATION OF TRUSTEES** 

In 2023 the trustees of Langley Parochial Church Council received no remuneration for being a trustee, and paid no expenses either. 

## **15 INDEPENDENT EXAMINERS REMUNERATION** 

The independent examiners remuneration amounts to £1,800, and is included with governance costs in note 3(d).

Report of the Independent Examiner to the Trustees of the Parochial Church Council of the Ecclesiastical Parish of Langley Marish 

I report on the accounts of the charity for the year ended 31[st] December 2023 which are set out on pages 1 to 21. 

## **Respective responsibilities of trustees and examiner** 

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commissioner under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the act; or 

2. the accounts do not accord with these records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of the accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a “true and fair view” which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attentions should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
