The Parochial Church Council IPCCI Is a corporate body established by the Church of EnBland under the
Parochial Church Councll Powers Art. It15 fomially re8lStered wlth the Charlty Commlsslon as charity number
1128001. Trustees of the Charity IPCC members plus co-opted and ex offlclo member51 who served during
2022 are Ilsted below.
The method of appolntment of PCC members Is set out In the Church Representatlon Rules. All Church
attendees are encouraged to re8lster on the Elettoral Roll and stand for election to the PCC,
The PCC operates a child protectlon pollcy In Ilne wlth the recommendatlons of the Dlocese of Chelmsford, and
has an officer responsible for organlslng DBS checks. where approprlate.

The Annual Report frorn the Rertor for 2022
Our Vlsion Day in 2021 establtshed that our priorities for the next three years would focus on Worship,
Fellowship and Community Engagement. Finanoal Sustainability. and justi￿ and Incluslon. These are
common to all the churches in ourTeam, and many of the activities we undertake are done in partnershlp
with members of the congregations of Epping Upland and Cooper5ale. Whilst we have made progress in
many areas, 2022 has also been a year when we have been reminded of some significant thallenges that
we continue to try and find ways to address.
Justlce and Inclu51on
This was identlfied as a focus that 15 glven partlcular emphasSs In the Ilfe of our Church. Durin8 2022, it was
a joy to work with Epping St John's School to help them en8a8e with the ￿alIty of discrimination a8alnst
those who identify as LGBTQl+, and acknowledge the Church's complldty In exacerbatlng thls. We
organized a Pride Day wlth them, which has left us with a cross in the Church as a reminder that
everyone's Identlty Is Gcrfl glven. We also lavnched"Queerly Beloved" to provide a space for those who
have felt excluded from the Churth to explore questlons of fatth.
We launched our Domèstic Abuse Survlvors Group (Thrlvel whlch has gone from St￿n8th to strength and
attratted additional fun(ling such that we will be able to expand the projert in 2023. This is only one aspect
of our work in thls area- and we will be requlrln8 all PCC members to undertake the National Church's
tralnlng course on Domestlc Abuse awa￿neSS durlng 2023.
We have develO￿d and expanded our work amongst those affected by Oementla, holdlrvd a series of
actlvltles In October whlch Included the holding of a dementla Informed service on a Sunday evenln& and
hosting and or8an12ingthe first Dementlè Falrforthe Dlstrfrt.
We were also able to improve the acces5 arrangements to the church to make them step free, and l am
sure all would acknowledge that this has been done in a way that is really sensitlve to the exlsUng deslgn
of the bulldlng.
Fellowshlp and Comrnufilty Eniazement
It wa5 good to see the Monday Market Coffee get re*stsblished post COVID, and also see Increaslng
number5 of people attend Church Mice on Thursdays. We have also expanded our Work amongst Care
Homes, and commissioned new members of the Pastoral Care Team. We contlnue to be involved in the life
of all of our l(Kal Schools, and brought a number of Church Schools together for a Sln8ing Festlval in May.
During 2022 we began hosti￿ meetings of Safer Epplng partnership and we were able to host a
resldents group so that they had a large enough space to resolve some challenges they We￿ facing.
Market Coffee has also become a popular locatlon for the local Police to meet with residents.
The Tree Festlval was another amazing success- particularly given the prevailing economic climate. It was
good to see so many visitor5, and to raise so much money for the Dementia Attion Alllance and for Thrive.
The Open Day was also held for the first time since COVID, and brought many people to8ether to enjoy
fellowship and explore the church and belltower. We brought together a large number of people for
Remembrance, and also for the live stream of both the Platinum Jubilee Celebrations and Funeral of the
late HM Queen Elizabeth 11.

We have continued to engage wtth Epping Forest Distrirt Coundl on the Heart of Epping projert. and we
ended 2022 with plans in place for a public consultation on the project.
Whilst we have been able to offer refreshments after some Sunday services again. thls is Still sporadic due
to a lack of volunteers and thbs is affecting our ability toget to know each other as we would like.
Various opportunities for study and fellowship were held duringthe (i￿r5e of the year- including Mindful
Painting and the Craft 8rwp, and the Global Churd) Partnership. Ho•4ever, it ￿MaInS a cause of concern
that we have yet to find a way to make our occasional Bible groups as attrattive as would be ideal.
Worship
Worship Is the heartbeat of ary church. and we are blessed in Epplng to be able to offer a wide range of
services across the year-from our regular Choral Eucharist, to informal Up Front services, Prayer and
Praise to Choral Evenson8. These are au8mented by other occasional tlmes for worshlp- like the Dementia
Informed Service, Bereavement Service and Ca￿( Servlces to mark the death of Queen Elizabeth 11. It has
been good to see new members join the Ch￿r. and the leadership of Up Front and Prayer and Praise.
Churth Mice hès met every week durlng temi time to provide a tlme of w¢xshlp and fellowshlp for those
wlth pre-school children.
We have contlnued to livestream two of our weekly services. and broadost another on Zoom- and It has
been encoura8ln8 to hear that pe¢)plè are usin8 thls as a way of engaging wlth us on weeks when they are
not able to be physically In the bulldln8 or have moved away. There are also people now joining US
re8ularly in the building who first got to know us through the livestream which further underscores the
Importan￿ of this mlnistry.
It was a loy to be able to celebrate Chrlstmas for the first time slnce 2019 wfthout any concerns about
COVID re5trlctlons, and to rejoice that thesè services were $0 well attended.
FlnJnclal Sustalnjblllty
Ha￿n8 reported last year that we had managed to pay Parlsh Share In full again, thls year was a very
different story. We had a shortfall on this payment of £l(KXJ)+, and generally noticed a decllne in regular
glvlng durlng the course of the year whlch can partly ￿ explained by the wider economlc sltuation.
We also notlced lust before thè last annual meÈt5n8 that there werè Inaccuraies between OUT audited
accounts and the amount showing on the bank statements. On investlgatlon. thSs dlscrepancy was found
to be hlstoric- and had not been noticed by successive PCCS. APCMS and auditors. We established
Flnance Committee as a form31 sub%roup of the PCC, and some members looked into this such that we
were satlsfied there was no wrong doing as there was more money in the bank than our accounts were
reporting. This ha5 caused us to change the way we monitor our finances to avoid a repetltlon of this
sltuation, and to change our audltlng process. We also agree(I to establish a budget for the year which had
not been done before, wlth a view to developire a 2-3 year plan to Bet back to financial sustainability.

As the above will show, there ha5 been much to celebrate during 2022- but also there are areas of
cDncern that will need to be monfjtored a5 we travel through 2023. That we were able to achieve $0 much
was due to the time and energy of so many people, vtho l am deeply aware are volunteer5.1 want to
conclude by thanklnB you all for all that you do- and to acknowledge the partlcular contribution5 of my
fellow members of the Leadership Team. our Churthwardens- Peter and Lucy- and all who serve on the
PCC and in other capacities.

THE PAROCHIAL CHURCH COUNCIL

Flnancial Review of 2022
The Epping Parochial Church Council is ￿sponsible for four Current Accounts with Barclays.
Epping Parochial Church Council (General Account) is responsible for coverin8 the day to day running of the
Church. Money received in this account includes giving through standing orders, pledged giving schemes,
loose collections, the card machlne, rent from The Box, tax recovered from HMRC, the Christmas Tree
Festival and donations.
Income, which is held In the General Account, pays the running costs for the Church, also the Parlsh Share to
Chelmsford District Board of Flnance. Sadly, we were unable to cover the whole amount of our Parish Share
The total amount in the General Account on 31 December 2022, wa5 £20,545.
st. John'5 Heart of Epping Appeal Fund is a Restricted Account for the development of the new building.
Money In thls account15 recelved through monthly standing orders.
The total amount In the Heart of Epplng Appeal Account on 31 December 2022 was £84,730.
Friends of St. John'5 Is a Restrlcted Fund whichls Used to purchase item5 for the Church. Money In thls
account Is also received throu8h monthly standin8 orders,
Purchases from Friends Account Included a new Notice Board, Printing and paying for Lease and Reglstratlon
totalled £1290.47. The amount in the Friends Account on 31 December 2022 was £1,609.
Epplng Parochlal Church Council Restricted Account holds money for the varlous 8roups wlthln the Church.
Money for these group515 donated, and raised by the Individual groups.
The total amount remainin8 in the Restricted Account at 31 December 2022 was £66,622.
The amount on 31 December 2022 in the CCL4 Charities Depostt Account was £822.
The Christmas Tree Festival was again a great success and enjoyed by many. Itls a wonderful opportunity to
bring everyone together, not only to enjoy our beautrful Church, but also the decorated trees, the delicious
food, listening to the choirs and supporting the various stalls. Our very grateful thank5 go to lacqul Mortimer
and her team of helper5 who worked very hard to produce this fantastic event. Sixty per cent of the funds
raised from the Festival wÈrè given to the General Fund and forty per cent to deserving charitie5.
Thank you to everyone for your valuable support durin8 2022, this was not an easy year, and we may face
another challenglng year ahead.

The financlal statements have bÈen prepared In accordance with the Church Accounting Regulatlons 2015
together wlth appllcable accountin8 Standards and Statement of Recommended Accountin8 Prartice; Accounting
and Reportlng by Charttles preparin8 their accounts In accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland IFRS 1021 issued on 16 July 2014, UK Accountin8 Standards and the
Charities Act 2011.
The flnanclal statements have been prepared under the historical c05t cOnvent￿n.
The flnanclal statement5 Include all trnnsactlons, assets and liabllitles for whlch the Parochlal Church Council is
responslble in law.

-ndowment fund5. The P3rochlal Church Councsl has no èndowment funds.
Restrlcted funds represent donatlons or grants re￿Ived for a 5peclfic object or Invlted by the Parochlal Church
Council for a speclflc object. The funds may only be expended on the spe¢lfic objert for whlch they were glven.
Any balance remalning unspent at the end of each year must be carrSed for*ard as a balance on the fund. The
Parochial Church Councll does not usually invest separately for each fund. Where thefe ts no separnte investment,
Interest Is apportloned to Indlvldual funds on an avera8e balance bas1>
Unrestrirted funds are 8enerdl funds whlch can be used for ordlnary Parochlal Church Councll purpose5.
Deslgnated furKls are allocated to 5pecffic projects by the Parochial Church Councll, vthkh has the rlght to reasslgn
these funds to other desi8nated funds or to unrestrkted fvnds.
1.1.2 Incomlng Resource5
Planned 8ivin& collertlon5 and donations are reco8nised when received. Tax refunds are recognlsed when the
Incomin8 resource to which they relate is received. Grants and legades are accounted for when the Parochial
Church Council is legalty entltled to the amounts due. Amounts recel¥ed spedfically for rni$4on le.g. retlrin8
collections) are dealt with as restrlcted fund5. Dividends are accounted for when re￿ived. All other Incorne Is
reco8nlsed when It Is receivable. All incoming resources are accounted for gros5.
1.1.3 Resources expended
Grants and donations are accounted for when pald over. or when awa￿ed rf that award creates a bindlnB or
constructive obligation for the Parochial Church Council. The Diocesan parish share is accounted when due.
Expenditure for which a Ilability arises but payment has not been made at the end of the year Is accrued. All other
expenditure is generally ￿¢08nIsed when it is incurred and is actounted for gross. Utilitles are recogn15ed when
thè invoice is received.

The title of st John's House and the Church Hall (also known as the Church Rooms) are held by a Dlocesan
Buthority on behalf of the Parochial Church Councll. As these buildings are used by the Parochial Church Councll In

potential sale to a Third Party. However, for accounting purposes it 1$ 8iven a notional value of £50,000 in the
balance sheet. If the Hall were to be sold. any money arisin8 would be held by the Diocese on behalf of the
Parochlal Church Councll for use on an agreed prolect. Although the building Is over 100 years old and fullv
depreciated, the freehold land on whlch It stands was valued on 24th February 2015 at £491,648 and the Hall Is
now included in the balance sheet at this notional value.
There is only one investment, In City of Manchester Consolidated Irredeemable Stock, whlch Is valued at its fixed
dmount of£4,597.
1.5 Rese￿e5 Policv
Under the 2CKJ8 Regulation5 we are required to have a poliLI for reserves in our 8eneral fund. In order that the
church may carry out its mission, the Parochial Church Council take5 the view that the reserves should be as small
as possible compatible with ensuring we meet our cash flow need5 and likely contingencies. Whilst a full risk
analysls has not been carried out. It Is prudent to have reserves to cover likely equipment breakdowns le.B.

fund is set at £20,000. However the Parochial Church Council considers that paying the Parish Share in ftjll is more
