All Church attendees are encouraged to register on Ihe Electoral Roll and sland lor election to the PCC. Objectives and Activltles The PGC ol St James. has the responsibility of Co-operating with the incumbent, the Fleverend Kenneth Crawford luntil 25 July 20201 and Father Michael Vjay from 20 Oclober 2020, in promoting in the ecclesiaslical parish the whole mission ot Ihe Church. pastoral, evangelistic, social and ecumeni¢al.11 also has maintenance responsibilities for the Church Hall, al Grey Street. Darlington. Achievements and Pertorrnanee Church attendance The Church of England requires a statistical return of attendance based on the month ol October. The impact was realised in March 2019 when Ihe Government responded lo the emergency by imposing a National Lockdown on 23rd. which resulted in the closure of all churches lo ihe public. The national church leadership also Imposed atJJitional restricts'on on clergy enlering Iheir churches. Tho Churchwardens and Incumbent regularly discussed the implicalions of lockdown and the preparations required lo enable to return to church when the lockdown ended at some lime in the tuture. Arrangements were made lo- Live stream the Mass conduded by ihe Incumbent in his l)ome. and later, from church Maintain contact with all members of the congregation via email. telephone, and letter, as appropriate Plan for the relurn to church: and Produce supporting materials especially lor Lent and Easter, and for the Act of Spiritual Communion Whon it became clear that relaxation of the lockdown would enable a return lo church on 5 July the pre-planning that had been undertaken enabled full implementalion of the measures

Revlew of the year {Contlnued) A further period ol national lockdown became effective on 5 Novernber. and which was replaced by a regional based Tier syslem on 2 December 2020. The Parish of St James the Great was in Tier 3. which meant the church could rernn open lor public worship. During all the periods it was permitted, the church was open for public worship and l or private prayer. The number ol worshippers attending regular services was generally around 50°/. less than before the pandemic. In early January 2020 the Ihen Incumbent: Father Kenneth Crawford, was inlerviewed lor the vacancy ol Priest in Charge al Sl John the Baptisl. Grainger Slreel, Newcastle upon Tyne. He was appointed to this post. bul because ol the pandemic was not able lo be licensed until later in the year. His final service al Sl Jarnes the Great was lo celebrate the Mass on Sunday 25 July- the Feast of ihe Palronal Saint. Sl James the Great, which was also the anniversary of his licensing as Priest in Charge at St James. on the same dale seven years previously. The Deanery Plan in its original form did not provide for an Incurnbenl at St James lh8 Graat when the then Incumbeni either retired oi resigned. This plan was objected lo by the Churchwardens who also made atternative proFosals. which were originally rejected. Father Michael Way made il kmwn that he fell called by God to offer himself as a non-stipendiafy minister of the parish, The subsequent proposal thal Father Michael succeed Father Kenn8th and be appointed as non-stipendiary Priest in Charge. was accepted by tr Diocesan Bishop, it having been enthusiastically endorsed by ihe Provincial Episcopal Visitor, Bishop Glyn Webster. Father Michael was lomally licensed on 20 Odober. The &'shop ol Durham preachgd. and the Bishop of Beverley presed al the Licensing and Installation. Several Society priests attended logeiher with the Archdeacon of Auckland. who formally presented Father Michael lo the Bishop ol Beverley to be licensed as Priesl in Charge of the Parish ol St James the Great. and the Darlinglon Area Dean who represented Deanery clergy. Because ol the pandemic and Teslriclions in place, the PCC met on only three occasions during the year. including the inaugural meeting following the delayed APCM that look place in October 2020. The range ot matters discussed focussed on the financial impact of the pandemic; tha arrangements for keeping people sale and the restricled liturgi¢al programme. 11 was not possible lo maintain a full liturgical calendar. and this rneant we were unable lo hold any Holy Week services or lo celebrate Easter. The May Feslival was not held, nor was Ihe Palronal Feslival. During the lirnes public worship was permitted the Wednesday morning Mass was followed with Exposition of the Blessed Sacrament and lor which most people who had attended the Mass rernained. The planned pilgrimage lo Walsingham not take place in September.11 has been rebooked for Septembef 2021 when it is hoped some form ol normality will have been restored. Roger Ohr has continued as our organist throughout 2020. providing musi¢ al the Sunday Mass since Father Michael's licensing. He has also played al lunerals where music has been requested. The parish has continued to play a lull part in the somewhal restricted life of the Deanery Synod Ihrough the attendance by our elected reryesentalives al 'Zoom' meetings. Much goes on behind the scenes to ensure the church looks as glorious as it does_ Our congregation Is not large and so a relatively small number of people are engaged in this work

A huge debi of gratitude is owed lo everyone who contributes lo mainlaining the liturgy to such a high standard. Financial Revlew Total receipts on ordinary unreslri¢ted funds were £28:536 - £8,939 less than the previous year and are detailed in the Financial Stalemenls. Income ol restricted funds tolalled £154. Oulgoings lotalled £31 ,169 £9.426 less Ihan the previous year. resulting in a delicil of £2.479. Included in the outgoings lolal is extraordinary expenditure totalling £2,055 on items relating to Covid-19. These include rtems of equipment to facililale str8aming and recording ol services; printing of signage, leaflets elc,. posiage for mailings lo congregants- bulk emailing charges and sanitising materials. Because of the lockdown episodes and olher restrictions such as social distancing. il has not been possible lo raise funds through Sale of Work. Parish Br8aklasl or Social events which represents a loss of income 01 £4.040 compared with ihe previous year. Planned Giving through the weekly envelope scheme and via Slanding Orders has remained constant thanks to participants accumulating their envelopes during lockdown. and submitting them when ¢hurch reopened, and, in one case, forward payment of the weekly env81ope amount. As reported in past reports, the generosity of our people is much appreciated bul the weekly giving on ils own is nol enough to cover all the expenditure we incur in the running of the church and hall. We are very dependent upon the lund raising through various social events that take place throughout the year, as well as the Iwice-yearly sales Spiing Fair and Autumn Fair, bul these did nol occur during the year. Once again, we have been hugely graleful lo have oblained income trom hall lets tolalling £12.163, which is an increase of £2,311 over Ihe previous year. This has been entirely due to the requirements ol one corporate Client who had lo provide training lo employees lo satisfy regulatory requirements and was Iherelore exempl from the restrictions in place at the time. In addition. during the year we acquired another regular and long-lerm user of the hall facilities which generated additional income duriThJ the periods Ihe restrictions nol impinge on hall hire. Due lo the closure of the ¢hur¢h lor various perictyJs. our expenditure on healing and lighting has been redu¢ed by £610, and in the hall the saving has been £851. Despite the pressures on our finances. we were able lo lullil our Parish Share Pledge of £9,300 in lull. Reserves policy It is PCC policy lo maintain a balance on unrestricied lunds {il possible), which equates lo between three and six-monlhs unrestricted payments. to cover emergency situations that may arise from time to time. Our average monthly expenditure during 2020 was £2.577 so the balance of £9,679 on unrestricted funds at the year-end exceeds the target. it equating to more than 3 months ot normal expendilure. Fabrlc Church Following ihe Quirquennia Inspection that was carried out by Ihe appointed church architect in May, some work has taken place to address the requirements identified. Generally, the church building is in gocmj condition. The chimney serving the Church trx)iler is deleclwe and requires remedial work, viz. a flue liner to be installed. A specialist contractor was identified and who has viewed the job. At the time of preparing this reFY)rt il appears that it will be necessary to sour¢e an alternative contractor.

The costs involved are SLJbstantial and ihe PCC have ¢oncluded Ihal il will need to seek financial support from granlors as well as what il is able to raise through fund raising activities. Because of the pandemic progress on this has stalled. The quest for funding is being revilalised in the hope that Ihere will be a successful outcome so that the floor may be replaced. All rainwater gutters and downpipes have been surveyed and where necessary replacements have been installed. Pointing ol the ridge liles has also been undertaken. Flower Fund The flower fund is sel up as a restricted account which means any monies donated are specifically for flowers and can only be used for the provision offlowers lor the decoration ol the ¢hurch. During the report period there were no donalions to this fund., expenditure totalled £270.99. Al the end of the financial year there was a credit balance in Ihis fund of £97.90.
