St. Paullnus Church is located In the town of Crayford in the London Borough of Bexley In the
Diocese of Rochester. The correspondence address Is St Paullnus Church Office, 8a Iron Mill Lane,

St Paulinus Parochlal Church Councll IPCC} has the responsibiltty of co-operatlng With the
incumbent, the Reverend Paul Prentlce in promoting in the parish, the whole mission of the
Church, pastoral, evangelistlc, soclal and etumenlcal, the provislon of church services, baptlsms,
funerals, weddlngsi youth and children's work and teaching adults through discusslon groups and
confirmation. It also has malntenance responsiblllties for the church buildingi the curate's house,
the church halls and the Investment property.

The PCC Is a charlty which became reglstered wlth the Charltles Commission in February 2009. The
functlon and purpose of the PCC is outllned in the Parothlal Church Council's (Powers) Measure
1956. The method of appointment of PCC members Is set out in the Church Representatlon Rules.
All church attendees are encouraged to register on the Elertoral Roll and stand for election to the
pcc.

The PCC met three tlmes during the year with an average level attendance of 13.
In 2024. 3 adults were tonfirmed at St Paulinus. the same number as in 2023. Durlng the year there were
16 baptisms12023: 151, 3 weddlngs12023.. 31 and 12 (2023.. 201 funeral services took place In church. 3
{2023 181 funerals were conducted at the crematorlum and 30 (2023 47) burlals of bodles/ashes.
We were once again blessed to see healthy attendan￿S {In totsl 466 people) at our Chrlstmas Eve Nativlty,
Carol servlce, Midnlght Mass and Chrlstmas moming servlces.

Open Day held in Ortober was well-attonded wlth churchyard tours, bell ringin& displays by
Mothers Unton, the Craft Group, a barbeque and the popular Teddy zipwire from the top of the
tower into the churchyard. In the afternoon there was a Service celebrating our Cultural Dlverslty
followed by a meal wlth foods from different parts of the world. A new initiative thts year has been
the Famlly Breakfast held monthlyon a Saturday morning in the Youth Hall. Thls is aimed at young
familles and baptlsm famllles. Bacon and sausages are available lovlngly cooked by Father James,
as well as cereals and toast. There is a craft activity and a talk by Father Paul after breakfast.
Toddler Pralse Monday mornings for preschool chlldren continues to be popular, run by Llnda
Saunders and attended by Father James.
Donatlons for 8eneral purposes were £44,396 a reductlon of £1,500 on last year. On average, over
the year, 4212023:39} people gave by standing order dlrectly 5nto the bank account. The clalm for
gift aid for the final quarter of 2024 is a debtor of £2,390. The total receivable in respect of 2024
as a tax reclaim for donations given undergift aid, Is £7,981 a reduction of £62812023: £8,609).
Funeral fees provided 18%12023: 19%) of unrestrlcted incomlng resources amounting to £28,050
{2023: £27,897}. The only burials allowed in the 'old' churchyard are in reserved spaces and r
opened graves. The Russell Stoneham Churchyard has provlded new burial space slnce 2019
together with the Russell Stoneham Memorial Garden for the burial of ashes.
Halls.. The hall continues to be used regularly by both regular users and ad-hoc wlth the income
from all hall users being £44,75612023.' £41,445} an Increase of 8%. The Playgroup provide the
majority of the income. The expenditure in 2024 was £39,83012023 £33,064). The Halls are in
desperate need of refurbishment. A survey was carried out In 2024 whlch estimated that It would
take a million pounds to bring it up to standard.
Church: The church continues to have debris nettlng to catch the falls of plaster from the internal
roof. Th15 has proved invaluable durSng high winds. The Church Porch refurblshment is complete
but there are issue5 that stlll need addressin8. In 2023 the project Cost £81,955. In 2024 nearly
£18,000 was paid out to complete the project. In 2024 £4,874 was incurred on work to the
hurch's external doors duetoafire surveyundertaken afterthe Church Porch proJect.The Frlends
of St Paulinus paid for this work. The Lady Chapel plaster had to be removed after large chunks fell
off due to a leak from the roof. The plaster has yet to be replaced, due to lack of funds and the
8reater need to attend to the celllng over the pews.
Investment propertv.
In 2014 the church purchased a 2-bedroom property in Woodfall Drive. The net income was
£10,980 In 2024. The PCC have taken the decision to sell the property, due to the needs of the
church and church ha115. The profit from the sale should be in the region of £320,000.
Church attendance; In 2024 152 people were on the Church Elertoral Roll (2023 1511, the average
annual normal Sunday attendance in 2024 was 75 adults {2023: 701 and 15 children underthe age
of 1612023: 20). There were 3 Chrlstmas Eve service5 thls year, The Nativity Servlce, Carols by
Candlellght, & Midnight Mass and a morning servlce was held on Christmas Day. In 2024, the
Christmas Attendance was 46612023: 584) and the Easter senilces attendance was 156 (2023:
151).

Risks poll
The standlng committee have identified the major risks, which impact the work of the Church In
the parish. There Is a child protectlon policy in place and the Parish Dlsclosure Offior is Mrs Kelly
Tharby who continues to put Into place the Data Barring Service vettlng procedures for the
church volunteers. Llke all Church of England churches, safeguardln8 and safer recruitment are
paramount. The PCC are commltted to ensuring that our church and hall are safe places for all
who use them. Addltionally, the PCC have signed up to promoting a safer Church, and our
safeguarding offlcer is Katle Blewett, whose detalls can be found on the church's web51te. The
Church is compliant on GDPR Legislation.
Flnancial revlew
The net deflclt was £34,481, (2023: deficit £54.366) as a result of total incomln8 resources of
£164,808 {2023: £170,568), total outgoing resources of £199,289 (2023: £224,934} before
movement on Snvestments.
Incomlng resources Included total voluntary givin8 of £53,78012023: £S5,2641 (which Includes
income tax recoverable on Gift Ald donations), church hall income of £44,75612023: £41,445) and
total funeral and weddlng fees of £29,813 {2023: £28,618). Rental income from 92 Woodfall Drlve
amounted to £13,020 {2023: £13,020).
Expendlture was £84.47612023: £71,329) to provlde the Chrlstlan ministry from St Paullnus
Church which included the contribution to the Diocesan parish offer of £21,547 {2023: £20,521).
Church malntenance and running expenses amounted to £58,153 (2023,. £103,810). Church hall
runnlng costs were £39,830 (2023: £33,064).
Bank accounts: At the end of the year the PCC bank account had a balance of £24,927 (2023:
£17,532), the CAF bank accounts totalled £6,684 (2023 £43,035) and £33,829 (2022: £42,479) was
held on deposit with the Rochester Diocese Loan Fund.
Volunteer help.
The church has many volunteers wlthout whom the church would not be able to carryon with
the mlni5try. Amongst these are three Llcensed Lay MSn5sters, (Lynn. Richard & Denise) and one
Pastoral Assistant (Nicky). St Paulinus Church has a team of servers and stewards, two
Churchwardens, the choir, organist and band, the Treasurer, Secretary and the PCC, the Gift Aid
administrator, volunteers who clean the church, provide flower displays, make the refreshments
after the 10am servi￿, help wSth the Family Breakfasts, run the craft groupi Toddler Praise, and
Home Alone lunches. The church is blessed wlth many unsun8 heroes who carry out their tasks
forthe good of the Church and wlder communSty.
Reserves pollcy
It is PCC pollcy to malntain unrestrlcted funds. whlch are the free reserves of the PCC, at a level,
whlch equates to approximately three month5 unrestrlcted expendlture {£47,0001 to cover
emergency situations that may arise from time to tlme. The church 15 just about able to cover
this figure at thls moment in time.

aratlon
1.1 Bas18 of accounting:
These financial statements have been prepared under the historical cost convention with it6ms
recognised at cost or transaGtion value unless otherwise Stated in the relevant notes to these
accounts.
The accounts have been prepared in accordance wth the Ststement of R8commended Pradice:
Accounting and Raporting by Charities preparing their accounts in accordance with the Financial
Réporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16th July
2014 {as amended 2015) and with the Charities Act 2011.
The financial 8tat8ments include all transactions, assets and Ilabllities for which the PCC is
responsible in law. They do not indude the accounts of church groups that owe their main affiliation
to another body nor those that are informal gatherings of churth members.
The ¢harty constitutes a public bgnefft entlty 88 defined by FRS102 SORP and th8 Charities
Commission as a charity for the advancement of raI￿lOn. The church ts committed to enabling
people to develop their relationship with God and Itve out their failh in the community through
teaching, wayer and worship.
1.2 Going Conc•rn
The PCC consider th8 churth to be a going concem, with inccxne from donatlons, the halls, the
hurchyard and the investment property. Any Shortfall would be addressed wtth fundraising and
appeals to the church m8mbers rf the church reseprfes V￿re insufficient. At present the reserves
ere adequate.

2.1 Income
Recognthon of Income.
Inwme is induded in the Statement of Financial Activities (SOFA) Ythen:
the church becomes entitl8d to the resources.,
it Is more likely than not that the trustees will receive the resources., and
the monetary value can be méasured with sufficient reliability.
Offsétbng.. Ther8 has Ixen no offsètting of ass6t8 and liabilities, or income and expenses, unless
required or permitted by the FRS 102 SORP.
Grants and donatlons
Grants and donations are only included in the SOFA when the general income re¢ognition criteria
are met. (5.10 to 5.12 FRS 102 SORP)
Legaeles
L8gacies are induded in the SOFA when receipt is probable, that is, when there has teen grant of
probate. tha •xecutor8 have established that there are Sufficiènt assets in the estate and any
condition8 attached to the legacy are either within the control of the charity or have been met.
T•x reclalms on donations and glfts.. Gift Aid re￿1vable is included in income when there is a
valid declaration from the donor. Any Gift Aid amount recovered on a donatlon is considered to
be part of that gift and is treated as an addition to the same fund as the initial donation unless the
donor or the tenns of the appeal have specified otherwise.

Income from interest and dlvldends.- Thi8 is included in the ac¢ounls when receipt is probable
and th8 amount receivable can b8 measured reliably.
Settlement of Insurance clalms.. Insurance claims are only induded in the SOFA vthen the
general income recognition crlt8rta are met (5.10 to 5.12 FRS 102 SORP) and are induded as an
Item of other income in the SOFA.
Investment galns and losses.. This includes any realised or unrealised gains or losses on the
sale of investments and any gain or loss resulting from revaluing investments to mart(et value at
the end of the year.
2.2 Expendlture and Ilabilftl88
Uablllty re¢ognltlon.' Liabilities are recognised where it Is more likely than not that there is a
legal or construdive obligation committing thé ¢hurch to pay out rescu￿e$ and the amount of the
obligation can be measured with reasonable certainty.
Governance and support ¢osts.. Support costs ensuring the church complies with the publlc
accountsbility and compliant with regulation and good practice are nil as they are carried out by
volunteers.
Redundancy cost.. The ¢harity made no redundancy payments during th8 reporting period.
Deferred Income.. No material item of defe￿ed income has been included in the accounts.
Creditors.. The charity has ¢reditors which are measured at settlement amounts less any trad8
discounts.
Pmvlslons ftir Ilabllltles.. A liability 18 measur8d on recognition at its historical cost and then
subsequently measured at the best estlmate of the amount required to Settle the obligation at the
reporting date.
2.3 Assets
Tanglble fixod assets for use by charity and are capitalised if they can be used for more than
one year and cost at least £1,000. They are valued at Cost or historical deemed cost. The
depreciation rates and meth¢)ds used are disclosed in note 6.
Consecrated land and bulldlngs and movabl• Church fumlshings
Consecrated and beneficed property of any kind is excluded from the accounts by s.10 (2){a) of
the Charities Act 2011. No value is placed on movable church furnishings held by the Vicar and
Churchwardens on special trust for the PCC and whl¢h require a faculty for disposal sin¢8 the
PCC considers this to be inalienable property. These items are listed in the Church's Inventory.
which can be inspected (at any reasonablè time).
Investments are valued initially at cost and Subsequently at fair value (their market value) at the
year end.
Debt￿5 are measured at the cash or other consideration expected to be received.
