The PCC has the responsibility of cooperating with the incumbent, Revd Janet Heighton, in promoting in the ecdesiastical parish the whole mission of the church. pastoral, evangelk81ic, social and ecumenical. The PCC is also responsible for the mainten8nce of the Church and Parish Church Hall in Church Road, Rainford. Objectives and Activities The PCC is committed to enabling as many people as possible lo worship al our church and to become part of our parish community at All Saints. The PCC continues lo develop the vision of the church following the diocesan vision of a"Bigger Church making a Bigger Difference. and promotes the Oiocesan Rule of Lrfe- Called lo pray, read and leain. Sent lo tell. seNe and gNe.' The PCC maintains an overview ofworship and makes suggestions on how our servi$ can involve the many groups that live within our parish. Our services and worship pul faith into practice through prayer and scripture, music and sacrament. then planning our activities for the year. we have considered the Charity Cornmission's guidance on publ benefit. In particular we want to mention our Churchwarden Rupert Nichols and the Deputy Churchwardens Janet Davies, Myra Hartley and Ralph Rigby. One Churchwardens post remained vacant. A considerable amount of hour5 are given each year by all our volunteers in their work for the church and we are rnosl gialeful lo everyone who helps in 8ny way with the Smooth running of the church and our mission and rninislry. We have over one hundred people regularly contribLJting their time, as well as others who help with occasion81 annual events. We are also grateful for thè various local businesses who have supported our work by their generous donations and discounts. In Seplernber 2025 we invited all volLJnleeis to join us for coffee and cake one Sunday afternoon and, for those who wished, we held a short th8nksgiving seivic£ in church b&forehand. Achievements and Performance Worship and prayer The PCC is keen lo offer a range of services during the week and over the course of the year that our community find both beneficial and spiiilually fulfilling. Everyone is welcome at our services and the reported figure lor the Church's Electoral Roll in 2025. following a complete revision of the roll. was 22312024 - 1981. It has continuèd to meet monthly. on th8 third Sunday at gam in the Church Hall. The lom)at is 15 mins each of Ciaft, Prayer and Breakfast. The service has been well received by families with young Children. The average attendance for 2025 was 28 adults and 20 children, consistenl wth 2024. Church building and hall In addition lo the programme of services, the Church is generally used by the Bell-ringers and the Church Choir for reoular weekly practice, and for Tots, Tirne worship on a Wednesday moining. The hall is generally used throughout the year by various church organisations, induding Wednesday Welcome, 8oys' 8rigade and Girls, Assoaation, Mothers, Union, Men's Fellowship, Fellowship Lunch, Craft Group, Mindful Photography and Rainlord Parish Church Amateur Dramatic Society, and for Parish lunches and coffee mornings. Outside letlings of the hall have continued throughout 2025, including the Women's Institute, ex8icise classes and parent and baby gioups. A report on our Church building was produced by the Fil for Mission Right Buildings Team. The FabricslH&S wmmittee have updated the action plans for both the church and the hall. The PCC have started lo pick up the work done prior lo the pandemic, in reviewing the facilities we need in order lo meet the obj&ctives of the mission plan. This will be developed further in 2026. Churchyard and Fleld The PCC have responsibility for the upkeep and maintenanee ol the churchyard and field. A working party of willing helpers, led by Andrew Rigby, have continued to m8iritain the churchyard and field throughout the year and we are grateful for their commilmenl. The church ieceives no outside assistance in this area, and all costs and expense are borne by the Parishioners of All Saints. Whilst the working party does not eliminate Costs entirely it has dramati¢ally reduced the financial burden in this area on the church. The Parish of All Saints, Rainford PCC Annual Report and Accounts The church field was again used by Silcocks Fair foi Walking Day and for the Bonlire organised by the Scouts and Rotary. Year ended 31 December 2025 Pastoral care Pastoral visits and home comrnunions continued during 2025, undertaken by Revd Janet. Consid8ralion is still being given to the ie-lormation of a Pastoral visiting learn and this was identified as a priority by the Mission and Pastoral corrrniltee. Mission and evangelism The Mission and Pastoral Commiltee has continued lo encourage commitment lo th¢ Di0$an Rule of Life and the Diocesan objeelives. An At Home day was held in March, with the theme Showing and Sharing Faith. The Fellowship Lunch continues in the Church H811 on a Monday 12- 2prn. offering a free light lunch. This has proved very popular, with an average allendance ol forty-five, offering fellowship and combating loneliness. Although lunch is offered free for anyone who wishes, attendees 3lso offer their own donations, making the groLJP self-sustainable. Follow4ng the success of 'Coffee, Cake and Company over Chrislm8s 2024, a session was held in August 2025 and again over Chri8lmas. These offer fellowship for any who wish and are well allended. In addition lo the ecumenical Lent group. Bible study groups and an Advent reflection group were hekl through the year, led by Revd Martin and Helen Mackenzie. This yearfs Christmas event was 8 Christmas Tree Festival, with forty-six organisalions and businesses taking part. Money raised was split between Church funds and our two Christmas Charities, North West Air Ambulance and Alzheimer's Society. Our Church School Partnership continues with Rainford CE School. Revd Janet, Diane Pennington, and Keith Grallon continue to be committed in their roles as Foundation Governors. Revd Janel and Revd Martin have continued to offer weekly Collectiv8 Worship in school and we were also able to offer Easter Experience, Penlècost Experience and Harvest Experience in Church. The School has used the church building lor Hatwest and Christmas. We were pleased to heal of the successful SIAMS inspection of the School. Our relationship with Brook Lodge School has continued. Revd Janel has 18ken p8rt in assemblies and we were able lo welcome the school lo church for the Easter Journey Celebration and Ihe Crib Service at Christni8S. Chaiity number 1127817 Page17

The Church acts as a collection ptsint for food donations, regulaily 5enlto the Skelmersdale Food Bank for dislribulion, and at the Family Service in December, our'Toy service., members of the congregation brought in toys and other gifts which were taken lo the St Helens Women's Refuge Centre. The Parish of All Saints, Rainford PCC Annual Report and Accounts Ecumenical relationships Year ended 31 December 2025 The church is a member of Chuich&s Together in Rainlord and the Clergy of the churches have worked closely together and mel regulady throughout the yearto reflect and offer support. The 2025 Service of Christian Unily took place at Corpus Christi. The Good Friday Walk of Witness took place as usual 88 did the annual Walking Day in June. The Ecumenical Service for Remembrance at All Saints was very well attended. We were able lo distribute both Easter e8rds and Christmas Cards throughout the village, with messages of hope and look part in a joint Lent Group. which was based on Season One of The Chosen. Alongside ourchristmas Tiee Festival and the Village Christmas Fair, Churches Together organised a Village Walking Nalivily, which included a real donkey. Despite the weather moving the Christmas Fair indoors, we were still able lo go ahoad, with the story and a carol taking place at each ol five venues.. the village hall. guide hut, church hall, Eagle and Child and back to our outdoor uib sTrne. 11 was very successful. with approx. 150 people taking part. Dlocesan Fit for Mis8ion Plan Over the first part of the year, members of the parishes participating in the Di03n Fil for Mission Plan, continued to take part in extra meetings to explore what a Larger Single Parish may look like. Clergy, Churdiwardens, Treasurers, Safe9U8rding Officers and Right Buildings Team all m8t in their own groups lo work through some of the issues and processes. The PCC continued to receive reports and reflect on the way forward. In May, parishes were asked to vote on whether lo commit lo the Larger Single Parish structure. With a small majority vole. the PCC decided to withdraw from the Fil for Mission process. Other parishes did the same 8nd. wth only three parishes voting to remain in, the proposal was no longer viable for the Ormskirk Deanery and the Deanery therefore officially withdrew from the Diocesan process. Deanèry Synod Five mernbers of th8 PCC sit on the Deanery Synod, along with the Vicar. This provides the PCC with an important link between the parish and the wider Churth. The main topic ol discussion over the first part of the year was the Diocesan Fil for Mission Plan. Charity number 1127817 Page19

Accounls are kept using 'MyFundAccounlino', a software package speafically for chLJrches. The power of the sofvare is now being ulilised lo assist with ongoing budgeting. Income and expenditure The Parish Giving Scheme continues to be promoted and membership remalned steady. Planned giving increased by £1,765. The deficit of unrestricted funds lineluding designaledl showing in the accounts to the General Fund is £10.035 (previous year deficit £35,604). Total receipts of unreslricled funds were £203,419 (previous year £191,469). One legacy of £5,000. Was received in the year (previous year £8,066). Other unrestricted volunlaiy donations were £70,735 (previous year £73,748). Collections from loose plate decreased by £181. Gift Aid and GASDS has been cjgimed on eligible donations for the year, £13,576. although £1,103 of that was from 2024 but received in 2025 Iprevk)us year £11,596). £192.654 (previous year £208,988) was spent from unrestricted fund5 on charitable activities and to provide Chiistian ministry. The diocesan parish share for 2025 was £75,687 (previous year £86.9781. The Parish Share is supplemented by the Church Commissioners lo provide.. Clergy slipends and National Insurance, Clergy penslons, Clergy housing, Clergy training and Reader Iraining. The total amount foi all churches in the diocese is shared between those churches applying a formula which takes into account nationally determined deprivation slatlstics and each Church's Sunday adult congregation attendance. Repayments oflhe Government Business Boun Back loan, recewed in 2020. continued. After repayments of £10,648 the balanoe at the end of the year was £8,751, which will be fully repaid during 2026. Our major fundraising event, the annual Church shop, ran again in May and generat8d a surplus of £23,514 {2024- £19,656). Fee income is always variable due to the number of services. The amount received from wedding and funeral fees was £22.947 {2024 £14,195 - in 2024 the number of funerals dropped considerably, the lowest in 10 years.) Charity nutnber 1127817 Page110

Year ended 31 December 2025 The Cur8le's House conlinues lo be let and returns an income of £1,300 per month. The balance of the historic Keith Orrell bequest 15 Part of the investrnenl in the Curate's house. Rèsèrves Pollcy It is still the policy of the PCC to try to rnainlain a balance in the general current account of unreslricled funds Ihat equates to at least months of unrestricted paymenls and covers emergency situations that may arise from time to time. Close mana9ement of the accounts ha8 been undertaken. Legacy policy It is the PCC'S policy to record any legaries r1Ved and, if given without any restrictrn, to use Ihem in sud) a way that wherever possible reflects the person who has given the legacy. Restricted legacies will be used in accordance with the restriction. One legacy was received in the year, amounting to £5,000. Health and saf•ty matters In the Summer of 2025, a H&S working party was established reporting to the Finance sub- corrrnillee of the PCC and Iberefore held accounlable by the PCC. This working party consists of 5 people one ol whom is the Caretaker and the others being members of the PCC. The remit ol this group is to oversee and promote safe pr8cliS lor everyone who uses the church, Parish Hall (including The Anchor) or who participates in its activities. It operates on behalf of the PCC to.. Ensure the church and all buildings comply with H8S legislation and good practice Promote a safe environment lor worshippers. volunleers, staff, wsitors and Contractors. Identify, assess, and reduce risks associated with church building5, activities and events. Food Hygiene, Graveyard, Plant and Machinery, Paths, Trees and Walls, Working at Height. Copies of the Policy are held by leaders of organisations, and in the Church Hall Office, as are the Registers of periodic checks and accident book. We endeavour lo ensure that our policy is maintained and kept up lo dale. Year ended 31 December 2025 Risk Assessments The H&S working party undertakes a prograrnme of Tisk assessments lo identify major risks. Procedures are pul in place lo manage those risks and minimise their impad on the lfe of the Church. In order lo comply with The Regulatory Reform (Fire Safely) Order 2005, we havè a written Fire Risk Assessment. which has been reviewed. At the dale of writing this report there have been no RIDDOR notifiable incidenees. RIDDOR is a law that requires us as an employer to report certain lypes of accidents, incidents and ill- health to the He8llh and Safely Execulw8 IHSEI. RIDDOR stands for the Reporting of inadenls, Diseases and Dangerous Occurrences Regulations. Safeguarding The PCC is responslble lor ensuringthe church has a safeguarding policywhl¢h is agreed, understood and enacted. We have again approved our Safeguarding Policy in line with the Diocese of Liverpool's and will keep it under review annually. This is to keep it in1Sne with Current expectatlons and to ensure It meets our own needs. The PCC routlnely receives reports to enable them to track the safe recrultment ol volunteers where their roles bring them into contact with children 2ndlor vulnerable adults in their'official, capaclty. I'safe r&cruiting' involves a DBS check, the uptake ol references, a clear role description. an induction interview and an assessment ol training needs.) Our church is commltted to and will champion the protection of childr8n, young people and vulnerable adults. Everyone who meets us, com6S to us. or works with us should feel sale and c8red for irrespective of their soclal b8ckground, culture, their abilities, religious belief or any other faclor. The Regulation is designed lo give individuals rnore rights when il comes to how their inforrnalion is gathered, stored and used. It will build on current Data Protection legislation lo ensure that all organis8tioMs are acting transparently and fairly when it comes lo personal information. The GDPR aims to ensure an individual's right to make suie their data is held $8¢urely, correctly, and in a manner which is easily awessible and is under one ol GDPR'S six lawful bases, one of which is consent. In line with this regulation the PCC continues to issue data consent forms to a11 new members and contacts. These are proce55ed in line with th8 regulations and aTe securely stored. It operates under the Parochial Church Councils IPowersl Measure 1956 and the Church Represenlation Rules and 18 a charily regisle18d wilh the Charity Commission. PCC members are appointed in accordance with the church ol England Representation Rules 2025 and are elected 81 the Annual Parochial Church Meeting l°APCM"I All those who attend as members of the congregation are encouraged to register on the Eledoral Roll and sland for election lo the PCC. Individual memb8rs of the PCC ieeeive inlorm8titsn on appointment, including the health and safety and safeguarding policie3, and external training as and when deemed appropriate by the PCC. This includes courses and events run by the Diocese. The PCC mel during 2025 on eight occasions.. 271h January. 31* Marth, 28th April. 19th May, 16th June, 21 st July, 22nd September and 17th November. There are two paid employees.. a caretaker and parish secretary. Our caretaker is Martin Cox. The role of parish secretary is perfortned by Pippa Wisedale. We would like lo thank them for all their hard work. 11 should be noted that Pippa Wfisedale became a PCC Member and Trustee in April 2019. Her role as trustee is voluntary and no part of her salary applies to hei role as truste8. Salaiies are set annually by the PCC, and paid monlhly after deduclion ol appTopriate PAYE, employee pension contributions and National Insuran. The PCC uses The People's Pension. provided by B&CE, as the woikplace pension lor ils employees. The Organist and Choir Master, Mike Jones, is sell-ernployed. It should be noted that he became a PCC Member and Trustee in May 2022 and retired from this role in May 2025. His role as Iiustee is voluntary and no payments are made lor his role 88 Trustee. Due to ongoing health reasons, Mike has been unable lo fullil his role as Organist during 2025 bul has been involved in Choir Rehearsals and Evening Prayer. Music support has been provided by occasional Organists and the use of recordod music. We are particularly grateful to Jackie Wilkinson. Andrew Sharples and Mart( Rawsthorne for their help with regular servi$ throughout the year and to Tim Hall for his help with the Carol SeNice. Sue Duerden undertakes some of the role of Verger.
