ANNUAL REPORT OF THE TRUSTEES
Aims and Purpose
The general functions of the Paro¢hial Church Council of Parish of All Saints. Rainford I'PCC°I
are slated within section 2 of the Parochial Church Councils IPo4%Ersl Measure 1956.
The PCC has the responsibilty of cooperating ￿tti the incumbent. Revd Janet Heighton, in promoting
in the ecdesiasticaj parish the whole mission of the church. pastoral, evangelistic, social and
ecumenical. The PCC is also responsible for the maintenance of the Church an¢J Parish Church Hall in
Church Road, Rainford.
Objactives and Activities
The PCC is committed to enabling as many people as possible to worship al our church and lo
become part of our parish community at All Saints. The PCC conlinves lo develop the vision of the
church folk)wing the diocesan vision of a"Bigger Church making a Bigger Difference. and promote$
the Diocesan Rule of Life-"Called lo pray. read and leam. Sent lo tell. serve and give..
The PCC maintains an overwew ofworship and makes $ugge$lions on h¢)w our services can involve
the many groups that live within OUT parish. Our seryices and worship put faith into practs'¢e through
prayer and scripture, music and sacramenL

COVID 19-Global Pandomic
Although most services were taking place in 2022, precautions were still in place followng the Global
Pandemic. This has conlinue¢J to impact the charity financially by10s8 of income from loose plate
ollections.

We would like lo thank all the volunteers who wcrfk so hard lo make our Church the lively and vibrant
community rt is. In particular we want to mention our wardens, Diane Pennington (resigned May 20221
and Ralph Rigby (appointed May 20221. Our deputy wardens in 2022 were Janet Davies, Ivor Fingard,
Myra Hardey, Rupert Nichols, and Ralph Rigby (until May 20221.
A considerable amount of hours a￿ given each year by our volunteers in tt)eir work for the church and
we are most grateful lo everyone who helps in any way wrth the smooth running of the church and our
mission and ministry.

Consideration has been given to making the most of the opportunities provided by occasional
offices and using the Churth of England ￿SourCes.
Before the pandemic, plans had been started to launch a new Messy Church Service. These plans
came to fNition with the launch of this new monthly service in October. The service takes place in
the Church Hall at 9am every third Sunday. The fomiat 1$ 15 mins each of Craft. Prayer and

Breakfast. The service has been well received by families with young children, many of whom have
previously attended Tots Worship but few had attended Sunday Services. The average attendan¢e
for October- December was 28 adults and 21 chiklren.

Church building and hall
In addition to the programme of services, the Church is generally used by the Bell-ringers and the
Church Choir for regular weekly practice. and for Tols, Time worship on a Wednesday moming.
The hall is generally used throughout the year by various church organisations, induding.
Wednesday Welcome. Boys, Brigade and Gids, Asso¢iab"on. Mothers. Union. Men's, Fellowship,
Craft Group and Rainford Parish Church Amaleur Dramatic Society. and for Parish lunches and
coffee mornings.
The review of the facilities we need in order to meet the objectives of the mission plan was PLtt on
hold in March 2020 al the start of the pandemic. This wll be reviewe(l again at a later date as things
become more stsble and as the implicab'ons of the Diocesan Fil for Mission Strategy beeomes
clearer.
Churchyard and Fleld
The PCC have responsibility for the upkeep and maintenance of Churchyard and F*ld.
Previously the PCC used an outside contractor for the maintenance ofthe churchyard and field.
however. due increases by the contractor and despite receiving altematsve tenders from alternative
contractors this was deemed unviable due lo the current finances of the church. The church
receives no outside assistance in this area. and all costs and expense are bome by the
Parishioners of All Saints.
11 was therefore agreed that we would endeavour to take the maintenance of these areas invhouse.
A working party of willing helpers has been PLrt together led by Andrew Rigby who will maintsin the
churchyard and field going forward. Whilst this will not diminate costs ents'rely il wll dramati¢ally
reduce the financial burden in this area on the Ch￿￿h going fotward.
Geoff Powell kindly as31s1ed with the cutting of the graveyard by btrrowng machinery.
The PCC 8greed to purchase a number of rtems such as slrimmers, lawn mower, le8f blowers and
a150 a container for the storage of these items- Planning Permission was sought for the sib'ng of
the container and this was granted earty in 2023.
Tony & Janet Foster kindly offe￿d to purchase a ride on Mower in memory of their daughter which
was greatly received in November 2022. This wll be of great help maintaining the graveyard and
field in the year to come.

Following the pandemic it was good to see the Church Field back in use by Silcocks Fair for Walking
Day and for the Bonfire organised by the Scouts.
Year ended 31 December 2022
During 2022 work was undertaken to repair Ihe culvert running under the Church Field.
Pastoral care
Pastoral vi511s and home communions retumed to nomial during 2022. followng the pandem
restrictions. Throughout the year fourteen people regularly received communion at home, these
were undertaken by Revd Janet and Revd Noel. Spiritual Communion on Zoom continued weekly
throughout the year. providing fellowship. wrth approximately five attendees.
Mission and gvang8li$m
The Mission and Pastoral Committee has conlinued to encourage commitment to the Diocesan Rule
of Life and organised an Al Hon* Day in February 2022 wlh &'$h¢)p Bev.
Revd Noel has continued to run stu(Jy grovps in person throughout the year. moving from Pilgrim.
to Alpha, to a general discussion group. These have helped members of the congregation grow in
confidence in their fath.
A highly successful A¢Jvent Wndows cdebralion and disklay t¢)ok place in Decemberand throughout
Advent. Many organisats'ons an(J the schools were invc4ved in creating the windows, %thich proved
very popular. A large number of people visited the di$￿aYS, vknich depicted the whole story of
salvation.
Our Church School Partnership continues Rainford CE School. Revd Janet and Diane
Pennington, contsnue lo be committed in their roles on the goveming body and Revd Martin was
also appointed as a Foundation Governor. Revd Janel, Revd Noel and Revd Martin have continued
to offer weekly Collective Worship in school and were able to offer Easter Experience and Harvest
Experience in Church. The School has used the church building for Harvest and Christrnas.
Our relationship wlh Brook Lodge School has conb"nued. Revd Janet has taken part in assemblies
and we were able lo welcoFne the school back lo church for the Easter Joumey Celebration and the
Crib Service at Christmas.
Our Parish magazine and Facebook page keep our parishioners informed of the important matters
affecting our Church and Parish. The wee￿Y newsletter continues to be distributed to all on our
Electoral Roll who have provided email addresses and to all on our mailing list who have signed up
under GDPR. The weekly circulation is approxim*ely 190 copies.

Food Bank for distribution, and al the Family Service in December, our 'Toy gervicè., membets of
the congregation brought in toys and other gifts which were taken to the St Helens Women's Refuge
Cenlre. Harve$l produce was donated lo YMCA St Helens and the local foodbanks.
E¢umenl¢al relatlonshlps
The church is a member of Churches Together in Rainford and the Clergy of the churches have
worked closely together and met regularly throughout the year lo reflect and offer support. The 2022
Service of Christian Unity took ￿ace al Corpus Christi. The Good Friday Walk of Witness was able
to take place again as usual as did the annual Walking Day in June. The Ecumenical Service for
Remembran¢e at All Saints was very vdl attended.
We were able lo distribute both Easter cards and Christmas Cards throughout the village, wlh
messages of hopè.
Deanery Synod
Five members of the PCC sit on the Deanery Synod, along with the dergy. This provides the PCC
wrth an important link betsveen the parish and the wder Church. Synod was able to meet in person
again and there has been a lot of discuswon over the fvture of the Church and the Diocesan Fit For
Mission Plan.
Financial review
Record keeping and controls
The Trustees are respon5itAe for the day to day m8n8gemenl of the PCC and approve income and
expenditure. Account5 are kept using "MyFundAccounting. a sothvare package specrfically for
churches. The power of the So￿are is rw)w being utilised to assist wth ongoing budgeting. Lorraine

nne volunteered to take on the roie of Treasurer ealy in 2022 and there has been an ongoing
handover.

Income and expenditure
After another push for using the Parish Giving Scheme, more people have now transferred and the
number using envelopes has now reduced to 8 Planned giving increased by £352, although we did
lose a few of our regular givers, who sadty died.
The gain of unrestricted fvnds (including designaledl showing in the accounts to the General Fund
is £2,670 (previous year deficrt £28,736).
Total receipts of unrestricted funds were £198.438 (previous year £146,475). Two legaaes. lotalling
£S,995 were received in the year. Other unrestricted voluntsry donations were £92.813 Iprevious
year £60.8751,' this included three special unreStr￿ted donations. lotslling £26,000. Planned giving
increased by £352. Collections from loose plate increased by £3,425. A PAYAZ machine wag
introduced for contactless payments. General one off donabons increased by £3,177. Gift Aid and
GASDS has been daimed on eligi￿e donat￿n$ for the year £16,437 Iprevious year £12.8231.
£179,050 (previous year £167.373) was spent from unrestricted fvnds on charitable activities and to
provide Christian ministy.
The diocesan parlsh Share for 2022 was £91.379 less a parish share credit due lo the pandemic of
£3,458 bringing the totsl to £87,921 Iprevious year £86,923). A$ the ￿shfl0W post pandemi¢ was more
stable il was possible to Start paying by Direct Debil again. giving a saving of £5,835. The total paid in full
for 2022 was therefore £82,086. The Parish Share is supplemented by the Church Commissioners lo
provide.. Clergy stipends and National Insurance, Clergy pen5ion$, Cler9y housing, Cler9y training ond
Reader training. The lotsl amount for all thurches in Ihe dio¢e$e 1$ shared be￿een those ¢hur¢hes
applying a formula which takes into 8¢counl nationally detemined deprivats'on ststs"sts¢s and each
church'$ Sunday adult ￿ngregation attendance.
Repayments of the Government Business Bounce Back loan. received in 2020. contsnued monthty
throughout the year.
Our major fundraising event, the annual Church shop, retumed in full in May and generated a net profil
of £16,161.
Fee income is a￿VaYS variable due to the number of seNices. Wrth more weddings and funerals in
church in 2022. the amount received from fees was £24.02212021 £22.426).
The PCC are continuing lo rab"onali5e expenditure in Orderto maximise the effective use of resources
and generate addits'onal income.

It should be noted that, followng the vestry fire reported in 2019, £15,924 remains in the account
from the insurance claim, partly to pay for the refurbishment of the vesty, %thi¢h stsrted in February
2023.
Investments are aetivety managed by an investsnenl manager Quilter Cheviol. No capital has been
drawn down from investments in 2022 and the valuation reflects a depression in the share market.
The investments have generated interest of £S.505.
R•s•rves Pollcy
It is still the policy of the PCC lo try lo maintsin a balance in the general current account of
unrestrided lunds that equates to al least hvo months of unfesth"¢ted payments and Covers
emergency situations that may arise from time to time. However, the pandemic made this difficult
and has continued to require close mana9emenl ofthe finances throughout 2022. In order lo protect
the Charities interest and minimise loss, the PCC decided r￿t to draw down money from investments
lo aid cashflow but lo use the Government Business Bounce Back loan. held in a Reserye account,
lo assist short lem cashflow issues. Quiher Cheviot. as Investment Managers, have been kept
informed of potential cashflow needs in the new year. in order to sell shares al an appropriate lime
and keep this in a cash Iccount.
Legacy poll¢y
11 is the PCC'S policy lo recor¢J any legacies received and. rf given vAthout any reslrtction, lo use them
in Such a way that wherever kx)ssible reflects the person who has given the legacy. Restricted
legacies wll be used in accordance wth the restriction. Two legacies were received in the year,
arnounb'ng lo £5,995.
H8alth and safety matters
Andrew Rigby assumed the role of H & S officer and Churchwardens have overall responsibility for Health
and Safety. Any issues are reported at the Fabrics meeting and to the PCC. Our Health and Safety Policy will be
reviewed again in 2023. The Policy Covers all aspects of Health and Safety including". Accidents, Alamis,
Evacuation of Buildings, Fires, Food Hygiene, Graveyard. Plant and Machinery. Paths, Tree5 and Wall5,
Working at Height. Copies of the Pdicy are hdd by each PCC member, leaders of organisations, and in the
Church Hall Office. as are the Registers of perM)dic checks and accident book. We endeavour to ensure that our
policy is maintained and kept up lo date.
Risk Assessments
The PCC undertakes a programme of risk assessments lo identify major risks. Procedures are put in place to
manage those risks and minimise their impact on the life of Ihe church.

vulnerable aduhs. Everyone who meets us. come$ lo us, or VK*rks with us should feel safe and
cared for irrespective of their social background. culture. their abilities. religious belief or any other
factor.11 is the responsibility of 311 of us. individually as well as collectively. lo make these
aspirations ieal, to look out for one another and to pass on any concerns.
As required by the Diocese, we have a designated safeguarding officer. Diane Pennington, who
was appointed in May 2018.ln addition the PCC has also approved the appointment of Pamela
Davenport as a second DBS Recruiter. This has also been approved by the diocese ol Liverpool.
We have an approved policy to guide our adions. The Safeguarding Officer's role is lo support,
advise and deal with certain specffic issues for which she has been trained- bLrt she does not 'do
safeguarding. for us., we are all responsible for doing the right thing.

Gènèral Data Pmtection Ragulation
Year ended 31 December 2022
The General Dats Protection Regulation IGDPR} Came into force in the UK on the 25th May 2018, and
affects all organisalions, including churche5, which store personal information about individuals.
The Regulation is designed to give individuals more rights when it comes to how their information is
gathered. stored and used. 11 wll build on C￿r￿nt Dats Protects'on legislats'on to ensure that all
organisalions are acting transparent￿ and fairly vthen it comes to persona inforniation. The GDPR
aims to ensure an individual's right to make sure their dats is hekl securely. correcdy, and in a manner
which is easily accessible and is under one of GDPR'S six lathl bases. one of which is consent.
In line wth this regulation the PCC continues to issue data consent fomis lo all new members and
contacts. These are prctts$ed in line with the regulations and are $ecurety Stored.

Structure. governance and management
Year ended 31 December 2022
The PCC is a corporate body estsNished by the Church of England. It operates under the Parochial
Church Councils {Powersl Measure 1956 and the Church RepresentslK)n Rules and is a charity
registered with the Charity Commission.
PCC members are appointed in accordance the Church of England Representation Rule$ 2020
and are elected at the Annual Parochial Church Meeting {-APCM"I.
All those who attend 88 members of the congregatson are encouraged to register on the Electoral Roll
and sland for election to the PCC. Individual members ofthe PCC receive infornialion on appointment,
induding the health and safety and safeguarding policies, and external trainiThJ as and when deerned
appropriate by the PCC. This includes courses and events run by the Diocese.

Nov.
There are two paid employees.. caretaker and parish secretsry. Our caretaker is Martin Cox. The role of
parigh secretary is perfomed by Pippa Wsedale. We would like lo thank them for all their hard work.11
should be noted that Pippa ￿sedale became a PCC Member and Trustee in April 2019. Her rele as
trustee is voluntary and no part of her salary includes her role as trustee.
Salaries are sel annually by the PCC, and paid monthty after deduction of appropriate PAYE, employee
pension contributions and National Insurance. The PCC uses The People's Pension, provided by B&CE,
as the workplace pension for its employees.
The Organist and Choir Master, Mike Jones, is seifvemployed. 11 should be noted that he became a
PCC Member and Trustee in May 2022. His rc4e as trustee is voluntary and no payments are made for
his rc4e as Trustee. From January lo September. Mike continued lo bring new music lo enhance our
worship, as well as running the Choir and Junior Chthi. We are very gfatefvl for his guidance and
enthusiasm. Due to health reasons. Mike had to temporarity wthdraw from his role as Organist and
Choir Master for September onwards, he remains in our prayers. Music support ha5 been provided by
occasional Organists and the use of recorded music.
Followng the resignation ol our previous Verger in November 2021. we have not yet appointed a new
Verger. The various responsibilities ofthe Verger have been undertaken by the Clergy and various other
volunteers.

Membership of the main committees is decided al the first PCC meeting after the APCM. The Vicar and
Churchwardeng are ex-officio members of each.
Standing committee
Day lo day management of the church is exercised by the Standing committee, the onty committee
required by law. It has the power to transact PCC Business behveen PCC meetsngs and considers
Strategic issues which may affert the churth. The Committee fvnctions under Rule 15 lappendix 2, para
141 of the Church Representation Rules of the Synodical Govemment Measure 1969.

Going Con¢em
At the time of approving the accounts. and as tletsiled in this report. the Trustees have considered the
ongoing impact of COVID-19 on the Charrty. Although the accounts sb"Il show negative unrestricted
funds in the general ac￿unt, at no lime has the account been overdrawn. Tru5tee5 took the decision lo
use designated funds within the general account to aid the cashflow, while allowng the investments to
recover from the initial COVID drop. Money can be transferred (rom the investments immediately if
needefj.
Funds wthin the investments. partly from the ￿re1[ bequest. had been designated for use in developing
the facilities we have in the light of OUT missional needs. Due to the continuing financial sltuation,
Trustees have currently pul these plans on hold. Trustees are continuing to work on way5 to minimise
any deficit by raising the awareness of stewardship and by addressing the need to market the hall to
bring in additional income. Advice and support is being received from the Diocese.
The Trustees have a reasonable expectation that the Charity has adequate resources to continue in
operational existence lor the foreseeable lulure. Thus, the Trustees continue to adopt the 'going
concem. basis of accounting in preparing the accounts.

Parish of All Saints Rainford
I report to the trustees on my examination of the financial statements of The Parish of ￿1 Saints,
Rainford PCC Ithe charity) for the year ended 31 December 2022.
This report is made %)lely to the charity's trustees. as a body. in accordance with Section 145 of the
Charities Act 2011. My examination has been undertaken so that I might stale to the charity's trustees
those matters l am required to state to them in an Independent Examinerfs report and for no other
purpose. To the fullest extent pemffted by law. I do not accept or assume responsibility lo anyone other
than the charty and the chanty's trustees as a body, for my examination, for thi$ report. or for the
opinions I have fomed.

As the trustees of the charity you are responsible for the preparation of the financial statements in
accordance wi(h the requirements of the Charibes Act 2011 Itt* 2011 Acti.
