The PCC has the responsibility of cooperating with the incumbent, Revd Janet Heighton, in promoting in the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC is also responsible for the maintenance of the Church and Parish Church Hall in Church Road, Rainford. ## **Objectives and Activities** The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at All Saints. The PCC continues to develop the vision of the church following the diocesan vision of a “Bigger Church making a Bigger Difference” and promotes the Diocesan Rule of Life – “Called to pray, read and learn. Sent to tell, serve and give.” The PCC maintains an overview of worship and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. When planning our activities for the year, we have considered the Charity Commission's guidance on public benefit. In particular, we try to enable ordinary people to live out their faith as part of our parish community through: - Worship, prayer and learning about the gospel; - Provision of pastoral care for people living in the parish; - Mission and outreach work within our community; - Fellowship; - Concern for world issues; To facilitate this work it is important that we maintain the fabric of the Church of All Saints and the Parish Church Hall. ## **Support for Charities** The PCC decides on which charities to support, having regard to need. Details of charities benefiting in 2021 are set out in the Achievements and performance section of this Trustees’ report. Charity number 1127817 Page | 3 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** ## **Objectives for 2021** Our specific objectives at the start of 2021 were to continue to work to the Diocesan growth agenda and develop the mission of the church. We aimed to: - Safely re-open the church and hall buildings and enable organisations to restart - Review the needs of the congregation and community in a post-pandemic world - Further develop our online services to reach the housebound - Develop our work with baptism families and encourage the recruitment of young families and adults - Encourage members of the congregation to develop lay ministry - Look further at developing the facilities we have and the facilities we need to further our mission. - Continue to reflect on the use of the balance of the Keith Orrell bequest in the light of the above and the Mission Plan. ## **COVID 19 – Global Pandemic** Due to the continuation of the Global Pandemic many churches, including Rainford, suspended worship again during the third National Lockdown in January and social restrictions remained in place to some extent for the rest of the year. This has impacted the charity financially by:- - Loss of some income while envelopes couldn’t be collected. - Loss of income from loose plate collections - Loss of income from Weddings and Funerals - Loss of income from Church Hall rent - Loss of income from the annual Church Shop The effect of the pandemic on church services and finance is reported on later in this document. ## **Volunteers** We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. In particular we want to mention our wardens, Diane Pennington and Helen Mackenzie (resigned Nov 2021). Our deputy wardens in 2021 were Ivor Fingard, Myra Hartley, Rupert Nichols, and Ralph Rigby. A considerable amount of hours are given each year by our volunteers in their work for the church and we are most grateful to everyone who helps in any way with the smooth running of the church and our mission and ministry. Our Assistant Curate, Revd Noel Mc Garrigle, was ordained on Priest 12[th] June 2021. Revd Jayne Shepherd (Priest) continues to hold the Bishop’s Permission to Officiate. Revd Martin Duerden (Priest) retired and moved in to the parish in 2020 and received the Bishop’s Permission to Officiate in Spring 2021. We are grateful to all of them for all their work and support in the parish. ## **Achievements and Performance** ## **Worship and prayer** The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. COVID19 continued to disrupt Public Worship. A summary of our worship pattern is:- Mon 4[th] Jan Third National Lockdown announced. Churches were not instructed to suspend public worship but, due to high local COVID numbers, many churches including Rainford Parish Church again suspended public worship. 1[st] January – 30[th] May we continued to hold our Sunday 10.30am on Zoom and numbers attending remained high. This enabled not only worship but also a great amount of fellowship and we welcomed regularly being joined by members from other churches across the country and a family from South Africa. Funerals were able to be held in church all year. Attendance was limited to 30 until 17[th] May, then 100 until 19[th] July when restrictions were lifted. Weddings and Baptisms could not take place until 17[th] May and then were limited to an attendance of 30. From 21[st] June wedding attendance increased to 100, baptisms remained at 30. All restrictions were lifted on 19[th] July. On Palm Sunday, 28[th] March, we were able to offer Holy Communion in church at 8am and this continued weekly from 11[th] April. On Easter Sunday, 4[th] April, as well as our 10.30am Zoom service we also offered Holy Communion in church at 4pm. We continued to hold 4pm Services in church during April – May, as well as the 10.30am on Zoom, as part of the transition back to church. From June the 10.30am service moved back to church and the Sunday Zoom services ceased. On Maundy Thursday, 1[st] April, we held our first midweek Holy Communion in church and these continued weekly from 15[th] April. We continued to provide a Wednesday spiritual communion on Zoom and Facebook throughout the year as an outreach to those who are housebound and to anyone using Facebook. Charity number 1127817 Page | 5 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** Our weekly Tots Worship continued online until 14[th] April when it started in the Church Hall. It returned to Church in September. We held a short service in church on the National COVID Memorial Day, 23[rd] March, and a service to mark the death of HRH Prince Philip, The Duke of Edinburgh on 11[th] April. Other services held on Zoom were:- Pause for Thought and Prayer, Ecumenical Service for the Week of Prayer for Christian Unity, World Day of Pray and Maundy Thursday. These were all suspended during the pandemic but restarted during the year. The hall is generally used throughout the year by various church organisations, including. Wednesday Welcome, Boys’ Brigade and Girls’ Association, Mothers’ Union, Men’s’ Fellowship and Rainford Parish Church Amateur Dramatic Society, and for Parish lunches and coffee mornings. These and all occasional activities in the hall were suspended during the pandemic and the financial implication of this is referred to in a later section. The hall reopened for use from September. The review of the facilities we need in order to meet the objectives of the mission plan was put on hold in March 2020 at the start of the pandemic. This will be reviewed again at a later date as things become more stable and as the implications of the Diocesan Fit for Mission Strategy becomes clearer. A major flood in the churchyard (see below) flooded the church boiler room in February 2021The two boilers were condemned having been damaged beyond repair, a new boiler was installed in October 2021 situated in the vicar’s vestry, after consultation with the Church Architect and DAC. Payment for the boiler was covered direct from the insurance company to the Contractor and is not shown in the accounts. The only cost to the church was the insurance excess. ## **Churchyard and Field** The PCC have responsibility for the Churchyard and Field. The PCC pay for grass cutting and other maintenance to ensure that the Churchyard is well kept throughout, including the oldest sections, contributing to the tidy feel of the centre of the village. The Churchyard remains open for new graves and cremation plots and is well used by those visiting loved ones graves. Where possible, the maintenance of the churchyard continued throughout the year. Due to the pandemic the church field has not been used for events during the year. In February 2021, after very heavy rain, there was a flood in the churchyard. No extra damage was done to the churchyard but the church boiler room was flooded, as noted above. Water subsided after a few days and it has not flooded again. On investigation it was found that the culvert that runs under the churchyard, taking water from the top of the village off the fields, via the private lake East of Higher Lane, through the churchyard, church field and the St Helens BC field , down into Rainford brook, had collapsed under the church field. Numerous telephone calls, meetings and emails have been undertaken to try to establish liability for the culvert. Unfortunately it has been stated that liability rests with the PCC. A Contractor has been appointed to investigate the extent of the work Charity number 1127817 Page | 7 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** required and this will be carried out in the Spring of 2022, once the water table has dropped after winter. ## **Pastoral care** Social distancing regulations continued to prevent home pastoral visits and home communions, except for end of life care, at the start of the year. These resumed, with caution, by summer. Organisation leaders and members of the congregation have kept in touch to offer a network of pastoral care. ## **Mission and evangelism** The Mission and Pastoral Committee has continued to encourage commitment to the Diocesan Rule of Life and made preparations for an At Home Day in February 2022. Revd Noel has continued to run the Pilgrim Groups throughout the year, either on Zoom or in person. These have helped members of the congregation grow in confidence in their faith. In October/November we also engaged with the Living in Love and Faith course. Our Church School Partnership continues with Rainford CE School. Revd Janet, Diane Pennington, and Helen Mackenzie (until November) continue to be committed in their roles on the governing body. Revd Janet and Revd Noel have continued to offer weekly Collective Worship either back in school or on Zoom as the need arose. Unfortunately other events and services with the school were suspended due to the pandemic. Our relationship with Brook Lodge School has continued and Revd Janet and Revd Noel were able to take the Crib Service in to school in December. This would usually have been in church but was kept in school due to the pandemic and run three times due to a limit on the numbers able to be in the hall at one time. Our Parish magazine keeps our parishioners informed of the important matters affecting our Church and Parish. Since the relaunch of the printed edition we have continued to offer an electronic edition as well. At the start of lockdown we launched our Facebook page, which has proved helpful in keeping people up-to-date, offering worship and prayer materials and live streaming our weekly spiritual communion service. The weekly newsletter has been distributed to all on our Electoral Roll who have provided email addresses and to all on our mailing list who have signed up under GDPR. The weekly circulation is approximately 190 copies, far greater than when it was only issued in Church. In addition to these monetary contributions, donations-in-kind were made in the year to support local charities: The Church acts as a collection point for food donations, regularly sent to the Skelmersdale Food Bank for distribution, and at the Family Service in December, our “Toy service”, members of the congregation brought in toys and other gifts which were taken to the St Helens Women’s Refuge Centre. Harvest produce was donated to YMCA St Helens and the local foodbanks. ## **Ecumenical relationships** The church is a member of Churches Together in Rainford and the Clergy of the churches have worked closely together and met regularly throughout the year to reflect and offer support. The 2021 Service of Christian Unity took place on Zoom. Lent groups were also run on Zoom. The Good Friday Walk of Witness could not take place as usual due to lockdown, however, groups of 6 were allowed so the six ecumenical Clergy carried the cross through the village as usual as an act of witness and this was recorded and put on Facebook. The annual Walking Day in June had to be suspended again due to COVID. Thankfully we were able to come together in church for the Ecumenical Service on Remembrance. We were able to distribute both Easter cards and Christmas Cards throughout the village, with messages of hope. ## **Deanery Synod** Four members of the PCC sit on the Deanery Synod, along with the clergy. This provides the PCC with an important link between the parish and the wider Church. Synod had been suspended due to the pandemic but was able to meet on Zoom in July and in person in September. Charity number 1127817 Page | 9 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** ## **Financial review** ## **Record keeping and controls** The Trustees are responsible for the day to day management of the PCC and approve income and expenditure. Accounts are kept using “MyFundAccounting, a software package specifically for churches. The new method of working is now fully embedded with three years of accounts entered and the power of the software to assist with ongoing budgeting is being utilised. ## **Income and expenditure** The cashflow continued to be hit hard due to lockdown, particularly during the early months of 2021, not only with loss of income from the closure of the hall but also from the loss of loose plate collections and the ability of members of the congregation to hand in their envelopes. Thankfully the number of envelope givers has significantly reduced, with people moving over to the regular Parish Giving Scheme. Planned giving increased by £1,764. The deficit of unrestricted funds (including designated) showing in the accounts to the General Fund is £28,736 (previous year deficit £44,128 taking into account the £50,000 loan). Total receipts of unrestricted funds were £146,475 (previous year £168,771, including a loan of £50,000). No legacies were received in the year. Other unrestricted voluntary donations were £60,875 (previous year £51,758). Planned giving increased by £4,680. Collections from loose plate increased by £1,245 but this is still a lot short of pre-pandemic levels. Gift Aid has been claimed on eligible donations for the year £12,823 (previous year £9,959). £167,373 (previous year during lockdown £157,591) was spent from unrestricted funds on charitable activities and to provide Christian ministry. The diocesan parish share for 2021 was £91,005 less a parish share credit due to the pandemic of £4,082 bringing the total paid to £86,923 (previous year £90,096). In 2021 we paid the parish share in full and also paid the outstanding two months from 2020 of £15,016 (previously shown as Creditor). The Parish Share is supplemented by the Church Commissioners to provide: Clergy stipends and National Insurance, Clergy pensions, Clergy housing, Clergy training and Reader training. The total amount for all churches in the diocese is shared between those churches applying a formula which takes into account nationally determined deprivation statistics and each church’s Sunday adult congregation attendance. Our Caretaker continued to be on part-time furlough until October, when the hall was re-opened fully. This enabled us to apply for the Job Retention Scheme grants from the government. We also applied for and received a second Government Business Rates grant of £9,431 and a Restart Grant of £8,000. Repayments of the Government Business Bounce Back loan, received in 2020, started in November. Charity number 1127817 Page | 10 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** Our major fundraising event, the annual Church shop in May, could not take place which left a huge gap in income, previous years having generated approximately £15,000. However, we were able to run a smaller Table Top Sale in August, which generated £5,516. New wedding bookings for 2021 were disrupted but weddings postponed from 2020 were able to go ahead. Funerals were able to go ahead throughout the year as normal. Although fee income is always variable due to the number of services, the amount received from fees does show a small recovery from 2020. For 2021 we received £22,426 (For 2020 we received £17,043, 2019 we received £31,126) The PCC are continuing to rationalise expenditure in order to maximise the effective use of resources and generate additional income. It should be noted that, following the vestry fire reported in 2019, £15,924 remains in the account from the insurance claim, partly to pay for the refurbishment of the vestry, which is still in need of doing. This has been disrupted due to the pandemic but it is hoped this will be progressed in 2022. Investments are actively managed by an investment manager Quilter Cheviot. Following a crash at the start of the pandemic, the investments have continued to recover. They have generated interest of £5,261. . ## **Reserves Policy** It is still the policy of the PCC to try to maintain a balance in the general current account of unrestricted funds that equates to at least two months of unrestricted payments and covers emergency situations that may arise from time to time. However, the pandemic has made this difficult and has required close management of the finances. In order to protect the Charities interest and minimise loss, the PCC decided not to draw down money from investments to aid cashflow. The Government Business Bounce Back loan, held in a Reserve account, is available to assist any short term cashflow issues. ## **Legacy policy** It is the PCC’s policy to record any legacies received and, if given without any restriction, to use them in such a way that wherever possible reflects the person who has given the legacy. Restricted legacies will be used in accordance with the restriction. No legacies were received in the year. ## **Health and safety matters** The Churchwardens have the responsibility for Health and Safety. Any issues are reported at the Fabrics meeting and to the PCC. Our Health and Safety Policy will be reviewed again in 2022. The Policy covers all aspects of Health and Safety including: Accidents, Alarms, Evacuation of Buildings, Fires, Food Hygiene, Graveyard, Plant and Machinery, Paths, Trees and Walls, Working at Height. Copies of the Policy are held by each PCC member, leaders of organisations, and in the Church Hall Charity number 1127817 Page | 11 Page | 11 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** Office, as are the Registers of periodic checks and accident book. We endeavour to ensure that our policy is maintained and kept up to date. All Risk Assessments are also up to date and reviewed. ## **Risk Assessments** The PCC undertakes a programme of risk assessments to identify major risks. Procedures are put in place to manage those risks and minimise their impact on the life of the church. ##  **Financial Risk** We have reviewed the PCC’s investment portfolio and ensure that it fully complies with the Church of England Ethical Investment Policy. ##  **Compliance with Laws and Regulations** In order to comply with The Regulatory Reform (Fire Safety) Order 2005, we have a written Fire Risk Assessment. All Risk Assessments are also up to date and at the date of writing this report there have been no notifiable incidences to RIDDOR. ## **Safeguarding** The PCC is responsible for ensuring the church has a safeguarding policy which is agreed, understood and enacted. We have approved our Safeguarding Policy in line with the Diocese of Liverpool’s and will keep it under review annually. This is to keep it in line with current expectations and to ensure it meets our own needs. The PCC routinely receives reports to enable them to track the safe recruitment of volunteers where their roles bring them into contact with children and/or vulnerable adults in their ‘official’ capacity. (‘Safe recruiting’ involves a DBS check, the uptake of references, a clear role description, an induction interview and an assessment of training needs.) Our church is committed to and will champion the protection of children, young people and vulnerable adults. Everyone who meets us, comes to us, or works with us should feel safe and cared for irrespective of their social background, culture, their abilities, religious belief or any other factor. It is the responsibility of all of us, individually as well as collectively, to make these aspirations real, to look out for one another and to pass on any concerns. As required by the Diocese, we have a designated safeguarding officer, Diane Pennington, who was appointed in May 2018. We also have an approved policy to guide our actions. The Safeguarding Officer’s role is to support, advise and deal with certain specific issues for which she has been trained – but she does not ‘do safeguarding’ for us; we are all responsible for doing the right thing. This last year the PCC and/or safeguarding officer has - Reviewed its policies and procedures. - Reviewed the safeguarding audit and action plan - Updated expiring DBS checks. ## **General Data Protection Regulation** The General Data Protection Regulation (GDPR) came into force in the UK on the 25th May 2018, and affects all organisations, including churches, which store personal information about individuals. The Regulation is designed to give individuals more rights when it comes to how their information is gathered, stored and used. It will build on current Data Protection legislation to ensure that all organisations are acting transparently and fairly when it comes to personal information. The GDPR aims to ensure an individual’s right to make sure their data is held securely, correctly, and in a manner which is easily accessible and is under one of GDPR's six lawful bases, one of which is consent. In line with this regulation the PCC continues to issue data consent forms to all new members and contacts. These are processed in line with the regulations and are securely stored. ## **Plans for the future** In 2022 we will continue to work to the Diocesan growth agenda and develop the mission of the church. We wish to: - Review the needs of the congregation and community in a post-pandemic world - Develop our work with baptism families and encourage the recruitment of young families and adults - Expand our provision of discipleship courses - Encourage members of the congregation to develop lay ministry - Look further at developing the facilities we have and the facilities we need to further our mission. - Continue to reflect on the use of the balance of the Keith Orrell bequest in the light of the above and the Mission Plan. - Engage with the Diocesan and Deanery Fit for Mission discussion Charity number 1127817 Page | 13 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** ## **Structure, governance and management** The PCC is a corporate body established by the Church of England. It operates under the Parochial Church Councils (Powers) Measure 1956 and the Church Representation Rules and is a charity registered with the Charity Commission. PCC members are appointed in accordance with the Church of England Representation Rules 2020 and are elected at the Annual Parochial Church Meeting (“APCM”). All those who attend as members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. Individual members of the PCC receive information on appointment, including the health and safety and safeguarding policies, and external training as and when deemed appropriate by the PCC. This includes courses and events run by the Diocese. The PCC met during 2021 on six occasions: 2[nd] March, 28[th] April, 1[st] June, 12[th] July, 20[th] September and 15[th] November. Meetings for the first half of the year were held on Zoom, the September and November meetings were held in person. There are two paid employees: caretaker and parish secretary. Our caretaker is Martin Cox. The role of parish secretary is performed by Pippa Wisedale. We would like to thank them for all their hard work. It should be noted that Pippa Wisedale became a PCC Member and Trustee in April 2019. Her role as trustee is voluntary and no part of her salary includes her role as trustee. Salaries are set annually by the PCC, and paid monthly after deduction of appropriate PAYE, employee pension contributions and National Insurance. The PCC uses The People's Pension, provided by B&CE, as the workplace pension for its employees. The Organist and Choir Master, Mike Jones, is self-employed. He continues to bring new music to enhance our worship, as well as running the Choir and Junior Choir. We are very grateful for his guidance and enthusiasm. The Verger, Diane Pennington (a PCC member and Trustee), is paid for weddings and funerals by direct fees. All other responsibilities included in the role are undertaken voluntary. We are grateful for the care with which she carries out these duties. Due to family circumstances, Diane resigned from the role of Verger in November 2021. We have not yet appointed a new Verger. This money was distributed in accordance with current diocesan guidance. ## **Church organist, verger, other organists and clergy** £5,480 (2020 £4,530) was received as fees from Funeral Directors and private individuals for funerals, burials and weddings. This money is passed on to the relevant individuals who all deal with their own tax payments. ## **Bell-ringers and Rainford Ladies’ Choir** Both receive cash payments for Wedding bookings, payable to themselves. This money does not go through the church account. Charity number 1127817 Page | 18 **The Parish of All Saints, Rainford PCC Annual Report and Accounts** **Year ended 31 December 2021** ## **Going Concern** At the time of approving the accounts, and as detailed in this report, the Trustees have considered the impact of COVID-19 on the Charity. Although the accounts show negative unrestricted funds in the general account, at no time has the account been overdrawn. Trustees took the decision to use designated funds within the general account to aid the cashflow, while allowing the investments to recover from the initial COVID drop. Money can be transferred from the investments immediately if needed. Funds within the investments, partly from the Orrell bequest, had been designated for use in developing the facilities we have in the light of our missional needs. Due to the continuing deficit, Trustees have currently put these plans on hold and funds in the investments are being used to cover the deficit. Trustees are working on ways to minimise the deficit by raising the awareness of stewardship and by addressing the need to market the hall to bring in additional income. Advice and support is being received from the Diocese. The Trustees have a reasonable expectation that the Charity has adequate resources to continue in operational existence for the foreseeable future. Thus, the Trustees continue to adopt the “going concern” basis of accounting in preparing the accounts. ## **Declaration** **The trustees declare that they have approved the above Trustees’ report. This report is made solely to the charity's trustees, as a body, in accordance with Section 145 of the Charities Act 2011. My examination has been undertaken so that I might state to the charity's trustees those matters I am required to state to them in an Independent Examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity's trustees as a body, for my examination, for this report, or for the opinions I have formed. ## **Responsibilities and basis of report** As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act).
