The Parochial Church Council (PCC) is pleased to present its report together with the financial statements for
the year ended 31 st December 2023.
OUR PARISH VISION AND MISSIO
The PCC has the responsibility of ¢o-op￿rating with the incumbent in promoting in the ecclesiastical parish the
whole mission of the Church. pastoral, evangelistic. social and ecumenical. St John's and St Luke's are open
and inclusive communities of faith. welcoming all and seeking to be living witnesses lo God in Jesus Christ.
This is expressed through our Ethos and Vision.
Our aim is to be a beacon of faith. hope and love in the heart of our city.
Our mission is to proclaim God's love in Jesus Christ so ihat others will be drawn to follow him and
find a place in our community.
Th¢ values that we espouse of being open and inclusive, worshipping and faithful, loving and serving,
guide everything we do.
In these we seek to live the mission of the church and draw others inlo its life and community.

St Luke's is our daughter church on Mayor's Walk. built in 1901 as a Mission Room to serve the growing
residential part of St John's Parish to the west of the railway. Dedicated to
St Luke in 1983 it had a focus in supporting the now demolished District Hospital and is now in the midst of a
residential community and small commercial are&
PREMISES
The PCC has maintenance responsibilities for the church buildings: The Parish Church of
St John the Baptist. Church Street. Peierborough and th¢ daughter church of St Luke, Mayor's Walk,
Peterborough. Our Vicar Tesides in The Deanery. in the Cathedral Precincts.
All Saints Mar Thoma Church sigined a 25-year lease lo rent St John's Hall in Mayor's Walk as of July 2018
and as such is responsible for the maintenanc¢ of this premises. An annual inspection by the PCC of St John's
Hall was completed in December identlfying some minor ar￿ requiring improvement, which have been
completed.

The PCC met on 8 occasions in 2023 with an average attendance of13 members.

Standing Committee
The Standing Committee of the PCC is a statutory committee wxth power to transact emergency b￿lnesS
between meetings and other business as instructed by the Council. The Standin8 Committee comprises the
Vicar and Churchwardens together with the Treasurer. Parish Safeguarding Officer and Secretary, and this also
serves as the Health and Safety Committee.
Working Group8 and (hher Appolntments
The PCC h&s appointed several working groups for different areas of inl¢rest in the life of the church and the
parish,
The Social and Fundraising Committee, consisted of the Vicar, Becka Yates. Judy Barsby, Di & Les Sabel,
Margaret Lilliman, Rosie Haynes, Sarah Warburton and Malikia Brewster, who provid¢d and Coryordinated
infotmal church activities including th¢ Harv¢5t meal and Patronal Festival meal as well as lunches and
corporate parish meals.
The Finan¢¢ Committee consisted of the Vicar, Churchwardens, Treasurer, June Bull (until May 23), Rosie
Haynes and Duncan Garfiel<L the last two of who fulfilled the role of counters.
The Fabric Committee. concerned with the care and maintenance of parish buildings, consisted of the Vicar,
Churchward¢ns, Margaret Lillimaffj Malcolm Hopkins, and Les Sabel.
Our Churchwardens were Vernon Bull, Judy Barsby and Alun Williams. Alun Williams also acted as our
Parish Safeguarding Officer overseeing Safeguarding policies and working practices. Stewardship Recording
was carried out by Judy Barsby and Dunc8n Garfield. our Parish Administraior. Payroll services were provided
by the Dioc¢sc with oversight by the Treasurer. June Bull was our Health and Safety Officer.
Jun¢ Swingler took on the role of Electoral Roll Officer. The PCC would like to thank everyone for their hard
work and contribution throughout the year.
The PCC apw)inted Reg Tomblin and Alun Williams as rcpr¢sentatives on the executive of chU￿￿¢S Togcthcr
in Central Peterborough (CTICP). In additio￿ the Vicar, Alun Williams and June Bull repr¢sented the PCC on
the St John's Development Board Community Interest Company which exists to develop the use of the church
for appropriate artistic and cultural purposes.
The PCC also established a Conllnunications Team with the long-t¢rm aim of promoting and sharing
infonnation about our churches and their Mission
currently it has a role in reviewing and making
recommendations on all &spe¢ts of our communications. The Parish Administrator deals with chur¢h
administration, fu￿1¢1a1 pro¢e&sing and events coordination and during the year became our 'Lead Recruiter.

SAFEGUARDING
The PCC takes its responsibilities for the care of everyone in the church seriously. It follows the Safeguarding
Policies for the Diocese of Peterborough and everyone who works with children. young people and adults at
risk is recruil¢d following the Safer Recruiting PTocedures. including checks made with the Disclosure and
Barring Servic¢, where appropriate or by the use of Confidential Declaration Forms and references. A
Safeguarding Team, comprising. Alun Williams (PSO). the Vicar, the Curate. and parish volunteers familiar
wilh Safeguarding practices. meet rcgularly to r¢vicw the Parish Safeguarding Aclion Plan and use the online
Parish Safeguarding Dashboard to ensure we ar¢ compliant with Safeguarding policies and procedures. A
Safegyuarding Pack includes all the necessary Safeguarding documents appropriate for those volunteering at our
churches and for our volunteer groups. including those volunteering at the Community Support Hub and
Tuesdays 'Till Two Café.
The Safeguarding Policy is reviewed annually and any matters of concern are referred lo the Diocesan
Safeguarding Advisor, in accordance with the Safeguarding Policy. Safeguarding is a standing item on the PCC
Agenda.
CHURCH A￿ENDANCE AND WIDER COMMUNITY
The Electoral Roll on 31 December 2023 stood at 70 members. with 19 resident within the parish and 51 non-
resident. As Ihe Electoral Roll stands. under the 2020 Church Represeniaiion Rules. 9 pe￿OnS may be elected
lo servL' on the PLL in. addilion to 2 Deanery Synod represenlatives. 'fhe Deanery Synod representatives were
elected for a three-year temi afr Ihe 2022 APCM unlil 2025.
REVIEW OF THF YEAR
A year of encouraging advances. Attendances at Sunday Eucharist at St John's increased with people of
different age groups and social spectrums many of whom have become pennanent members of the
Congregation. Services generally have been expanded to include a cycle of r¢gular morning and evening
prayer, additionat services at key times of the Church Year. and joint working wilh the Cathedral - e.g. hosting
Cathedral Evcning Prayer when the Cathedral is unable lo do so. and for the purposes of enriching the liturgy
e.g.- a procession of the Liturgy of the Palms shared with the Cathedral complete with donkeys. An importanl,
especially happy. service of the year look place at the Cathedral in June, when OUT Curate, Revd Becka, was
ordained priest. Her first Eucharist followed thai afternoon and was a joyful occasion. Our monthly Family
S¢rvic¢ and regiular family craft activities in which she is actively involved conlinue to attract young families.
Canon Bill Croft has played an imporianl supporting role in presiding and preaching, and it is always a pleasure
to welcome Archdeacon Alison Booker and Canon Helen Dearnley who both live within the parish and assist
with occasional servtces. None of these great benefits would have happened withoul the devolion. commilment
and enthusiasm of our much-loved Vicar. Revd Michelle. St Luke's is home to a small but dedicated and
faithful congregation at its weekly s¢rvic¢s with some encouraging signs of gro1￿ here too. The seTvice of
Healing and Wholeness is held there each month and the weekly drop in Chill and Chat meetings on
Wednesdays followed by a short service of Midday Prayer.
One of our key objectives established in 2022 was the growth of our church, numerically, spiritually and
pastorally in all aspects of our relationship with the city centre and its resident population and visitors. This has
continued to happen throughoui 2023 &$ we have worked in partnership with the City Council in our role as the
Civic Church, in collaboration with our Deanery and with other City Centre churches and faith groups. We are
actively seekin8 ways to work with community groups and agencies to serve the people of our City and to be
open at both our chur¢hes as places of prayer and sanctuary. friendship and h08Pltality. At IK)th St John's and Si
Luke's there has been the introduction of a Prayer Space with a focus on peace and prayer cards available

at St John's throughout the year this has focussed also on the situalion in Ukraine, and after October 7 2023.
the conflicl in the Middle East. Many people lighi candles and pray and make use of the prayer cards and
leatlets otlering a simple forni of Morning and Nighi Prayer to use at home. There have also been prayer trails
and an additional prdyer focus in Lent, Advent. and for Thy Kingdom Come with an invitation to prdy for the
strccts of our parish. We have conlinued to support the ministry of ihe Streei Chaplains from the Light Project
Peierborough, providing a bas¢ from which they go out inlo ihe City on Fridays. By way ol" Lhangye. wc
decamped io St Luke's to share their Patronal Festival in Oclolw for a very happy joint occasion. A follow up
to the Parish wide Mission Day was a morning focussing on our mission at St Luke's which was held early in
December and led by Canon Bill Croft. Many activities for families are held in school holidays - in th¢ summcr
these links with the Summer Exhibition at the Cathedral
in 2023 this wa5 focused on Star Wars. A new
initiative to set up a Youth Group began in Sept¢mb¢r and in October we were pleased to welcome Honour
Smith on placement alongside her studies ai Ridlcy Hall. Cambridge and training in ministry as a Youth
Worker. Honour is expanding our work wilh young people and has plans for a bible study group and a youth
cafe.
The Community Support Hub based at St John'5 ¢onlinued throughout 2023 and supports over a hundred
people of all ages and situations who come to enjoy hol food and social and cconomic advic¢, hcalih support
and opportunities to en&yabie with other support services from across Pelerborou8h. working in partnership with
the l.ight Project Peterborough and the Rough Sleeper Oulreach 'feam Irom Ihe Council lo support thosc wh()
ar¢ on the str¢¢ts. This work is utterly dependent on our fanlastic team of Hub Volunteers, led by Malikia
Brewster and Malcolm Ilopkins. We were delighicd ￿hen Malikia and Malcolm were awardcd Communily
SL'fviLC LCrtiliLatcs for Ihcir co-ordination and managcmcnl ol. IhL Hub and congratulalc ihcm. Duringy thc ycdr.
in addition, Malikia ha5 completed Iraining as an Anna Chaplain. and Malcolm h&$ been appointed as the
Bishop's Verger at the Cathedrdl - many congratulations to them both.
At the start of the year Eli7abeth Arkell, OUT Director of Music for 8 years stepped domm and Sarah Burslon was
appointed a8 an interim replacement. Sarah enjoyed her lime wilh us and grew the choir, with ihe assi8lance of
John Arkell and Stephen Ilarber &8 organisl.s, bui decided ihat her busy schedul¢ would not p¢rniit hcr ti)
continue as a pennanent member of staff. We were ver), giraleful to John. Slephen and others who continued to
a5SiSt us until we were lortunate to be able to appoint Jeremy Jepson. an accomplished choir leader and
organist, who joins us in 2024. Choir numb¢rs havc grown and therc are plans lo d¢v¢lop a Junior Choir too.
We continue to work with Sarah in her capacity as Director of the Cathedral Junior Choir who joined us once
again for Mothering Sunday, our Patronal Festival in June and our Harvest Festival in October.
Our financial situation improved during the year and looked more optimistic than 2022 mainly due to the
efforts and expertise of Vernon Bull and mentor Michael Horspole. Various adjustments were made to the
financial accounting regime. new systems and proIc￿oIS were introduced and certain investments were
modified. I"he Parish is not out of the financial woods yeL but we are more in control of ihe managemenl of
these afTairs and more contident about the lulure. A Siewardship Review wa5 conducted in the Autumn during
Creationtide wilh significant improvements of 27% 10 our pledged income. The parish met all its financial
obligations in 2023 and the Share was paid in full.
Both churches remain in good structural order. There was a minor void discovered under the north aisle floor
at St John's and the ceiling of St Luke s is marked by some pattern staining. The vandalised window in the
south porch of St John's has been repaired by the specialist and will be re-installed durin8 2024 with additioiial
protection agreed with the Diocesan Advisory Committee.

On Saturdays, regular church vOlunt¢￿S staff the ￿pular tllorning café at St JOI￿,& supported by voluntee
from the East Anglia Children's Hospice and smdents of Marshfields School on the first Weth]esday of the
month. Wendy Dy¢T continued with her welcome counler and Malikia Brewst¢r maintsined ber 'Book Nook,
which regularly f¢alures special interest books and other relevant items. Malcolm Hopkins and Mwgaret
Lilliman host¢d Chill and Chat on Wednesday morning8 th St Luke's, concluded by a simpl¢ s¢rvice. The
Ladies GTOUP meet each month foT a talk or activity and rcfreshments.
Misston and Pastoral Teams were appointed and received on-line and tn-house training and w¢re
commissioned. We continue to supwrt the Welcome Dir¢¢tory. providing help for prison leave￿ as they rejoin
society. The congregation is well r¢presented on the rota of servers. readers, intercessors, Eucl]aristic assistants,
Sunday Wardens and sides-peopl¢. Fresh flowers were arranged in IK>th churches week by the Flower
Team led by Lai Juliary Di Sabel and Jackie Prime.
Sunday services norn]ally conclude with eA)ffee at St Luke's and coffee and sherry at St Jobn's. These provide
occasions for enjoyment and fellowship to complete our worship. The Traidcraft stall managed by Reg and Gill
Tomblin was sadly discontinued because th¢ parenl company went bust. The charity group. Cards for Good
Causes also Teturncd, and the Art Society held iwo exhibitions. St Johns was again open for the nationally run
Heritsge Days in Sept¢mbcT. A successful Craft Fair was held in November in aid of the Defibrillator
Fund and we now have a Deflbrillalor instsjled al Sl John'& with gratem thanks to Gemma's Hearts for their
provision and support for this.
The worship at both churches has ITaditionally been b&8ed on Common Worship• with rob¢d Servers and choir
complemented by the singing of a ￿SpOnso￿al psalm and anthems during th¢ E￿harISt at St John's. At St
Luke's, CDS provided the accompanitnent for hymn singing with Helen Bates a¢companytng the service on
keyboard once a month. During the year we were able to dissx)s¢ of the old organ at St Luk¢'s and are very
grateful for the gifi of a new keyboard which very much enriches our worship there.
At St John's a team manage the sound system to im4)rove audibility. As in previous years, a service of Night
Prayer with prayers for wholeness and healing at St Luke's continued with a small but faithful group of
attendees. Renjwnbrance Sunday w&$ marked with an Acl of Remembrance at the War Memorial led by the
Vicar, supported by a Serving party and choir from St John's. The Easter memorials and celebrations all
followed the traditional pattern. Mothering Sunday w&s packed as were both Patronal Festivals. Home
communion h&s been administered by the clergy and members of the coDgr¢gation to those unable to attend our
churches, and regular services were held at The Maltings Care Home and Si Margaret's House.
Ties were mainlained and gro￿1 with the two schools in the Ewish- West Town Primary Academy and The
PetertM)rough School and others visited St JOI￿,$ for their c4rol and other serviLYs. We ar¢ growtng lit&s too
with the Day Nwsery and there is an active play for toddlers at St Jol￿'s.
Our dedicated team of Bellringers ring at St John's most SuThdays calling us to worship and in the cours¢ of the
year have Thll￿ seveiai peals and sup￿rted ringing at the cathth￿ and elsethre in the Deanery.

Roles and Responsibilities of the Council
The Council is required to prepare financial statements for each financial year which give a true and fair view
of its state of affairs at the end of the year and of its income and expenditure for that period.
In preparing these financial statements the council is required to:
Select suilable accounting policies and apply them consislently
Make judgements and estimates that are re&sonable and prud¢nl
Prepare the financial statements on a going concern basis unless it is inappropriate to presume that the
church will continue as such.
The trustees are responsible for keeping proper accounting records which disclose with Teasonable accuracy at
any time the financial position of the church. The trustees are also responsible for safeguarding the &ssels of
the church and hence for taking reasonable steps for the prevention and detection of fraud.

The Peterborough Parish Church (named after St John the Baptist) is the historic Parish Church for

These accounts have been prepared in accordance with FRS102 "The Financial Reporting Standard applicable
in thc UK and Republic of Ireland" ("FRS 102"). "Accounting and Reportin8 by Charities" Ilie Statement of
Recommended Practice for charities applying FRS 102. the Charities Act 2011 and UK Generally Accepted
Practice as il applies from l January 2015. The charity is a Public Benefit Entity &s defined by FR8 102. The
accounts are prepared in sterling. which is the functional currency of the charity. Monetary amounts in these
accounts are rounded to the nearest £.
1.2 Goin
concern
At the time of approving the accounts. the truslees have a re&80nable expectation that the charity has adequate
re8ource.8 to continue in operational existence for the foreseeable future. Thus the trustees continue lo adopt the
going concern basi5 of accounting in preparing the accounls.
1.3 Income
Planned giving. collections and donations are recognised when received. Tax refunds are recogiiised when the
incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is
legally entitled to the amounts due. Dividends are accounted for when receivable, inlerest is accrued. All other
income is recognised when it is receivable. All income is accounted for gross. &$ long it is capable of
financial measurement.
1.4 Resources ex
ended
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or
constructive obligation on the PCC. The dtocesan parish share is accounted for when due. Ainounts recetved
specifically for mission are dealt with as restricled fimds. All other expenditure is generally r¢cognised when il
is incurred and is accounted for gr05S.

Cash and cash equivalents include cash in hand and deposits held at call with banks.
1.6 Financial instrnments
The charity has elected to apply the provision of Section I I 'B&8ic Financial Instwments, and Section 12 '0ther

1.7 Fixed assets
Consecralcd and benefice property is not included in the accounts in accordance with section l 0(2)(a) of the
Charities Act 2011.
Movable church furnishings held by the vicar and churchwardens on special trust for PCC and which require a
faculty for disposal are inali¢nable property. Iisied in the church's inventory. which can be insp¢cted (at any
reasonable lime). For anything acquired prior lo 2000 there is insufficient cost Infom￿tiOn available and
therefore such assets are not valued in the financial slalements. Subsequently no individual item has cost more
than

Th¢ property is not depreciated due to the high value placed on the building, the longevity of its existence,
which in turn suggests the longevity of ils future existence.
Equipment used within the church premises is depreciated on a straight-line basis over four years.
1.8 Fundy
Restricted funds represent (a) income from trusts or endowmenls which may be expended only on those
restricted objects provided in the ternis of the Irusl or bequest. and (b) donations or grant5 received for a
specific object or invited by the PCC for a specific object. The funds may only be expended on ihe specific
object for which they were given. Any balance remaining unspent al the end of each year must be carricd
forward as a balance on that fund. The PCC does not usually invesl separalely for each fund. Where there is no
separate investment, interes1 is apporiioned to individual funds on an average balance basis.
Designated funds are funds set aside by the PCC for a specific purpose.
Unrestricted funds are general funds which can be used for PCC ordinary purposes.
Endowment funds are tunds held tor the long-tenn investment.

In the application of the charity's accounting policies. the trustees and required to make judgements, estimates
and assumptions about the carrying amounl of assets and liabilities that are not readily apparent from other
souwes. The estimates and associated assumptions are based on historical experience and other tactors that are
considered lo be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are r¢v1¢W￿ on an ongoing basis. R¢visions lo accounting estimates
are recognised in the period in which the estimate is revised where the revision affects only thaf period, or in
the period ot'revision and future periods where the revision affects both current and future periods.
