Introduction
Welcome to our report for 2022/2023. This has been a year of settling and finding direction. Opening the Wesley Centre as a Warm Space saw many familiar faces return to the Centre; equally as important we welcomed many new faces. Gradually the Centre users are taking responsibility for small but important tasks and this has to be good for their general wellbeing – and certainly helps spread our work-load. Thank you to all who have helped make our church community the happy friendly place that it is.

Our Vision is to work towards the growth of the Kingdom of God in Camborne through a commitment to nurturing, worship, mission and service.

Achievements of the year
Children’s Work
Hannah Green joined the team in August 2023. She is excited by her new role and is planning the Autumn and Winter Program of events. Hannah will be working with the younger teenagers as well as the children. New Line Managers for the role have been appointed and we see a fresh new beginning for our Children’s Work.
Outreach – Throughout August Holiday Club activities were held; children and their families enjoyed external visits and activities as well as fun and games on church premises
Toddlers and Babies Clubs
The Toddler and Baby Groups have had a very successful year. Our numbers are up with an average of over 80 families a week attending our sessions. Some weeks’ numbers have been as high as 120. With help from the Church Treasurer we managed to secure a £1,000 grant from Tesco to help with the purchase of new sensory equipment, replacement fence panels, a new toy kitchen and dollhouse.
The grant has enabled us to turn our quiet room into a sensory space for babies and toddlers with additional needs which has proved very popular with our families. This year has seen us form new relationships with outside organisations. Once a month the National Literacy Trust come in and read a story to the children, each family then receives a copy of the book to take home. Healthy Cornwall joins us monthly to provide weaning and healthy eating advice. They offer free cooking and swimming courses and also provide advice on topics such as how to stop smoking. Penlee Family Project has used our space to hold Baby Massage sessions which has resulted in many of their families joining us at Toddlers. Cornwall College visited us each month and advised families of the free courses available and assisted them with completing application forms and preparing a CV.

Junior Church and 7Up
Numbers of children attending Junior Church and 7 Up have grown and 7Up now runs weekly – at the request of the young people. It is encouraging that the young people invite friends to join them. The numbers do fluctuate from week to week as the children come under pressure to take part in other Sunday activities.
Meals on Wheels
During the 12-month reporting period, we delivered 10832 lunches, focusing on a radius of about 3 miles from our building in Camborne. This equated to an average of 42.98 meals per working day. This number fluctuates from day to day as we always seek to meet the requirements of our clients. The numbers are 3.38% down on the previous year but have been dictated by a lack of drivers.
Finding sufficient delivery drivers has always been challenging; this problem does not seem to go away.
We are encouraged by comments received from family members of our clients such as : ‘I would like to offer my sincere thanks for the high quality meals you provided to my mother, enabling her to see out her final days in her own home.’
External lettings
Community use of our premises at £23677 was an increase of 44.46% over the previous year (£16390 (2022)). We would not anticipate that usage would increase much more as we are mindful of the needs of our own charity and its mission to bring ‘Christ to the Community of Camborne’. Reference is made within this report to the work of our own Toddlers Club, Children’s Section, Meals on Wheels and the Camborne Wesley Centre Catering Ltd.
Links are forged with Cornwall Council and several care agencies as well as 3 local schools. Musical and fitness groups also meet weekly in the Wesley Centre.
CWCC Ltd
The trading company has shown steady progress through the year having produced 15729 meals during the year – an increase of 9.68% on the previous year. This equates to an average of 62.42 per working day. (The kitchen is not staffed at the weekends or on Bank Holidays). It has 3 main strands – to produce meals for the Meals on Wheels service run by the church, to run the in-house restaurant and to prepare food for ad hoc functions and buffets. It has again produced a small profit but has capacity to produce another 10/15 meals a day. Extra staffing would enable larger numbers – as is required for special functions.
Café Wesley and Community Space Project
The opening Hours have been increased and we now operate a Community Space from 10.00 am to 2.00 pm. The favourite interest is the jigsaw puzzles. Many friendships are formed and hospitality offered to those who have slept rough the previous night. As heating costs rose

during the winter months, many people – young and old – were glad to enjoy the warmth of our building.
IT
We continue to use Zoom when appropriate but now stream Sunday services via You Tube and Facebook. We have continued to upgrade our equipment enabling us to provide better quality transmissions.
The chapel with its large seating capacity is being used quite frequently when external groups need space to conduct their meetings. Fully-functioning AV is important for these groups also.
Wesley Centre
Use of the Wesley Centre by external groups is buoyant. We aim to keep our prices competitive and any surplus monies from such lettings are modest when servicing the rooms is taken into account.
Organ Fund
An organ fund has been in existence for
several years following legacies from for
church members. During the year fund
raising started and the organ builder has
been instructed. Work should be completed
at the end of October 2023
Review of the year
Income Trends
Church income is primarily drawn from the Sunday collections and GiftAid Tax Credit. Additional income is derived from the lettings of rooms within in our premises to various community groups. The church also benefits from income from tenanted properties on its site.

Income from our donors at £47192 was a drop of 4.58% on the previous year. (£49460 (2022)) Refurbishment of Flat 1 Wesley Court was completed, and a new tenant moved in during April. This refurbishment was challenging, and thanks go to the volunteers involved managing this project. We were able to meet our Church Assessment of £62964 in full. Our budgets indicate that we should be able to meet our assessment for the period 1/9/2023 to 31/8/2024 in full; it is an increase of 4% on the previous year.
Expenditure Trends
The major cost is in relation to the assessment paid to the Camborne Redruth Hayle Circuit. This amounted to 25.31% (2022 26.04%) of our total cost. A significant amount of the Circuit assessment is used to pay the District Assessment, and stipends and related costs to Ministers.
At £17814 ( 2022 £18856 ) our property expenditure on the chapel and schoolroom continued our policy of keeping our buildings in very good order. Maintenance contracts have been refreshed and are in place where-ever appropriate.
Investment properties - Flat 1 Wesley Court saw a change in tenant and advantage was taken to refresh the property throughout. A total of £15584 was spent on these properties (7 tenancies in total), this being the highest annual spend on the Investment Properties for several years; by end-September 2023 these costs had been completely covered.
Fund balances
As at 31 August 2023 the net current assets of the church were £191138 ( 2022 £196112) giving approximately 9 months’ cover for expenditure in an average year. (2022 10 months)

Church financial plans for the coming year have been prepared on the basis of:-

Structure, Governance and Management
The governing document for the church is the Deed of Union (1932) and Methodist Church Act (1976)
Detailed governance arrangements are outlined within the Constitutional Practice and Discipline of the Methodist Church by order of the annual conference (CPD) cpd-vol-1-0822.pdf (methodist.org.uk)
Day to day management of the church is undertaken by the Church Leaders team along with the Minister.
Four sub committees of the Church Council, namely Resources, Community Links, Pastoral and Ministries, meet regularly and report back to each of the Church Council Meetings.
People representing the various areas of our church work are appointed at the AGM of the church (General Church Meeting) to be Trustees and to sit on the Church Council. The last elections were in July 2023. Some officers of the church are elected by the Church Council itself and these people then become Trustees. The most recent such elections were held in July 2023 also.
Senior lay staff attend Church Council meetings in an advisory non-voting capacity.
Trustee Training
A range of guidance produced by the Methodist Connexion to support the effective running of the church and the role of Trustees, is given to the Church Trustees at various meetings and/or training sessions. We are now able to share in on-line training set up by Methodist Church House.
Related Parties
The Church is part of the Camborne, Redruth & Hayle Circuit, which is part of the Cornwall District, and is also accountable to the Methodist Conference.

Going Concern
The Trustees have been mindful in recent years of the COVID -19 guidance produced by the Charities SORP committee; it is now time to examine the immediate and long-term future.
Our largest item of expenditure is the Assessment levied on us by the Camborne Redruth Hayle Methodist Circuit. Under our Constitution the Methodist Church has the first call on our funds; if this assessment is maintained at current levels, we have sufficient Unrestricted and also Designated (Unrestricted) Reserves which can be used to support our work over the 12 months to August 2024. A prepayment for Assessment covering September to November 2024 may be shown in those accounts.
The trustees are undertaking an in-depth appraisal of all our income and expenditure figures shown to find a financial model which will work for future years.
The value of our investments (£107371) has shown a decrease of 7.98% on the previous year (£116683 2021/2022)
Consolidation
Camborne Wesley Methodist Church and Camborne Wesley Centre Catering Ltd have prepared separate sets of accounts as the joint turnover does not exceed £1 million after consolidation adjustments (Charities SORP (FRS102) Appendix 3 A.11 refers)
Risk Management
The trustees are mindful that it is not immune from risk.

Our trading company is marginally viable but seems to face a relentless list of price increases. These increases will have to be passed on to customers during the coming year.

The contract for gas supply has been renegotiated wef 1/5/2024 and will run for 3 years to 30/4/2027; the current electricity contract runs until 31/12/2024

We have appointed an agent to help us find grants for Children’s Work, and also Repairs to our Windows in the part of the building known as the schoolroom. The agent has worked successfully for us in the past but currently we are concerned that grants for the Children’s Work in particular will not be forthcoming. This is probably our biggest risk at the present time.

Our future will be dependent on future generations being willing to take on leadership and governance roles. There are positive signs that this is happening.

Safeguarding
Every person has a value and dignity which comes directly from the creation of male and female in God’s own image and likeness. Christians see this potential as fulfilled by God’s recreation of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.
Methodist Connexional practice outlines commitment to the following principles:

The care and nurture of, and respectful pastoral ministry with all children, young people and adults

The safeguarding and protection of all children, young people and adults when they are vulnerable

The establishing of safe, caring communities which provide a loving environment where there is informed vigilance as to the dangers of abuse.

We will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records, disclosures and registration with the relevant vetting and barring schemes.

We will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, cooperating with the police and local authority in any investigation.

We will seek to work with anyone who has suffered abuse, developing with them an appropriate ministry of informed pastoral care.

We will seek to challenge any abuse of power, especially by anyone in a position of trust.

We will seek to offer pastoral care and support, including supervision and referral to the proper authorities, to any member of our church community known to have offended against a child, young person or vulnerable adult.

In all these principles we will follow legislation, guidance and recognised good practice.
Camborne Wesley Methodist Church commits itself to ensuring the implementation of Connexional Safeguarding Policy, Government legislation, guidance and safe practice in the church. It also commits itself to the provision of support, advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children and adults who may be vulnerable.
Reserves Policy
The Reserves Policy for the Church is to hold a minimum sum equivalent to three months’ average expenditure. This should be sufficient to meet any unforeseen item of major expenditure on the church building and/or to be able to continue, in the short term, funding planned activities in the event of any inability to raise the full expenses including the assessment payable to the Circuit.
Whilst this is the policy, at the present time we do not have sufficient reserves to meet the requirements of this policy. Both our Circuit (Camborne Redruth Hayle) and our Methodist Connexion state that we should carry 6 months’ reserves. At the present time we are unable to meet this requirement.

Notes to the Accounts
1 Basis of Accounting
The Charity’s annual report and accounts for the year ended 31 August 2023 have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (2019) – (Charities SORP (FRS 102) (2019)
2 Funds
The funds held constitute: Unrestricted Funds held for any purpose of the Church but which will be for General Purposes or Designated Purposes. Restricted funds which are held for a narrower purpose. There are also Endowment Funds as listed at Note 13. Details of each material fund are disclosed in Note 13. Any fund may be represented by more than just cash.
3 Accounting Policies
Basis
These accounts have been prepared on the basis of historical cost except that investments are shown at their market value at the end of the year. The accruals basis has been used and the trustees present accounts that show a true and fair view of the Church’s financial position and activities.
Income
Income is included in the Statement of Financial Activity (SOFA) when the church becomes entitled to the resources, and the trustees are reasonably certain they will receive the resources, and the monetary value can be measured with sufficient reliability
Expenditure
This is recognised when a liability is incurred, or a constructive obligation arises, that results in the payment being unavoidable. Liabilities are recognised as soon as an outflow

of economic benefit is considered more likely than not under the legal or constructive obligation committing the Church to pay out the resources.
Grants
Grants made by the Church from its own funds are recognised in full at the time of agreement or when the Church accepts that there is a legal or operational obligation to make the payment. When the grant is recurrent over more than one year the balance payable in future years is treated as a provision for future commitments in the Balance Sheet against the appropriate fund, the provision being released in future years as instalments are paid in accordance with the originally agreed terms.
VAT
Since the church is not VAT registered, all input VAT is charged with the expenses to which it refers.
Tangible fixed assets for use by the Church
These are capitalized if they can be used for more than one year, and individually cost at least £500.

Investment Properties
Investment properties – no property is currently deemed not to be held for the long-term purposes of the charity.
Investments
Investments are valued in the balance sheet at the market value at the year end. Investment income is included in the accounts when receivable and any gains or losses on revaluation at the year-end are shown in the SOFA.
Debtors and prepayments
Debtors include Lettings and Meals on Wheels invoices outstanding as at 31[st] August 2023.
Following the preparation of accounts for the year to 31/8/2023, the sum of £4484.80 was received Camborne Wesley Centre Catering Ltd in respect of the company’s trading to the year ended 31/8/2023. This sum was GiftAided from the company to the church.
Creditors
Creditors include outstanding items relating to utilities, telephones, etc as at 31[st] August 2023.

13 Investments
The investments that support the various funds are held by TMCP in Trustees Interest Funds on which interest is credited to the accounts each month. These are regarded as medium and long-term investments.
TMCP is the legal owner and Custodian Trustee of all Methodist Model Trust Property including Legacies, Endowments and Accumulated Funds. Trust property is held for and on behalf of local Managing Trustees who are responsible for the day-to-day management of trust property. TMCP ensure that, through providing guidance and acting under their direction, the Managing Trustees comply with charity law and Methodist law and polity as determined by the Methodist Conference.
