Parish of Thundersley — Annual Report of the Parochial Church Council for the Year Ended 31 December 2022
Aims and purposes
Thundersley Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Andy Hudson, in promoting in the ecclesiastical parish, the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the church complex of St Peter’s Thundersley and St Michael’s Daws Heath
Objectives and activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part ofour parish community at St Peter's and St Michael’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
When planning our activities for the year we have considered the Charity Commission's guidance on Public benefit and, in particular the supplementary guidance on charities for the advancement of religion. in particular we try to enable ordinary people to live out their faith as part of our parish community through: ° Worship and prayer : learning about the gospel; and developing their knowledge and trust in Jesus. ° Provision of pastoral care for people living in the parish ° Missionary and outreach work To facilitate this work it is important that we maintain the fabric of the church of St Peter's and St Michael’s Churches and the Church Halls
Achievements and performance
Worship and prayer
The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. For example, our 8 am Sunday Holy Communion Service and Thursday Morning Holy Communion provide a quiet Intimate and reflective environment for worship. There is a similar service weekly in St Michael’s ona Wednesday. Sung Eucharist is held regularly at both churches allowing for continued restrictions due to the Pandemic. Reverend Andy Hudson provides online streaming facilities for most services held in St Peter’s but also broadcasts online his very popular “Vicar in the Van” services from his personal caravan.
Our Electoral Roll stands at 91, 15 of whom reside outside the Parish.
As well as our regular services, we enable our community to celebrate and thank God at the milestones ofthejourney through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God's blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God’s keeping. We have celebrated 10 Baptisms and 1 Weddings and held 3 Funerals in our churches this year.
Deanery Synod
Four members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and the wider structures ofthe church. This year the PCC has also focused its attention on the questions posed to parishes in the deanery about the most effective deployment of stipendiary and non-stipendiary clergy.
The Churches and Church Hails
We want our churches to be open to our community for private prayer. Unfortunately, since the theft of valuable church artefacts from other churches, we have felt unable to leave the church open at all times for private worship. We are however pleased to be able to offer accompanied access via enquiries to the Parish Office. Many local groups and organisations make regular use of our halls and the Community Room at St Michael’s. These buildings are also available for private use,
Pastoral Care
We have members who visit Parishioners who are unable to attend Church due to sickness. Many informal visits take place between parishioners offering mutual support to those in any type of need.
Mission and Evangelism
Helping those in need js a demonstration of faith. From time to time, collections are taken to help support relief agencies whenever a crisis takes place. We have raised funds for the Disasters Emergency Committee, Christian Aid, Water Aid and other organisations over many years. We Support St Peter’s Aid to Eastern Europe Trust, Sunbeams Music Therapy Trust, Little Haven Children’s Hospice & Essex Air Ambulance. Local Schools regularly visit both Churches. Little Havens Children’s Hospice held a concert at St Peter's this year.
Our parish magazine is distributed monthly to many parishioners and is available in the church. The magazine keeps our parishioners informed of the important matters affecting our church and articles that help develop our knowledge and trust in Jesus.
Outreach
St Michael’s hold a coffee morning every Wednesday and St Peter's hold a monthly coffee morning and book sale. St Michael’s hold a fish & chip lunch every month. St Peter’s host a Christmas Fayre and St Michael’s host the Annual Daws Heath Village Fair.
As the world emerges from the effects of the Covid Pandemic, we are pleased to have been able to open our churches for regular worship. We have also been able to open our halls to the various community groups who can now meet regularly.
St Peter’s Church Thundersley Pre School.
Further to the 2021 Report, it is with much regret that the PCC had to enter intoa Consultation Process with regard to the future of our Pre School. All options were very carefully considered including possible takeover of ownership by third parties. Unfortunately, it became apparent as time went by that the financial position of Pre School showed that their financial position had become untenable. In common with very many Pre Schools throughout the country, Government funding was not sufficient to cover all overheads and therefore it was trading at a considerable loss which was impossible to Sustain. The PCC (Trustees) reached the conclusion that Pre School had to close since a subsidiary of the Charity must not be allowed to trade insolvently. The PCC (Trustees) have a legal duty to protect the interests and financial position of the Charity as a whole. Unfortunately, therefore, Pre School had to close. Parochial Church Council of Thundersley Treasurer's Report for the year ended 31** December 2022.
These accounts fully comply with the Charities Act 2011. They have been examined by the PCC appointed Independent Examiner, Mr Graham Dorrington, and his report is attached herewith and also covers Pre School, since they have always operated under the auspices of the PCC. Due to our turnover, under the Charities Act, these accounts are able to be formulated on a Receipts and Payments basis. The General Fund deals with the running of both churches and both church halls and the Parish office.
2022 has beena very difficult year for a variety of reasons. There were the ongoing effects of the Pandemic, huge fuel increases, other essential expenditure rising, Statutory electrical inspections for all 5 buildings which as well as the unavoidable cost of the reports inevitably threw up items which required attention, notably St Peter’s Hall needing complete rewiring and remedial work in St Peter’s Church Hall. The final bills have not been received in 2022, but will appear in 2023. On top of all of this, St Peter’s Church Thundersley Pre School had to close in July, following strenuous attempts to avoid that. The trading losses of Pre School for the full year 2021 & 2022 (only 2 terms) amounted to £47028 which was clearly unsustainable. As employers, the PCC met all its legal obligations regarding Salaries, wages, holiday pay, Statutory Redundancy Pay, Statutory Maternity Pay, Statutory Sick pay as well as funding Pre School throughout 2022 to assist with making various payments including arrears to HMRC, thus avoiding legal action. Hall rent due to the PCC of £13653 was not paid by Pre School and is shown as Creditor PCC in their accounts. It has been an extremely hard situation for everyone involved.
Due to the above, comparing year on year 2021 to 2022 is somewhat skewed.
The PCC managed to pay £55,000 (69.3% of the requested sum of £79334) towards our Parish Share a good achievement, despite the matters listed above. Routine maintenance on our buildings has continued. Please see enclosed Income & Expenditure for the General Fund. | have nothing further to add regarding Pre School other than to repeat : their accounts have been examined and signed off by the Independent Examiner.

u.b With reference to my previous comments regarding Pre School, I have examined to the best of my ability the Final Accounts for Pre School from the information and documents made available to me. I note that Pre School closed in July and feel I should record here the obvious concern at the huge financial trading losses incurred by Pre School in 2021 & 2022, which would have had a seriously detrimental effect on PCC finances should it have remained trading.
