## A.3 Our District groups & units 

Cotswold Edge District covers a large area of South Gloucestershire mainly North of the M4 with Pucklechurch to the South. With 19 Groups, 7 Explorer Units and 1 Young Leader Unit we are one of the largest Districts within the Scouting County of Avon.

## Section B — Structure Governance and Management 

## B.1 Description of the charity’s trusts 

Cotswold Edge Scout District’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organization and Rules of The Scout Association. 

The District is a trust established under its rules which are common to all Scouts. 

The Trustees are appointed in accordance with the Policy, Organization and Rules of The Scout Association. 

The District is managed by the District Executive Committee, the members of which are the ‘Charity Trustees ‘of the District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. 

The Committee consists of 3 independent representatives a) Chair, Treasurer and Secretary together with the District Commissioner, Youth Commissioner, and District Explorer Scout Commissioner, Network Commissioner, elected members, nominated members and co-opted members. The committee meet 4 times a year at approximately three-monthly intervals. 

This District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointments and is responsible for: 

- e The maintenance and upkeep of the District Headquarters (Mafeking Hall); e The raising of funds and the administration of District finance; 

- e The insurance of persons, property and equipment; 

- e District public occasions; 

- e Assisting in the recruitment of leaders and other adult support; 

- e Appointing any sub committees that may be required; e Appointing District Administrators and Advisors other than those who are elected. 

- e Explorer Scout Units and Young Leaders Scouting across the District. 

- e Network Scouting across the District. 

- e Scout Active Support Unit

## B.2 Risk and Internal Control:- 

The District Executive Committee has identified the major risks to which they believe the District is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are: 

## Damage to buildings, property and equipment. 

The District would request the use of buildings, property and equipment from Scout Groups and Explorer Units from within the District, neighboring organizations such as churches, community centers and other youth organisations. Similar reciprocal arrangements exist with these organisations. The District has sufficient buildings and contents insurance in place to mitigate against permanent loss. 

Injury to leaders, helpers, supporters, and members. The District through the capitation fees contributes to the Scout Associations national accident insurance policy. Risk Assessments are undertaken before all activities. 

## Reduced income from fundraising. 

The District is primarily reliant upon in come from subscriptions and fundraising. The District does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The Committee could raise the value of subscriptions to increase the income to the District on an ongoing basis, either temporarily or permanently. 

## Reduction or loss of leaders. 

The District is totally reliant upon volunteers to run and administer the activities of the District. If there was any reduction in the number of leaders to an unacceptable level in a particular area / Unit or section within a Group there would have to bea contraction, consolidation or closure of a Unit, Group or Section. In the worst case scenario the complete closure of the District. 

## Reduction or loss of members. 

The District provides activities for all young people aged 6 to 25. If there was a reduction in membership in a particular area/ Unit or Group or a section within a Group then there would have to be a contraction, consolidation or closure of that particular Unit / Section. In the worst case scenario the complete closure of the Group or Unit. 



## Section C — Summary of the objects of the charity 

## C.1 Objectives 

The objectives of the District are as a unit of the Scout Association as set in the governing documents of the Association. 

The Aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local national and international communities. The method of achieving the Aim of the Association is to prepare young people with the skills for life by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership. 

## C.2 the values of Scouting

- Integrity We act with integrity; we are honest, trustworthy and loyal Respect We have self-respect and respect for others Care We support others and take care of the world in which we live. Belief We explore our faiths, beliefs and attitude’s. Co-operation We make a positive difference; we co-operate with others and make friends. 

## C.3 the Scout Method 

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and; 

- e Enjoy what they are doing and have fun. 

- e Take part in activities indoors and outdoors. 

- e Learn by doing. 

- e Share in spiritual reflection. 

- e Take responsibility and make choices. 

- e Undertake new and challenging activities. 

- e Make and live by their Scout Promise. 

## C.4 Public benefit statement 

The District meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

## Section D — Summary of the main achievements of the charity during the year 

## D.1 Overview 

The District consists of 19 Scout Groups all of which have Beavers, Cubs and Scout Sections. Several Groups across the District have multiple Beaver Colonies, Cub Packs and Scout Troops within them. We also have 7 Explorer Units across the District plus a Young Leader Explorer Unit. We continue to establish a sustainable District Network Section which is for the 18 to 25 year old’s across the District and we have an established Scout Active Support Unit again that serves the whole of the District. 

The Scout Association launched a new strategy in May 2018 called Skills for Life. As part of this strategy a new vision to 2023 was launched. Below is the Associations plan for 2018 to 2023.

- e We continue to provide both practical and financial support to young people and adults across the District in facilitating adults with a disability being Leaders as well as grants from the District Hardship fund to support young people being able to access Scouting events and activities.

## D.4 Youth Shaped 

Young people across all ages will have the chance to have their voice heard on all aspects of Scouting, including programme and activity planning and the way that their Group, Unit and District are run. 

- e District Youth forums held for sections annually and Young People informing and deciding on District the District Plan as well as events and activities. 

- e Young People being involved in the organisation and delivery of the first District Jamboree. 

- e (Introduction of youth membership to the District and Groups Board of Trustees. 

- e Delivery of Youth shaped activities across the District. e Young People deciding the type of event we were to hold for our annual St. George’s day event and being actively involved in the planning and delivery of the event, Which was Unfortunaly cancelled due to the COVID-19 Pandemic. 

## D.5Communityimpact 

= = 

We believe Scouting makesa difference to individuals and to society. Our members take action in the service of others, but we want to do more and for our contribution to be more widely recognised. 

Cotswold Edge Scouts have supported their local communities and families during the Covid-19 pandemic. Here are some examples:- 

- e 1%* Chipping Sodbury help raise funds for Bristol Children’s Hospital as part of Maxs Big Camp Out on Saturday 27" March. The cubs raised a amazing £782 to help support the BCH Scout Group. 

- e Zeus & other explorers across the District worked together to virtual Everest Ascent raising over £3,200 towards the Mafeking redevelopment. 

- e Explorer Scouts from Zeus Explorer Scout Unit, and Beavers and Cubs from 1st Frampton Cotterell, have worked together to create their own personalised kindness rocks for Bridge House, a care home in the village. Chris Harris, the Explorer Leader at Zeus said ''Residents at our care homes are finding it difficult at the moment and our members wanted to do something to remind them that they are valued members of our community." 



## Section E — Financial Review 

## E.1 Reserves Policy 

- 1) The District’s policy on reserves is to hold sufficient resources to continue the charitable activities of the District should income and fundraising activities fall short. The DEC considers that the District should hold a sum equivalent to 3 to 4 months running costs, circa £5,000. 

- 2) The District may reserve funds over and above normal operating expenses for specified purposes. Any funds held in the specified ring fenced reserves may only be used for the benefit of the specified purpose e.g. the district currently holds ring fenced reserves for the specified purpose of the development of the District Headquarters. 

- 3) The Districts Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer- term investments such as stocks and shares. 

- 4) The District has adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association's Short Term Investment Service. 

- 5) The DEC regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the DEC considers the cash flow requirements.

## Section | — Annual Reports 

## 1.1 District Commissioners Report 

On March 16th 2020 the Prime Minister announced that everyone in the UK should avoid nonessential travel and contact with others. This involved the very hard decision to stop all face to face Scouting for the safety of all our young people and adults. 

There has been considerable stress and strain on all our young people, volunteers, and families. 

| am so enormously proud of everyone involved in moving from face to face Scouting to a totally new world of Zoom, our leaders have done above and beyond to deliver some amazing programme’s from dropping off activities packs, keeping in touch with young people who were not comfortable with being online. Our Management Teams from Groups to District have done amazing work supporting the Sections and helping to run the Groups and District. This has not been the easiest of tasks especially when HQ kept us on track with compliance, training, safety and Safeguarding. 

As we started to come out of the National Lockdowns our Groups came together to bring back a safe COVID Secure program and what an amazing sight it was to see so many young people back out enjoying the adventure which scouting gives each and everyone of us. 

During this time was also have said farewell to Kevin Wallis. A great supporter of Young People both at home and overseas. Even though he has “Gone Home” but his spirit still lives on in the hearts and minds of everyone he supported. 

| am looking forward to getting out and starting meeting up with you all at District and Group events, to come along to your camps and have fun.

## 1.1 District Chair Report

It is a pleasure to have become Chair of the Cotswold Edge Scout District after living abroad for 26 years. Before leaving to live in Norway | was a Venture Scout/ Ranger Guide leader in Solihull County. Just mentioning Venture Scouts, not least having lead one of the few VSRGUs still running in 1994, is enough to make me realize things have changed — a lot — since | left. | have been an active leader and/or administrator at group, district and national level all the years abroad and was not ready to hang up my neckerchief just yet on returning. 

Cotswold Edge is a district with a solid leadership with both vision and energy to both see what needs to be done and to get it done despite the recent setbacks due to the pandemic. The current DC and his team have put considerable effort into stabilising the finances over the last 2 years and ambitiously embarked on a rebuilding of the district HQ. As the report shows, the finances are now solid and the HQ rebuild is progressing despite the challenges of sourcing supplies and contractors. 

| look forward to getting out and about in the district to see the groups and meeting the leaders and slowly easing myself back into Scouting in the UK - 2021 style.
