Background The Parochial Church Council has the responsibility of co-operating with the Incumbent in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical, pursuant to the Parochial Church Councils (Powers) Measure 1956. The presentation of this Report and of the Accounts seeks to meet the requirements of the Charity Commission. The PCC also has the responsibility for the care and maintenance of the Parish Centre, held by Lincoln Diocesan Trust & Board of Finance Limited on behalf of the PCC.
Membership Members of the PCC are either ex-officio, elected by the Annual Parochial Church Meeting or co-opted, in accordance with the Church Representation Rules; as such, they are charity trustees.

Church Ministry and Local Ministry Team
The PCC continues to be appreciative of the contribution made to the worship and ministry at St Denys’s by the retired clergy, the Revd. Canon John Wickstead and the Revd. David Boutle. The Revd Steve Holt, vicar of the Carr Dyke Group and Assistant Rural Dean, also made a significant contribution to the life of the parish during the vicar’s sabbatical, and the Revd David Woods assists with the funeral ministry. Mr. Bernard Pope surrendered his PTO as a Reader to the Bishop bringing to an end fifty one years of service as a reader. The PCC would like to thank him for his faithful service over the years. Miss Joan Sommers stepped back from her work as an ALM as her health deteriorated and her funeral was at the end of the year, her work in the church, especially leading a home group and organizing the stewarding, will be sadly missed.

The principal Matters dealt with/ Policy Decisions made by the PCC during 2022
Much of the work of the PCC this year has focused on three key areas: managing the Vicars four month sabbatical deployment to the Falkland Islands; the church’s response to the ever changing landscape of Covid, and engaging with the diocesan initiative Time to Change Together.

Decision to authorize the Treasurer to apply for online banking as the main user.

As various Covid restrictions were eased live streaming to continue with a view to having fixed system installed in time for Autumn departure of main operator.

Arrangements for services during Vicars absence, including receiving in one kind, and Wednesday mid week service only once a month until his return, April 2022

Online banking application required a further, more detailed resolution, which was passed pending the Vicars return to sign the further application.

Time to change — registered as Type 1 Church. 6. Problems with new sound system mainly due to mobile phones, pew sheets updated to request all turned off during services.

Use of the Church by Schools and others for community events in 2022
The Church is gradually welcoming back many of the groups that have previously used the church for concerts, special service or other events. This year’s events include :- NKDC civic service and an Armed Forces Day Service, Concerts by Sleaford Choral Society, RAF College Band, Sleaford Concert Band, The Robert Carre Trust and Lincolnshire Music Services. We also participated in SleafordLive and RiverLight festivals. We hosted the Lincoln Mystery Plays. Carol Services were hosted for Little Gems Day Nursery, William Alvey, St Botolphs, St Georges, Carres Grammar School & Kesteven & Sleaford High School. We hosted Prize-givings for Carres and the High School, a special services to mark the Jubilee, the District Scouts Parade, and a RSCM service for the centenary of Ralph Vaughan Williams. The death of Her Majesty the Queen triggered Operation London Bridge, the NKDC Memorial Book was held in the church and the church was stewarded throughout the period of mourning by both members of the church and officers of

NKDC. Special services were also held to cover the period of national mourning, and the funeral service was lived screened in the church.
Church buildings and contents, churchyard
Church Terrier: No items have been added or removed during 2022.
Inventory:
No items have been removed during 2022. The Live Streaming System has been added.
Church building:
During 2022 the following items were considered, researched or actioned.
During January, following government guidelines, it was possible to remove all restrictions regarding alternate pews being taped off. During February repair work to the Boiler Room housing was undertaken. Also, it was possible to return pre-pandemic furniture at the west end of the nave to its original state. In May a book stall was introduced within the church. A live streaming system was installed during September. The hour chime on the church clock was repaired in November. The gutters were cleaned after the autumn fall. In December the pipe organ was tuned.
Churchyard:
Sleaford Town Council continue to manage the churchyard and many thanks must go to the small band of council staff who perform their duties with care and affection. The PCC considered a proposal to install a metal fence within the churchyard to protect the surrounding area of the boiler room housing. This is currently awaiting the outcome of a faculty application. The reasoning behind this proposal is due to a continuing amount of anti-social behavior within this area.
Pest control: the church buildings continue to be periodically inspected for vermin, with no evidence of any infestation reported.
Electrical testing: A full electrical test of the church and church rooms was carried out during August 2022.
Several events took place within the church including: Scouts St George’s Service, Sleaford Choral Society concerts, Sleaford Live concert, Visitation Service, RAF band concert, Lincoln Mystery Players performance, Teas & Coffees served during the Sleaford Christmas Market event and various local schools services.
Revd Philip Johnson’s sabbatical.
From April until July Philip was on sabbatical in the Falkland Islands. During this period the Revd Steve Holt oversaw the running of services and various other parish duties. Also, the regular monthly Churchwarden’s meetings were upgraded onto a two weekly basis in order to keep abreast of parish

responsibilities duties and responsibilities. It is a credit to all who were involved this period passed successfully with no major dramas.
Parish Centre:
Many of the lettings which had to be suspended during the pandemic have returned.

It goes without saying the Churchwardens are grateful to everyone who spend their time and skills in maintaining the church/parish and it is very much hoped these will continue during 2023. Thank you in anticipation!
Music:
2022 presented the choir and music department with a variety of opportunities which a ‘normal’ year would not. In January and February, we were able to increase our use of music by female composers and sung the evening canticles set by Olivia Sparkhall and Amy Beach at both the Eucharist on Candlemas Sunday but also February’s Evensong service. We spent March learning the Bairstow ‘Lamentations’ in preparation for Palm Sunday and we also enjoyed Thatcher’s ‘Come ye faithful’ on Easter Sunday, an anthem which is impressive in its nature but also quite singable. In May, another contemporary female composer’s music made its debut with us, this time ‘Love Divine’ by Amy Summers. This piece was a real hit with both choir and congregation and has been used since then with real joy. In June, we celebrated the Queen’s Jubilee and RSCM Music Sunday at a special service of Evensong. It was a real joy to join in the nationwide celebration of the Queen’s 70" year of service and to sing the specially composed anthem by Thomas Hewitt Jones ‘In our service’ at this service. July saw us reacquaint ourselves with Duruflé’s very special setting of The Lord’s Prayer in French; a really stunning way to consider the importance of the words we say on such a regular basis in a different light. In August, we got to know an old favourite of many singers across the world as we celebrated the Blessed Virgin Mary, Jacques Arcadelt’s setting of the ‘Ave Maria’. In September, we learnt of the death of Her Majesty, Queen Elizabeth II and spent the time of national mourning in prayerful thanksgiving for the years of service she had dedicated to the country and the Church. A special service of thanksgiving was held on the 18‘ September where the premiere of Lee’s anthem ‘Flights of Angels’, based on words from His Majesty, King Charles I!l was given. A subsequent service was held in November and the music at this service was provided by the students from Carre’s Grammar School and Kesteven and Sleaford High School. In October, we celebrated our Patronal Festival and the 150° anniversary of the birth of Ralph Vaughan Williams with a Diocesan Evensong at which we were able to sing his magnificent Te Deum in G. We also welcomed Douglas back to the choir and were able to present him with an engraved medal for long service to church music. We held our first fundraising concert on Thursday 13" October which was well attended and appreciated; Ben Watkins and Angela Foan performed some of Vaughan Williams’ more secular music with great enthusiasm and aplomb. For Remembrance, the choir learnt Douglas Guest’s famous setting of the words from Laurence Binyon’s poem “For the Fallen”. We were extremely grateful to Rosemary Field for accompanying our Christmas Carol Service again this year, and were delighted to include David Ogden’s setting of words by the former Archbishop of Canterbury, Rowan Williams, ‘Advent Carol’ in our service, alongside some more familiar tunes. As ever, the choir is grateful to the Churchwardens, Paula and Rev'd Philip for their support of the projects they want to be involved in throughout the year, and we look forward to 2023 and all that it will bring, including the chance to ‘Sing for the King’ in May. Financial Activities
SLEAFORD PARISH CHURCH RESERVES POLICY for 2022/3 was reviewed by the Finance Committee on 28" November 2022 as remains as follows:It is the policy of St Denys 's Parochial Church Council to hold in reserves the equivalent of 12 months running costs from the General Purposes Fund (£95000) and a further £50000 from the Fabric Fund for Insurance and Emergency repairs.
Following the final lifting of pandemic restrictions collections and donations have risen slightly, but the planned giving scheme figures reflect the number of regular contributors that have been lost. The PCC had pledged a share of £20,000 for the next three years with the proviso that more would be contributed if circumstances permitted. £20,000 was paid but no extra was available due to a shortfall. A grant of £2579 was received during December from the Diocese towards energy costs.
Due to HSBC bringing in charges to operate the bank account during the year, the PCC authorized internet banking to be applied for, this was granted and has been in use since October 2022.
There were three legacies received during the year, two of £1000 one of which was restricted for the refurbishment of the outside Notice Board, £2719 was a further sum from the late John Andrews.
Solar Panel income of £4159 was received for the power generated for the national grid, a good increase on the previous year.
There has been good use of the Parish Centre although income not yet back to pre pandemic level. The Parent and Toddler group know as Bears is well attended and obtained a grant for equipment from a police charities fund.
Some Fund raising activities have resumed and will need to be addressed in the coming months.
The Parish Administrator and the Director of Music have continued in post. A local company continues to administer the payroll and the workplace pension, put in place from ist April 2017 of which there is currently one member.
The PCC investments in the CBF funds and the funds managed by Wren had all decreased at the end of the year giving a loss in value of £57,010 against a gain of £54,565 in 2021. Interest received from the funds did increase on the previous year.
During the Pandemic regulations the Treasurer overseen by Church Wardens has been responsible for sealing, counting, recording and banking all receipts. In September, a Rota was put in place for two Counters each week to resume counting and banking the church collections. Al! funeral fee bills are paid to the Diocese who then remit them direct to our account for distribution as necessary by the Treasurer. We continue to collect wedding fees and account to the Diocese monthly. Retired Clergy and Readers claim their fees direct from the Diocese.
