Background The Parochial Church Council has the responsibility of co-operating with the Incumbent in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical, pursuant to the Parochial Church Councils (Powers) Measure 1956. The presentation of this Report and of the Accounts seeks to meet the requirements of the Charity Commission. The PCC also has the responsibility for the care and maintenance of the Parish Centre, held by Lincoln Diocesan Trust & Board of Finance Limited on behalf of the PCC.
Membership Members of the PCC are either ex-officio, elected by the Annual Parochial Church Meeting or co-opted, in accordance with the Church Representation Rules; as such, they are charity trustees.
The following people served as members of the PCC from the AGM held on 16 May 2021.

Church Ministry and Local Ministry Team
The PCC continues to be appreciative of the contribution made to the worship and ministry at St Denys’s by the retired clergy, the Revd. Canon John Wickstead and the Revd. David Boutle. During this year the Rev’d. Canon Bill Kentigern-Fox surrender his permission to officiate and we would like to thank him for his support over the years and wish him well in this new stage of retirement.
In 2021 the Local Ministry Team comprised: Mrs. Beryl Risdell, Miss Helen Bristow, Mr. Douglas Hoare, Miss Joan Sommers, Mr. Terry Regan and Reader (with PTO), Mr. Bernard Pope.
Because of Covid restrictions the work done by both retired clergy, Readers and authorized local ministers has been heavily curtailed and some of the lay ministers continue in isolation.
Stewarding
Stewarding in a covid secure manner took place in church when it was allowed to reopen for private prayer following the first lockdown. A rota was put in place for teams of two who were originally in attendance two mornings a week. This was reduced to every Wednesday morning when Sunday morning services and funerals in church resumed.

The principal Matters dealt with/ Policy Decisions made by the PCC during 2021
Much of the work of the PCC this year has focused on two key areas: the church’s response to the ever changing landscape of Covid and engaging with the diocesan initiative originally called Resourcing Sustainable Church (now Time to Change Together).

Sustainable Church resolution were that in 5 years we hope to be a key mission church and would Covenant £20,000.00 a year for four years and would send more if it was available.

Use of the Church by Schools and others for community events in 2021
Many of the regular Civic and community events did not happen in 2021 due to Covid restrictions. The William Alvey School did hold their Alvey Day service at the end of the school year but attendance was restricted to those who were in their final year at the school. We also hosted a memorial service for the centenary of the Hull Airship Disaster in which a former Alvey pupil died. In December Sleaford Concert Band performed a concert in the church but the planned Choral Society concert did not go ahead. The Robert Carre Trust did hold a senior prizegiving in the church but those who had left the school for university did not attend. The KSHS and Carre’s did hold a Carol service but not for the whole school. St George’s recorded various song in the church for their virtual carol service.

Church boilers: During a service inspection it was reported that the two existing boilers were deemed beyond servicing and repair. As a result a new boiler was installed to a much higher specification than the original boilers.
Flag pole: It was agreed that the church would store a flag pole for use in the churchyard on selected occasions. Management of the flag pole, ie, erecting/dismantling etc, is the responsibility of the local authority.
Solar panels: During August the solar panels were professionally inspected with no issues reported.
Lightning conductor: During October the lightning conductor was tested and upgraded to current specifications.
PA system: The PA system was upgraded to a more fit-for-purpose system.
Churchyard: Sleaford Town Council continue to manage the churchyard and many thanks must go to the small band of council staff who perform their duties with care and affection. Sleaford Town Council carried out a tree survey which resulted in several trees being pruned.
Gutters: these were cleaned after the autumn fall.
Pest control: the church buildings continue to be periodically inspected for vermin, with no evidence of any infestation reported.
Electrical testing: A full electrical test of the church and church rooms was carried out during August 2021.
Covid: The pandemic has continued to affect this year and the PCC has continued to respond to the changes in restrictions. Public worship has been offered on Sundays at 10am. The midweek service was re-introduced in the summer. The Mums & Toddlers group was rebranded as St Denys’ Bears and re-started in the autumn. Risk assessments for the church and Parish Centre are regularly reviewed and updated. Winter restrictions did have an impact on some of the things that had been planned. Communion is still only offered in one kind.
Parish Centre: The Parish Centre was able to reinstate lettings with certain restrictions.
Thank you: Owing to the pandemic many of the routines within the church have been suspended and several persons have been prevented from fulfilling their usual tasks. It goes without saying the Churchwardens are grateful to everyone who spends their time and skills in maintaining the church and it is very much hoped these routines can be reinstated during 2022. Thank you in anticipation!
Special services: In addition to those services mentioned elsewhere the St George’s Day Scouts Parade happened virtually, the Act of Remembrance did take place in the Market Square, The carol service did take place and the Crib service was combined with the Christingle on Christmas eve
Music: 2021 was another challenging year for the choir with ever-changing guidance and

restrictions meaning we had to constantly adapt our plans and singing in church to meet the requirements. This being said, the choir has grown in confidence, singing music which had not previously been in our repertoire, and enjoying some big occasions. We very much enjoyed being able to use the music provided by St Martin-in-the-fields to enhance our worship at the beginning of 2021, and once we were able to start singing parts of our weekly services again for ourselves, we quickly regained our confidence and achieved some good results in services. Singing for Lee and Heidi’s wedding as part of a mixed choir from across the East Midlands was the largest number of singers since he took over, and it was a really joyous occasion filled with music for everyone to enjoy. October brought with it another Deanery Confirmation Service, and James MacMillan’s Baptismal antiphon ‘Think of how God loves you’ was very well received; we look forward to being able to use it again in the future. Being joined by Rosemary Fields for our Christmas Carol Service gave us the chance to learn John Rutter’s ‘Star Carol’, and being joined also by Jinx, a 4-part close harmony group from KSHS, meant that our service reached out into the town’s schools too.
Financial Activities

SLEAFORD PARISH CHURCH RESERVES POLICY for 2021 remained as follows:It is the policy of St Denys 's Parochial Church Council to hold in reserves the equivalent of 12 months running costs from the General Purposes Fund (£95000) and a further £50000 from the Fabric Fund for Insurance and Emergency repairs.
As the Pandemic continued through 2021 with a further loss of income predicted the PCC reviewed the budget and resolved to contribute £20,000 towards the Parish Share share for 2021 and to make the pledge required by the Covenant Pastors for the next three years to be £20,000 with the proviso that more would be contributed if circumstances permitted.
There were two legacies received during the year, of £500 and £28,413 the larger one being used to purchase the new boiler for the Church. The VAT of £4244 paid on the boiler was recovered by way of DCMS grant.
An upgrade of the sound system was also undertaken at a cost of £4450. The boiler in the Parish Centre failed and was replaced at a cost of £3522
Solar Panel income of £3617 was received for the power generated for the national grid, a slight decrease on the previous year.
Some of the Groups who were previously using The Parish Centre started back during September together with a new twice weekly booking which has helped the re start the income down on the previous year as no further grants were available.
The television in the Centre was also damaged and replaced by a claim on Insurance less the excess. A test of the lightning conductor on the church tower revealed it in needed a repair at a cost of £644
The Parish Administrator and the Director of Music have continued in post working under all the regulations relating to the pandemic. A local company continues to administer the payroll and the workplace pension, put in place from 1st April 2017 of which there is currently one member.

The PCC investments in the CBF funds and the funds managed by Wren all increased at the end of the year giving a gain in value of £54,565
Since the start of the Pandemic the Treasurer overseen by Church Wardens has been responsible for sealing, counting, recording and banking all receipts. All funeral fee bills are paid to the Diocese who then remit them direct to our account for distribution as necessary by the Treasurer. We continue to collect wedding fees and account to the Diocese monthly. Retired Clergy and Readers claim their fees direct from the Diocese.
