## Foreword 

Make Some Noise remains committed to exploring innovative approaches that will further enhance its impact and reach in the post-pandemic world. This year’s report helps to demonstrate the impact made to over a thousand young lives. The last 2 years have been one of the most challenging times for charity, as the team grappled with a constantly changing fundraising landscape with unknown outcomes. Our talented staff, creative practitioners and trustees have worked incredibly hard to ensure the vulnerable communities, families, children, and young people receive the support needed. 

This year, as the recovery from COVID continues, like many other charities, Make Some Noise has faced difficult challenges but has endeavoured to maintain and innovate many of its **pioneering** flagship programmes. 

However, despite this, many transformational and inspirational examples have again emerged from our unique mix of creative activities that provide respite, exemplary community engagement, interaction, and learning. Over 1700 of some of the most vulnerable children and young people in Staffordshire & Stoke-on-Trent have been **empowered** this year (which includes 401 that were involved in creative consultation to help share their experiences of challenges and issues affecting their childhood). Despite the decrease in free sessions provided (54% reduction) and a reduced staff team (59% reduction) we were still able to have a positive impact on children’s wellbeing, recording examples of enjoyment in learning new skills, making new friends, and overcoming low confidence. This was a direct result of funding cuts and a very challenging funding landscape. Sadly, this resulted in demand increasing beyond our current capacity, however this is being addressed in updated strategies and plans. 

An updated Business Strategy, Theory of Change, Marketing Plan and Fundraising Plan have been developed to respond to the increasing demand for Make Some Noise’s programmes , especially as the charity’s work is increasingly supporting a wider range of complex needs of children and young people, becoming increasingly focussed on wellbeing benefits of **fun** and **inclusive** creative provision. 

Positive feedback from our beneficiaries continues to show how much they value the quality of the support they receive from us. This has inspired us to grow our flagship programmes and ensuring that youth-voice is prominent in improving how we deliver needs-led activity. 

Regardless of the challenges the beneficiaries may be facing in their life, or the traumatic experiences they’re overcoming, our doors will always be open so they can have **fun** in a safe, creative space - free from judgment, where everyone is encouraged to flourish. 

At the Upbeat Christmas Party and resource launch in December 2022, I heard first hand from parents the challenges they face such as feeling isolated and worries about their children’s development following lockdowns and financial pressures. I learnt how much they value our sessions and the big difference it makes to their children’s wellbeing, as well as their own. This and many other similar stories are ongoing reminders of the impact Make Some Noise is having in communities across Staffordshire and Stoke-on-Trent. 

We look forward to continuing this much needed work over the next year and beyond.

## Report of the Trustees 

The trustees are pleased to present their annual D irectors’ report together with the financial statements of the charity for the year ended 31 March 2023, these are also prepared to meet the requirements for a directors’ report and accounts for Companies Act purposes. 

The financial statements comply with the _Charities Act 2011_ , the _Companies Act 2006_ , the _Memorandum and Articles of Association_ , and _Accounting and Reporting by Charities: Statement of Recommended Practice_ applicable to charities preparing their accounts in accordance with the _Financial Reporting Standard_ applicable in the UK and Republic of Ireland (FRS102) (updated 1 January 2019). 

## **OBJECTIVES AND ACTIVITIES** 

The Charity’s objects, as stated in its Memorandum of Association are to ‘ promote education in the arts, especially but not limited to the art of music, for young people and for those who assist young people in taking part in music and the arts .

## **Who we help** 

Make Some Noise works in areas of socio-economic disadvantage, cultural and rural isolation. The charity focuses on children and young people under 24 years old who are/or have been dealing with traumatic childhoods and challenging circumstances such as social disadvantage, educational under-achievement and exclusion, social isolation, complex and additional needs.  Through our commitment to social pedagogy, our beneficiaries are supported holistically in the development of their individual emotional, social, personal, educational and wellbeing outcomes.

Our cause is driven by our trustees, core team, volunteers, and donors, who all embody our values; Fun, Pioneering, Empowering and Inclusive. Together we all strive to ensure our three main strands of activity thrive: 

## **1. Inclusive Music Making: We make it happen for everyone** 

Delivering fun, inclusive, and empowering creative projects to unlock the extraordinary potential of children and young people with complex needs who are dealing with a poverty of opportunities. 

## **2. Innovative Developments and Training: We develop the capability in others to provide inclusive music making opportunities** 

Providing pioneering solutions to organisational and programme development (e.g. trauma-informed practice embracing the social model of disability, inclusive accredited training and CPD events to empower creative practitioners, volunteers, beneficiaries), ensuring inclusive creative provision across the sectors we work with. 

## **3. Information and Advocacy: Sharing best practice and working with others to champion the positive impact of inclusive music making** 

Using our knowledge and expertise to lead by example, developing and promoting inclusive and accessible practice across the sector and advocating to decision-makers the important role creativity can play in reducing the negative impact of a childhood of trauma.

## _Case study of our impact_ 

## _Unlocking extraordinary potential_ 

_Maisy* is now 18 months old and is one of our regular attenders, coming every week with Mum, Chloe*. When Maisy first started coming as a baby, she was accompanied by her older siblings. They were babies when they first joined Upbeat and are now both at school, leaving Maisy to enjoy Upbeat by herself with mum._ 

_Our Upbeat programme is there to support the development of children who may be coping with challenging circumstances, but the team are also trained to support the parents too. Over time, a positive relationship has formed between the Make Some_ 

_Chloe eventually confided in the team that she has mental health issues and part of that means she struggles a lot socially._ 

_The team worked more closely with Chloe. She would always sit beside to the team during the music and movement sessions, interacting with the creative practitioners throughout the session, seeking reassurance and guidance._ 

## _Amazing results_ 

_We have really noticed a big change in Chloe in the last couple of years. During the -esteem, and levels of engagement with other parents has gradually been increasing once the creative practitioners identified the most appropriate support with Chloe._ 

_Whilst mum still likes to sit close to our team during the music, singing and dancing sessions, Chloe no longer feels the need to sit right next to a creative practitioner and is no longer seeking constant reassurance._ 

_It has been wonderful to witness. Especially as this confidence is rubbing off positively on Maisy. Maisy now explores the space, with independence, seeking out new friends to sing and dance with._ 

_During a feedback session over tea and biscuits, Mum sa goes to where she does not feel judged, feels relaxed and can be herself._ 

_Both mum and Maisy continue to flourish as a result of participating in these sessions._

## **Recovering from the COVID19 Pandemic, the cost-of-living crisis and potential recession** 

At the point of finalising these Annual Accounts, Make Some Noise has now finally resumed full normality in service delivery. However, the aftermath of the pandemic had affected Make Some Noise and its ability to bounce back in a far more challenging environment that anticipated. 

From April 2022 all our flagship programmes were up and running. Make Some Noise delivered face-to-face sessions to improve the social, personal, musical, and educational outcomes of children with complex needs. 

Despite the financial challenges of recovery and the turbulence of the cost-of-living crisis affecting everything from our beneficiaries to our staff to our funders Make Some Noise was able to help over 1704 disadvantaged and vulnerable children, young people, and families. 

Over the last 3 years our beneficiaries and the charity have been severely impacted, dealing with increasing levels of uncertainty, unusually high levels of risks to mitigate and greater mental health and wellbeing issues. 

For 2022 2023, The Recovery Group, a new working group was established that reported to the Board, made up of the following trustees and members of the team:

The focus for the Recovery Group is on growing the unrestricted income for the charity to address the key risks in the organisational risk register. The hands-on group have supported the development of a community fundraising project, a monthly giving campaign and an active reserves management tool.

## **Highlights from 2022-2023** 

## **Music Making:  We make it happen** 

## **UpBeat (Flagship Programme)** 

The UpBeat programme continues to demonstrate how specialist music and movement practitioners can achieve social, personal, and emotional outcomes for families with children under 5. UpBeat delivers free specialist early years music and movement activities to families every week who live on military barracks. They help support and develop the social, personal, and emotional outcomes for a. = these military families with children under 5. Expansion of . our music and movement provision has gone from > strength to strength thanks to the support from The Armed Forces Covenant Fund Trust, the ABF Soldiers Charity, Staffordshire County Council, and the Army Welfare Service team - Area West. 

## **Stoke Young Parents (Flagship Programme)** 

This programme continued to support the development of -on-Trent. Young parents (and their babies) are provided with an opportunity to attend free, weekly music groups and explore 'themes' such as Healthy Baby, Healthy Me, young parents’ independence across Stoke Future You and Look Local. By using music as the 'hook' we engaged those young people who are least likely to access professional services. This project has successfully built life-changing relationships and addressed the needs of young people dealing with incredibly challenging lives. 

## **Positive Sounds (Flagship Programme)** 

The Positive Sounds programme continued to provide 

free provision and support for Looked after Children in Staffordshire & Stoke on Trent. The young people participating in Positive Sounds are all Looked After Children in care in Staffordshire and Stoke-on-Trent, living with foster parents or small group homes. The children and young people who attended sessions are facing a range of disadvantages that further impact the stigma that their looked after status creates. The beneficiaries on this programme achieved qualifications and accreditations from our Arts Award and AQA unit’s portfolio. 

## **Players Academy (Partnership Project)** 

Working in partnership with Middleport Matters, Make Some Noise supported Middleport Matters in the development of an inclusive music project supporting children ’s wellbeing in a highly deprived area of Stoke-on-Trent. The project trained creative practitioners, provide weekly and holiday activities, and encouraged showcases to build self-esteem, The beneficiaries on this programme achieved qualifications and accreditations from our AQA

## **#iWill Rise (Flagship Programme)** 

Although heavily impacted by the pandemic, this project gained recognition nationally and is contributing to national policy making and awareness around loneliness and how creative interventions can help tackle this issue. This project was developed to explore the concept of loneliness through song and music making; and taking a social action approach with secondary and primary school children. Due to the impact achieved, this programme became the model for a new round of national funding for the Coop Foundation’s Transiti on strand. This element N a) concluded in September 2021 and a new programme secured a 2-year grant from the Co-op Foundation to expand in the Cannock Chase District from September 2021. The beneficiaries on this programme achieve qualifications and accreditations from our Arts Award and AQA unit’s portfolio. The new 2year programme was impacted b y the pandemic so the team had to work in innovative and flexible ways to ensure the impact and the quality could still be maintained. 

## **Level Up (Partnership Project)** 

Level Up project is a partnership with Staffordshire Special Schools. Steering groups of pupils from the secondary special schools co-develop the project to aims to support young people with SEND to progress with their music making ability in school. Pupils aged 11 18 received group and 1 to 1 music tuition, workshops in songwriting and performance. The project culminates with live music performances out in the wider community. The beneficiaries on this programme achieve qualifications and accreditations 

## **Beatbox and iPad Orchestra (Partnership Project)** 

The Music Partnership continues to commission our inclusive, accessible singing, vocalisation, and technology provision for pupils, primarily schools disengaged from music, pupil referral units and/or special schools. The beneficiaries on this programme achieve qualifications and accreditations from our Arts Award.

## **2. Training and Development: We develop the capacity in others to provide inclusive opportunities.** 

## **Training on Inclusive Practice** 

Make Some Noise provides free and/or heavily subsidised training and networking events to support music organisations, music leaders, volunteers, beneficiaries, ensuring quality provision and professionalism of the sector. Throughout the year, we have focussed on improving our workforce’s trauma-informed practice and the team have attended training on Adverse Childhood Experiences (ACEs), Understanding Executive Functioning, Positive Psychology, Building Resilience, Understanding Trauma and Resilience, Chimp Paradox, Secure base Model and Mental Health First Aid. 

## **Soundpots (Partnership Project)** 

In 2013 Make Some Noise co-founded the Soundpots programme and network for early years delivery in Stoke-on-Trent, then supported Telford & Wrekin Music Service and lastly Staffordshire Music Service in collaborating in this strategic partnership. Leading on the fundraising and developing, this award-winning programme has expanded to Staffordshire and Telford & Wrekin in 2023, when all three music services were able to sustain this programme independently through funding from the National Foundation for Youth Music, ready the next iteration of the National Plan for Music Education. Make Some Noise created the i MUSIC Fee resource book featured to right to collate the key songs and support nurseries who aspire to use music and singing as a tool to improve speech and language. 

## **3. Information and Advocacy: Sharing best practice and working with others to champion the positive impact of inclusive music making** 

## **Championing** 

We have been championing inclusive approaches and promoting best practice across the sector and advocating to decision-makers involved in Local Authority Departments (such as Looked After Children, Social Care and Health, Education), supporting the Youth Social Prescribing Agenda through our memberships with the Culture Health and Wellbeing Alliance, the National Academy for Social Prescribing, the Staffordshire & Stoke on Trent VCSE Healthy Communities Alliance and the Midlands Partnership University NHS Foundation Trust.

## **Summary of future plans for 2023-2024** 

Make Some Noise is on a mission to unlock the extraordinary potential of all children and young people through empowering youth-led music opportunities and training, promoting inclusive music-making across the West Midlands. 

The Make Some Noise Board updated the Strategic Business Plan for the period 2023 to 2026.  Make Some Noise has overcome the initial challenges of the pandemic and is now moving towards a recovery phase within the next 18 months. Make Some Noise will focus on the following four main strategic goals:

## **Social Action and Youth Voice** 

Social Action plays a crucial role in enabling children and young people to flourish and give back to their community. Make Some Noise incorporates creative and inclusive ways to ensure our delivery is youth-led and that everyone has a voice, regardless of their ability and confidence. 

In 2022- 2023 Make Some Noise had 3 established youth steering groups, some have their own budgets, some help with marketing and social media and some help with developing delivery and funding applications. This year, these 3 groups collectively consulted with 410 children on personal and social issues and challenges.

## _Case study of our impact_ 

## _Unlocking extraordinary potential_ 

_12-year-old, Eddie*, began to engage in our targeted 1-to-1 creative sessions for children in care following our taster session at a Foster Carers BBQ event. In our session, with support from his Carer, Eddie expressed some interest in learning the piano or the keyboard and shared his interest in writing poetry._ 

_The sessions began with some musical introductions, learning the melodic parts of a song that he liked which, over a few weeks, progressed into him learning chords too. Eddie was initially very quiet and not very forthcoming or confident when encouraged to learn more music, think about some poetry, or express his ideas and opinions. Eddie had a lot of potential but was reserved and lacking in confidence to create or communicate._ 

_The creative practitioner reassured Eddie and explain how what we do is different to school and that he was not being marked/graded on his musical progress. Different methods were tried to help bring him out of his shell and build confidence. This understanding enabled Eddie to enjoy his music and use it as a tool to express, and feel good about himself, regardless of how he perceives his own skills._ 

## _Amazing results_ 

_Eddie continued to show interest in playing music, and gradually began speaking more openly and confidently. Eventually, he was very happy to spend time in the session trying out some music, developing his musical ability and knowledge, and chatting about whatever was on his mind._ 

_Eddie came out of his shell, really brightening up and it was clear that he gained a lot of enjoyment from the sessions and his confidence and ability to express himself improved dramatically. Towards the end of sessions with Eddie, he was very confident, vocal and had a bright and positive attitude toward participation in his music. He had found something that he could lose himself in and had purpose._ 

_Eddie well-being, and ability to communicate improved a lot over 2 years. Eddie found his confidence, both socially and personally, which in turn helped to open up new opportunities for him, such as engaging in extra-curricular activities after school._

## **FINANCIAL REVIEW** 

The financial statements show total income of £181,912 (2022: £271,938) and expenditure of £238,335 (2022: £291,419) generating a deficit of £56,423 (2022: deficit £19,481) for the year. This comprises of a deficit of £58,330 (2022: surplus £14,179) relating to restricted funds and a surplus of £1,907 (2022: deficit £33,660) relating to designated and general funds for projects ongoing into the next financial year. Funds at 31 March 2023 comprise restricted funds of £13,574 relating to on-going projects, leaving unrestricted general funds of £32,892. 

Make Some Noise has benefited from major funding from the Lloyds Bank Foundation, BBC Children in Need, Entrust Music and Performing Arts Service, Stoke-on-Trent Music Service, the Armed Forces Covenant Fund Trust, and the Co-op Foundation. 

## **Reserves policy and risks** 

The trustees review the level of reserves at each of its quarterly management meetings and review policy and action required regarding reserve levels at year end, to build into the budget and project planning for the coming financial year. 

The trustees consider that to safeguard the future of Make Some Noise it is important to ensure that there are some reserves available to the organisation to cover committed expenditure in the case of a dip in funding. The target figure is calculated at £30,000 for 202324. Through active reserves management the trustees and Chief Executive Officer will ensure that the reserves levels required reflects the current risk profile at the time. 

At the end of the financial year free reserves (General funds less fixed assets balance, less designated funds) amounted to £32,889 which is just above the stated target level.

Make Some Noise Ltd is a company limited by guarantee (06764151) and a registered charity (1127578) governed by its Memorandum and Articles of Association. 

## **Appointment of trustees, induction & training** 

New trustees are appointed by invitation or by open advert to join the Board given that they have the necessary skills and experience to contribute to the charity’s activities and to be able to discharge their obligations as trustees. All trustees are supported with robust induction and training, including being assigned an established trustee as their mentor for the first 6 months to a year plus access to free or low-cost training where identified. 

The Company Secretary and Deputy Company Secretary is charged with keeping trustees up to date with the requirements needed to fulfil their responsibilities. The Deputy Company Secretary supports the Company Secretary and may deputise as and when deemed necessary.

The validity of this assumption is dependent upon the continuance of support from Make Some Noise's key funders and in response to the progress made by Make Some Noise in pursuing a viable budget including the obtaining of further grants and other contracts. current business plan shows the organisation will be able to operate in the foreseeable future. Based on this understanding, the trustees believe that it remains appropriate to prepare the financial statements on a going concern basis. The financial statements do not include any adjustments, which would result from the basis of preparation being inappropriate.

## **2.4  Funds** 

General accumulated funds are unrestricted funds available for general purposes and may include funds designated for a particular purpose; the use of such funds remains at the discretion of the trustees. 

Restricted funds are funds subject to conditions imposed by the donor or by specific terms of the appeal under which the funds are raised. The restrictive conditions are binding upon the Charitable Company. 

## **2.5  Income** 

Items of income are recognised and included in the accounts when all of the following criteria are met: 

- The charity has entitlement to the funds; 

- any performance conditions attached to the item(s) of income have been met or are fully within the control of the charity or its subsidiary; 

- there is sufficient certainty that receipt of the income is considered probable; and 

- the amount can be measured reliably. 

Income received in advance of provision of specified service is deferred until the criteria for income recognition are met and the relevant service has been provided. 

## **2.6  Donated services** 

Donated services (in kind) are recognised as income when the charity has control over the item, any conditions associated with the donated item have been met, the receipt of economic benefit from use by the charity of the items is probable and that economic benefit can be measured reliably. On receipt, donated services are recognised on the basis of the value of the gift to the charity, namely at the equivalent cost to the donating organisation. A corresponding amount is then recognised in expenditure for the period. 

## **2.7  Expenditure** 

Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required, and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity headings: 

- Costs of raising funds comprise the costs involved in fundraising including fees paid to professional fundraisers, publicity, marketing costs and an allocation of staff costs in relation to fundraising activity. 

- Expenditure on charitable activities includes the costs of running projects and other activities undertaken to further the purposes of the charity and their associated support costs. 

- Governance costs are those costs incurred in connection with governance and professional support to trustees. 

Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred. 

Support and governance costs are allocated in accordance with the amount of staff time spent on each area of activity.

Bank interest is shown on the basis of amounts received in the year.

The LGPS scheme is a multi-employer defined benefit scheme, which is funded and is contracted out of the state scheme. The assets of this scheme are held separately from those of the Charitable Company in an independently administered fund. It is not possible to identify the share of underlying assets and liabilities belonging to individual participating employers, and therefore, the Charitable Company accounts for the scheme as if it were a defined employer contributions in respect of the accounting period. 

## **2.10  Tangible fixed assets** 

Depreciation is provided at a rate calculated to write off the cost on a straight line basis over a period of less than the estimated useful life of the assets as follows: 

- Musical equipment 3 years - Computer equipment 3 years 

Fixed assets are capitalised when the purchase cost is in excess of £500. 

## **2.11  Debtors** 

Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid after taking account of any trade discounts due. 

## **2.12  Cash at bank and in hand** 

Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 

Cash held on deposit relates to amounts deposited for periods in excess of 3 months. 

## **2.13  Creditors and provisions** 

Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due. 

## **2.14  Financial instruments** 

The charitable company only has financial assets and financial liabilities of a kind that qualify as basic financial instruments.  Basic financial instruments are recognised at amortised cost using the effective interest method.

## **2.15  Taxation** 

Make Some Noise is not liable to corporation tax, capital gains tax or income tax on its charitable activities.  Irrecoverable VAT is included in the asset cost or the expense to which it relates.

Gifts in kind relate to the provision of rent and IT infrastructure by Staffordshire County Council free of charge for the Company’s main office and parking by the ASDA Stafford Superstore.

## **8. Analysis of staff costs and trustee expenses** 

The monthly average headcount during the year was 3 (2022: 6.17). 

No employees had emoluments in excess of £60,000 (2022: £nil). 

The charity trustees were not paid or received any benefits from employment with the charity in the year (2022: £nil).  No charity trustees received reimbursed expenses relating to travel and subsistence (2022: £nil).  No charity trustee received payment for professional or other services supplied to the charity . The charity’s insurance policy includes trustee indemnity insurance cover for all its trustees. 

The key management personnel of the charity comprise the trustees, the Chief Executive Officer and Head of Operations & Programmes.  Trustees receive no remuneration or other benefits from the charity.  The pay of key management personnel for the year was £70,750 (2022: £67,375), excluding pensions.
