The Charity has continued ils focus on major campaigns lo introduce improved vehicle-lype leglslallon and nallonal
slandords around the world wherg, if $u¢¢essful, Ihg reduction Sn falalilies would be in the lens of Ihou88nds.
To revise existing legislation in India lo incorporate in manufacture 'Anli-lo¢k Braklng System IABSI on all powered
D-wheelers IPTVVS) of 1 OOc¢ or more, In this COLJnlry, because of the dominance ol the 100CC & 125CC models,
they constitute 80% of the PTW market, By revising existing legislation 1126CC and above) lo Incorporate the
feature on all bikes of 100CC and above, together with the oven higher powered machlnes, India would achleve
90Vkn ABS ¢overagg. The Igalure reduces PTVV accidents by a staggering third and 18 a deliverable whlch 18 not
dependent upon human behaviours or enforcement.
ABS would make a dramatic Impact in reducing PTW deaths in India. and wllh almost 75.000 people losing Ihelr
Ilves In PTW 8ccldenls every year, 25,000 Ilves would be sav&d annually once the entire fleet is protected by the
feature, bul even In the first few years. the number of lives saved would be in the many thousands. In relation lo
preventing serious inlurles. based on the 10..1 rule, the number of accldenls which would no longer occur would be

evidential dossler for submission and consideration by th8 country's Minister of Transport, Mr Gehlol.
In Thailand, because of the domSnan¢e ol the 51-125CC models, whlch conslllule 850A of the PTW rnarkel. the
objective is lo revise existing legislation 1126CC and above) lo incorporate ABS on all blkes of 50CC and above.
With almost 15,000 people losing their lives in PTW ac¢id&nls every year in the country. 5,000 Ilve5 would be
saved annually once the entire fleet is prole¢l6d by the feature, bul even in the first few years, the number of lives
saved would be in th6 many thousands. There has been ongoing communication between SRF and Dr Wiwal
Seelamanol¢h. Program Manager of Thailand-WHO Country Cooperation Strategy on Road Safely and former
Exe¢ulive Advisor lo Thailand's Board of National Inslilule for Emerg6n¢y Medicine.

To promola in Thailand the use of 'Helmel Wearing Enforcement Cameras, IHWECI for motorcycle and moped
riders. These ¢ameras ulilise artificial intelligence lo capture the number plate of off6nding ridets and if they were
inlroduc6d across the country. would save an estlmated 3,000 Ilv&s a y&ar. This initiative follows on from the
Charity's grants lo Chlangmai and Khon Kaen road safely ¢ommille&s for th6 inaugural HWEC piojecis. which
providtrd the evidence on the cameras, efficacy.
Note.. A forum Is 8ch&duled for April 2025 in the Thai Parliament for SRF lo present and meet with Mr Pichel
Chuamuangphan. Deputy Speaker of the Thai House of Represenlalives and Chairman of the Road Safely
Comrnillee in th8 Thai Parliament, and committee members. lo progress both ABS and the national roll-out ol
HWEC for motorcyc18 and moped riders. SRF prepared a detailed ABS evldenllal dossier lor consideration by the
Parliamentary Road Safely Cornmillee.
To continue the dialogue In Spain al 8 senior level with the Dlrector8t&General for Traffic IDGTI, an agency ol the
Spanish Ministry DI the Interior responsible for traffic regulallon and enlorcemenl in the country, together with
regional transport aulhDrilies, and leading road safely NGOS. The objective is lo elirninale the confusing IlashSng
amber lillering sequence, unrelated lo turning movements, 81 slgnal.Gonlrolled pedestrian crossings slled on mulll-
lane approaches, throughout the country,

headlslde-on collislons. Currently. rnany drivers in bDlh directions do not approach such compromised junctions with
caulitsn, bul drive through al speed with a reckless delerminalion that they have prlorlly. Uslng the 'flashlng amber,
al night has hislorlcally been a random decision, y81 il is slraighlfotward lo revert lo the conventional signalling
sequence ol redlamberlgre8n operating on a 2417 basls by simply reprogramming the luncllon's Signal Controller. To
Illuslrale thè lifesaving pol8nlial of this action, evidence is provided from the USA where returning lo the
convenllonal s8quencing in New England resulted in 8 dramatic reduction of 890A in righl.angle crashes.

In March 2025 to progress this Initiative across the Country and SRF prepared a delalled evidential dossier for

various accident black spot prevention s¢hemes covering several countries around the world, includiry the UK.

Overseas visits ID the projects funded by the Charity have taken place lo allow the trustees to effectively manage
and monitor the schemes implemented, together with an ongoing scrutiny of the results achieved.
Following the Charity ComrnissiDn's guidance and lo achieve the highest levels of good govemance, the Iruslees
continue to sliiclly adhere lo their Grant Making, Expenses and Conflicts ol Inl6resl policies, and where appropriate
a comprehensive Memorandum of Understanding IMOUI is ulilised for grants awarded by the Safer Roads
Foundation.

During the year, overall Income was £135,814 12024 £120.2761, of this £60,78912024 £20,219) was from interest
generated from the bank, donations of £55,00012024 - £80,000) from M C Woodford. £5,000 from A Somavilla, Ihg
remainder was gift aid on donations. The Charity incurrtsd expenditure of £88,00312024 - £157,871) on charitable
aclivilies. Overall, the reserves ol the Charity increased by £47,808 and al the year-end amounted lo £902,030

11 Is the policy of the Iru51ees lo mainlaln reserves In the Charity al a level lo enable il lo be administered efficlenlly,
to tneel Ils short-lerm expenditure requirements and lo have adequate resources lo fund Ils charitable objectives. In
establishing this policy, the Irusle8s have consldered th8 disposition of ils in¢tsmlng resources which are malnly
derived from donations. The level of res8rves is subject lo periodic revlew when considering changes lo the
harily's a¢livilies and requiremènts.
11 is the policy of the Charity that unrgslricled funds whlch have not been designated for a specllic use should bo
mainlalned al a level equivalent lo a minimum of three months, expendiluro. The Iruslees consider that reserves al
this level will ensure that, in Ihg event of a significant drop in funding, they wlll be able to continue the Charity's
current activities while consideration Is given lo ways which additional funds may be raised. Al the year end, the
reserves ol the Charity were £902,030. Ihls Is in excess of our policy as money Is belng maintained on an
nv&8lmenl deposit account lo gen8rale Income.

Due lo the nature of th8 Charlly's expenditure and management of rèseNès, the Iru51ees do not con81d&r rlsk lo be
an elgmenl in the presentation ol this report. Reserves are held In accounts with Barclays Bank and wllh current
high interest rates, the majority of funds have been invested through the Flagstone platform In a range of interest
bearing accounts, where the deposits are guaranteed by the Bank of England Financlal Servlces Compensation

The Charity is a company limited by guarantee incorporated on 7 March 2008 and Is governecl by ils Memorandum
and Articles of Association. The Memorandum and Articles of Association were amended by special resolution on 19
December 2008 and subsequently on 19 September 2012 and 11 February 2019. The Charity was registered with
the Charities Commission on 19 January 2009 with registration number 1127577.

objectives.
1.4 Income
Income is recognised when the Charity is legally enlilled lo it after any performance conditions have been
mel, the amounts can be measured reliably, and il is probable that income will be received.
Cash donations arg re¢ognised on receipt. Other donations are rgcognised once the Charity has been nolifl&d
of the donation, unless performance conditions require deferral of the amount. Income lax recoverable In
relation lo donations received under Gift Aid or deeds of covenant is recognised 81 the lime of the donation.
Legacies are recognised on receipt or otherwse if the Charity has been notified of an impending distribution,
the amount is known, and receipt is expected. If the amount is nol known, the legacy is treated as a

compromised due lo having the secondary signal such a lengthy distance ahead
and critically positioned on the left, with the result that al night if the primary 'r&d'
aspect were lo fail leg a power line faulll, because of Ih&'closed-in' nature of the
junction, Iherg was no peripheral vision ol cross-traffic. Approaching drivers
could understandably read the secondary, unusually positioned on the left past
the junction, as the actual slop line, The additional signal on the southbound
approach now provides the essential contingency.
