The Parochial Church Council present their annual report for the year ended 31[st] December 2024. The accounts have been prepared in accordance with the Church Accounting Regulations 2006 and the Charities SORP 2005. 

## **Structure, Management and Governance** 

The PCC operates under the Parochial Church Powers Measure 1956. The Parishes of St Bede and St Clement became a united benefice and on 28[th] June 2012 under a pastoral reorganisation scheme became a united parish and is now known as the Ecclesiastical Parish of St Bede with St Clement Toxteth. 

St Clements was a registered charity and St Bedes an Excepted charity, It was agreed with the Charity Commission to change the name of the registered charity to St Bede with St Clement and retain the same charity number held by St Clements. 

The method of appointment of PCC members is set out in the Church Representation Rules. All church members are encouraged to register on the Electoral Roll and stand for election to the PCC. No member of the PCC received any remuneration and no staff are employed, a verger fee is paid to church officials  to cover funerals on a casual basis. 

## **Agency** 

The PCC acts as agent for the following:- 

- The Liverpool Diocesan Board of Finance in respect of statutory fees, fees collected in the year are paid over on a regular basis. 

- The Toxteth and Wavertree Deanery in respect of the Deanery Mission and Growth Fund,  monies received from the LDBF are distributed to the churches in the Deanery by way of grant, this is no longer administered by the church from   June 2024. 

## **Objectives and Activities** 

The PCC (Powers) measure 1956 states that the PCC ‘is to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical’ 

Our key objective as a church is to love God, one another and ourselves and to love and serve our local community.  We aim to live out our faith and to deepen our relationships with other Christian’s who both worship and minister in our parish. 

As a church we work to proclaim the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.  We have two worship centres which provide us with good opportunity to engage with the local community as the buildings each offer different and complementary ways to carry out worship and community activities. At present both buildings are financially viable. 

Our commitment to building ecumenical relationships is reflected through our regular contact with other Christians, both ecumenically and within the deanery and the relationship we have with the other Christian fellowships, Indian and African, worshipping in our church buildings  Additionally, as the parish has a large proportion of residents who are Muslim, we aim to develop the interfaith contacts which are so important in this context. 

We will respond to local, national and international disasters. 

We continue to offer food, clothing and donated household items to those in need and other charities including the Whitechapel centre and shop,

## **Achievements and Performance** 

## **Worship and Discipleship** 

The church wardens, in an interregnum, take on even more duties, and we are fortunate that, David Thomas  is very experienced and Paul Strickland, elected May 2023 for their commitment to the task. Paul Strickland and David Roughley, our Lay Ministers have ensured that  our services have been maintained. We also give thanks for the  visiting clergy and laypeople  who have supported us during the year. 

We thank Helen Strickland and Neil Bishop for ensuring that the young people’s ministry has always been available despite fluctuating numbers and age span. 

The numbers worshipping fluctuates but we are encouraged by the friendly fellowship and support for one another which exists and which is commented on by visiting clergy and readers. 

## **Parochial Church Council** 

## **Membership** 

Aminata Bass, Anna Bishop, Doreen Lewis, Jackie Roache, David Roughley, Helen Strickland, Paul Strickland, Eileen Roughley, David Thomas and Kezia Gitonga 

The PCC met regularly throughout the year, significant, matters that were discussed were **The Post of Vicar** 

Following our failure to recruit to a part time post last year. PCC discussed options with the Deanery and Diocese. It was eventually decided that St Bede with St Clement would join with St Thomas with St Bridget and together we would advertise for a full time post. The PCC refreshed the Parish Profile and the pot has been advertised and interviews are planned. **Fit for Mission** 

The PCC has sought to navigate the changing landscape of Fit for Mission throughout the year. We have had a number of visits and conversations with members of the Fit for Mission team. Fit for Mission has drawn up guiding principles on local leadership for mission, governance and finance, buildings and unity for our diversity. It is thought the new, wider Parish will be called Hope Parish Liverpool.  Some PCC members attended the Cultivate course considering the areas/ topics around which the new Parish could create engagement from those within our area. At the start of May 2025 the Church received a presentation on Fit for Mission with the opportunity to ask questions. The PCC has asked for feedback from members and will shortly be making a decision as to whether we will continue as a part of Fit for Mission. **Finances** 

Throughout the year the treasurer presented information on our income and expenditure and consistently highlighted that our congregational giving was not enough to cover our bills. The rental income from the use of our buildings by other churches and organisations makes a substantial contribution to our costs, however we have had to dip into our reserves to cover some costs. At the start of the year PCC agreed to provide envelopes to help support weekly giving on the plate and there was a slight increase in giving following the introduction of the envelopes. At the end of the year the PCC noted that there is a limit to the number of times our reserves can support our spending an so agreed that the hourly rate for hiring the buildings would be increased. 

PCC also noted that we had received a grant from Feeding Liverpool which is given to the food market and Joe’s community lunch for 40 people. 

## **The Church Services** 

The PCC discussed all age family worship on several occasions and it was stated that the children learn from these services however they would benefit from a focussed, more contemporary childrens’ songs, and activities. It was agreed that because of external activities the children were sometimes not present at the start of the service and therefore this element should occur later in the service. 

The PCC has been grateful to David Roughley and Paul Strickland for taking responsibility for so many services, and to David for organising the rota of visiting preachers to lead services and preach. Throughout the year David has sought to widen the number of church members leading or taking part in reading, praying or preaching in our services.

It was agreed by PCC that we would try filming services, however this has proved more labour intensive than originally thought. 

The PCC agreed to the purchase of  a new laptop and this has been set up and used in services. 

The PCC agreed that the collection in the Harvest service would go to Save the Children for their work in Gaza. 

The Thanksgiving collection in November was for Wateraid 

**Events** 

The PCC agreed to hold a Harvest Meal in September and this was enjoyed by a number of people. 

On the 14[th] September the church was open for English Heritage day. At Easter the Church held a Maundy Thursday Agape meal. 

**Buildings St Clements** 

Works to the St Clements’ building included removing plant growth from around the bell tower The PC is investigating having a Hive system in St Clements, but that will require a new boiler, the estimate for which is £12k. The existing boiler is around 30 years old. The PCC is investigating whether there were any grants available in order to make it more environmentally friendly, e.g. a heat pump and solar panels 

PCC agreed that the side of St Clements should be tarmaced and this was done. The PCC is also seeking quotes to pave over the patch of planting by the front door as this is quite messy. **St Bedes** 

At St Bede’s the plant growth was removed as required by the quinquennial inspection. Despite having significant difficulty in finding building companies willing to quote for works we have managed to have the roof repaired and a leak in the kitchen resolved and the floor mended. 

PCC is considering putting motion sensors in the toilets as some people hiring it leave lights on and this leaves the fans on and can burn the motor outs and are seeking advice on this The heating at St Bede’s has been serviced and the Hive will be connected providing remote access control. 

We have had all the old lighting reviewed and much has been replaced with LED lighting. The Apostolic Church is organising new wifi. 

We have received a comment that St Bede’s was very dirty  and so agreed that we would investigate the cost of a firm to clean once a month and if this is reasonable we will add this to the hiring fee. 

PCC considered the issue of the phone in St Bede’s and whether the phone should be moved back to St Clements and it was agreed that we would look at getting a church mobile phone and a camera system linked to it so that we can monitor hours of usage of the St Bede’s. The Quinquennial survey for St Bede’s has been completed and the Church Wardens will meet the surveyor to discuss the report. 

The first world war flag at St Bede’s  is falling apart and it was agreed that we would look at costs for putting it on a case. 

## **Safeguarding** 

No safeguarding issues have been raised. 

It was identified that the wardens were required to complete safeguarding training as a consequence of being in interregnum. 

Neil Bishop has attended a lengthy Safeguarding course as the Church safeguarding lead. David  Thomas has also attended a safeguarding course. The PCC is considering whether  there is more we should be doing in education people on safeguarding

## **Financial Review** 

The deficit for the year on the unrestricted funds was £4770 (2023 deficit ££2,990,) after transfers from reserves the deficit was£2,635 (2023 Surplus £4,688). Our parish share £10.9k is one of the lowest in the deanery, We are fortunate that we have been able to hire our buildings to other Christian fellow ships and community groups bring in £23.9k (2023 £21.8k). It is clear that we would struggle to exist on our giving. 

Our Harvest collection £1,112 went to Save the Children and our Thanksgiving Day collection £1,265 went to Water Aid. The Christmas day collection £349 went to the Whitechapel Center, a local charity for the homeless, Our charitable giving from our own income represented 13% (2023 9.96%)In summing up, we are financially viable because of our hire income from our buildings, our regular giving was static and remains to be improved. 

## **Buildings Maintenance** 

## **St Bede** 

A Cherry Picker was hired for both buildings to clear plant growth on the roof and the bell tower and clear gutters. 

The hall roof was covered with a fibreglass paint and slates and guttering replaced on the lower roof. A recurring problem with the central heating system was fixed and an annual service performed. 

**St Clement** 

Overgrown foliage was cleared from the East side of the church to enable access to a drain cover. A water heater was replaced in the kitchen and the central heating system serviced. 

Both buildings had their fire extinguishers serviced and updated 

## **Children and young people’s work** 

## **Sessions** 

Sunday School sessions have been held throughout 2024, with breaks for the summer and at Christmas. Sessions are held at both St Clement and, during the first Sunday of the month, at St Bede. 

## **Young People** 

There have been 6 children/young people attending Sunday School frequently, with occasional attendances by others, although numbers vary from 1 to 6 on a weekly basis. 

**Leaders** 

The sessions have been led by 2 leaders, alternating the preparation of lessons. **Planning** 

The market is serviced by a small, dedicated group of volunteers led by Jenny, none are members of our church, Pastor Joseph Ola, a leader of the Nigerian Apostolic Church which used St Bede’s as a worship venue coordinates the operation. We thank our volunteers and   Joseph and would welcome more. 

We subscribe to Fares Share and receive food weekly. Due to the wide ethnic population of the area our food is not always suitable and we use a grant from Feed Liverpool which enables us to supplement the food from Fare Share and provide a monthly community lunch  organised by Citizens Advocacy, Agnes Woodford Project 

We subscribe to Roots on the web which is subscription material. Roots follows the Lectionary, and provides a methodical, consistent template, with ideas to unravel the meaning of the topic. The material is flexible and allows a choice of approaches.

## **Deanery Synod** 

There were four Deanery synod meetings in 2024. 

Matters discussed were: - 

1.The letter sent to the Bishop from St. Philemon’s expressing their belief that the Prayers of Love and Faith were unbiblical, and their decision as a church to not participate in acts of worship with other churches in the diocese unless the Bishop withdraws his support for the Prayers of Love and Faith. This means that they will not participate in acts of worship and prayers at Deanery Synod. This led to the decision by the Laity that Gabriel Chiu could not as Lay Chair represent fully the Laity, and resulted in the election of an additional Lay Chair, Sophie Fazakerley Poole (St James in the City). 2.Fit For Mission. This was discussed at every meeting. Clayton Rowe was introduced as our Fit for Mission Facilitator. Robert Clack, Area Dean asked for feedback on how the laity viewed Fit for Mission, the consensus being that most of the laity did not know much and most were afraid that it would change the way their church could worship and make decisions. 

3. Election of clergy and Laity to Diocesan Synod. Clergy elected were Jude Padfield, Mike Hindley, Jeanette Griffiths and Lu Skerrat Love. Laity elected were Sophie Fazakerley Poole, Thomas Watts and Nadine Daniel. 

4. Robert Clack apologised at more than one meeting for the long interregnum that St. Bede with St. Clement is experiencing. 

## **Safeguarding Report** 

Paul Strickland is the Lead Recruiter, able to sign Sections W, X and Y on DBS applications submitted via THIRTYONE Eight, the Church of England’s contracted Umbrella Body. Clergy and Lay Readers receive safeguarding training and DBS checks via recruiters appointed directly by the Diocese. 

Sunday School continued during 2024. A register has been kept at both St Bede and St Clement. The Sunday School has been run by 2 persons alternating the lead each week, both have been DBS checked. 

The Parish Safeguarding Officer has been made aware of one minor safeguarding issue during the year which was notified to the Warden and resolved with no further action required. The PSO attended Diocesan safeguarding training in November 2024 

St Bede with St Clement is aware of and endorses: 

- a. Promoting a Safer Church. 

- b. Parish Safeguarding Handbook. 

- c. Safer Environment and Activities. 

## **Food Market** 

Throughout the year, except for bank holidays, the Food Market operated consistently the overarching goal of the project remains to alleviate food poverty in the Parish and L8 area. The market is serviced by a small, dedicated group of volunteers led by Jenny, none are members of our church, Pastor Joseph Ola, a leader of the Nigerian Apostolic Church which uses St Bede’s as a worship venue coordinates the operation. We thank our volunteers and Joseph and would welcome more. Helpers.

## **Community** 

A very close partnership has existed between Liverpool Citizen Advocacy (LCA) and St. Bede with St. Clement PCC since 2000. LCA’s Agnes Woodford Project (AWP) is an entirely volunteer run and funded project that operates from St. Bede’s. It is aimed at building connections between people living in the neighborhood and is targeted particularly at those who are isolated either in their homes or in residential care. It seeks to provide people with the connections that will reduce their isolation and protect them from neglect and abuse. The AWP runs two main regular activities at St. Bede’s. The first is a community lunch that is usually held on the third Thursday of each month. This offers people the physical and psychological benefits of being provided with a decent lunch and of getting to know each other and sharing problems and concerns. The second is a weekly ‘drop-in’ on Mondays, now Thursday. this is aimed at people who have a concern or issues that they don’t know how to deal with or who to go to for assistance. Volunteers offer a sympathetic ear and would subsequently provide active signposting through LCA’s links with advice and information organisation’s dealing with health, social care, housing and other areas of their lives. Whenever necessary, AWP volunteers also provide informal, one-to-one advocacy support to people identified through both the dropins and lunches. Liverpool Memory Singers continue to use St Bede’s church hall on the 2nd and 4th Friday of the month. This is a group for people and their carers living with dementia meeting to enjoy, music and friendship. 

The group are very appreciative of the use of the hall which is a familiar and welcoming environment for the members. 

Doreen and Anne, from the church continue to prepare the hall and make the refreshments for the group which is an important part of the session. 

The number of people attending does fluctuate as some sessions coincide with other groups that people attend but generally numbers are reasonably stable. 

## **Reserves Policy** 

It is desirable to have reserves available to meet unforeseen expenditure, a minimum reserve of at least £20k to meet such events is unreasonable. Further reserves of at least three months expenditure is required to maintain the weekly church activity, this amounts to circ £11k, we currently have sufficient cash reserves cover 

## **Parish Development and Mission Plan** 

We are currently in interregnum and are maintaining a weekly service and pastoral care to the members of the church and making sure we service the needs of the parish as and when required. 

We are also engaging with the diocese through the deanery in exploring how we can participate within the FIT FOR MISSION agenda. A lack of clergy and in particular clergy not wanting to come north has impacted on our Diocese. The Bishops and .and the leadership team have adopted policies to address these issue, one being  the FIT FOR MISSION agenda, this calls for smaller deaneries, parishes joining together to make larger parishes with reduced clergy. This  has proved to be a painful exercise for many and we have been faced with exploring who we would partner with. as a parish,

## **Parish Development and Mission Plan (continued)** 

It was suggested that we partner with St Bridget’s Wavertree and this was accepted by both PCC’s, any  appointment must recognise our diverse congregation .The shared post will be advertised in the new year, Until this is achieved our church services will be maintained by Paul Strickland and David Roughley, who has permission to officiate, who our lay ministers plus the support of retired clergy and lay ministers from other deaneries, we are thankful for their support.

## **Independent Examiners Report to the Parochial Church Council** 

This report on the accounts of the PCC for the year  ended 31[st] December 2024 which are set out on the annexed pages is in respect of an examination carried out in accordance with the Church Accounting Regulations 2007 (‘the Regulations‘) and S.143 of the Charities Act 2011. 

## **Respective responsibilities of Trustees and Examiner** 

As Trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of S144(2) of the Charities Act 2011 does not apply and that an independent examination is needed. 

It is my responsibility to, 

- Examine the accounts under section 145 of the 2011 Act, 

- To follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act, and 

- To state whether particular matters have come to my attention 

## **Basis of Independent Examiner’s Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners.  That examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records.  It also includes consideration any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. . 

## **Independent Examiner’s Statement** 

(1) Which gives me reasonable cause to believe that in any material respect, the requirements 

- to keep accounting records in accordance with Section 130 of the 2011 Act; and 

- to prepare accounts which accord with the accounting records and to comply with 

- requirements of the 2011 Act
