The Parochial Church Council present their annual report for the year ended 31[st] December 2020. The accounts have been prepared in accordance with the Church Accounting Regulations 2006 and the Charities SORP 2005. 

## **Structure, Management and Governance** 

The PCC operates under the Parochial Church Powers Measure 1956. The Parishes of St Bede and St Clement became a united benefice and on 28[th] June 2012 under a pastoral reorganisation scheme became a united parish and is now known as the Ecclesiastical Parish of St Bede with St Clement Toxteth. 

St Clements was a registered charity and St Bedes an Excepted charity, It was agreed with the Charity Commission to change the name of the registered charity to St Bede with St Clement and retain the same charity number held by St Clements. 

The method of appointment of PCC members is set out in the Church Representation Rules. All church members are encouraged to register on the Electoral Roll and stand for election to the PCC. No member of the PCC received any remuneration and no staff are employed, a verger fee is paid to church officials to cover funerals on a casual basis. 

## **Agency** 

The PCC acts as agent for the following:- 

- The Liverpool Diocesan Board of Finance in respect of statutory fees, fees collected in the year are paid over on a regular basis. 

- The Toxteth and Wavertree Deanery in respect of the Deanery Mission and Growth Fund, monies received from the LDBF are distributed to the churches in the Deanery by way of grant. 

## **Objectives and Activities** 

The PCC (Powers) measure 1956 states that the PCC ‘is to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical’ 

Our key objective as a church is to love God, one another and ourselves and to love and serve our local community.  We aim to live out our faith and to deepen our relationships with other Christian’s who both worship and minister in our parish. 

As a church we work to proclaim the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.  We have two worship centres which provide us with good opportunity to engage with the local community as the buildings each offer different and complementary ways to carry out worship and community activities. At present both buildings are financially viable. 

Our commitment to building ecumenical relationships is reflected through our regular contact with other Christians, both ecumenically and within the Deanery and the relationship we have with the two congregations (the Iranian church and Apostolic Church Liverpool, worshipping in our church buildings) learning together and sharing our talents and our spaces. Additionally, as the parish has a large proportion of residents who are Muslim, we continue to develop the interfaith contacts which are so important in this context. 

We will respond to local, national and international disasters. 

We continue to offer food, clothing and donated household items to those in need and other charities including the Whitechapel centre and shop,

## **Achievements and Performance con’t** 

## **Nurture Courses** 

The Pilgrim course met weekly, on Tuesday evenings from 7.30 pm to 8.30 pm. 

It is a great opportunity for those who are established in their faith, and those new or exploring Christianity to come and explore what it is we believe. I would also like to thank Elaine for her running of the modular Pilgrims Course on zoom. If you have not yet tried these courses, may I encourage you to decide to give them a go! There is great fellowship to be had along with deepening our journey as disciples of Christ. 

## **Parochial Church Council** 

The PCC held Nine Meetings in what has been a very difficult year for many people, all bar one of the meetings were held remotely via Zoom ( where would we be without technology). 

We had a grant to fund an advocacy worker primarily to help those attending the Food Market and to set up various projects in the Community. Due to Covid 19 this proved difficult  so she began to telephone members of the Food Market and the Congregation weekly to keep a connection  with them and to help with any problems. This  proved to be so valuable to many members of the Food Market and the Congregation especially those living alone as she was able to provide them with much needed information on  the variety of help that was available to assist them. 

The PCC were kept informed on the Finances by David Roughley and the state of repair and risk assessment of the buildings by David Thomas both of whom did a good job despite having  health issues.

## **Financial Review** 

The deficit for the year on the unrestricted funds was £1,704 (2019 surplus £948). The income for the year was affected by the pandemic, reduced hire of buildings £8,860 and plate giving by £1,568. The loss of hire income was partly offset by a reduction in gas and Electricity costs £4,772. The income included a grant from the Diocese of £1,000 toward the Area Deans admin costs and this was further augmented by a grant of £4,895 from the Deanery Mission and Growth Fund. We also received support from the Diocese of £6,999 towards our curates housing cost, the grants and the provision of our incumbent represents substantial support from the wider church for which are grateful.  The advocacy worker was engaged in February, funded by the P H Holt Foundation grant of £10,000 received in 2019 this was to enable us to provide training and support for people in Toxteth disadvantaged by poverty, language, or skill barriers for one year. We received a further grant from the JM Foundation to support the cost of the coordinator for the Food Bank of £7,960 and £5,000 from the Henry Smith Fund to relieve poverty and hardship in our parish. We benefitted from joining the Parish giving in 2019, this meant we received our planned giving plus associated tax on a regular monthly basis and an inflationary increase. We were also fortunate that members of the scheme were not affected by restricted employment. In a year of tremendous disruption to life in general and the closure of church building it was naturally going to affect giving, we can thank God that we did not suffer as greatly as some churches.  Our giving to other charities was £1,772 (2019 £1,719), we supported TEAR Fund £487 and local charities, Marie Curie Hospice £1,194 and the Whitechapel Centre for the Homeless £91 

The expenditure for the year was £39,846 (2019 £46,849) Ministry costs amounted to £21,379 (2019 £21,853) within this figure is £9,823 (2019 £9,355) which is the amount we pay to the Diocese for our incumbent. This represents a relatively small cost for the provision of an incumbent and a curate for which we are thankful.

## **Achievements and Performance** 

## **Worship and Discipleship** 

There is no doubt 2020 has been an exceptional year given the extent of how much the pandemic has affected our everyday lives, worship and ministry. 

The year got off to a good start with the worship team, sharing the worship and preaching in church services. A joint Ash Wednesday service was held with St Bridget’s church, followed by witnessing to shoppers at the local Asda as we engaged in the Diocesan initiative of “Ashes to Go”. 

Plans were made with St Mary’s and St Bridget’s to join in a joint lent course studying the book “Saying Yes to Life” by Ruth Valerio. The theme of which was to explore how we the people of God look after creation and the importance of our call to stewardship the earth. The course began in Lent but unfortunately like so many activities came to an end as we entered into the first lockdown on 23rd March 2020. 

This resulted in all access to church buildings being prohibited, which proved a real challenge to many churches on how to collectively worship and pray together. As a result of the lockdown a church WhatsApp group was set up, along with regular postings on Facebook. The WhatsApp group in particular began to flourish as members remained connected with one another on a daily basis. For Palm Sunday we placed our crosses in the window as a symbol of hope to our communities and important services like Easter Sunday were also conducted on the WhatsApp and Facebook page. 

The country and church members connected with one another on Thursday evenings as many went out to clap for carers. The pandemic was also marked through the symbol of a lit candle in the window and images of rainbows. 

The worship teams from St Bede with St Clement and St Bridget’s and St Thomas began to post Morning Prayer each weekday morning and a reflection of the passage for the day. A weekly newsletter was posted out to members who did not have access to WhatsApp or Facebook. This consisted of the weekly sermon, prayers and updates until mid-July when people began to take time off for a summer rest. During the summer prayers were posted on WhatsApp and the Sunday services continued online. 

When church gatherings picked up again in September, the church had moved on to zoom and Sunday services began to be conducted on zoom, with St Bridget and St Thomas and for a short period St Mary’s joining in. 

Our congregation celebrated with St Bridget and St Thomas, the ordination of Rev Liz Roberts based in St Bridget’s and St Thomas, Elaine is her Training Incumbent. A beautiful service was conducted in Liverpool Cathedral though numbers were very limited due to Covid restrictions. A very encouraging message for Liz’s ministry was shared by Bishop Bev, the Bishop of Warrington. 

The church building was once again opened in October for worship and services but people were tentative about returning as some were still shielding and few if any had been vaccinated against the virus. Though we were delighted to have two new families join our congregation this year. The greatest highlight of the year was the first wedding to be conducted in over seven years.  Naomi, the bride is daughter to Anna and Neil, two much loved and long-standing members of the church.  Naomi was married to Alex in St Bede’s church and it was a lovely personal service with a small gathering due to Covid restrictions. 

During Advent we joined once again with St Bridget and St Thomas on zoom to engage in the “Light of Darkness” course produced by Sheffield Diocese.  This explored the themes of Distance, Safe, Trust and Normal in light of the Christian faith and the pandemic.  Fortunately we were able to enjoy the Christmas service in church but life wasn’t the same as singing was not allowed in church. Very shortly after this, we entered into another lockdown and the church building once again had to be closed. 

Pastoral support and funeral ministry have not been easy during the pandemic due to restrictions.  It has had a huge effect on families in limiting how many loved ones can gather to mourn at the funeral service.  It has also very much limited visiting both those in hospitals and  home.  There has been increased reliance on technology which has helped ease difficult pastoral situations a little.

## **Church Maintenance** 

As both Church buildings have been closed down for most of the year in 2020, I have little to report 

## St Bede 

A  Quinquennial Inspection was due in 2018,for the St Bede’s buildings. but due to the retirement of the  Architect we had to appoint a replacement. We interviewed two firms of architects and made an appointment unfortunately, having accepted and  waited over a year for them to do the inspection they withdrew.  We subsequently appointed Anthony Grimshaw Associates to become the architects, for St Bede’s buildings, the inspection took place in  March 2020 that report was sent to St James House who, in normal circumstances would pass it on to us with any recommendations. Due to Covid19 the report we have still not received the report. 

At the start of the year we had evidence that vermin had got into the Church and the food marked cupboard, so we covered the outside vents we metal plates with smaller holes in them and filled in any holes around the cupboard. The annual service on the fire extinguishers carried out also the central heating system was serviced and we had to have a new part for it. We had the electrical appliances tested this year. 

## St Clement 

We have had the annual test on the fire extinguishers. The central heating system was serviced and a small part was needed for this, and the electrical appliances tested. 

## Risk assessment 

A risk assessment was carried out on the buildings and adequate provision made to comply with the C of E Codit19 requirements of access and hygiene.

## **Children and young people’s work** 

Due to the pandemic, it has not been possible to have young people’s activity for most of the year. Before the pandemic, most Sundays only had a few children attending. When church was happening on Whatsapp, we to had a link from Roots was posted most weeks which had children’s and family activities. 

We hope to resume young people’s activities soon . 

## **The Ladies Fellowship** 

The Ladies Fellowship is a small group of church members who meet on Thursday afternoons as a house group for fellowship, prayer and support. 

Due to the pandemic restriction, coupled with the fact that  the members, due to age or health, were in lockdown and no meetings have taken place since March 2020. An added problem was although provision had been made to use zoom and wahtsap for services many did not have the facility to participate. 

Although the fellowship has been missed the members have kept in touch and supported one another by regular telephone contact with each other. They have appreciated the calls by Cath, the advocate, as also have other elderly members of the church 

A further blessing has been they have all had good health and have been free from the virus. 

You would be very welcome to join with them on Thursday at 1pm, when they restart.

## **Buildings and Community Connection** 

The use of the hall has been severely restricted during the year. 

- 

- The _Food Market_ has suffered intermittent closure during the year due to the pandemic restriction and  personnel safety. This is a much-valued service for the local community, providing affordable food as well as social support to its users which has been frustrated this year. 

- Toxteth and Wavertree deanery debt advice continue to operate out of St. Bede’s church building. They have a steady number of people attending each session and are developing in their understanding of people from different cultures and languages.  We continue to raise awareness of this service open available to all people in our deanery 

## **The Liverpool Memory Singers**

## **Food Market** 

The Food Market continued to run in 2020 in spite of the pandemic albeit with a temporary closure between April and June during the initial lockdown. The market, which was set up by the church to alleviate food poverty in the local area, continued to receive food supplies from Fareshare. In 2020, an average of 19 people were served weekly at the Food Market by an average of 7 volunteers. 65% of market users are BAME **.** 

As a result of COVID-19, 3 volunteers who are in the highly vulnerable category stopped volunteering at the project. We recruited 3 new volunteers, 2 of whom continue to serve at the Food Market as per their availability. Prior to reopening the market in July 2020, a risk assessment was conducted and effected. 

The project made some partnerships and referrals in the year. We partnered with Granby Toxteth Development Trust (GTDT) to provide hygiene packs for market users. . We referred some market users who were struggling during the pandemic to the church’s hardship fund committee; the Grant awarded to the church from Henry Smith was used to support these people. We also signposted some of the market users to the church’s advocacy worker for help and support with various situations during the pandemic e.g. local government provisions  and support with online food delivery for vulnerable people). 

The market had training sessions for the volunteers during the year including a Safeguarding Training and some Personal Development training held online during the lockdown. Some external trainings were also recommended to the volunteers including: Volunteer Academy Program, Micah Liverpool Volunteer Program; and Interfaith Peace Conference). A Volunteer Appreciation Lunch was also held in December. These events were geared towards helping the volunteers serve the community better and develop their personal skills. 

A survey was conducted at the end of 2020 via one-on-one interviews and chats with some of the market users to assess how the market has helped them and to receive their feedback on what could be improved upon. Those interviewed as such were very appreciative of the project and expressed their deep satisfaction in the running of the project thus far. 

In summarizing, the Food Market is running smoothly, and the Volunteers are getting on fine.

## **Deanery Synod** 

Rev Elaine Jones is the Area Dean and Chair of the Toxteth and Wavertree Deanery, David Roughley was Lay Chair and Treasure and Anna Bishop, the elected member from St Bede with St Clement,  was the Secretary to the Synod until June. Neil Bishop, was an elected member for  St Bede with St Clement, also retired in June. The Rev Tabitha Rao is a member of Synod as a clergy representative for the Parish.  David Roughley retired as Lay chair in January 2021 and Nadine Daniel was appointed, Nadine is a member of St Margaret’s of Antioch. 

Helen and Paul Strickland were   elected by the church, in March 2020 to  be the Deanery Synod reps for the church . Since being elected as synod reps, they have attended two meetings on Zoom, no meetings took place in 2020,they report as follows:-

1. 21st January 2021 We discussed the ground rules for meetings and were introduced to the other members.  We elected the officers (the deanery mission and pastoral committee, David Roughley was coopted as treasurer. 

2. 27th April. 

We talked about preparing our deanery action plan, with priorities for 

- Discipleship 

- Mutual encouragement and support 

- Maintaining diversity 

Canon David Banbury, from the Ormskirk Deanery, who has experience of developing their deanery plan, made a presentation of how they have approached it. They have made financial and numerical assessment of the churches in their deanery, presenting the results graphically. Churches have been organised into clusters for mutual support, allowing those with specific strengths to support other churches in the group. He advised us to plan as soon as we can for our own deanery. 

We also discussed running the Living in Love and Faith course in our deanery, looking sensitively at questions of identity, relationships and sexuality. 

We were informed about the forthcoming elections to Diocesan and General Synod, later this year. 

## **Safeguarding Report** 

Rev Elaine Jones continues to act as Lead Recruiter and Neil Bishop as an Additional Recruiter.  DBS checks are processed via CCPAS (now Thirtyone:eight).  DBS checks have been sponsored as applicable to roles recruited during 2020. 

We held safeguarding training in Feb 2020, primarily for volunteers of the Food Market.  The training looked at basic safeguarding regulations, appropriate behaviors, special references to working with adults, and outline of the St B with St C Safeguarding Policy.  Reporting, Fair Treatment, Diocesan safeguarding contacts and C of E safeguarding publications were also discussed. Training slides are available for review. 

We reviewed our Safeguarding Policy in Jul 2020 via email during the covid pandemic.  Some safeguarding terminology has changed since we wrote our policy, such as how vulnerable adults are defined, as well as eligibility for a Basic Check in England, and in addition, our policy focuses on children.  However, the core elements of the policy are still valid, and addressing adult safeguarding has been achieved through the safeguarding training outlined above. con’t………

## **Safeguarding Report Con’t** 

During the covid pandemic, we have not held a Sunday School, and we have not had any direct interactions with children or young people in order to reduce the risk of transmission. We have held Zoom services and formed a WhatsApp group involving adult subscribers, with children only taking part alongside their parents 

St Bede with St Clement is aware of and endorses: 

- a. Promoting a Safer Church. 

- b. Parish Safeguarding Handbook. 

- c. Safer Environment and Activities. 

The Parish Safeguarding Handbook makes the following statement: 

- _'The abuse of children and young people can take many forms. They have the same right to protection regardless of age, disability, gender reassignment, race, religion or belief, sex, or sexual orientation. Children and young people from minority ethnic groups and those with disabilities (physical, sensory and/or learning difficulties) are especially vulnerable and need special care and protection'._

## **Reserves Policy** 

It is desirable to have reserves available to meet unforeseen expenditure, a minimum reserve of at least £20k to meet such events is unreasonable. Further reserves of at least three months expenditure is required to maintain the weekly church activity, this amounts to circ £9k, we currently have sufficient cover 

## **Parish Development and Mission Plan** 

As a church, having travelled through the Exodus course looking at our past, present and future in 2019 a discussion document was developed to assist in conversations as to how to move forward as a church.  The document has been discussed a number of times at PCC and has on occasion been quite challenging especially when discussing the need to both minister and worship from one church building.  Contained within the document are initiatives for growth as outlined by the Diocese. 

- Bring 1 friend to church, this would double our congregation. 

- Do 10 things that would make a difference to the people in the communities in which we engage.  Many acts of service and kindness could be offered as a reflection of our Christian life. 

- Grow 100 new congregations across the diocese, supported by the Joshua Centre if required. 

- Develop 1,000 new leaders within our diocese. 

- Disciple 10,000 new disciples of Christ across the diocese. 

Sadly we have not really been able to move forward, in the main due to Covid, but also in agreeing how best to proceed. 

Until we have a clear plan our mission remains to develop a multi-cultural, multi-congregational church whereby people from different cultures and churches worship and serve together remains. Our mission is also to love God, love one another and to love ourselves, to serve and love the people of the parish. We want to be a relational church both within our community and with other communities as this helps us to us to understand one another and break down the barriers that separate us. Our aim is to grow through our building of relationships and sharing the gospel message both in word and deed.

## **Plans for the future** 

Having experienced a worldwide pandemic, it has become apparent that though it is important to make plans we also have to be flexible in our approach and accepting of unpredicted changes.  The main theme for the church will be to consider what it has learned throughout the pandemic and how we can use those lessons to help us move forward.  For some there is a desire to return to “normal” as soon as possible, but this is also an opportunity for real change.  It is a conversation the church is currently having, with its insight from both the Exodus course discussion document and changes arising from the pandemic a pathway forward will be forged.  For now, we need to focus on deepening in discipleship through continued engagement with the “Rule of Life”. Continue to nurture the growing prayer life of the church and seek a culture of invitation to welcome in those who are seeking, the lost and the hurting to join in our worship of the Lord and where possible engagement with the parish.

## **Independent Examiners Report to the Parochial Church Council** 

This report on the accounts of the PCC for the year  ended 31[st] December 2020 which are set out on the annexed pages is in respect of an examination carried out in accordance with the Church Accounting Regulations 2007 (‘the Regulations‘) and S.143 of the Charities Act 2011. 

## **Respective responsibilities of Trustees and Examiner** 

As Trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of S144(2) of the Charities Act 2011 does not apply and that an independent examination is needed. 

It is my responsibility to, 

- Examine the accounts under section 145 of the 2011 Act, 

- To follow the procedures laid down in the General Directions given by the Charity  Commission under section 145(5)(b) of the 2011 Act, and 

- To state whether particular matters have come to my attention 

## **Basis of Independent Examiner’s Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners.  That examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records.  It also includes consideration any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. .

## **Accounting Policies** 

- **1.1** The Financial Statements have been prepared in accordance with the Charities Statement of Recommended Practice and General Church Accounting Requirements so far as they are meaningfully applicable and under the historical cost convention. 

## **1.2 Restricted Funds** 

Restricted Funds can only be applied for the purposes originally given. 

## **St Clements building** 

The fund arose from the proceeds of the Insurance Money received when the Longfellow Street Mission Hall was destroyed by fire.  The balance represents the value of the land. The capital of the fund can only be used to build a new hall or such project that would improve the main church building. The interest can be used by the P.C.C. for general purposes. 

**P H Holt Foundation** represents a grant to provide for an advocacy advisor, IT training for people in Toxteth disadvantaged by poverty, language or skills barriers. 

## **Henry Smith Fund** 

To relieve hardship and poverty in the parish 

**JM Foundation** provided a grant to support a Food Market Co-Ordinator 

**Food Store** The fund represents activity on the food store account. 

## **1.3     Unrestricted Funds** 

**General** Unrestricted funds are the free reserves at the disposal of the Parochial Church Council 

## **1.4     Designated Funds** 

Funds which are set aside for specific purposes decided by the PCC are classed as designated funds. Their purpose can be changed to meet the requirements of the church. 

**St Bedes building** – Represents monies set aside for the heating system now being amortized. **St Bede & St Clements Reserves** represents historic monies calculated on the creation of the single parish to cover potential major repairs. 

## **1.5     Incoming Resources** 

Income is recognised as and when receivable. Income due but not received is treated as a debtor. 

## **1.6 Resources Expended** 

Expenditure is recognised as and when it is incurred and grants and donations when awarded. 

## **1.7 Fixed Assets** 

Consecrated land & buildings, movable church furnishings and consecrated and beneficed property is exempt from the accounts by S.96 (2) (c) of the Charities Act 1993. 

No value is placed on movable church furnishings held by the churchwardens on special trust for the P.C.C. and which require a faculty for disposal since the P.C.C. considers this to be an inalienable property. All expenditure incurred during the year on consecrated or beneficed buildings and movable church furniture or improvement is written off. The land is not being depreciated. 

Fixtures and fittings in the St Clement’s building are being depreciated at the rate of 10% straight line. 

The Central heating system in the St Bede’s building is being depreciated at a rate of 5% straight line 

Equipment costing in excess of £1K and not funded by a grant is capitalized.

## **Independent Examiners Report to the Parochial Church Council** 

This report on the accounts of the PCC for the year  ended 31st December 2020 which are set out on the annexed pages is in respect of an examination carried out in accordance with  the  Church  Accounting  Regulations  2007  (‘the  Regulations‘)  and  S.143  of  the Charities Act 2011. 

## **Respective responsibilities of Trustees and Examiner** 

As Trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of S144(2) of the Charities Act 2011 does not apply  and  that an independent examination is needed. 

It is my responsibility to, 

- Examine the accounts under section 145 of the 2011 Act, 

- To follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act, and 

- To state whether particular matters have come to my attention 

## **Basis of Independent Examiner’s Report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners.  That examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records.  It also includes consideration any unusual items or disclosures in the accounts and seeking explanations  from  you  as  trustees  concerning  any  such  matters.   The  procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below. . 

## **Independent Examiner’s Statement** 

(1) Which  gives me  reasonable  cause  to believe  that  in any  material  respect,  the requirements 

- to keep accounting records in accordance with Section 130 of the 2011 Act; and 

- to prepare accounts which accord with the accounting records and to comply with 

- requirements of the 2011 Act
